Wireless communicationwas inuse before the Great War,famously aboard the Titanic,but in 1914mobile battlefield

radios were scarce – and required horses tomove them – with most data (Morse) andvoice communications going via cable,backed up by runners, dispatch riders andcarrier pigeons.

I FROM MOLTKE TO OBAMAThe result was virtual blindness for highlevel commanders, particularly in the fast-moving early stages of the war. In his newbook on the role of conflict in civilisation(War: What is it good for?), historian andarchaeologist Ian Morris says that by 7September 1914, with theGermanArmy 20miles from Paris, the Kaiser’s Chief of StaffHelmuth von Moltke was about to suffer

Although radio communication has made tremendousleaps in the 100 years since the outbreak of the First WorldWar, many of the problems that designers, commandersand soldiers had to wrestle with as the conflict unfoldedremain familiar, particularly weight, power supplies,robustness, interference and security.

what todaywould be called a serious lack ofsituational awareness.“His twentieth-century Leviathan had

called up a million-man army, which wasnow spread across a hundred miles, but heonly had nineteenth-century ways ofcommunicating with it,” he writes. “Radioswere rare and unreliable, telephones wereworse, and there were virtually no spotterplanes. Moltke had no idea what wasactually happening in September 1914.”

Fast forward to theWhiteHouseSituationRoom on 1 May 2011 and the differencealmost a century of technical progress hadmade is thrown into sharp relief. PresidentBarackObamawas able towatch a live videofeed beamed via satellite from a droneoverhead as US Navy Seals entered thatbuilding in the Abbottabad compound inPakistanandkilledOsamabinLaden.Wereasimilar operation to be conducted today, theCommander In Chief might be able to see alive video feed from a soldier’s night visiondeviceorweapon sight fromhalfwayaroundtheworld, thanks in largemeasure to furtheradvances in the technology of tactical radiocommunications, a longprocess towhich theFirstWorldWargave the initial impetus.

I HORSE-DRAWN RADIOAccording to author and historian Keith RThrower, OBE, a former president of theInstitution of Electronic and RadioEngineers, the only radios available to theBritish Army at the start of the war were afew 500 W and 1.5 kW spark transmittersand their crystal detector receivers. Throwerwrites that the 500Wset could be packed onthe backs of four horses, but the 1.5 kWMarconiType F2 required twowagons, eachdrawn by four horses.Worried about the dangers of

interception, Thrower argues, armies wereslow toadopt radio, but the constant severingand enemy tapping of cables along with therealisation that radio was the only reliable

way to communicate with troops on themove changed commanders’minds. Lighter,more compact sets – relatively speaking –were in service in the trenches and aboardreconnaissance andartillery spotting aircraftfrom 1915, reliable vacuum tube valvesenabled the constructionof continuouswave(CW) transmitters, which soon began toreplace spark transmitters. By the last year ofthe war significant numbers of radios hadbeen fielded, helping to usher in an era offast-moving combined-armsoperations.Today, the technology combines solid-

state components with digital computersand software definedwaveforms to producecommunication systems of unprecedentedreach, interoperability, bandwidth andsecurity. The drive is to provide everysoldier with a radio, link all levels ofcommand together and enable them tocommunicate by voice, data and video, callup mission-critical information wheneverthey need it and wherever they are andalways to know their ownwhereabouts andthose of their friends and foes.That is the purpose of Exelis’ Individual

Soldier System, for example, which thecompany promoted for special forces at the2014 Sofic exhibition Tampa, Florida, inMay. The system teams the SpearNet radiowith the iAware Tactical Mobility NightVisionGoggle, enabling commanders to seethough their soldiers’ eyes and to send them

supporting information to help theminterpret what they are seeing – confirmingthe identity of a suspect for example. Thesoldier can also call up an annotatedmap ofa target area to the goggle display usingJagwire,whichprovides access to almost anytype of geospatial data.

I FALCON III ASCENDINGHarris has been racking up sales of itsFalcon III family of next-generation HF,VHF and UHF vehicle, man-pack andhandheld radios, which offer NSA Type-1certified High Assurance Internet ProtocolEquipment (HAIPE) encryption, thehighest level of information assuranceavailable to tactical units.Harris claims thatmore than 45,000 man-pack and handheldradio systems have been deployed toAmerican forces as well as those of Canada,France, the United Kingdom, Germany,Italy, Australia, Poland and others. On 13January, the company announced orders orAN/PRC-117G man-packs and AN/PRC-152A handhelds worth US $21 million intotal from an unspecified Nato country forits army and special forces.“Harris Falcon III wideband radio

systems are delivering the tactical Internetto the battlefield,” said George Helm,president, Department of Defense businessunit, Harris RF Communications. “Thisnew network is opening up a world of new

combat applications, such as collaborativechat, biometric enrolments, videoconferencing and video ISR. These are next-generation capabilities, delivered today.”

Announced on 20 May, one of the latestorders comes from the US Navy, which is totakedeliveryof its firstAN/PRC-117GFalconIIImulti-channelman-packsets this autumn.This comes in the wake of a US $18 millionorder for theseman-packsplusAN/PRC-152handheld radios from Socom, which isextending the deployment of its widebandtactical communications network to enablespecialoperators toexchangevoice, videoanddata while maintaining interoperabilitythrougholdernarrowbandwaveforms.

Covering frequencies from 30 to 2,500MHz, the V/UHF two-channel man-packcan run all required US Governmentnarrow- and wide-band SCA-compliantwaveforms, including the AdaptiveNetworking Wideband Waveform(ANW2), the Wideband NetworkingWaveform (WNW) and the Mobile UserObjective System (Muos) satcomwaveformas upgrades. Harris has designed the radioto runMuoswithout the need for a separatepower amplifier. It also supports multi-

channel cross-banding and needs just onebattery,minimising size andweight.

On 19 March the company reportedcompleting initial Muos compatibilitytesting in the laboratory with theAN/PRC-117G, proving its ability to run thewaveform on unmodified hardware. TheMuos is the next-generationmilitary satcomsystem designed to provide cellular servicethrough tactical radios. This follows lastyear’s successful on-air tests inArizona andat theNorth Pole, clearing theway for a new

set of tests atGovernmentMuos integrationlabs inArizona.

GDC4Systems’ rivalAN/PRC-155man-pack proved its ability to connect with theMuos in mid-October 2013 when the two-channel radio completed secure voice anddata calls fromAlaska and theArcticCircle.GDreports that the demonstration includedrealistic operational scenarios that includedfixed sites around Anchorage and Barrowand aboard aircraft flying throughout theArcticCircle.GDpoints out that connecting

to the Muos at such high latitudes ischallenging because the spacecraft are ingeostationary orbit above the equator.Previous demonstrations included secureradio-to-radio voice and data calls throughthe Muos network and, in August 2013,successful connection of AN/PRC-154Rifleman radio to aMuos spacecraft.

I RUCKSACK SATCOM ANTENNAImproving satcom capabilities fordismounted soldiers is the purpose of a newUHF antenna from Selex ES, the launch ofwhich the company announced on 7 May.Weighing about one kilo, the 20W TacSatRazor antenna attaches to the side of astandard rucksack and both deployed andstowed by pulling on a strap. Alternativemounting options include a standard tripod,camera spike or vehicle magnetic mount.TacSat Razor is designed to reducedeployment time and the risk of snagging,eliminating down time incurred by lesseffective ergonomic designs, says thecompany. Environmentally qualified to MilStd 810-G,Razor is also rated to IP68 againstwater ingress. The company planned toexhibitTacSatRazoralongwith its establishedPRR, which is in service with Jordanianforces, at the SOFEX 2014 exhibition inAmman in May 2014, along with the newFrontline SoldierRadio,which provides “all-informed”encryptedvoice comms.

On 1 April, Harris reported an orderworth $49 million from an undisclosedAsian nation for Falcon III radios in theform of wideband high-frequency RF-7800H and multi-band handheld RF-

7850M sets to provide its security forceswith secure line-of-sight and beyond-line-of-sight voice and data communications.On the same day, the company alsoannounced a $82 million order fromanother anonymous buyer for a differentcombinationof radios, this time consistingofthe RF-7800H and the RF-7800V, a highperformance VHF combat net radio inhandheld, portable, vehicle and tactical base

station configurations.

I HF CHALLENGES SATCOMThe RF-7800H, says Harris, is the first radiothat enables users to send images and otherbattle management data over HF beyond-line-of-sight links faster than they could viasatcom. On 14 March, the companyannounced that it hadusedRF-7800Hsets tocreatea tacticalnetwork that linkedAmericanmilitarybases in four states andbetteredbothtraditionalHFsolutionsandexisting satcom.Fromsites inColorado,Kentucky,FloridaandNorth Carolina, Special OperationCommand personnel exchanged voice anddatamessages at the same time.

“Socomforces obtained communicationsthat met or exceeded capabilities offered bylegacy tactical satellite systems during thedemonstration,” said George Helm,president, Department of Defense business,Harris RF Communications. “Our next-generation HF radio provides an important

alternative for connecting team memberswhen itmattersmost.”

The demonstration showed the RF-7800H’s emerging ability to integrateseamlessly into ground tactical networksand deliver voice service along with textchat, email, position location/tracking,situational awareness and imagery. Harrissays that the RF-7800H’s data rates are tentimes greater than those of currentHFman-packs in a lighter and more compact formfactor. Spectrum sensing (a cognitive radiocapability) automatically identifies thosechannels subject to the least interference.

The company also puts Falcon III familyradios together into packages such as itsIntegrated Tactical Area CommunicationsSystem (ITACS), announcing an order froman Asian nation for its armed forces on 14May. The ITACS is designed to deliver afully integrated tactical internet to themission area, providing services includingVoice over Internet Protocol (VoIP),teleconferencing, messaging and email, aswell as battlefield management andcommon operational picture applications.The system includes a private tacticalcellular service provided by Harris Fusion

4GLTE(Long-TermEvolution)base stationsand rugged subscriber terminals.TheFusionsystem enables users to make mobile callsand access data services securely. It alsoincludes theRF-7800WHigh-CapacityLine-

of-SightRadio, aquick-to-deploy solution forlong-range data communications, and theRF-7800M multi-band networking radio,which provides soldier- and vehicle-basedManet capabilities.

The RF-7800H, says Harris, is an HF radio that enables soldiers to send images and battlemanagement data faster than they could with legacy satcom systems. It can work with otherFalcon III family radios in the Integrated Tactical Area Communications System. (Harris)

I WIN-T SIMPLIFIEDAdvancing soldier communications is thepurpose of a $59 million contract that theUSArmyhas awarded toGeneralDynamicsC4 Systems for newWarfighter InformationNetwork – Tactical (WIN-T) Increment 2vehicles and network equipment, thecompany revealed on 01May. The companysays that soldiers’ learning experience at theLandWarNet School at Fort Gordon inCaliforniawill bemore intuitive, resemblingthe ways in which they interact with theircomputers and digital accessories at home.The new equipment includes SoldierNetwork Extension (SNE) and Point-of-Presence (PoP) vehicles.“Warrant Officers are trained as the

technical experts who ensure the mobile,WIN-T Increment 2 network is operating asit should,” said Chris Marzilli, president ofGeneral Dynamics C4 Systems. “They andother soldiers training on Increment 2 willexperience firsthand how operating thesystem is easier andmore closely resemblesthe way they interact with their computersand digital accessories at home.”The latest increment 2 system has much

simpler and quicker start-up, involving littlemore than switching on and logging in andbringing the system on line in under 5minutes. This replaces a multi-step processthat used to take about 12 minutes.Connecting to the radio gatewaynowsimplyrequires the selection of an icon and takesseconds, again replacing a time-consuming

process containing multiple configurationsteps. Intuitive software tools also maketroubleshootingmucheasier and faster, evenfor soldierswhoarenothighly trained signalsspecialists. The GD/US Army team madethese improvements in response to feedbackfrom soldiers returning from Afghanistanand comments that came out of NetworkIntegration Evaluations (NIE). WIN-T

Increment 2’s next development test is due asthis Compendium goes to press, with followonoperational testingplanned forNIE15.1 inOctober andNovember.

I LINKING DISMOUNTS TOVEHICLES AND BEYONDThe effort to keep dismounts in touch withtheir vehicles and, through them,withwidernetworks took a step forward in April withthe award of a series of contracts to ThalesDefense & Security Inc, Harris, Exelis andGeneral Dynamics C4 Systems for SoldierRadio Waveform Appliqué (SRW-A) sets.The requirement is for a single-channelvehicle radio running the SRW, one that canbe installed in the Sincgars vehiclemount orin a stand-alone configuration. It acts as anindependent conduit for voice and databetween the dismounted soldier, mountedplatforms, the unit andhigher headquartersand allows soldiers to use US Governmentclassified networks for operations at Secretand below.Thales DSI is to supply its AN/VRC-121

tactical datalink network to awider range ofnew users took a step forward earlier thisyear with Rockwell Collins’ 9 Januaryannouncement that the TacNet TacticalRadio, the company’s smallest Link-16terminal, hadwon its Top Secret ticket fromtheNational SecurityAgency.Weighing lessthan 4.5 kg and occupying under 185 cubicinches (about three litres), the TacNet boxbrings data, imagery and Link-16 tacticalvoice capability to forward air controllers,vehicles, and mobile and transportable

ground stations in addition to drones,helicopters and small maritime platformsthat have never had access to the Link-16commonoperational picture before.The US Air Force continues to procure

Combat Search And Rescue (CSAR) radios,ordering another 2,550 Combat SurvivorEvader Locator (CSEL) sets from Boeing fordelivery this year and next under a contractannounced on 3 February 2014. Pilots andother combat personnel in the US Air Force,Army, Navy andMarine Corps whose rolesput them at risk of isolation in dangerouscircumstances carry handheld CSEL radiosthat link themwith rescue forces via satellitelinks, over-the-horizon relays and otherequipment. Other elements of the systeminclude a global base station network, forwhich Boeing has won separate contracts toimprovecapabilitiesandenhance informationsecurity. The company has delivered around55,000CSELhandsets todate.“CSEL radios have proven themselves to

be instrumental in helping locate isolatedpersonnel and getting them out of danger,”said SteveCapps, BoeingCSELprogrammemanager.

I DRIVING SDR PROGRESSDigital Software-Defined Radio (SDR), theenabling technologybehindtoday’sbattlefieldradios, stillhasroomfor improvementandtheUS Defense Advanced Projects Agency isdriving developments in hardware andsoftware. The agency is pushing for dramaticreductions in SWaP-C (a portmanteauexpression for size, weight, powerconsumptionandcost), toextendtherangeoffrequencies it canhandleand,on thesoftwarefront, to develop smart spectrum sharingcapabilities essential to future artificiallyintelligent “cognitive” radiosystems.Late last year, the agency awarded

Rockwell Collins separate contracts toaddress the first two issues. Under a $3.1million contract awarded in September, thecompany is tackling the SWaP-C problemwithnewtechnology toeliminatebulky radiofrequency filters.“Current designs use filtering to prevent

unwanted signals, but it comesat the expenseof a larger, more expensive and powerconsuming transmitter,” said JohnBorghese,vicepresident,AdvancedTechnologyCenterfor Rockwell Collins. The new transmitterbeing developed will prevent unwantedharmonics fromoccurring in the first place.Thekey is a circuit topology that depends

on Diverse Accessible HeterogeneousIntegration (DAHI) foundry technology thatwill enable a wide array of materials anddevices including multiple electronics andMicro Electro-Mechanical Systems (mems)technologies tobe integratedona single chip.This approach is needed to achieve the highlevels of integration necessary for harmoniccancellation. Using this technique, thecompany says it plans to build a circuit thatis very smallwhile still providinghighpowerandbroadbandoperation.

I A TO D CONVERSION BY LASERThis was followed in December by a $8.5million, three-year contract under whichRockwell Collins will use new laser-basedphontonic analog-to-digital-conversiontechnology that can handle 8 to 12 GHz (X-band) frequencies. Known as the Disarmer,for “direct sampling digital receiver”, theprogrammewill apply technologydevelopedunder an earlier Darpa programme knownasRader, a contractionof “remote analog-to-digital conversion with de-serialisation andreconstruction”. This used optical modelocked laser technology to overcome thetiming jitter that fundamentally limits theaccuracy of electronic ultra-wideband

analog-to-digital converters. Throughreduced timing jitter and elimination of theRF tuner, theDisarmer aims to demonstratesignal fidelity more than 100 times betterthan the state of the art. Benefits soughtinclude very high bandwidthcommunications with greater resistance tointerference, including jamming.

I SPECTRUM SHARING ANDDOMINATIONWhile theSWaP-Creductionandbandwidthexpansion efforts depend on new hardware,the Defence Advanced Research ProjectsAgency’s Spectrum Challenge competition,the final of which took place on 19 and 20March2014,was focusedon software.Givenidentical “source” and “destination” SDRs,teams competed to determine whosealgorithms could first share and thendominate a 5 MHz block of UHF spectrummost effectively, the prizes being $50,000 forthewinner and$25,000 for secondplace.A sharing competition is a difficult

concept to start with and the Agency addeda twist by banning any pre-planning or co-ordination between the three teams in eachmatchbefore the radios raced toget theirdata

packets from the source to the destinationsets; the algorithmswouldhave to learnhowto play nicely together dynamically. Theincentive to cooperate came from a scoringsystem that credited each team with thenumber of packets its own radios deliveredin the allowed timeplus thehigherof the twocompeting teams’ scores. Tennessee TechTelecom, a team from TennesseeTechnologicalUniversitywon,withEfficientSpectrum, a team of individuals fromCentreville,Virginia, coming second.Each match of the competitive

tournamentwas a straight fight for spectrumdominance between two teams, the winnerbeing the first to transmit all its files ofrandomdata, or to transmit themostpacketsin threeminutesusing the same5MHzblockof spectrum. Teams had to develop andimplement algorithms to enable theirassigned software-defined radio todynamically communicate at a high rate inthe presence of competing signals. EfficientSpectrum won, and a team from GeorgiaTechResearch Institute took secondprize.Ofcourse, thestakes inwarsare immensely

higher, and Keith Thrower concludes hispaperentitled“Armyradiocommunication in

the Great War” by wondering how muchshorter thatconflictwouldhavebeenandhowmany lives spared if wireless sets had beenadopted in large numbers on the battlefieldfrom 1916 when improved valves becameavailable, enabling CW communication.Almost100years later,bettercommunicationcanstill save lives.

has changed compared to theprevious editions as it sweepsacross amuchwider range ofradios.
