• Website is under construction, if you need anything please contact
respective staff for assistance. Also, we will accept just about any
NRC form equivalent if you can no longer find the NC forms. (Most of the
NC forms were out of date and inaccurate.)
• Emergency RAM Branch #, cell carried 24/7/365. If you have a
materials incident you may call 919-602-7151. (This is also printed on the bottom
of newest notice to employees form.)
• For licensees with a good compliance history over the past renewal
cycle, that submit renewal on time, will be awarded a 10 year
license.
• Restarted sending expiration notices monthly, to all licensees within
3 months of expiring back to those already expired. Will be sent to
licensee’s contact email.

Important Changes or Reminders
Health Physics Society
• New license requests will be slightly delayed; however, we will try to
issue within 1-3 months. This is due to vulnerabilities pointed out in
the 2015 Government Accountability Office sting operation (report
here: http://www.gao.gov/products/GAO-16-330). – No longer will NC do hand-deliveries, but pre-licensing visits (and security
inspections where applicable).
– Fee will need to be paid as a last step, and the license will be issued with a date
when the payment clears.
– Licensing staff will be required to independently verify credibility of at least 3
documents submitted during licensing; this is done by contacting persons outside
of the applicant’s organization.
• All specific licensing requests are encouraged to be submitted
electronically to: [email protected]
• Reciprocity requests and temporary job site notifications to be
submitted to: [email protected]

Important Changes or Reminders
Health Physics Society
• Increased Controls were formalized in NC regulation this year – We
adopted 10 CFR Part 37 in March 2016 via license condition and the
NC rules, 10A NCAC 15.1700, became effective June 1, 2016.
• Currently, a package of 30 separate rules are out for public comment. – October 3, 2016 edition of the N.C. Register found here:
http://www.ncoah.com/rules/register
– Public hearing is scheduled for November 18, 2016 at 10:00 a.m. in Room 131,
Wright Building, 1201 Umstead Drive, Raleigh, NC 27603.
– The proposed effective date of these rules is March 1, 2017.
– Will be adopting a snapshot in time of 10 CFR (NRC rules in effect January 1st, 2016) by
reference; it was later decided by the Radiation Protection Commission that future
changes will include subsequent amendments.
– Mostly updating for compatibility with NRC, no large impact to licensees expected. • Added rules to formalize the sealed source and device program.
• Added rules for planning, testing, and minimizing subsurface contamination be included for
decommissioning purposes.
• Added that licensees are required to provide exposure history at end of employment, upon
request.

Regulatory Updates
Health Physics Society
• Louis Brayboy – OAS/NRC working group on pre-licensing
enhancements post GAO sting ’15.
• Caleb Smith – OAS/NRC working group to establish licensing
guidance for gallium/germanium PET generator.
• James Albright – OAS/NRC working group to evaluate extended
license renewal periods.
• Myself – IAEA workshop in Vienna/Bucharest with Dr. Yoshizumi and
Christopher Westerfeldt (both of Duke University TUNL/DFELL) to
establish regulatory framework for Romanian Extreme Light
Infrastructure Nuclear Physics facility
(http://www.eli-np.ro).
