WELCOME

The policies and procedures contained in this handbook are designed to establish a positive school climate, ensuring a successful year at the Rahway Academy. Students are expected to comply by a code of civility, meaning that, as citizens of the RA, they are to follow rules that are established for the welfare of the entire student body. Following the rules will help all students to become better school citizens.

Be proud of your school. Take good care of it and feel free to make suggestions for improving it. You are expected to act like an intermediate school student and conduct yourself properly. You will learn necessary and useful skills for the future. New students may find some things unfamiliar at first, but will soon become accustomed to them.

Remember that our first and most important priority is to assist you in the further development of your talents in all areas–including music, drama, athletics and relationships with your teachers and classmates.

Your handbook also contains important tips in developing skills for future planning. You are strongly encouraged to use this as a daily planner for recording assignments, grades, and goals.

Vision Statement

Rahway 7th and 8th Grade Academy strives to cultivate well-rounded, self-motivated, and

confident students for high school and beyond.

Mission Statement

Rahway 7th and 8th Grade Academy recognizes, respects, and celebrates the diverse backgrounds of our students. Our challenging curriculum and extra-curricular programs

promote creativity, critical thinking, social development, and teamwork. With the support of parents, and all stakeholders, our students will take personal pride in their

accomplishments within a safe and nurturing environment.

ABOUT OUR SCHOOL

Under the leadership of the Board of Education and the Superintendent of Schools and within the framework of the district’s strategic plan, The Rahway 7th & 8th Grade Academy is working toward

excellence for all students.

Educating all of the district’s seventh and eighth grade students, the academy operates through five and

six member teacher teams which foster a sense of security and familiarity creating an environment in

which students feel safe to learn and strive to achieve their potential. Each team sees as its primary goal that of aiding students to achieve their very best in their endeavor to meet the State of New Jersey’s

Core Curriculum Content Standards required for high school graduation. As a result, expectations are quite high.

To this end, honors courses are available at both grade levels to those students who meet district

expectations. A variety of teaching styles, which include cooperative learning, learning centers, inquiry-centered science instruction, and other proven traditional teaching methods, enable each individual

learner to succeed. Interdisciplinary instruction is an important aspect of Rahway 7th & 8th Grade Academy’s learning environment. A strong cooperative corporate partnership in which scientists support

the district’s efforts has been established with the Merck Institute for Science Education. Technology

supports academic initiatives in the classrooms.

The Rahway Board of Education provides equal and bias free access for all pupils to all school facilities, activities and programs as defined in policy 5145.4 Equal Educational Opportunity (Harassment). Pupils

shall respect the rights of other pupils to receive an education in an environment that is conducive to learning and personal growth. No pupil shall have the right to abridge another pupil’s right to privacy or

right to hold personal beliefs, which are different from those of the mainstream.

NOTIFICATION OF RIGHTS UNDER FERPA

The Family Educational Rights and Privacy Act (FERPA) affords parents and

students over 18 years of age (“eligible students”) certain rights with respect to the student’s education records. These rights are:

(1) The right to inspect and review the student’s education records within 45 days of the school receiving a request for access.

Parents or eligible students should submit to the school principal a written request that identifies the record(s) they wish to inspect. The school official will make arrangements for access and notify the parent or eligible student of the time and place where the records may be inspected.

(2) The right to request the amendment of the student’s education records that the parent or eligible student believes is inaccurate, misleading, or otherwise in violation of the student’s privacy rights under FERPA.

Parents or eligible students who wish to ask the school to amend a record should write the school principal, clearly identify the part of the record they want changed, and specify why it should be changed. If the school decides not to amend the record as requested by the parent or eligible student, the school will notify the parent or eligible student of the decision and advise them of their right to a hearing regarding the request for amendment. Additional information regarding the hearing procedures will be provided to the parent or eligible student when notified of the right to a hearing.

(3) The right to disclosures of personally identifiable information contained in the student’s education records, except to the extent that FERPA authorizes disclosure without consent.

One exception, which permits disclosure without consent, is disclosure to school officials with legitimate educational interests. A school official is a person employed by the school as an administrator, supervisor, instructor, or support staff member (including health or medical staff and law enforcement unit personnel); a person serving on the School Board; a person or company with whom the school has contracted as its agent to provide a service instead of using its own employees or officials (such as an attorney, auditor, medical consultant, or therapist); or a parent or student serving on an official committee, such as disciplinary or grievance committee, or assisting another school official in performing his or her tasks.

A school official has a legitimate educational interest if the official needs to review an education record in order to fulfill his or her professional responsibility.

Upon request, the school discloses education records without consent to officials of another school district in which a student seeks or intends to enroll. The law also requires us to release, without consent, directory information to some specific agencies, such as the military. “Directory” information includes a student’s name, address, telephone number, date and place of birth, honors, awards, and dates of attendance.

(4) The right to file a complaint with the U.S. Department of Education concerning alleged failures by the Rahway

Public School District to comply with the requirements of FERPA. The name and address of the Office that administers FERPA is:

Rahway Board of Education Non-Discrimination Notice The Rahway Board of Education guarantees that all students, regardless of race, creed, color, national origin, ancestry, age, marital status, affectional or sexual orientation, gender, religion, disability, or socioeconomic status are provided equal access to its educational programs and services. Pursuant to Title 6A:7, the Rahway Board of Education has established policies and practices to ensure that all students are guaranteed these rights of equal opportunity. This includes, but is not limited to, its

services, facilities, privileges, advantages and accommodations. It also ensures that the district’s curriculum and instruction are aligned to the State’s Core Curriculum Content Standards and addresses

the elimination of discrimination by narrowing the achievement gap, by providing equity in educational

programs and by providing opportunities for students to interact positively with others regardless of race, creed, color, national origin, ancestry, age, marital status, affectional or sexual

orientation, gender, religion, disability, or socioeconomic status.

The Rahway Board of Education guarantees that all persons, regardless of race, creed, color, national origin, ancestry, age, marital status, affectional or sexual orientation, gender,

religion, disability, or socioeconomic status shall have equal and bias free access to all categories

of employment in the Rahway School System. This non-inclusive list includes hiring, firing, termination, disciplinary procedures, or other related programs and activities.

Specific questions concerning the district’s Equality and Equity in Education provision can be directed to

the district’s Affirmative Action Officer, Mr. Raymond Candiloro, at 732-396-2901

Specific complaints or alleged discrimination should be referred to the 7th & 8th Grade Academy

Affirmative Action Coordinator at 732-396-1026. Complaints regarding disabilities and issues under Section 504 of the Rehabilitation Act of 1973 and/or the Americans with Disabilities Education Act of 1997

relating to the provisions of special education services should be referred to Mr. Larry Abramowitz,

Supervisor of Services for Children, at 732-396-1036.

Regardless of the means selected for resolving the complaint, the initiation of a good-faith complaint of alleged discrimination or misconduct will not cause any negative reflection on the complainant, nor will it

affect his/her access to the programs, activities, services, facilities, privileges, advantages or accommodations in facilities provided by the Rahway Board of Education.

ATTENDANCE/ABSENCES

The New Jersey State Administrative Code requires school attendance for all students. If a student is

going to be absent from school, a parent/guardian is asked to notify the school by calling 732-396-2905. When a student returns to school he/she must bring a note from a parent/guardian

containing the name of the student, all dates of absence and an acceptable explanation for not attending

school.

After an illness, the principal may require a doctor’s note. If there is a communicable disease, the school nurse MUST be informed. When a student is absent from school, he/she is responsible for all school

assignments missed. For each day a student misses work he/she will have one additional day to make up long-term reports. Projects are due on the day the student returns to school. Should there exist a long-

term illness (two weeks or more), a student may be eligible for home instruction. Contact your guidance

counselor to arrange home instruction. For absences of less than two weeks, parents need to consult with teachers through the counselor to make arrangements for work. In either situation, the Guidance

Department may be reached at 732-396-1029.

A medical excuse must be presented no later than two weeks of the date of an injury or illness in order

to be an acceptable excuse from physical education class or any academic classes. Any student absent on any day may not participate in any school activity or sport activity, on that day.

Students absent more than eighteen days will be removed from all extracurricular activities (sports,

band, field trips, clubs, etc.) Such removals will only follow an administrator’s case-by-case review of the reasons for a student’s absence. After a total of five unexcused absences in a marking period, a parent

conference will be required. If a parent fails to attend a scheduled conference, a court complaint may be

filed.

Students must be in attendance for four (4) hours in order to get credit for the day and be eligible for extracurricular activities for that given day. Family vacations taken during the

school year are not excused absences and are strongly discouraged when school is in

session.

For the school year 2017 - 2018, Perfect Attendance Awards will be presented in June to students having no absences from school, and no more than five unexcused days tardy to school.

*PLEASE NOTE: State law holds parents responsible for the regular school attendance of their children. The school may ask family or municipal courts to enforce this law.

TRUANCY

Truancy occurs when a student is absent from school without good cause or notification to the

Attendance Office. All days truant will be charged as absences. It is the parent’s responsibility to call in his/her child’s absence.

TARDINESS TO SCHOOL

All students should be in their homeroom seats by 8:25am. Students arriving after 8:25am are registered

as tardy. Any student reporting to school after 8:35am must report to the Attendance Office to sign in to school and be registered as tardy.

EARLY DISMISSAL

Students may be released from school for medical or dental appointments. In each case, prior to the

early dismissal, the appointment must be verified. A parent/guardian or designated person (whose name is listed on the student’s emergency card) must come to the guidance office to sign a student out. ID will

be required and must match emergency information on record in the school’s data base.

LEAVING SCHOOL DUE TO ILLNESS

The school nurse is the only person who can send a student home ill. The nurse will contact the

parent/guardian to inform said person of illness. A parent/guardian or designated person (whose name

is listed on the student’s emergency card) must come to the guidance office to sign a student out. ID will be required and must match emergency information on record in the school’s data base.

ATTENDING OTHER CLASSES

Students will not be excused to attend any other class in the building in which they are not assigned. Permission to attend another class (i.e. make-up work, independent study under the

direction of a teacher) will only be allowed by the principal or vice principal. Cuts will be issued for

any class not attended.

CHILD ABUSE, NEGLECT AND MISSING CHILDREN

Schools are the only places children are seen daily during periods of time by professional trained to observe their appearance and behavior. Not only does the school setting offer a continuum of time

for observation, it offers the unique opportunity to compare and contrast behaviors which are unusual with those not unusual.

The Rahway Board of Education believes that the physical and mental well-being of all children in its

charge must be maintained as a prerequisite to achievement through the formal education process.

The school district will cooperate with the New Jersey Division of Child Protection and Permanency in identifying and reporting all suspected cases of child abuse or neglect.

The Board of Education directs the superintendent to develop and implement procedures for

compliance with statutory requirement and that all instances of suspected child abuse or neglect be reported. In addition, the board further directs that a procedure of early identification of

missing children be developed and implemented.

The superintendent shall cause this policy and the implementing regulations to be discussed at

faculty meetings in all schools and see that copies of this policy and regulations are posted on the staff bulletin boards of every building.

BOOKS All textbooks and other educational equipment are the property of the Rahway Board of Education. They

are loaned to the students for academic use.

The student must: - Write his/her name, date of issue, and the book’s condition on the inside cover.

- Cover books with paper wrapping/book covers.

- Never write in an issued book. - Accept responsibility for condition, lost or stolen books.

Students will be fined for any misused, damaged, or lost books. Failure to pay fines may result in

temporarily withholding of student records and suspension from school activities.

Please note all textbooks are expensive and fines must be paid. Any fine a student incurs must be paid in order for a student to participate in extra-curricular activities, trips, graduation, etc.

BUS TRANSPORTATION

Riding the bus is a privilege. Each person must use self-discipline at all times. Failure to do

so will result in a loss of bus privileges.

Students who ride buses must observe the following guidelines:

Report to your bus’s waiting area and sign in with your teacher.

Students must remain seated on the bus at all times, with their seatbelts fastened.

Windows should only be opened with the driver’s permission. Keep all objects, hands and arms

inside the bus for the entire ride.

Maintain a safe environment. Your cooperation will ensure a safe, pleasant ride.

Improper behavior on the bus may result in suspension or termination of bus privileges at the

discretion of the administration.

CAFETERIA

The cafeteria is operated for the benefit of all students. Students are seated in sections and will remain there during lunch for the entire school year. Students will remain in their assigned seats during the

lunch period except to receive lunch or dispose of trash. Each student is responsible for the cleanliness of the table. Lunch is not served on half days.

Breakfast is served daily from 7:45 – 8:15am

Any misbehavior in the cafeteria will result in a consequence. District policy allows students to charge up

to five unpaid lunches. Students will then receive a cheese sandwich along with the rest of the lunch components. The cheese sandwich meal will be charged to the student’s account. Additionally, no

snacks may be purchased until all money owed is paid in full. Unpaid lunch fines will prevent students from participating in end of the year building activities.

PHILOSOPHY

The Rahway Board of Education believes that an effective instructional program

requires an orderly school environment and that the effectiveness of the educational program is, in part, reflected in the behavior of pupils. The Board of

Education expects pupils to conduct themselves in keeping with their level of maturity, with a proper regard for the rights and welfare of other pupils, for

school personnel, for the educational purpose underlying all school activities and for the care of school facilities and equipment. The Board of Education believes

that standards of pupil behavior must be set cooperatively by interaction among

the pupils, parents/guardians and staff and community, producing an atmosphere that encourages pupils to grow in self-discipline. Such an

atmosphere must include respect for self and others, as well as for district and community.

The administration reserves the right to alter these basic guidelines in

accordance with the sensitivity of the individual case. Pupils are encouraged to confer and meet with teachers, administrators,

guidance counselors or other school staff regarding problems, questions or concerns which they might have relevant to their educational, emotional and

social development.

All staff members shall encourage and assist pupils in meeting their responsibilities

by following acceptable procedures in the classrooms and school related programs by exhibiting appropriate behavior. Any employee of the Rahway Board of Education

has the authority to question the conduct and/or behavior of pupils while they are in the school building or grounds.

In all cases of pupil discipline and management, the rights of the pupil shall be protected without regard to race, sex, religion, national origin, gender, sexual

orientation, gender identity and expression, or a mental, physical or sensory disability, or any other distinguishing characteristics. The policies, rules and

regulations included in this code are intended to be used as a guide for pupils,

parents/guardians and all school personnel and in accordance with law.

Pupils under suspension shall be given the opportunity to make up work missed. As a general rule, the student will have one day to make up missed assignments per

each excused absence.

If a pupil believes he/she has been unjustly treated, he/she may use the

grievance procedures, as adopted by the Board of Education.

The “Possible Consequences” are meant to provide students with a guide to the

type of disciplinary action that maybe imposed for a particular infraction. The Board of Education reserves the right to impose a higher level of disciplinary

action when, in the Board’s discretion, the facts or circumstances demonstrate a greater penalty is warranted.

The number of days assigned for in school or out of school suspension shall be at the discretion of the

administration. Continuous inappropriate behavior may result in referral to Intervention Referral Services.

CELL PHONES AND ELECTRONIC DEVICES

1. The use of cell phones is strictly prohibited in the building during the school day. Any

unauthorized use will result in confiscation of the cell phone or electronic device and subsequent disciplinary actions.

2. Use of electronic devices is permitted prior to the official start of the school day and after dismissal.

Use at any other time will result in the device being confiscated. This also includes the wearing of

headphones.

3. The school is not responsible for the loss or theft of any such device.

RULES AND REGULATIONS FOR SATURDAY SCHOOL

Rules and regulations for Saturday School includes the following:

A. Students must report to the Rahway Academy cafeteria by 8:30am sharp and remain until 10:30am.

B. Students must report with all books and appropriate schoolwork. C. Students must remain quiet and work on all school related subjects

during the entire period. There is no group work permitted. D. Students who are disruptive or uncooperative will be sent home

immediately. A parent meeting will be scheduled. A potential out-

of-school suspension may ensue. E. There is no latitude for tardiness. Tardiness will be treated as an

unexcused absence from the program. F. Failure to attend a Saturday School will result in a two day

suspension from school.

ACADEMIC DISHONESTY Any attempt to obtain credit for work done by another is totally unacceptable at Rahway Academy.

This includes cheating on tests, copying the work of others, copying word-for-word from published works (plagiarism) and similar activities. If a cell phone or other electronic device is confiscated

from a student during a test, quiz, etc., a grade of zero will be given. When a student participates in a form of academic dishonesty:

1. A zero will be assigned as a grade. 2. No extra credit work will be issued to raise the grade.

3. A parent(s)/guardian(s) will be notified by the teacher and the guidance counselor.

4. An administrator will be notified.

PLAGIARISM

Plagiarism is a form of cheating. Plagiarism is avoidable by citing the source from where the information presented in a speech or written in a paper is obtained. The material must illustrate

the student’s independent thinking. Teachers at Rahway Academy take measures to instruct students in producing work that avoids plagiarism.

CONDUCT AWAY FROM SCHOOL GROUNDS

The student discipline code provides school authorities with the right to impose a consequence for inappropriate conduct away from school grounds, including but not limited to bus, school sponsored

activities and travel to and from school. As of September 2005, N.J.A.C. 6A:16-7.1 states that school

authority over conduct away from school grounds should be exercised “when it is reasonably necessary for the student’s physical or emotional safety and well being or for reasons relating to the safety and well

being of other students (or) staff.” Inappropriate behavior that occurs outside of school hours will be addressed by administration upon returning to school.

CYBER BULLYING Any harassment or bullying occurring through electronic mediums, such as the internet and instant

messaging, chat rooms or personal web-pages will not be tolerated and offenders will be subject to

appropriate legal and school disciplinary action.

HATE CRIMES/BIAS INCIDENTS An employee of the board who becomes aware in the course of his/her employment that a student

or other staff person has committed a hate crime or is about to commit one shall immediately inform the building principal and chief school administrator. All incidents of hate/bias shall be

reported whether they occur during school hours, on school grounds or otherwise.

SUBSTANCE ABUSE

If a student is suspected of being under the influence:

He/she must undergo an immediate medical examination.

A written report of this physician’s examination including a diagnostic

screening must be provided to the principal within 24 hours. If results

are not immediately known, the doctor may furnish a letter stating the student is physically and mentally able to return to school.

If a negative result is found, the student returns immediately to school.

If the test is found to be positive, the student is immediately returned to

the parent/guardian and suspended from school for a period of ten days. In this time period, the student and parent must participate in a

conference with the Substance Awareness Coordinator. Failure to provide a report from the doctor will automatically be viewed

as a positive test result.

Possession of an illegal substance (drug or alcohol) on school property, transport or at a school function will cause the student to be suspended from school for ten days in addition to having a

police complaint filed based upon the substance and charges. The Board of Education reserves the right to commence long-term suspension or expulsion proceedings on any student found to sell,

possess or distribute illegal substances on or away from school grounds.

SUSPECTED SUBSTANCE ABUSE (NJ Statue 18A:40A-12, paragraph one)

18A:40A-12. Reporting, examining and treating pupils. a. Whenever it shall appear to any teaching staff member, school nurse or other educational personnel of any public school in this State that a

pupil may be under the influence of substances as defined pursuant to section 2 (18A:40A-9) of this act, other than anabolic steroids, that teaching staff member, school nurse or other

educational personnel shall report the matter as soon as possible to the school nurse or medical

inspector, as the case may be, or to a substance awareness coordinator, and to the principal or, in his absence, to his designee. The principal or his designee, shall immediately notify the parent or

guardian and the superintendent of school, if there be one, or the administrative principal and shall arrange for an immediate examination of the pupil by a doctor selected by the parent or guardian,

or if that doctor is not immediately available, by the medical inspector, if he is available. If a doctor or medical inspector is not immediately available, the pupil shall be taken to the emergency room

of the nearest hospital for examination accompanied by a member of the school staff designated

by the principal and a parent or guardian of the pupil if available. The pupil shall be examined as soon as possible for the purpose of diagnosing whether or not the pupil is under such influence. A

written report of that examination shall be furnished within 24 hours by the examining physician to the parent or guardian of the pupil and to the superintendent of schools or administrative principal.

If it is determined that the pupil was under the influence of a substance, the pupil shall be returned

to his or her home as soon as possible and shall not resume attendance at school until the pupil submits to the principal a written report certifying that he or she is physically and mentally able to

return thereto, which report shall be prepared by a personal physician, the medical inspector or the physician who examined the pupil pursuant to the provisions of this act.

SMOKING/USE OF TOBACCO (N.J.S. 2C:33-13B)

Smoking is prohibited on school property. A formal court complaint will be filed against any student who violates this rule. All court fees and fines are the responsibility of the

student and the parent/guardian.

HARASSMENT, INTIMIDATION OR BULLYING (Refer to Policy 5145.4, Equal

Educational Opportunity (Harassment) Policy and Regulations for additional information)

Incidents or acts of harassment, intimidation or bullying (as well as bystander activities) are

prohibited at Rahway Academy. Students seeking assistance involving a matter of harassment, intimidation or bullying should report it to any one of the following professional staff members:

principal, vice principal, coordinator of student management, guidance counselor, nurse or teacher.

Pupils shall respect the rights of other pupils to receive an education in an environment that is

conducive to learning and personal growth. No pupil shall have the right to abridge another pupil's right to privacy or right to hold personal beliefs which are different from those of the mainstream.

A safe and civil environment in school, on school property, at any school-sponsored function or on

a school bus is necessary for students to learn and achieve high academic standards. Harassment,

intimidation or bullying, like other disruptive or violent behaviors, is conduct that disrupts both a

student’s ability to learn and a school’s ability to educate its students in a safe environment; and

since students learn by example, school administrators, faculty, staff and volunteers should be commended for demonstrating appropriate behavior, treating others with civility and respect and

refusing to tolerate harassment, intimidation or bullying.

"Harassment, intimidation or bullying" means any gesture, any written, verbal or physical act, or any

electronic communication, whether it be a single incident or a series of incidents, that is reasonably

perceived as being motivated either by any actual or perceived characteristic, such as race, color, religion, ancestry, national origin, gender, sexual orientation, gender identity and expression, or a

mental, physical or sensory disability, or by sponsored function, on a school bus, or off school grounds as provided for in section 16 of P.L.2010, c122 (C.18A:37-15.3), that substantially disrupts

or interferes with the orderly operation of the school or the rights of other students and that: a) A reasonable person should, know under the circumstances, will have the effect

of physically or any emotionally harming a student or damaging the student’s

property, or placing a student in reasonable fear of physical or emotional harm to his person or damage to his property;

b) Has the effect of insulting or demeaning any student or group of students; or c) Creates a hostile educational environment for the student by interfering

with a student’s education or by severely or pervasively causing

physical or emotional harm to the student.

The Board of Education expects students to conduct themselves in keeping with their levels of development, maturity and demonstrated capabilities with a proper regard for the rights and

welfare of other students and school staff, the educational purpose underlying all school activities and the care of school facilities and equipment.

The Board of Education expects pupils to treat each other with civility and respect and will not tolerate acts of harassment, intimidation or bullying. Like other disruptive or violent behaviors, this

conduct interferes with a pupil’s ability to learn and a school’s ability to educate its pupils in a safe environment.

The Board of Education believes that standards for student behavior must be set cooperatively through interaction among the students, parents/guardians and staff and community members,

producing an atmosphere that encourages students to grow in self- discipline. The development of this atmosphere requires respect for self and others, as well as for district and community property

on the part of students, staff and community members.

The Board of Education believes that the best discipline is self-imposed, and that it is the

responsibility of staff to use disciplinary situations as opportunities to help students learn to assume and accept responsibility for their behavior and the consequences of their behavior. Staff members

who interact with students shall apply best practices designed to prevent discipline problems and encourage students’ abilities to grow in self-discipline.

Since bystander support of harassment, intimidation or bullying can support these behaviors, active or passive support for harassment, intimidation or bullying is prohibited. Students who walk

away from acts of harassment, intimidation or bullying when they see them, constructively attempt to stop them or report them to the designated authority should be commended for

demonstrating appropriate behavior.

Consequences and appropriate remedial actions for students who commit an act of harassment,

intimidation or bullying range from positive behavioral interventions up to and including suspension or expulsion, as permitted under N.J.S.A. 18A:37-1, Discipline of Pupils.

The school district prohibits reprisal or retaliation against any person who reports an act of

harassment, intimidation or bullying. The consequence and appropriate remedial action for a

person who engages in reprisal or retaliation shall be determined by the administrator after consideration of the nature and circumstances of the act, in accordance with case law, federal and

state statutes and regulations and district policies and procedures.

Consequences and appropriate remedial action for a student found to have falsely accused another as a means of harassment, intimidation or bullying range from positive behavioral interventions up

to and including suspension or expulsion, as permitted under N.J.S.A. 18A:37-1, Discipline of Pupils.

SEXUAL HARASSMENT Particularly, the Board of Education shall maintain an academic environment that is free from

sexual harassment.

Sexual harassment shall consist of unwanted and unwelcome sexual advances, requests for sexual

favors, and other inappropriate conduct or communication of a sexual nature when made by any staff member to a pupil, by any pupil to another pupil or by any pupil to a staff member when:

a. Submission to such conduct is made either explicitly or implicitly a

term or condition of a pupil's evaluation, promotion, opportunities,

privileges, and other benefits of education; b. Submission to or rejection of such conduct by a pupil is used as a

basis for decisions affecting the pupil; c. Such conduct has the purpose or effect of interfering with a pupil's

academic performance or creating an intimidating or hostile

educational environment.

The administration will inform all pupils that sexual harassment is prohibited in the educational setting. Specifically, no person employed by the district or by a vendor, or acting in a voluntary

capacity, shall threaten or insinuate, either directly or indirectly, that a pupil's refusal to submit to

sexual advances will adversely affect the pupils standing in the school setting. Pupils are forbidden to harass other pupils or staff members or vendors or volunteers through conduct or

communications of a sexual nature within the school setting.

Any member of the student body may file a formal grievance related to sexual harassment. The district’s Affirmative Action Officer will receive all complaints and initiate a thorough investigation

and will protect the rights of both the pupil making the complaint and the alleged harasser. Filing

of a grievance or otherwise reporting sexual harassment will not reflect upon the pupil's status nor affect future grades or class assignments.

Findings of discrimination in the form of sexual harassment will result in appropriate disciplinary

action.

Procedures shall be made available for pupils and/or parents/guardians who wish to file a

grievance protesting alleged discriminatory or sexually (or other) harassing action. An immediate report of the allegation should be made to the affirmative action officer or chief school

administrator.

Violations of this policy or its related procedures shall be cause for appropriate disciplinary action.

SENT HOME FOR PARENT CONFERENCE

On several occasions, a conference will be requested as an intervention program to modify certain

behaviors. The student must bring a parent to school before the student will be readmitted. Any absence will be unexcused.

SUSPECTED CRIMINAL OFFENSES

In cases of suspected criminal offenses, legal action will be mandatory. Please refer to Code of Conduct Policy 5131.

The board shall expel from school for a period of not less than one year any pupil who is

determined to have brought a weapon or any other unsafe or illegal articles, to any school under

the jurisdiction of the board, except that the board may modify this expulsion requirement for a pupil on a case-by-case basis. A weapon shall include, but not be limited to, firearms, knives,

razors, brass knuckles, clubs or any other unsafe or illegal articles or instrument which is possessed, used, or which may be used in an offensive manner or an attack or defense.

The provisions of this section shall be construed in a manner consistent with State and Federal Law

and regulations governing handicapped and/or educationally disabled pupil in violation of this

provision, be permitted to remain in that pupil's regular school setting pursuant to any Individual Education Program (IEP) prescribed by a Child Study Team. Nothing contained herein shall be

construed to prevent the Board that has expelled a pupil from such a pupil's regular school setting room to provide educational services to such pupil in an alternative setting.

Upon the third out-of-school suspension, the Intervention and Referral Services (I&RS) team will

meet to develop an appropriate educational intervention, keeping in mind the purpose of the

intervention is to resolve the problem in the interest of all concerned. Prior to returning to school from the third suspension, a parent/guardian conference will be required to review the findings of

the committee.

Pupils will be expected to obey all laws on their way to and from school. Violations will be dealt with as deemed appropriate for the circumstance.

Trespassers, people who enter the building without authority, will be charged with trespassing

according to law.

Assault and Battery on an employee/student of the Rahway Public Schools will result in one or more of the following:

1. Out-of-School Suspension. 2. Criminal charges being filed.

3. A superintendent's hearing will be conducted in which the student may be recommended for expulsion.

ELEVATOR USE

Students will be allowed to use the elevator with PROPER MEDICAL AUTHORIZATION for the set time

period the doctor prescribes. Any unauthorized use of the elevator will result in a disciplinary action.

EMERGENCY CONTACTS/CHANGE OF ADDRESS AND TELEPHONE

In case of emergency, the school needs to be able to contact your parent/guardian. Please notify the

Guidance Department if there are any changes in your address, home telephone, or parent’s/guardian’s business/cell telephone numbers. Please be sure to return your Emergency Information to school with all

of the necessary information, including a telephone number of a contact person in the event that your parent/guardian cannot be reached.

FIRE DRILLS

Fire drills are serious business. There is no way to know whether a real fire exists or we are engaged in

a practice drill. Students are to treat every drill as if it were a real emergency. Everyone must move calmly, quickly and quietly. Line up outside in an orderly manner so teachers can take attendance

and account for all students.

To be eligible for student activities including dances, clubs, sport activities and assemblies, a student must be in good academic and behavioral standings.

Good academic standing is defined as a student who is receiving a satisfactory grade

(passing grade) in all subjects. Any student not achieving good academic standing will not

be allowed to participate in extra-curricular activities.

INSTRUMENTAL MUSIC PROGRAM: PARTICIPATION

Students may elect to participate in our Band and/or Orchestra programs at the Rahway 7th & 8th Grade

Academy. The core ensembles are the 7th Grade Band, the 8th Grade Band, and the 7th/8th Grade String Orchestra which all actively rehearse and perform throughout the entire school year.

There is also a Jazz Band that begins with an entry audition in October for those interested. Both

Bands and the Orchestra are elective academic courses. Students receive a report card grade based upon their performance and participation at rehearsals and weekly instrumental lessons. Membership to

or withdrawal from Band and Orchestra is by marking period only.

STUDENT ASSISTANCE COUNSELOR (SAC)

The function of the Student Assistance Counselor is to provide information and support services to

students who experience difficulties in school due to a variety of problems. These problems may be personal, school, family, or substance abuse problems that may affect the student's ability to

perform in school. Student Assistance Program participation is confidential. The program works closely with existing in-school services to make appropriate referrals so students can get the

help they need.

CHILD STUDY TEAM

The Child Study Team (CST) is a multi-disciplinary team of professionals who work together to

help students, parents, and teachers achieve success in an educational setting. A student’s

Individualized Education Program (IEP) dictates the setting and range of service. The CST office is located in Room 101. If you would like more information about special education services, please

contact the child study team office at 732 396-1047 or the Department of Services for Children at 732-396-1035.

HOMEWORK

Homework is an integral part of your school program. You should expect homework each weekday in all major subjects. It is extremely important that you do not fall behind in completing your homework.

Homework is part of academic grades; it can affect grades positively or negatively. Homework

assignments are located on the Rahway School District Web site by logging onto www.rahway.net, the 7TH & 8TH Grade Academy, and the teachers’ names.

HONOR ROLL QUALIFICATIONS

To recognize student achievement, the Rahway Board of Education has established two honor rolls; high

honor roll and honor roll, The criteria is applicable in all schools throughout the district.

HIGH HONOR ROLL

Without exception, pupils whose grades average between 94-100 with no grade below 87 will be

placed on the High Honor Roll.

HONOR ROLL

Without exception, pupils whose grades average between 87-93 with no grade below 80 will be placed on the Honor Roll.

HONORS CLASSES

Multiple measures are used to assess a student’s eligibility for honors classes. Report card grades and

comments, teacher recommendation and scores on the NJ ASK will determine placement.

IN-SCHOOL SUSPENSION

The removal of a student from his/her regularly scheduled classes is a disciplinary action. Assignment of a student to in-school suspension allows the student to pursue his/her academic studies. The student is

expected to maintain quiet study as the standard of behavior during in-school suspension. Seats are assigned and no socializing is permitted. Students are required to complete assignments supplied by

their regular teachers. Other class work missed is to be made up by arrangement with the individual teacher(s).

The student is responsible for bringing all study materials to in-school suspension, i.e., books, paper,

pens, etc. All work is considered student’s class work for the day in ISS and will be graded by the student’s teachers.

Disciplinary problems during assignment to in-school suspension will result in additional consequences for a period of time to be determined by the administration.

LIBRARY USE

Our Library/Media Center is open daily. Books may be borrowed and returned at scheduled times.

Students are encouraged to use the Library/Media Center often. Please remember, however, that the Library/Media Center is a place for browsing, reading, obtaining and returning books, and doing

research. Therefore, a student who creates a disturbance will be asked to leave and could lose

library/media privileges.

LOCKERS

Lockers are provided for the personal use of students. Students may go to their lockers before

homeroom, at designated times, and at the close of the day. Any other locker use requires a pass.

Lockers will be searched on a random and periodic basis. This is required to ensure the health, safety, and well-being of the entire school. Lockers are the property of the Rahway Board of Education. You

must understand that there is no expectation of privacy to any of the contents of lockers. The locker inspection is in full accordance with the law. The locker policy form must be signed and returned to the

school attendance office.

Sharing your locker with anyone is in direct violation of school rules/policy. Never give your locker

combination to anyone else. When closing the locker, turn the knob to ensure it is locked. Report any locker problems or vandalism to the guidance department.

You may inquire about any lost personal property in the Main Office. You are encouraged to make sure your name is on everything you bring to school. Inquiries about lost articles should take place

Found is located in the cafeteria and main office.

PAYMENTS

All payments to Rahway 7th & 8th Grade Academy must be made in the form of a money order, certified

check or cash. No personal checks will be accepted.

PHYSICAL EDUCATION

Each student is expected to participate in scheduled physical education and health classes. Students may be excused when under a doctor’s care and with authorization. Instructors will review physical

education requirements, including the need to change clothes. A combination lock for personal use is

required.

PROMOTION/RETENTION

In order for a student to be promoted to the next grade, she/he must demonstrate academic proficiency. Each student is urged to strive continually to perform to the best of her/his ability. Failure

to maintain passing grades, (grades above 62) good attendance and completion of required homework may affect participation in class activities and/or retention. Students in eighth grade who fail any

subject for the year will not be able to participate in promotion exercises.

Upon the tenth day cumulatively of out-of-school suspension a student will be prohibited from participating in the promotion ceremony and related social activities, such as the 8th Grade Dance and

the 8th Grade Trip. (File Code 5127-Graduation Procedures and Ceremonies)

RE-REGISTRATION FOR EIGHTH GRADE STUDENTS

All eighth grade students must complete the re-registration process before beginning ninth grade. This includes filling out the re-registration form and providing four proofs of residency and a certified birth

certificate for the student. Failure to do so will result in possible sanction of activities including: Denial

of attendance to the dinner dance and/or promotion ceremony, denial of the eighth grade trip, denial of yearbook and other activities outlined by administration to ensure this process in completed. (File Code

SUMMER SCHOOL

Summer school may be offered after the school year ends and continues through the last week of July

for students who do not successfully complete course requirements during the school year. If your

child receives a failing grade during the school year, please recognize that summer school is necessary for promotion to the next grade; vacations should be planned accordingly.

SUSPENSION FROM SCHOOL

Students on suspension are forbidden to enter any Board of Education property while on suspension; including athletic activities, dances, plays, clubs, etc. as spectators or participants. Students who enter without authority will be charged with trespassing according to NJSA 2c:18-3.

STUDENTS ARE ALLOWED TO MAKE UP ALL WORK MISSED WHILE ON SUSPENSION. IT IS THE STUDENT’S RESPONSIBILITY TO REQUEST ASSIGNMENTS FROM THE GUIDANCE COUNSELOR.

A CONFERENCE WITH THE PRINCIPAL, VICE PRINCIPAL OR COORDINATOR OF STUDENT

MANAGEMENT IS REQUIRED PRIOR TO RETURNING TO SCHOOL.

ZERO TOLERANCE REMINDERS

We are committed to providing a safe school environment for our students, faculty and staff.

Refer to the Zero Tolerance notification ESPECIALLY paragraphs 2, 3 and 4 in the policy.

NOTE: “in possession of” means anywhere on your person, INCLUDING: In your hand, pocket,

pocketbook, book bag, binder, school locker or gym locker. Not owning the weapon does not absolve

you from violating the Zero Tolerance Policy. “In possession of” means you have it.

Possible Scenarios that students may have to deal with:

- A student shows you a weapon he brought to school. The student asks you to

“hold it” for him until later. Do not take the weapon. If you take the

weapon you are now in possession of a weapon. Instead of taking the weapon, you are obligated to report this incident to the nearest adult.

- You lend your jacket to another student and, when it is returned to you, you find

a weapon in the pocket. You will be held responsible. To protect yourself, do not lend items of clothing to other students.

- You are sharing your locker with another student and the administration finds a

weapon in your locker. You will be held responsible. Do not share lockers.

- You see a weapon on the floor in our building or anywhere on school property.

Do not pick it up. Report this immediately to the nearest adult.

- On the way to school you see a weapon on the ground. Do not pick it up. Report this to an adult when you arrive at school.

These are examples of situations that could occur. After reviewing the notification policy, signatures are

needed from students and parents/guardians. Return this form to your homeroom teacher. All students are required to return the Zero Tolerance form.

The Board of Education of the City of Rahway appreciates your assistance in maintaining a safe learning environment for your children. This letter provides you with notice about Policy 5114. A copy of the entire policy is available in each

principal's office.

Board Policy 5114 affirms our effort to create a school environment that is safe for all students, employees and visitors. Please be advised that relative to weapons, Policy 5114 supersedes any other policy of the Board regarding discipline, suspension or

expulsion.

In accordance with Policy 5114, any student who is determined to have possessed a weapon at any school under the jurisdiction of the Board, on school grounds, on school buses, or at any school sponsored event shall be suspended. Pupils so suspended will appear before the superintendent and may be subject to expulsion.

This policy's definition of a weapon includes, but is not limited to, firearms, knives, box cutters, razors, brass knuckles, clubs, pipes or any other unsafe or illegal articles or instruments. The definition of weapons, as used in this policy, is in no way limited or bound by the statutory definition of weapons found in the New Jersey criminal

statutes.

We believe that our schools present safe learning environments. We also believe that a firm policy prohibiting weapons and any other unsafe or illegal items will ensure that

our schools stay safe.

Your cooperation and support of this policy is appreciated. As you review this letter with your children, please remind them that should they see a weapon in school they are expected to report it to a teacher or administrator. Once you have discussed this important information with your family, please sign the white copy and return it to your child's school. Please keep the yellow copy for your records and use it as you

Frequently Asked Questions Q. How do I get my Student Handbook? What if I lose it? Why do I need it? A. Your homeroom teacher will give you the handbook. If you lose your handbook, you will be charged the current replacement fee. Your handbook is an essential part of your studies at the Academy. It should be used daily to record grades and assignments. The handbook also outlines key information that pertains to all RA students. New students will receive a handbook upon enrollment.

Q. Where are the lavatories located? A. Each floor has two lavatories. Boys’ and Girls’ restrooms are located by the cafeteria on the first floor, by Room 214 and by Room 314. Please be reminded that, for the health and safety of all, lavatories must be kept clean! Q. How do I obtain a locker? A. Lockers are assigned from the Guidance Office. Report all locker problems to the Guidance Office. Please be reminded that you are to keep the locker to which you are assigned during the course of your studies at RA. Be sure to keep your locker secured at all times. Students are responsible to secure all personal possessions in gym lockers as well. Do not share lockers/locker combinations! This is a direct violation of school policy!

Q. Where is the Lost and Found? A. There are two locations—the Cafeteria on the first floor and the Main Office on the first floor. Q. Where can I get my working papers? A. Secretaries in the Main Office at the High School handle working papers. You must have a promise of employment before making a request. Q. What are some of the important offices on each floor? A. The first floor has the Guidance Office and the Main Office. The Nurse’s Office is located across the hallway from the gymnasium. The Principal's Office and the Guidance/Counseling Office are located by the main entrance. The Child Study Team Office is located in Room 101.

Q. Where are announcements for school activities posted? A. School Activities are posted throughout the building, on the school website (www.rahway.net) and announced over the intercom in the morning. Q. How can I get involved in a club? A. RA offers a variety of extracurricular activities. These are listed on page 24 in the handbook. You must meet requirements for some clubs. All administrators have a list of all school activities.
