R1 Analiza podataka unesenih u standardne formulare i finalni ...

Final results of the selection and proposal of site to be included in the Natura 2000 network of Bosnia and Herzegovina 1. Process of selection of potential sites and collection of available information The process began with the selection and contracting local biodiversity experts. It was done through a public announcement of the requirements and a selection procedure. Finally ten local biodiversity experts were selected and contracts with them were signed in April 2013. There were seven experts from FBiH and three experts from RS who had to elaborate the reference lists for habitats and species for BiH, select potential sites and later on complete the SDF of each of the sites with data in regard to habitats and species. Most of these experts have worked previously for the WWF implemented project “Living Heart of Europe”, which was the first project in BiH, attempting to select local species and habitats included in the annexes of the Habitats Directive as well as to identify their distribution in the country. Each of the biodiversity experts had allocated habitats and species form certain group or only species from certain group/groups in accordance to her/his expertise. For each of the allocated habitat/species he/she had to collect data for coverage/distribution and to fill it in a special GIS platform. The platform had developed just for the purpose of collection of data and creation of the SDF of each of the selected potential Natura 2000 site. All the biodiversity experts worked in close cooperation and their work was supervised by the project's biodiversity key expert. There were regular meetings between the biodiversity experts and the project team for discussions, coordination of the work and planning. Table 1. Final results of the selection and proposal of site to be included in the Natura 2000 network of Bosnia and Herzegovina

1. Process of selection of potential sites and collection of available information

The project team, together with the biodiversity experts, collected all available information from previous projects related to Natura 2000 in BiH, EMERALD network, different high biodiversity value areas projects like “Protection of Biodiversity of the Sava River Basin Floodplains”(Sava project),

RAMSAR sites, potential Important Bird Areas (IBA) as well as information about existing and planned national protected areas in FBiH, RS and District of Brčko.

Based on this information reference lists with habitats and species from the Birds and Habitats Directives, found in BiH, were prepared. In total were identified 70 habitat types from Annex I of the Habitats Directive, 22 plant species, 21 invertebrate species, 28 fish species, 5 amphibian species, 6 reptile species, 11 bat species, 7 large mammal species from Annex II of the Habitats Directive and 109 bird species from Annex I of the Birds Directive. The reference lists are presented in Annex I to this document.Initially the focus was put on the 29 EMERALD sites, 16 sites selected under Sava project, 3 Ramsar sites, 44 potential Important Bird Areas (IBA), 7 protected areas in FBiH, 13 protected sites in RS as well as sites proposed by the experts, based on their own experience and on the results of previous NATURA 2000 phase in BiH.Thus the initial proposal included 102 potential Natura 2000 sites. Later on, following additional discussion and review of the sites the list was changed to 96 potential Natura 2000 sites. At a special two-day seminar in November 2013 the biodiversity experts, together with the project team delineated the borders of the sites and the shape files for each of the sites, in coordination with all other experts on the map of 1:25000 were prepared.

Based on new data provided by the biodiversity experts the borders of some of the sites were corrected and five (5) new small sites (bellow 2 ha) were added. Thus the total number of proposed Natura 2000 sites rose to 101.

As twenty (20) of these 101 proposed sites are located in more than one entity and their designation and management would not be possible, due to different administrative procedures, the project team proposed that these sites are split according to the administrative borders. Thus the total number of potential Natura 2000 sites rose to 122. Parallel with this the project team proposed a special unified coding for all of the sites. The nine (9) digit code included identification letters BA for Bosnia and Herzegovina and seven (7) numbers. The first number identifies the entity in which the site is located. The second number identifies the category of the site, whether it is Special Protected Areas - SPA (sites selected under the Birds Directive), Sites of Community Importance - SCI (sites selected under the Habitats Directive) or both. The rest of the numbers are the unique number of the proposed Natura 2000 site.

The process of selection of potential Natura 2000 sites was reported and presented to the members of the project’s Steering Committee and the Biodiversity Working Group at the regularly scheduled meetings.

2. Selected sites and prepared documentation

The process of selection of potential Natura 2000 sites, proposal of new sites, changes and corrections in the delineation of their borders as well as the completion of the sites’ SDFs continued till October 2014. As a result 122 potential Natura 2000 sites were selected. The selection of the potential sites and the delineation of their borders were done mainly using the available and published information in regard to habitats and species distribution. Very limited field work was done by the biodiversity experts as the project did not have planned resources for extensive field work and mapping of the distribution of habitats and species in BiH. The project team and the biodiversity experts used the best available information in order to determine the distribution of habitats and species and to select the potential Natura 2000 sites. The final list of selected sites, with codes and area, is presented in Annex II to this document.The total area of the proposed Natura 2000 sites is 9567.7 km2. This is 18.68% from the area of Bosnia and Herzegovina. According to the type of the sites there is 1 site of type A (SPA), 72 sites are type B (SCI) and 49 sites are type C (both SPA and SCI). According to their administrative distribution 3 sites are in Brčko District, 61 sites are in Republika Srpska and 58 sites are in Federation of Bosnia and Herzegovina.

For each of the 122 proposed sites a Standard Data Format (SDF) file is prepared. For the purpose the new SDF format and the instructions of the European Commission were used. Aslo for each of the proposed sites a map in 1:25000 format is prepared and submitted together with the SDF.

3. Analysis of the coverage of the proposed Natura 2000 network

For analysis of the coverage of the Natura 2000 network in BiH, as well as the coverage of the national populations of species and coverage of habitats, the project team has used as a basis the shape files with geographical coverage of species and habitats produced under the WWF implemented project “Living Heart of Europe”. However, these results do not provide for the estimation of the national populations on the first place and second are not produced after extensive field mapping. They are mostly based on the desk review of the available publications.

Based on that and the data collected and processed under our project, the prepared analysis by the project team is relative and provides for what percentage of the identified distribution in BiH is covered by the proposed Natura 2000 network. It should be taken in consideration that an extensive

mapping of the distribution of habitats and species in BiH has to be done and based on that clear national populations and habitats’ distribution to be set. Due to the significant lack of data and limited field work it was not possible in the frame of this project.As at the time of selection of the proposed sites the complete mapping of habitats and species in BiH was not available the project team and the biodiversity experts used the best available information, according to the instructions of the habitats directive.In some cases, due to new and still unpublished data new habitat and species localities were added.

Habitats

From the 70 habitat types from Annex I of the Habitats Directive found in BiH 16 are priority:1. *3170 Mediterranean temporary ponds;2. *3180 Turloughs;3. *4070 Bushes with Pinus mugo and Rhododendron hirsutum (Mugo-Rhododendretum hirsuti);5. *6110 Rupicolous calcareous or basophilic grasslands of the Alysso-Sedion albi;6. *6220 Pseudo-steppe with grasses and annuals of the Thero-Brachypodietea;7. *6230 Species-rich Nardus grasslands, on siliceous substrates in mountain areas (and submountain

areas, in Continental Europe);8. *7110 Active raised bogs;9. *7220 Petrifying springs with tufa formation (Cratoneurion);10. *8240 Limestone pavements;11. *9180 Tilio-Acerion forests of slopes, screes and ravines;12. *91D0 Bog woodland;13. *91E0 Alluvial forests with Alnus glutinosa and Fraxinus excelsior (Alno-Padion, Alnion incanae,

Salicion albae);14. *91G0 Pannonic woods with Quercus petraea and Carpinus betulus;15. *91H0 Pannonian woods with Quercus pubescens;16. *9580 Mediterraneaen Taxus baccata woods.

The list of all habitat types with their coverage are shown on the table 3. As we already mentioned, the certain coverage is calculated for each habitat type according to spatial data from WWF implemented project “Living Heart of Europe”. During the expert work within this project a lot of gaps in provided data were determined. All forest habitats have been mapped in the large-scale (1:200000) over the country, so they cannot be completely representative for calculation of exact coverage of the habitat types. For some habitats and species the provided distribution shape files are not correct, so the project team had to reject them. Some habitat types were not recorded in the past for BiH. Such habitats are first time recorded in last few years and are marked as »new« in the last column of the table. For such new habitats relative coverage could not be calculated.

However, considering that there are no any other relevant reference, the spacial data provided by WWF was used for this analysis. On the other hand, the habitat experts used a lot of their own unpublished data. Sometimes the resulting surface of the certain habitat is greater than previously known surface and we marked is as »>100« in the third column. The coverage of such habitat types is satisfactory as well as all other priority types with coverage greater than 60% and non-priority > 20 %. All habitats with low coverage are highlighted. The distribution of these habitats in BiH is poorly known and there is priority in further research.

The habitat *91G0 is covered at 100% as all its known distribution is included in the sites BA7300036 Kozara, BA8200069 Rašljanska rijeka and BA8200078 Srednji Vrbas-Ugar. Excellent coverage have also the habitats *9530, *3170, *3180, *4070, *6220, *8240, *91H0, *91D0 and *91E0. Their coverage by Natura 2000 is between 93% of their known distribution in the country up to almost 30 times more than the known coverage. The later is due to the fact that during the first phase of the Natura 2000 development the available spatial data for the habitats distribution was even less than for the current project.

The rest of the priority habitats (*6110, *6230, *7110, *7220, *9180) have very low coverage in the proposed Natura 2000 network. Their coverage is bellow 35% and as low as 0.08% based on the provided by the project “Living Heart of Europe” distribution. This is mainly to two factors. One is that the covered by the proposed Natura 2000 site habitats fall out of the selected during the previous project distribution poligons. The other reason is the very limited field mapping of the habitats which are rare done so far in Bosnia, despite the availability of some distribution data.For these 6 types of habitats the evaluation is that their coverage by Natura 2000 is insufficient. However, in order to reach the sought by the EC coverage of above 60% of the priority habitats, a thorough field inventory and mapping on national level has to be done.

Plants

According to the available species distribution data from the project “Living Heart of Europe”, this is the group with the best coverage by the proposed Natura 2000 network. There are 22 plant species from Annex II of the Habitats Directive found in BiH, from which only 2 are priority. These are *Serratula lycopifolia and *Campanula serrata. The first one is sufficiently covered with 62% of the known population. For the second one estimation cannot be done as the 5 sites were the species if found fall outside the national coverage outlined during the project “Living Heart of Europe” and further research is needed.

From the non-priority species Hamatocaulis vernicosus has the same case where the only one site where the species is found falls out of the national coverage outlined during the project “Living Heart of Europe”.

For Asplenium adulterinum the coverage in the proposed Natura 2000 sites is bellow 20%, which might mean a need of expanding it.

For the rest of the plant species their coverage in the proposed Natura 2000 network is above 50% and for several of them 100% or close to it.

Invertebrates

In general the group of the invertebrates has relatively good coverage by the proposed sites. From the 21 invertebrates species from Annex II of the Habitats Directive found in BiH only two are with insuficient coverage. These are Graphoderus bilineatus with 0.32% and Leptidea morsei with 7.52%. Graphoderus bilineatus is found only in the site BA7300075 Sijekovac-Donja Ukrina and Leptidea morsei in 3 of the proposed sites. The rest of the invertebrate species have relatively good coverage by the proposed sites. However, for some of them like Unio crassus, Carabus nodulosus, Cerambyx cerdo, Eriogaster catax and Lycaena dispar additional sites might be needed in order to reach 40% coverage of the national populations. This, however, can only be decided after a thorough mapping of their national populations is made. At this stage and the lack of quality and updated data these are only speculations.

From the four priority species *Austropotamobius torrentium has more than 80% of its population covered in Natura 2000 sites. For the species *Osmoderma eremita, *Rosalia alpina and *Euplagia quadripunctaria the coverage is between 17% and 47%, which could be found as insufficient. However, as with the rest of the invertebrate species thorough mapping of the national populations has to be made first.

Fish

For the 28 fish species from Annex II of the Habitats Directive found in BiH an estimation of the coverage of their distribution could not be made due to linear shape of their habitats (rivers). In terms of number of sites proposed for each of the species there are only 3 species found in only one site. These are Barbus plebejus, Knipowitschia panizzae and Petromyzon marinus. The rest of the fish species are covered by more than one site reaching up to 66 for Cottus gobio. There are no priority fish species in BiH. Despite that there is no data about the populations of these species the conclusion is that at this stage there is a good coverage for the whole group.

Amphibians

There are only five amphibian species from the Annex II of the Habitat Directive found in BiH. From these only one is priority - *Proteus anguinus. Its population coverage by the proposed Natura 2000 network is estimated to be about 13%. However, this was based on the best available data and expert judgment, but not on inventory and mapping. Definitelly a thorough field investigation would be needed in order to determine what additionally should be designated as Natura 2000 sites. Besides Bombina variegata, which population coverage reaches 42%, the other 3 amphibian have very low coverage in relation to the “Living Heart of Europe” data as either their localities fall out of the coverage previously outlined (Bombina bombina) or for these species no distribution estimations have been done before (Triturus carnifex and Triturus dobrogicus). Definitely at a later stage a thorough inventory and mapping of their populations have to be made in order to evaluate the need of designation of more sites for these species.

From the six reptile species from the Annex II of the Habitats Directive found in BiH there are no priority ones. One of the species Dinarolacerta mosorensis was added after the accession of Croatia to EU. As this species was not studied in the first Natura 2000 phase, there is no mapped distribution and no estimation of the population coverage can be made. The species is present in the Mediterranean biogeographical region and is included in 3 proposed sites - BA7200088 Velež, BA7200001 Baba-Bjelasnica and BA7200012 Crvanj.

The other reptile species have relatively good coverage by the proposed Natura 2000 network with the exception of Zamenis situla which has about 8% coverage of the known population. More sites have to be studied and selected in the future.

Small mammals

There are 11 bat species from Annex II of the Habitats Directive found in BiH so far. All their presence in the proposed Natura 2000 sites is based on expert judgement. The available data for bats distribution in BiH is quite limited.

For the species Rhinolophus blasii no estimation can be done as no national distribution was mapped under the project “Living Heart of Europe”. Despite of this 5 site were identified as important for the species and were included in the proposal of Natura 2000 network. For the species Barbastella barbastellus and Myotis bechsteini 100% of their know distribution in BiH was covered by the proposed Natura 2000 sites. The known population of Myotis emarginatus is covered at 84% by the Natura 2000 network. However, for Rhinolophus euryale, Rhinolophus ferrumequinum, Miniopterus schreibersi and Myotis blythii the coverage is quite low due to lack of data. Their coverage is between 0.28% and 15% from the distribution elaborated under the project “Living Heart of Europe”. This huge discrepancy is due to the fact that these species are relatively widespread, but their distribution was not prepared based on field infentory. Despite the low coverage percentage the numbers of the site proposed for these species is quite high. A precise selection of additional sites could be done only after the national populations of these species are thoroughly mapped.

The rest of the bat species are relatively well covered by the proposed Natura 2000 network.

There is one species - Dinaromys bogdanovi proposed by Croatia for adding to the Annex II of the Habitats Directive. No previous study of its population and distribution in BiH has been done.

However, the species is included in 18 sites proposed as Natura 2000 sites. Further estimation could be done only after the national population is inventoried and mapped.

Large mammals

Seven species of large mammals from the Annex II of the Habitats Directive are found in BiH with two of them – Canis lupus and Ursus arctos priority. For both species about 30% of the known distribution is included in the proposed Natura 2000 network. As priority species this is quite low (the demand is 80%) but should be taken into account that for both of the species the national populations' status and distribution is not well know. The elaborated distribution map under the project „Living Heart of Europe“ is based on desk work rather field inventory. This clearly shows that in the future a thorough mapping of the species distribution has to be made in order to determine the coverage by the Natura 2000 network. As the two species are believed to have quite numerous and stable populations in BiH, the country might want to request derogations from the European Commission in the process of negotiations during the accession period.

For Lynx lynx and Rupicapra rupicapra balkanica there is a relatively good coverage in regards with their known distribution in the country. Actually for both of the species theavailable data is scarse, but according to the distribution elaborated by the project „Living Heart of Europe“ Lynx lynx has 42% coverage and Rupicapra rupicapra balkanica has 66%.

Despite that for Lutra lutra 26 sites were proposed for inclussion in Natura 2000 network, its coverage cannot be done due to the fact that mapping for this species is missing. The provided shape file bz WWF for the species is the same as for the bear and the wolf.. Further, research, thorough mapping of the national distribution and selection of additional sites has to be done.

For Castor fiber only 8 sites were proposed as so far no data is available of its distribution in the country. That is why no estimation of the coverage of the national population could be done.

Birds

In total 109 birds species from Annex I of the Birds Directive are found in BiH. The diverse geography, the three biogeographic regions as well as its location, makes the country very rich in avifauna. Despite its richness no national census and population mapping have been done so far. For the selection of the potential Special Protected Areas (SPA) to be included in the Natura 2000 network, the project team and the bird experts used the national proposal for sites to be classified by BirdLife International as Important Bird Areas (IBA), published as an article in 2012. In this article 4 sites are presented as fully covering the criteria for IBA and another 40 sites which are potential and need further research. However, in the course of the selection of the potential SPA sites and based on the available data for bird species, the project team selected in total 50 potential SPA sites to be included in the Natura 2000 network. From these only one is type A site (proposed only as SPA) and important only for bird species and there another 49 sites of type C (proposed both as SPA and SCI) and important for both bird species from Annex I of the Birds Directive and habitats from Annex I and species from Annex II of the Habitats Directive. Due to the highest number of species in the group of the birds, two local biodiversity experts took part in the collection of data and selection of the potential sites.

For fourteen species (Accipiter brevipes; Aquila clanga; Aquila heliaca; Branta rufficolis; Burhinus oedicnemus; Charadrius alexandrinus; Falco cherug; Gavia immer; Gelochelidon nilotica; Numenius tenuirostris; Otis tarda; Oxyura leucocephala; Tadorna feruginea; Tetrao tetrix tetrix) only one location could be identified and included as Natura 2000 site. These species will definitely need national inventory, mapping of their populations and further identification and selection of additional sites.

Despite that for the rest of the species more than one site has been selected and proposed as potential SPA, for many of the species cannot be estimated if enough of their populations in the country have been included in the Natura 2000 network. This will require a thorough inventory and mapping of the Annex I avifauna of BiH and probably further identification and proposal of sites.

Conclusions

It can be concluded that the produced reference lists for habitats and species form the annexes of the two EU nature directives in BiH are relatively complete. In the future there might be changes in the habitat reference list and it can be due to better interpretation of the type or subtype or even adding of new types, but only after thorough mapping of the habitats distribution in the country as well as agreement among the scientific community and in particular among the habitat experts. However, first the expert capacity in relation to habitat knowledge and interpretation has to be further strenghten.

The presented analysis is relative as it is based on spatial data which is not correct in some cases and is provided on too big scale. Having in mind that BiH still does not have national classification of habitats, check list of species etc., there is a strong need for systematic and comprehensive research. Regarding the habitat types the priority should be focused on those with a low coverage in the last column of the table 3. The lack of data of species distribution from HD and BD is also evident. The existing data are very old and new data are sparse. This requires a thorough inventory and mapping of the species distribution of the country in a scale which allowes more precise evaluation of their populations and the coverage of the Natura 2000 network. Only after that the complete Natura 2000 network in BiH can be established.
