Dr. Jack Nicholson is the Chief Operating Officer of the Florida Hurricane Catastrophe Fund (FHCF) for the State Board of Administration of Florida. He is also on the board of directors and is the President of the State Board of Administration Finance Corporation, a statutorily created public benefit corporation created for the purpose of facilitating the issuance of bonds following a major catastrophe. In addition, Dr. Nicholson serves on the Florida Commission on Hurricane Loss Projection Methodology (Commission) and served as its chair for the first two years. The Commission was created as a panel of experts in 1995 by the Florida Legislature for the purpose of providing guidelines and standards in the review and evaluation of hurricane computer models used to project losses in residential property rate filings. At the State Board of Administration, Dr. Nicholson has the additional responsibility of overseeing the Insurance Capital Build-up Incentive Program. He serves on the Advisory Council to the Florida Catastrophic Storm Risk Management Center at Florida State University and also served on the Advisory Council of the My Safe Florida Homes Program.

Prior to coming to the State Board of Administration in September of 1994, Dr. Nicholson worked for the Florida Department of Insurance for eight years. At the Department, Dr. Nicholson held the positions of Director of the Office of Insurance Research and Data Analysis, Deputy Director of Property and Casualty Insurers, Assistant Director of Rating, and Bureau Chief of Rates. Dr. Nicholson was involved in many of the regulatory activities following Hurricane Andrew. These activities ranged from data collection and analysis to operating the Department’s Miami Insurance Center. He served as the Insurance Department’s liaison with the State Board of Administration regarding the FHCF from its inception and has played a major role in its implementation and development.

Jack Nicholson received his Ph.D. in Risk Management and Insurance from the University of Georgia in 1980 where he also earned his undergraduate degree in Business with a major in insurance. He received an M.B.A. from the University of North Dakota while serving as an officer in the U.S. Air Force. Dr. Nicholson also has the professional designations of C.L.U. (Chartered Life Underwriter) and C.P.C.U. (Chartered Property and Casualty Underwriter). He has taught in the area of Risk Management and Insurance at the University of Georgia, the University of Iowa, and Florida State University.

Jennifer Montero, CPA, is Chief Financial Officer for Citizens Property Insurance Corporation. In this capacity, Ms. Montero is responsible for planning and developing the financial course of the corporation. She oversees all aspects of financial reporting, accounting operations, treasury, remittance processing, and budgeting. She also has oversight of a $13 billion investment portfolio and is responsible for developing, negotiating and implementing Citizens’ financing program and risk transfer strategy, including traditional reinsurance and the capital markets.

Having served in positions of increasing responsibility with Citizens (and its predecessor, the FRPCJUA) since 1999, Ms. Montero has developed an unmatched institutional knowledge and in-depth understanding of Citizens’ financial needs and business model. Previous positions at Citizens include Controller and Manager of the Accounting and Finance Departments. She has more than 20 years of experience in accounting and related areas, including internal audit.

Ms. Montero received her Bachelor of Science degree in Accounting from Florida State University and is a Florida licensed Certified Public Accountant (CPA).

Dennis Burke is Vice President, State Relations, responsible for planning and executing the lobbying strategies in all 50 states, and at NCOIL and the NAIC.

Prior to joining the RAA in 2006, Mr. Burke was Vice President and Associate General Counsel for Everest Re. During his 15-year tenure at Everest, he was also General Counsel and Secretary to the group's U.S. insurance company subsidiaries.

Mr. Burke received his Juris Doctorate from St. John's University School of Law, and a Bachelor of Science in Accounting from the State University of New York (SUNY) at Binghamton.

Adam is a Senior Vice President in Guy Carpenter’s Tampa office. He is responsible for servicing clients in the southeast and has extensive experience working with Florida property insurance companies. He has assisted multiple Florida domiciled companies through the start-up process and has worked with several more established companies through reinsurance placements and general course of business. As a resident of Florida, Adam is fluent in many of the issues currently affecting Florida property writers including current legislation, FHCF policy, windstorm mitigation credits, public adjusters, sinkholes, captives and the temperature of the regulatory environment.

He began his career with Benfield Blanch in 2004 as a servicing broker on the medical and legal professional liability team. In 2006, he accepted a position with Collins and in early 2007 relocated to Tampa to focus on the Florida property insurance market. He spent several months in 2008 working within the London insurance market and has a broad knowledge of the U.K. markets and risk appetites.

Adam holds a bachelors of science degree in economics from the University of Wisconsin – Madison and the Associate in Reinsurance (ARe) designation.

Director Simon Blank began his law enforcement career in 1988 with the Royal Palm Beach Police Department, in Palm Beach County, Florida. Simon moved through the ranks during his tenure with the agency and served in different assignments, to include: patrol, narcotics, persons and property crimes detective, internal affairs and supervisor of the Criminal Investigations Division.

Simon joined the Division of Insurance Fraud in 1996 as a detective assigned to the 440 Strike Force in West Palm Beach. He was promoted to Lieutenant of that unit in 2001 and to Regional Captain in 2002. In 2008, Simon was named Workers’ Compensation Bureau Chief and in 2009 became the Division’s Operations Major overseeing all enforcement actions statewide.

In September 2013, Simon was appointed Director of the Florida Division of Insurance Fraud by CFO Atwater.

Simon is a 2014 graduate of the FBI National Academy Session #257.

Prior to starting a career in law enforcement, he served in the United States Air Force from 1982 through 1986.

Lisa served as Deputy Chief Financial Officer and Chief of Staff for the Florida Department of Financial Services, a $500 million agency with over 2,800 employees and oversight of 13 divisions including Florida’s $20 billion treasury and 400,000 insurance agents. She also was the leader of the My Safe Florida Home program, a $250 million initiative established by the 2006 legislature, to encourage Floridians to strengthen their homes against hurricanes.

Prior to her work with the Department of Financial Services, Lisa served as Deputy Commissioner and Chief Lobbyist for the Florida Office of Insurance Regulation during 2004 and 2005. Lisa was also responsible for attracting and retaining major investors for the insurance marketplace and managed industry relationships for Florida’s over 1,400 insurance companies. Prior to that, she worked as Director of Corporate Relations for an Ernst & Young municipal bond investor relations affiliate. Additionally, she spent four years with the Department of Revenue and in the mid-90′s served as the Executive Director of the American Society of Notaries where she increased that organization’s membership from 12,000 to 20,000-plus and the budget from $200,000 to $1 million in less than five years.

Lisa has served on numerous panels and commissions including the Governor’s Property Insurance Reform Committee, and the Medical Malpractice Professional Claims Liability Reporting System Task Force. She was the Office of Insurance Regulation’s Board Liaison to many quasi-governmental entities including Citizens Property Insurance Corporation, The Florida Automobile Joint Underwriting Association, The Medical Malpractice Joint Underwriting Association, the Workers’ Compensation Insurance Guaranty Association and the Florida Insurance Guaranty Association. She was responsible for leading policy initiatives for the various insurance market sectors and she frequently contributed and presented at trade association meetings, corporate symposiums and insurance industry conferences on the state of the Florida insurance market and legislative and regulatory trends.

A native of Florida, Lisa graduated cum laude from Florida State University (FSU) with a Master of Public Administration degree and Bachelor of Science degree in Business Management. She also has a Certified Public Manager designation.

David Altmaier is the Director of Property & Casualty Financial Oversight. His primary responsibilities include assisting with the licensing of insurance companies and monitoring the financial condition of property and casualty companies for compliance with Florida regulations.

David began his career with the Office in 2008 as an analyst, serving as Chief Analyst until February 2014. Much of his focus has been centered on the financial condition of insurers conducting business in Florida. Prior to joining the Office, David spent two years working as a licensed 2-20 and 2-14 agent and two years as a high school math teacher.

David graduated from Western Kentucky University in 2004 with a degree in Mathematics. He has also earned the Professional in Insurance Regulation designation from the National Association of Insurance Commissioners.

Ralph Hudgens was elected as Georgia’s Insurance Commissioner on November 2, 2010.

In addition to being Insurance Commissioner, Hudgens is also the Safety Fire Commissioner and Industrial Loan Commissioner. His duties include regulating approximately 1,600 insurance companies, licensing 137,000 insurance agents, and regulating over 1,000 industrial loan offices.

As Safety Fire Commissioner, Hudgens appoints the State Fire Marshal, oversees the state arson unit, regulates explosive and hazardous materials, and is responsible for the inspection of public buildings for compliance with the state fire code.

Commissioner Hudgens is a businessman, who for nearly two decades, worked for Shell Chemical Company, a division of Shell Oil, in sales and management. Today, he owns and operates several successful businesses, and understands first-hand how insurance premiums impact companies of all sizes.

Hudgens’ public service began with an appointment in the US Department of Agriculture by President Bush. He went on to be elected to the Georgia House and then the Georgia Senate, serving fourteen years until his election as Insurance Commissioner.

Because of his service as Chairman of the Insurance Committee, Vice-Chairman of both the Ag Committee and Banking Committees, Hudgens is one of the state's foremost experts on insurance, business regulation, and consumer issues.

A loyal Republican, he has served as a GOP delegate at the local, state, and federal level. He is committed to the party platform of lower taxes, less government, and strong family values. He is 100 percent pro-life and a champion of various pro-family causes.

Ralph and his wife, Suzanne, live in Athens, Georgia and they have four married children and twelve grandchildren. He and Suzanne are active members at Winterville First Baptist Church.

Lawrence has almost 30 years of casualty actuarial experience. He currently serves as Senior Actuary for the Louisiana Department of Insurance in Baton Rouge. He handles pricing for all personal lines, workers’ compensation, and title insurance, as well as catastrophe modeling issues, rate-of return issues, data collection issues, and special projects.

Lawrence is a Phi Beta Kappa graduate of Haverford College with a B.A. in Economics. He has 12 years of experience in the consulting business, 6 years in the insurance company arena, and 11 years on the regulatory side.

Lawrence has been a Fellow of the Casualty Actuarial Society and a Member of the American Academy of Actuaries since 1990.

Michael has over 15 years of experience in public accounting providing IT consulting, audit and accounting services with THF. He has experience in insurance, not-for-profits, and governmental industries.

Mike has been the IT Audit Senior Manager for over 10 years at THF. He possess both accounting and IT knowledge with a background that includes information technology auditing, and a broad set of skills that have facilitated his understanding of organizational complexities. He has extensive experience identifying risk, designing and testing information system controls for audits of financial reporting, as well as auditing various aspects of information technology. He is responsible for planning and supervising engagements covering all facets of auditing, IT security and auditing, data analytics, risk management, SAS70/SOC reporting, and financial audit support. This understanding has enabled him to contribute significantly to bridging the gap between business and technology in companies. In addition, he has extensive experience in computer assisted audit techniques (CAAT/IDEA) and Microsoft Access to provide assistance in database management in the accounting and audit areas.

Dan Hanson designs programs to protect his clients by managing and reducing their executive risk exposures. He specializes in executive liability lines of insurance, including directors and officer liability (D&O), employment practices liability (EPL), fiduciary liability, professional liability (errors and omissions), and network security/cyber liability insurance. He has worked as the Director of the Management Liability Group since 2007.

Prior to joining the agency, Dan held several underwriting, management and technical positions with St. Paul Companies and Travelers. While at St. Paul Travelers he was the managing director for the public company D&O and professional liability book for the upper Midwest region, where his underwriting team was responsible for more than $60 million in premium.

He is a frequent public speaker on management liability insurance lines, including recent talks to the Association of Corporate Counsel, the Collaborative and Wisconsin RIMs. Dan earned his undergraduate degree in History from Carleton College and his Master of Business Administration in Finance & Accounting from the Carlson School of Management. Bill has spent his career in public accounting and has over 30 years of experience serving a variety of clients with a significant concentration on insurance companies and other insurance-related enterprises. His responsibilities include coordinating services provided and ensuring engagement objectives are accomplished within established timeframes. He has specific experience with insurance clients that includes audits of statutory financial statements, NAIC Financial Examiniations, SSAE 16 examinations, assistance in designing and implementing accounting systems, preparing multi-year business plans, resolving financial regulatory issues, acquisitions, internal control reviews, structuring reinsurance programs, reinsurance accounting, operational reviews, design of cost allocation systems, assistance with structuring contracts, and resolution of financial reporting issues.

Bill has completed continuing education programs offered by the SEC Institute and the AICPA relating to SEC and PCAOB accounting, auditing, and financial reporting. In addition to serving insurance clients, he serves as an engagement shareholder on several of our SEC client engagements and discharges the engagement quality control review procedures on several others.

Bill graduated with a Bachelor's degree in Accounting from Florida State University. Currently, Bill serves as a member of the AICPA's Task Force for the rewrite of the accounting and auditing guide for property and liability insurance companies

Since 1997, Chris has been providing assurance and consulting services to clients and employers primarily in the insurance indusry. A graduate of Florida State University with a Bachelor of Science in Finance and a Master of Accountancy from the University of West Florida, Chris’ unique experience includes most recently serving as the Director of Enterprise Risk Management for Citizens Property Insurance Corporation (Citizens) which included the design and implementation of the program for management of risks to company-wide organizational goals and objectives spanning over 50 business units, 12 locations, 3 cities, and approximately 2,200 full-time personnel. Chris conducted risk assessments at Citizens in various areas, including data privacy, vendor management, and underwriting. He re-engineered the business continuity program for over 400 processes and 150 systems and applications. Prior to his experience with Citizens, Chris served as the Vice President and Controller for a start-up multi-line insurance group where he designed and implemented all accounting and financial reporting systems and applications to facilitate decision making and comply with regulatory reporting requirements.

Chris spent approximately five years in the positions outside of public accounting. The first 11 years of his career was spent with THF and another regional accounting firm. Chris was an assurance services manager in the insurance industry group and served as the industry group chair when he left to work outside of public accounting. Chris routinely plans, supervises, and directs multiple audits of insurance companies and their affiliates and parent companies.

Chris, in addition to his licensure as a CPA, has earned the designation of Certified Internal Auditor (CIA) and Certification in Risk Management Assurance (CRMA) from the Institute of Internal Auditors (IIA) and the Chartered Global Management Accountant (CGMA) designation from the American Institute of Certified Public Accountants. Chris has passed the first of three examinations to earn an Associate in Risk Management (ARM) from the American Institute for Chartered Property Casualty Underwriters (AICPCU) and has served as speaker on Enterprise Risk Management (ERM).

Dr. Lorilee A. Medders serves as Director of the Florida Catastrophic Storm Risk Management Center and on faculty as Research Professor II in Risk Management/Insurance within the College of Business at The Florida State University. Prior to assuming her current roles, she served the Storm Center and the College as Associate Director and Assistant Professor in Risk Management/Insurance, respectively, since 2009.

Dr. Medders was also appointed in late January by the State Board of Administration of the State of Florida to chair the Florida Commission on Hurricane Loss Projection Methodology, a commission on which she has served by appointment from the State of Florida CFO as the Statistics Expert Member since late 2009. Concurrently, Dr. Medders serves on the Board of Directors as Secretary/Treasurer for the Southern Risk and Insurance Association and as member of the Teaching Committee for the American Risk and Insurance Association.

Dr. Medders has keen interests in risk modeling, business risk management, global risk issues, catastrophe risk finance, economic resilience to disasters, reputational/crisis risk management and business ethics. She has presented and published numerous papers on these subjects and others in academic and industry forums. Her clients have included Fortune 500 companies as well as smaller companies and nonprofit organizations. Currently, Dr. Medders is especially involved in catastrophe modeling, planning and finance research. In summer 2010, she was invited as one of 34 researchers worldwide (only three based in the U.S.) to an interdisciplinary Summer Institute on Disaster and Risk held at Beijing Normal University in Beijing, China. During and since the Institute, Dr. Medders, as a business researcher, collaborated on catastrophe risk research with academics in the natural and social sciences from all over the globe.

Prior to joining the Storm Center, Dr. Medders was an Assistant Professor of Risk Management and Insurance in the J. Mack Robinson College of Business at Georgia State University. She joined that department's faculty in 1999, and also served as the department's Director of External Relations, undergraduate program advisor and faculty adviser to the Zeta Chapter of Gamma Iota Sigma, a national risk management and insurance student organization. Dr. Medders served as Assistant Professor of Finance at Georgia Southern University from 1994-1998.

Dr. Medders received her Bachelor of Science in Commerce and Business, magna cum laude, from The University of Alabama in 1990 and her Ph.D. in Business Administration – Risk and Insurance from Georgia State University in 1995.

As the head of GC Analytics – Americas, David leads GC Analytics, the firm's risk and financial modeling group, for its US, Canada and Latin America business. He is responsible for managing GC Analytics’ evolving value proposition and driving strategy for its core competencies of catastrophe modeling and actuarial services.

Prior to his current role, David directed GC Analytics for its International operations. Throughout his tenure at Guy Carpenter, David has been actively involved in the development of tools and techniques to evaluate risk and capital management strategies from financial, rating agency, and regulatory perspectives.

David has 30 years of diverse finance, accounting, and insurance experience. Prior to joining Guy Carpenter in 1998, he worked with a team of insurance professionals at Talegen Holdings, Inc. to restructure and sell its insurance subsidiaries on behalf of its parent, Xerox Corp. David began his career as a Certified Public Account with PricewaterhouseCoopers.

Brandie Andrews is an Assistant Vice President within AIR’s Consulting and Client Services Group. She has been with AIR since 2006 and is the leader of the Regulatory and Public Policy market segment, ensuring compliance with all regulatory requirements of catastrophe models and assisting clients in dealing with regulators and rating agencies. She has taught classes on exposure data, interpretation of model results and the financial model at the AIR Institute. Prior to joining AIR, Ms. Andrews spent over ten years in the actuarial field in ratemaking and reserving. Since 2004, Justin has over been providing tax compliance and consulting services for multiple entity types. His current responsibilities include coordination of the insurance tax compliance practice. These responsibilities include federal and multi-state tax return compliance, premium tax compliance, income tax provisions on the statutory basis of accounting, consolidated income tax provisions on the GAAP basis of accounting, and representing taxpayers during the examination process with the Internal Revenue Service and state departments of revenue.

In addition, he assists clients with planning issues including: entity selection, distribution and dividend planning, review of controls, mergers, work-in-progress schedules and various tax planning.

Mr. Streukens is a graduate of Michigan State University in East Lansing Michigan and began his insurance career in the regulatory sector with the Michigan Insurance Bureau in 1991. Mr. Streukens moved to Florida in July of 2001 to further his career as the Bureau Chief for the Life and Health Insurer Solvency with the Florida Department of Insurance (now known as the Office of Insurance Regulation). In June of 2003 he took on the role of Deputy Director over the financial Bureaus and after a reorganization in February of 2005 served as the Deputy Commissioner of Property and Casualty responsible for the oversight of the entire Property and Casualty area, which included the Property and Casualty Financial Oversight and the Property and Casualty Product Review units.

Mr. Streukens moved to the quasi-government sector in October 2006 and is currently serving as the Chief Operating Officer of the American Guaranty Fund Group, Inc. (AGFG), the management company that oversees the two Florida property and casualty guaranty associations, Florida Insurance Guaranty Association (FIGA) and Florida Workers’ Compensation Insurance Guaranty Association (FWCIGA). Mr. Streukens serves as the Secretary / Treasurer for AGFG and the Treasurer for FWCIGA.

Mr. Streukens works closely with regulators in Florida as well as throughout the country in the handling of insolvent insurance companies and ensuring the guaranty association safety net is in place for Florida residents. His duties at AGFG include the oversight of Accounting, Claims and IT functions for the group.
