Since the holiday season is around the corner, the list includes simple reminders towards minimizing our exposure to crime.

1. Breakdown boxes from gifts and put in garbage bags rather than placing on the curb. You are advertising or inviting unwanted guests to your home by simply placing such boxes from televisions, video electronics and other expensive items.2. Don’t keep garage door openers in the car, take them in the house with you; a garage door opener makes it easier for someone to enter your garage or house to remove personal property.3. Keep all shrubs and plants at a level low enough that passing by officers or other residents can see if someone is lurking in those bushes! 11. When on vacation, keep yards mowed and trimmed, burglars spend a lot of time in a neighborhood looking for their next targets. Overgrown yards are a sure sign no one’s home.12. Know your neighbors and neighborhood, call in any suspicious activity, attend the crime watch meetings.

Texas Parking LawWe have received numerous complaints regarding vehicles, trailers and other items parked on the streets. As neighbors we must adhere to state law as follows:

• Vehicles parked on street must show valid current registration & inspection• 30 feet from stop sign• 20 feet from cross walk• 18” from curb – parallel to curb, turned toward curb, car locked• WITH the traffic direction• No more than 48 hours on a public street – sticker after 48 hours/tow after additional 48 hours• No parking on the sidewalks (except where sidewalk crosses driveway)• 15 feet from fire hydrant• Cannot obstruct another’s driveway

Let’s be mindful to not park in front of a fellow neighbor’s home and mailbox. If you own a boat, trailer and other vehicles our streets should not be treated as an extension of your driveway. We encourage you to not keep such vehicles parked on our public streets for extended periods. Some residential streets become more like an obstacle course and creating blind spots while driving through the neighborhood. More importantly, parking on some residential streets can make it more difficult for emergency vehicles to service our area.

residenTiaL addressA number of our residential homes need to ensure the address clearly visible and not obstructed by plants or other items. If you or someone in your home required emergency attention, the lack of a visible address may result in delayed assistance. Reflective numbering on the curb nearest the driveway is considered the most effective. Many of the newer homes have the address located on the homes under an external light. If this is the case, it’s critical to ensure the address is not obstructed by plants.

March 1st: A Warning Letter is mailed out on all delinquent accounts.April 1st: A Final Notice is mailed (via certified mail) on all delinquent accounts. There is a $35 charge to the delinquent account at this time.May 1st: If payment still has not been received or a payment plan has not been entered, delinquent accounts are sent to the Attorney at this time. The Attorney can file a lien and all legal fees will be billed back to the delinquent account.

Payment Options:If you are unable to make payment in full, please contact KPM Management so that you can make payment arrangements. You will still pay interest on the unpaid balance, but you will not be sent to the attorney.

Statements will be mailed the first of every month for accounts making payments. Quite a few homeowners have started making monthly payments ahead of time, so that when the assessment becomes due they are already paid. Volunteers needed!The HOA sponsors at least two community events whereby neighbors can come out get to know each other and have fun. Additionally, we have standing committees, which require an ongoing commitment of service. As a result, we need volunteers to ensure continued and even greater success. Pool Committee, Newsletter, Yard of the MonthCommunity Block Parties (Pool Party, National Night Out & Santa at Raintree Village)

GaraGe salesNumerous complaints have been received regarding residents having multiple garage sales in a month. Garage sales are meant to be held twice a year at any one property. Having more than two yard sales a year constitutes running a business. Furthermore, a state tax permit is required and state sales tax must be charged.

Due to traffic problems some residents are causing, the HOA will report residents to the Texas State Comptroller’s Office that fail to compliance with state law. In addition, you MUST retrieve all signs advertising your garage sale. If you know of any offenders, contact KPM Management Office at 281-685-3090.

Royal Waste Management encourages residents to call in complaints regarding trash pickup. The crews are participating in a competition whereby the best crew receives a cash bonus at yearend. All complaints are taken seriously and posted internally for all crews to view. Additionally, the crew suffers deductions for each complaint.

If you have a complaint regarding the trash service, contact Charles Gregory (Operations Manager) at 713-526-1536.

Let’s be mindful that as residents, we must do our part by placing waste in trash bags. If you can’t lift the bag or trash receptacle it’s too full. You should consider breaking up your trash into more bags. We encourage you to remove all trash receptacles from curbside before you retire in the evenings. Additionally, the crew cannot pickup paint and other hazardous materials. You must take such items either to a Harris County or City of Houston hazardous waste dumpsite.

harris counTy Leash LaWAnimals that are not properly restrained pose a threat to all our residents. While you may know your pet is friendly, an animal running at someone who is walking by is very scary for that person. Many children are afraid of animals and become frightened, which could result in the child getting hurt trying to avoid the animal.

Harris County Animal Control advises, “All dogs and cats must be kept under restraint while in the unincorporated areas of Harris County, Texas. The custodian of a dog or cat is not authorized to have, harbor or keep any unlicensed dog or cat, nor to allow any dog or cat to become a stray.”

Restraint is defined as “the control of a dog or cat under the following circumstances:1. When it is controlled by a line or leash not more than six (6) feet in length, if the line or leash is held by a human being, who is capable of controlling or governing the dog or cat in question 2. When it is within a fully enclosed vehicle3. When it is on the premise of the custodian and the animal does not have access to sidewalk or street.”

While it may be nice to have your animal out in the yard while you work or play, it is against the law, unless the animal is properly restrained.

Let’s all help keep our community a safe and comfortable place for all our residents by being responsible pet owners. This will not only protect anyone who may be walking or bicycling in the area, but also the pet owner who could be held legally responsible or possibly sued for failing to properly restrain their pet. The Board of Directors feels it serves you best when the Board meetings are conducted in an orderly manner. The HOA Board Meetings are held to conduct Association business. Your cooperation in this regard is requested. Parliamentary Procedure is followed at this Meeting. There are two sessions at the HOA Board Meetings, an open session when members may be present and an executive session when no members are permitted.

Board Meeting will begin with the open session at 7:00 PM until 7:15 PM when that time slot has been filled, members must wait until the next month’s meeting to be placed on the agenda.

1. If you wish to address the Board, please contact the Board at least 10 days prior to Meeting to be added to the agenda. You also have to state the topic to be discussed and stay on that topic only.

2. Any Member wishing to address the Board shall speak no more than two (2) minutes.

3. No Member may speak more than once on the subject and no more than two (2) minutes, until all Members who wish to speak have done so.

4. Members of the audience shall not be permitted to interrupt nor question any speaker.

5. After the speaker has finished addressing the Board, the Meeting Chairperson will recognize the next Member to speak.

StreetLightSWe want all of our streetlights to work. A lighted area is a safer area. If a streetlight is out in your area, please go to www.centerpointenergy.com and report it. Once on the website, click on “electricity” then” residential.” On the left side, you should click on “report a streetlight outage” to enter the required information. Each light pole should have a number on it. When reporting the out or malfunctioning light, give them the pole number, closest street address, contact information, an email address and the number of street lights you would like to report.

• Fertilize established trees, spring-blooming shrubs, spurias and sweet peas (after they are a foot tall) with a fertilizer such as 13-13-13; Louisiana iris with cotton seed meal and manure.

• Azaleas and camellias may be moved now. Keep moist to lesson cold weather damage. May acidify again.

• Last month to plant early blossoming spring bulbs, speciosum and other varieties of lilies. Mulch.

• Water plants well before a freeze; dry roots are easily damaged.

• Don’t forget to provide food and fresh water for birds. More birds die from lack of water than lack of food.

LOCAL TEACHERS ATTEND TSCA CONVENTIONSan Antonio was the site of the recent Texas Speech Communication Association convention (TSCA) which was attended by a group of six current and retired speech teachers and debate coaches from Katy. In addition to numerous interesting, useful and thought provoking sessions on all aspects of teaching speech and debate, several awards were given. Notably among the awards was Secondary Speech Educator of the Year, which was presented to Gay Hollis, James Taylor High School debate coach. She has had a very successful coaching career at Taylor and other schools and is a teacher looked up to by students and colleagues alike. Other teachers attending were the speech and debate coaches from Mayde Creek High School, Greg McGee; from Morton Ranch High School, Carrie Sanguinetti and from Seven Lakes High School, Charli Lennon.

Rounding out the group were retired Katy teachers Norma Coston and Bo Williamson who currently own Custom Awards & Engraving in Katy. Although retired from teaching and coaching, the two remain active in their professional association and Custom Awards & Engraving donates the award plaques each year for the various categories of Educator of the Year. Both Bo and Norma are Life Members of the association and while Coston has been a member for 32 years, Williamson boasts a 48-year membership.

Another winner from our area was George Tennison, speech teacher and debate coach from Olle Middle School in the Alief School District. He was honored as TSCA’s Middle School Speech Educator of the Year.

Next year’s convention will be held in Corpus Christi and all speech and debate teachers are encouraged to attend and learn from the sessions provided as well as ideas of colleagues’ they meet. It’s a “once a year” opportunity to experience a “teaching growth spurt” over a short period of time.

CELEBRATION OF LIVESTOCK SHOW & RODEO’S 70TH ANNIVERSARY BRINGS COUNTRY ACT TO BENEFIT

SCHOLARSHIP FUNDFollowing the FFA motto “…Living to serve,” in 1943, L.D. Robinson, former Katy High School agriculture teacher, initiated the Katy ISD FFA Livestock Show & Rodeo to serve and better prepare Katy ISD students. To celebrate the legacy of Robinson and the anniversary of the FFA Livestock Show & Rodeo, the Casey Donahew Band will perform a concert on February 9, 2013 at 7 PM at the Leonard E. Merrell Center. All proceeds from the concert will benefit the L.D. Robinson Scholarship Fund.

The L.D. Robinson Scholarship Fund was established in 1970 to honor Robinson. Multiple four-year scholarships are awarded in the amount of $500 per semester to graduating seniors in the Katy ISD FFA and Agriculture Science program who meet the requirements of the scholarship. To date, the scholarship fund has awarded almost 90 recipients.

Casey Donahew released his fourth studio album, Double Wide Dream, in October 2011. In 2012, the Donahew organization received five nominations at the annual Texas Regional Radio Music awards and in June signed up for professional membership with the Academy of Country Music (ACM).

Kimberly Akimbo is a play written in 2000 by Pulitzer prize-winning playwright David Lindsay-Abaire. Thus, Kimberly is trapped inside the frail physical body of an elderly woman. She meets another misfit (a teenage boy) and the two form an attachment to one another that borders on attraction. Each September, the Piecemakers quilting group from Living Word Lutheran Church takes a break from making quilts for Lutheran World Relief to make quilts for the children at The Krause Center in Katy. This year, they presented Tawana Goodwin with twenty quilts. Each child receives a quilt when they arrive at the Center and takes the treasured quilt with them when they leave. During the rest of the year, the Piecemakers make quilts for Lutheran World Relief. These mission quilts go out into the world to provide people in need with the warmth and comfort of a quilt. LWR’s goal in 2013 is to provide 500,000 quilts for people in refugee camps or in areas hit by a natural disaster. The Piecemakers meet twice a month to tie quilts.
