    A MESSAGE FROM THE DIRECTOR

    The RAA is about to embark upon a period of significant change. The implementation of the Army 21 review recommendations over the next 10 to 15 years will see major equipment, manning and structural changes aimed at improving the way in 'which we will achieve our mission l . This mission was articulated in the recently published RAA Strategic Plan. The Strategic Plan stresses that the four capabilities provided by artillery are essential to the success ofjoint and combined arms operations and then describes how we intend to achieve a number of goals related to these capabilities. I strongly recommend that all Gunners become familiar with this plan.

    The Anny 21 study haS indicated the types 'of equipment that the RAA"could be'using in 2010. Project Land 117 - Enhanced Ground Based Air Defence (GBAD) Weapon System for the ADF, will provide the RAA with a medium range missile system capable ofdefeating the threat posed by modem aircraft and air delivered weapons. Our target acquisition and surveillance capability is planned to be enhanced by obtaining additional weapon locating radars, ground surveillance radars and unmanned ground sensors. Towed guns are likely to be replaced with wheeled self propelled guns and an armoured mortar sys~em capable of achieving ranges and mobility vastly greater than our current equipment. Finally, our communications will be supplemented with UHF radios so that our link to the RAAF and RAN is facilitated at the company and battalion level.

    To assist us in the implementation of the Army 21 plans~ we have initiated a review into all RAA career structures and courses and are modifying them to reflect current and future trends. This review, conducted by the Artillery Centre Review Team (ACRT), will provide us with a firm base from which we can manage the changes associated with an increase in technology and a devolution of responsibility.

    The RAA of the 21st Century will provide commanders at all levels with coordinated, timely and effective firepower, targeting and target acquisition, and GBAD in joint and combined operations. There needs to be changes in order to achieve this but I am confident that the Regiment will address each of the proposed changes with vigour and determination. My confidence stems from the knowledge that today's Gunners are professional, dedicated and smart and that these characteristics will continue to be our greatest attribute. .

    PROJECT NINOX- NIGHT OBSERVATION DEVICES (NOD)

    This project will inClude a NOD (possibly TI) to 4km for target engagement and a NOD Long Range (possibly a GSR) to 20km for surveillance /target acquisition. A tender document has been raised. The user requirement for NOD is being rewritten to allow for more involvement by RAA and RAAC. BOP will be one NOD per ARAIRRES FO; one NOD(LR) per ARAIRRES battery; nil equipment for GRES and one NOD and two NOD(LR) for School ofArty. This requires revision for GRES and School of Arty.

    NOD equipment will allow a total system approach with TI, LRF, digital compass and GPS interface. NOD(LR) is causing a"]Jroblem as infantry and armoured require a passive system which restricts the options to a TI with a range of7-8km. DARTY sees the LR requirement as a cuing device for target engagement out as far as 20km which TI cannot do. GSR (MSTAR) is a system that is indicative of the capabilities required by the RAA. This change may result in a delay for '. RAA NOD LR of up to 12 months. A request for the loan of an MSTAR is being progressed (see QWG S-S Arty).

    HEARING PROTECTION

    All ARAIRRES gun line have been issued with interim Active Aural Hearing Protectors (AAHP). The project for Army-wide issue ofa better AAHP system (same principle) is entering tender stage with first issues in Dec 96. These will replace the current AAHP, although no great differences are envisaged. RAA Directive 103 and Orders for Practice have been revised and will be issued in Jul 96 incorporating blank firing policy.

    PRECISION GUIDED MUNITIONS fPGM) /LASER TARGET MARKER aTM)

    All 60 M712 Copperhead PGM are in country (less 5 that were successfully fired during Jun 95 and Jun 96). The laser designator, the LTM-91 has been issued. The School of Artillery has conducted conversion training for 103 Mdm Bty and will be training 38 Mdm Bty in all aspects of the system in Aug 96. The system is operational and has been issued to Land Command. The plan is to fire a small quantity per year for three years for training, demonstrations and R&D purposes. The remaining Copperhead will form the operational stock requirement. Alternative technology will be investigated. The system has been issued to 103 Mdm Bty and School of Artillery with some LTM available for PAS/CAIRS. DARTY is progressing studies through DSTO to identify a longer term solution to the precision problem as Copperhead is not produced any more.

    DSTO STUDIES

    DSTO supports the force development process by conducting operational analysis enabling research, user and buyer advice. Studies recently finished or underway are as follows:

    * I05mm and 155mm ainmunition improvements, ,. * feasibility study on the automation of fire control (completed), * effectiveness ofICM (completed),* firepower for the land force (completed for A2I) * generic PGM for AS (completed), * ballistic solutions for gunnery computers (draft), * auditory tests for I 05mm blank ammunition ( draft), and * firepower effectiveness (completed).

    Constant liaison is maintained with DSTO and future requirements are contained in the Indirect Fire Support Science and Technology Plan (see Force Development Plan).

    ANffPQ36BADAR

    Plans are under way for the upgrade of the radar to the current US version incorporating a PADS system and enhanced graphics. No documentation has been submitted and the projcct is unfunded. The success of this will depend on A2I. DSTO has conducted studies into the grouml based surveillance radar capability of the ANTPQ 36 as a part of the RIST A trial and these fixe promising. DSTO has also studied methods of improving the weapon loc capability.

    BANGE SITING BOARDS

    . DOS-A have taken on the responsibility ofclearing all existing ranges for occupation~1

    health and safety purposes. HOC provide both surface to surface artillery and AD personnrl 1.0 conduct these siting boards; ones having been completed for Mt Bundy and the TFTA in 95.

    Land has been procured in NT (8,000 sq lan) for the Bradshaw Field Training Area and a Range Siting Board will be required, after the EIS. DARTY remains committed to the philosophy of large impact areas however this is currently being questioned by Army due to UXO management and a previous National Audit Report that Army has agreed to adopt.

    OBSERVATION OF FIRE SIMULATION AND TRAINING

    A MINCS has been submitted by the School ofArtillery to purchase an interim replacement of AIRS. DARTY-A will submit a supplementary submission detailing the requirement for similar

    .: systems within all RAA units, School ofArmour, School ofInfantry and RMC. Simultaneously, Ds10 is conducting an analysis ofFO training. The study will produce the following:

    The production of a computer based algorithm, based on weapon performance, ammunition type, ranges and terminal effects of all weapons employed by an FO, to

    - assist and guide an FO in decision making when.fire planning. This algorithm will, at a later stage, be incorporated in an advanced observer trainer to provide an objective evaluation of fire mission and fire plan outcomes.

    A quantitative assessment of the cost benefits associated with conducting FO training using either live firing or simulators.

    Recommendations to optimise FO training techniques with a view to enhance the intensity and effectiveness of training in the most cost effective manner.

    BAA INVOL VEMENT WITHPROlECT TRANSAFE

    Project TRANSAFE has developed a design for a Unimog gun tractor that will comply with the requirements of OH&S. The design incorporates a passenger module and a stores and ammunition module. The modules are currently being trialed by A Fd Bty and will subsequently be sent to 4 Fd Regt for further evaluation. The Mack gun' tractor redesign will be ready for trial in

    . Sep 96. The redesign incorporates a slightly modified Unimog personnel module, a large stores container and the existing USC and ULACs (two only). DARTY-A has requested that the terms of reference be extended to incorporate a redesign of the ULAC so that it can carry HERA and ICM rounds. The requirements for AD vehicles have been determined and should be ready for trial during EX PITCH BLACK.

    ORGANISATIONAND DEPLOYMENTEflR SURFACE TO SURFACE ARTILLERYlN OPERATIONSINDEFENCEOFAUSTBALIA (rIB 72)

    The current draft ofTIB 72 is to be modified to incorporate more A21 terminology. It is envisaged that the publication will be issued by OctINov 96

    RAPIER SAGW LIVE FIRING PROCEDURES

    Australian Rapier SAGW live firings are conducted using Safety Equipment Monitoring Australian Rapier (SEMAR). SEMAR is an intrusive system which monitors the operation of the Rapier system, in action, prior to and during the engagement sequence. SEMAR also functions as a safety system, to ensure the safe conduct ofa firing practice, and permits a missile to be destroyed in flight in the event of malfunction or as a result of range safety requirements. As part of the rewrite of the orders for air defence firing practices the opportunity is being taken to improve the levels of realism and training that can be achieved during the live firing ofRapier. Development Wing at the School of Artillery has successfully developed the Rapier Fire Control Switch (FCS). TIlls is a compact, portable device which provides the essential safety functions and will leave SEMAR as a monitoring system only. .

    The Rapier FCS has been successfully trialed by 16 AD Regt. The next stage is to develop a compact and portable monitoring system which will allow SEMAR to be withdrawn from service. Once completed, the monitoring system and FCS will provide the required levels of safety and equipment monitoring for the continued successful operation ofRapier to LOT.

    DEPLOYABLE TARGET SYSTEM

    Air Defence live firings employ towed targets as a primary target system. The use of towed targets imposes a number of restrictions on the firing location and the target profile and speed. Considerable interest has been expressed in the use of an unmanned, controlled air vehicle as a target. The Banshee target system has been demonstrated and is indicative of the type of target system that is considered suitable. It is not possible to introduce this type of target under the provisions of the current contract for the provision of targets to the ADF. DARTY is to raise a capability submission for the procurement ofa deployable target system.

    VLLADWSALERTINGANP CUING SYSTEM (VAC.£)

    RBS 70 is a manportable guided weapon system that requires visual detection of targets by the tactical controller andlor weapon operator. The limitations of visual acquisition severely reduce the potential effectiveness of an RBS 70 defence. There is a procedural alerting system that provides general warning status, but potential targets must eventually be detected without any indication ofdirection or distance from a weapon site. The net result of this system is a serious degradation ofavailable engagement time, increasing the chances of mission success for a hostile air platform.

    V ACS will provide the necessary alerting and cuing enabling operators to engage aircraft out to maximum missile range. VACS will comprise a radar which will be deployed with each Troop Command Post of 111 AD Bty (Lt). Tenders have been received and evaluated, with the successful tender to be announced shortly. The proposed procurement is for five radars and two simulators, with an ISD of early 98.

    NIGHT SIGHTS FOR RBS 70

    RBS 70 does not currently have any night capability. Bofors has a developed a night sight that clips onto the fire unit. This is known as Clip On Night Device (COND). A successful trial of COND was conducted in 1994. Mat Div-A has negotiated a contract with Bofors Australia for the supply offifteen COND to equip 111 AD Bty (Lt) and the School ofArtillery. The ISD is late 97.

    AIR DEFENCE IGAND SMIG TRAINING

    In the past AD IGs and SMIGs were trained at Larkhill. The cost of this training was high and this led to a decision to discontinue the training. Alternatives for training were identified as

    .. follows:

    * IG Training. DARTY identified an alternative course with the RAP Regiment in UK. HQ Training Coinmand approved the sending of a student on this course with OJT and attachments to Bofors, Canadian Air Defence Regiment, National Training Centre in the USA and the United States Marine Corps. The total training period is thirteen months. CAPT C.T. Connolly has been posted to undertake this training.

    * SMIG T@ining. SMIG to receive basic science and technology and air defence training within Australia. This training to be followed by a period ofoverseas OJT to provide specialist RBS 70 training and experience of other nations air defence systems. The BST module has been completed at the Army College of TAFE.The overseas elements will be conducted in the period Sep-Nov 96. It is planned that the student will complete an attachment to Bofors in Sweden for RBS 70 technical training, attend the lADS course at HQ lADS Malaysia, and an attachment to SADA.

    OVERSEAS EXCHANGES

    The RAA currently has five overseas exchange positions. These are: * IG, RSA Larkhill, UK, * Instructor, US Army Air Defence Artillery School, Fort Bliss, Texas. Changeover

    Dec 96.

    * . Instructor, US Army Field Artillery School, Fort Sill, Oklahoma. Changeover Jan 97. * SMIG, RSA Larkhill, UK. Changeover Jul 97. * Tech Int Officer (Artillery Desk) DI60, Defence Intelligence Service, MOD(UK),

    London. Changeover Dec 96. The RAA submission for the review ofthe overseas exchange schedule assessed each

    exchange against the criteria published by DOS-A. The submission included an additional serial, proposing an exchange of a Warrant Officer Class Two between a RA air defence regiment and 16 AD Regt.

    The DI60 position has trnditionally been placed last in priority in the RAA submission. The importance of this exchange to the Army is highlighted.'

    RESTRUCTURE OF ECN 237

    The trades of Missile Number and Operator Command Post Air Defence have been amalgamated to produce ECN 237 Missile Number. The restructure of the trade has been submitted to the Employment Category Review Committee, which has advised that the case for an increase in pay level be prepared for consideration by the DFRT.

    It is proposed that the pay levels be increased to Pay Group 3 (old pay level 4) and 4 (old pay level 5), which is an increase of one level.

    The key to success of the proposal to increase pay levels is an increase in skills for each soldier.
