In his inaugural address, Shri Rudy said that standardisation of vocational education is crucial in bringing about a level in the efficiency of the skilled workforce. He said, it is government’s endeavour to benchmark the standards so as to support international mobility of Indian workforce and also prepare them to work in international companies having their operations in the country. He said, his Ministry has chosen UK standards to benchmark Indian Skills Standards since all the Gulf Cooperation Council (GCC) countries recognize UK skill certification. The key highlight of this partnership is

recognition of the Indian SSC Assessment and

Certification by the UK Awarding bodies.

Those interested to migrate will simply have to

take “bridge training” on the gap identified in

the benchmarking process and get assessed on

the components of the “bridge training”. Thus

just by doing “bridge training” and getting

assessed and certified on it, will lead to award

of UK IVQ which has a global acceptance

including Gulf Cooperation Council (GCC)

countries.

ISTA WILL DEVELOP

INTERNATIONAL SECURITY

STANDARDS FOR SSSDC

Mr Timothy Sells, MD, International Security

Training Academy (ISTA), Australia visited

SSSDC Office from 11 to 13 Apr to explore

ways to impart international training to

security personnel so as to enable them to get

jobs in abroad. Meeting was chaired by

Chairman, SSSDC & MOU in this respect was

signed between the two dignitaries.

Chairman shared about government’s vision &

interest towards International Certification. He

said Govt is more inclined towards UK &

Australia Standards. He informed about the

launch of transnational standards benchmarked

to UK standards.

CEO gave an overview of Security Sector

Skill Development Council. COO gave a

detailed presentation on the growth of Private

Security Sector.

Mr. Tim Sell, MD said that ISTA has

received international endorsement and has

been chosen by various governments and

corporate bodies to assist them in creating

their own security training programs. ISTA

has also delivered training to and developed

specialized course packages for the top clients.

Mr. Tim said ISTA objective is to help educate

the civilian security industry with the

necessary skills that are required to

successfully guard and protect the community

and their assets with the highest level of

professionalism.

MHA has forwarded a draft SoP for Secure

Cash Handling & Transportation by Private

Security Agencies under the PSAR Act to

sought CAPSI views. In view of the same a

meeting was organized on 29th

Feb 2016 at

4:00 pm at CAPSI Headquarters.

Valuable inputs were received from the

Industry leaders. The amendments were made

to the draft based on the suggestions given

during the meet. The amended draft was

submitted to Ministry of Home Affairs. CAPSI

assured the Ministry to work with its member

companies to ensure that the basic operating

guidelines for cash handling and cash

transportation by licensed private security

agencies are fully implemented across the

country.

Ministry of Home Affairs (MHA) organized

meeting of all states Controlling Authorities

of PSAR at 11:00 am on 27th April 2016 at

Jaisalmer House, New Delhi. The following

points were discussed:

1. Provisions of draft SoP for secured cash

handling & transportation by Private

Security Agencies.

2. Enforcement of PSAR Act, 2005

3. Training

The meeting was chaired by Mr. TVSN Prasad,

Joint Secretary, Mr. Jaideep Govind, Addl

Secretary and Mr. Amrik Singh, Deputy

Secretary from MHA.

MHA has come with strict SoP

guidelines for secure cash handling and

transportation by licensed PSAs under PSAR

Act.

Addl Secretary formed 3 different Committees to

map the PSARA requirement with SSSDC training

standards. Enforcement Committee formed under

the leadership of Kunwar Vikram Singh,

Chairman, SSSDC; Training Committee headed

by Maj Gen A. K Sakhuja, CEO-SSSDC & third

committee formed ie. Cash & Transit Committee

headed by Mr. Rituraj Sinha, CEO, SIS. They will

submit their views in next two months.

Col Harjinder Singh, Principal T & D briefed

the present Controlling Authorities on the

following points through his presentation.

The process of training and

certification carried out by the SSSDC.

The system of audits of training

centres and the compliances before

approval.

The curriculum and content of the

courseware was also shown physically by

circulating handbooks of Unarmed

Security Guard (USG) and Security

Supervisor.

List of 271 Training Centres was given to all

Controlling Authorities for their information.

Central Association of Private Security Industry

(CAPSI) in association with the Government of

Bihar organised a day long Security summit on

“Secure Bihar – The Role of Private Security”

on 7th May 2016 at Hotel Maurya, Patna. The

event was inaugurated by Shri Amir Subhani,

Secretary, Dept of Home and Shri Dipak Kumar

Singh, Secretary, Labour Department, Govt of

Bihar.

Shri Jitendra Kumar, IPS, Special Secretary &

Controlling Authority, Department of Home,

Kunwar Vikram Singh, Chairman, CAPSI &

SSSDC & Mr. Mahesh Sharma, Secretary

General, CAPSI attended as a Guest of Honor.

Several Industry experts & Govt officials were also

present in the summit.

Home Secretary, Shri Amir Subhani Said “the

government would promote Security Skills &

Knowledge for community safety”. He further

mentioned the state government was committed to

implement the PSARA more effectively and

witnessed a productive role of security agencies in

the state.

Addressing the participants, Chairman,

Kunwar Vikram Singh said that private

security forces when working together with the

State Government and police could serve as a

force multiplier in providing safe and secure

environment to the society.

He further added that 25% of seven million private

security guards of the country are from Bihar.

They are always given preference because of their

hard work & reliable nature. Chairman said

CAPSI will set up productive training centres in

Bihar where people with graduate degrees and

NCC background will be trained.

Chairman mentioned that on successful completion

of training and assessment, every trained and

certified security guard will be given a smart badge

embedded with SSSDC logo and barcode. This

will give them professional confidence and also

special status in the society.

He mentioned that soon after the Labour Code on

Wages Bill is passed in the Parliament, the

security guard holding this Badge will get 25%

higher wages than the wages of Semi- Skilled

workers. This badge will make them socially and

financially strong.

Shri Jitendra Kumar, Special Secretary, Home

Department said that the state government has

strict norms under PSARA to regulate functioning

of private security agencies making it mandatory

for them to get a licence. Shri Dipak Kumar Singh,

Secretary, Labour Department discussed the

opportunities and challenges in Private Security

Industry in the state and enforcement of the Bihar

Private Security Agencies (Regulation) Act 2011,

efficiently and effectively.

Maj Gen K Majumdar, COO, SSSDC also spoke

on the occasion. He emphasised on the skilling of

youth and urged TPs to open maximum training

centres for skill development in the state. Mr. D P

Singh, Convener, Bihar Chapter extended special

thanks to all for making the event grand success…

Mid Term Board Meeting of World Association

of Detectives was held from 17th April to 20th

April 2016 at the Clontarf Castle, Dublin,

Ireland.

Kunwar Vikram Singh said that we have done

quite well as far as new membership enrolment is

concerned. It gives pleasure to share that more

than 76 Investigation and Security professionals

shown their faith in the WAD and applied for its

membership. WAD has

granted membership to all

of them as they were

found professional of good

standing in their respective

countries.

He mentioned WAD is

now represented in over 80

countries, expanding our

network and rapidly

reaching every corner of

the globe providing trusted

business to business

intelligence and service in

the global economy.

During the meeting, it was decided to hold

WAD 91st Annual Conference in the historic city

of Romania from 13th

September to 18th

September at Athenee Palace Hilton, Bucharest.

Kunwar Vikram Singh, Chairman,

Security Sector Skill Development Council

(SSSDC) met Mr. John Bruton, Former

Prime Minister, Ireland along with Mr. R P

Chauhan, Board of Director - SSSDC &

Mr. C Bhaskar Reddy, President APSA.

They discussed the potentials of setting up

Centre of Security Excellence through joint

venture in India. Mr. Bruton was impressed by

the idea and the need to train Indian youth in

Security Skills of International standards so

that they get placement opportunities in

Europe and other countries.

After the discussion, they agreed to sign an

MoU with Security Sector Skill Development

Council (SSSDC).

Chairman got an opportunity to visit various

training centres in Ireland to understand their

process of training. He visited Baldoyle

Training Centre along with other members of

the delegation. Delegates were impressed to

see the centre endowed with excellent

infrastructure &

modern training equipment provides a

comfortable environment to carry out training.

Curriculum covers a wide range of courses for

persons entering in labour market for the first

time with other several courses to further

develop personal, administrative and technical

skills which were explained in detail. The visit

to training center was very informative and

impressive.

Chairman also visited Police Training

Academy of Ireland where he was informed

the complete process of training being

imparted to the new police recruits at the

Academy. The academy prepares the recruits

after various background checks, examination,

physical requirements, for the police force.

Mr. Mark Forman shared their future plan of

opening 10 Nos of Security Training & Skill

Development Academy in India under the

guidance of Chairman, SSSDC. Delegates later

visited Europa Security Training Academy.

summit was “Smart Security - Doors to the

Future”. The event was supported by Central

Association of Private Security Industry

(CAPSI) & Security Sector Skill Development

Council (SSSDC).

The summit was inaugurated by Hon’ble Chief

In his inaugural address,

Chairman shared his views on

the Future Smart Security

Guard and the process to

choose right Security Agency.

He explained how and why

smart methods are the basic

qualifications for the future of

Security. Chairman highlighted

the latest trends and

developments in the

deployment of the Security

Guard.

Chairman explained the role

and contribution of SSSDC in

Skill India Mission of Prime Minister. He

suggested end-users to be active and strictly

demand for the certified security guard. He

appreciated the way SSSDC was deeply

involved in drafting National Occupational

Standards(NOS) & Qualification Packs (QPs).

He further shared information about the

various schemes run by the government and

invited the audience to be a part of these

schemes and get benefitted.

Chairman informed about the launch of

Certified Security Guard Badge by CAPSI

which will be given to the guard only after

successful completion of his training &

assessment by SSSDC. This will help them in

securing their future.

He further mentioned about MoUs signed

between SSSDC and foreign countries ie. UK,

Australia and Ireland. He said that these MoUs

were signed to establish the recognition of

private security industry for meeting global

standards and also to impart international

training to security personnel so as to enable

them to get jobs in abroad.

The event concluded with the interactive panel

discussion on – “Smart Security – Doors to the

Future”

April 2016
