Our neighborhood is growing by leaps and bounds. That is a good sign – but that also makes it harder for so many people with so many different backgrounds to always peacefully co-exist. One of the things that really drew me to this neighborhood was how nice everyone was. Once we moved in, people always stopped to talk and say hi. We felt very welcome – wherever we went. Never did we feel that we didn’t belong or were unwanted when we went out for a walk or bike ride. It felt like home the first time we moved in – and still does. I couldn’t imagine living anywhere else. But I have noticed the tide starting to turn a little lately. And I’m afraid that recent events might make people think that High Meadow Ranch isn’t the friendly welcoming place that it used to be. It’s amazing how a few words probably said in haste can leave such a dark and lasting impression. But that is not the High Meadow Ranch that I know and love. HMR is filled with such wonderful people, so generous of spirit, so willing to go out of their way to help out a friend, a neighbor, even people that they’ve never met. There have been several opportunities lately for HMR to pitch in and be the “family” the Frey’s intended us to be. I have been so very proud of how so many of you have rallied to help our friends and neighbors. It has been so heartwarming. Even when things don’t turn out as we hope and pray, the act of what we do, of how we tried, will always be remembered. It leaves such a lasting impression on so many. And it really restores our faith in mankind. And so that is what I choose to focus on the daily acts of kindness and caring, of love and friendship. The High Meadow Ranch that I know is always there to support me. The HMR that I can count on, the “family” that I am so proud to be a member. That is the High Meadow Ranch that I love to call home. To some, it is a non-issue; they have been fortunate enough to not have a encounter with loose dogs. But there are many of us in HMR that fight loose dog problems daily. Most everyone that has a dog feels that their animal is friendly and would never hurt a fly. I can’t imagine that there are too many of us that would keep dogs that we believed were dangerous or mean. But just because a dog loves its owner does not indicate how that dog will behave when left to encounter strangers without benefit of its owner’s presence. There is nothing more frightening to a young child than for a large dog to come running up at full force towards them. I have witnessed this personally, not on a street where we chose to go for a walk, but simply standing at the bus stop waiting to go to school. And when these dogs were not terrorizing children, they were knocking over every trash can they could find on trash day, tearing open the bags and leaving trash all over the street. Dogs run loose on the golf course daily, disturbing the golfers, digging up the grass, doing their business right in the flow of golf traffic. I regularly witness 2 black labs coming back from their daily trip to the golf course. We have even had complaints of a dog actually biting a horse on the horse trails. Loose dogs in HMR are a problem and it is only getting worse. If you are regularly encountering problems with a dog running loose, please keep your camera handy. The board and the management company cannot take any action based solely on someone’s word. Take a photo of the offending animal – send it to [email protected] and they will forward it to the management company. This will begin the process that can, and will, end up issuing fines against the owners if they do not resolve the problem. You also have the option (Continued on Page 9)

Chambers of Commerce in Today’s WorldAnne Sundquist, Magnolia Area Chamber

A chamber of commerce is an organization composed of various types of members: local/area businesses, professionals, organizations, and individuals. As the Texas Chamber of Commerce Executives explains, “The purpose of the chamber of commerce is to engage in projects that have a positive impact on the local economy or on the pocketbooks of its supporting members.” Though chambers of commerce maintain offi ces and staff, much of the work of the organization depends on the efforts of its members as volunteers. Members understand that collectively more can be accomplished than on an individual basis. Members forming a group can generate more energy than one individual or business. What does such a coalition strive to accomplish? Driven by a board of directors and staff executives, a chamber of commerce commits to working to build a healthy economy and to improve the quality of life within a local community. Though talk must serve as a prelude, chambers depend on the action of members to bring about desired results. The word chamber actually refers to a room, thereby a place set aside for commerce, or for doing business, and the fi rst chamber of commerce began in France. In our area, for example, soon after the town of Houston was created, the business owners met in the early 1840’s to determine if it was wise to remain in a small location fi lled with muddy streets too diffi cult to travel or to pack up and leave the mosquito-ridden area. Business owners decided to join together to solve the economic problems they faced and help the inland area establish deep roots. You see the results today in a regional metropolis that is the fourth largest city in the nation with a thriving economy. Chambers of commerce usually looks for needed improvements covering community development that includes economic development; public affairs, including legislative issues; and continued development and improvement of their own functions of the organization. Members use their own expertise to stimulate growth/improvement in the various functions of the chamber. Support for the chamber can be through time, talent, or resources to “get the job done”. In a departure from previous articles on specific Deed Restrictions in High Meadow Ranch, I would like to begin by speaking more globally about issues involving our community. As all Owners are aware, or should be aware, we are a Homeowner Association community with restrictive covenants. We are also a very diverse community be it our political persuasion, our ethnicity, our societal attitude, or our views on individual rights versus the rights of the community at large. So, where the rubber hits the road, we have these restrictive covenants and a multiplicity of views as to whether they are fair and reasonable, thus to be observed by the community as a whole, or conversely each Owner should judge for themselves which covenants they wish to observe and which they do not. As but one illustration, I was struck by a recent email regarding pets. This article is not intended to resurrect a discussion on this singular issue. But clearly, it is illustrative of the difference in attitudes regarding one of the deed restrictions in the community. Similarly, there are Owners who apparently feel they should be allowed to ride motorized vehicles on nature trails, discharge fi rearms or fi reworks in the neighborhood, operate a business, or violate any number of other Association deed restrictions which they may feel are inconvenient or violate their own sense of individual rights. All of which brings me, however feebly, to my main point. A Board of Directors governs the Association, which is made up of seven members of our subdivision. This body does the best it can in addressing the most important issues facing the Association, input and involvement by Owners is necessary and desirable. This input and involvement can include joining one of the Association committees, letters or petitions to the Board, and attending the annual meeting and voicing your concerns or suggestions. The more involvement by Owners, the better community HMR will be. Whether there is a virus in the air or some other cause, there recently seems to be an unusual number of Owner projects to the exterior of their residences where construction or installation was commenced or completed without Owner having prior written approval by the ACC. Any permanent structures constructed, installed on placed on an Owner’s property require submitting plans for approval before commencing such projects. This does not pertain to landscape work, or projects related to the residence interior. If you have any questions regarding a specifi c project, please contact the ACC. For those readers who think all the above is just so much rubbish, I’ll close with a not so tasty morsel on, you guessed it, rubbbbbish. In HMR, all trash, garbage, or waste matter is to be kept in adequate containers constructed of metal or plastic, with tightly fi tting lids. Plastic is meant to be rigid plastic, not Baggies. When not placed by the street on garbage collection days, all containers are to be stored out of sight of public view. You know I’m struggling for subjects to talk about when I have to resort to rubbish. On that note, have a nice day and a very pleasant Autumn in HMR.

The proposed trans-Texas corridor is something all Texans need to become informed about. You probably haven’t heard anything much about this multi-billion dollar project because of the secrecy, which has surrounded it from its inception. The project is being aggressively pressed by TX DOT and the governor and is opposed by a number of citizen groups. My purpose here is not to advocate any particular position on the issue of whether this is a good thing for the citizens of Texas, but rather to bring up a particular area of concern: private property rights. As it now stands, the corridor, which would run the length of the state, would be one-quarter mile wide and contain oil and gas pipelines, rail lines, and separate lanes for commercial trucks and private vehicles. It would cover 150 square miles, cost $184 billion, and be built by the private Mexican consortium Cintas-Zachary. Even though Cintas is a private entity and is intending to profi t by the corridor by charging tolls and fees, TexDOT believes it should have the right to route the project wherever it see fi t and seize whatever private property it needs to do so. The seizure of private property for the private use of a foreign corporation strikes me as an egregious breach of individual rights. Somewhere in Texas there is a development similar to High Meadow

Ranch that will be located where Cintas wants to build it’s project, and those folks are going to be told “Sorry, it may be your dream home and you may have put your life savings into it, but we want it. Here’s what we think it’s worth. Bottom line is this - it is against deed restrictions to let your dog roam free. More importantly, it is against the law. When we all decided to move out to where the city meets the country, we agreed to abide by the rules laid out in the deed restrictions. We live in a neighborhood with wonderful, friendly and mostly considerate neighbors. Let’s all respect each other’s rights by following these rules and ensure our community remains the wonderful home that we all want it to be.

Gardening Tip: Take Advantage of the Cool and Wet Weather! We usually think of spring as the planting season, but then just as our plants are looking beautiful, the wonderful weather turns hot and ….dry. Then we spend the summer watering, especially since some of those new trees aren’t really established and the shrubs are still so small and…. Well, maybe you haven’t realized the fall is a great planting season! Fall is a great time to plant perennials, bulbs, trees and shrubs. Container plants and balled-and-bur lapped specimens usually have well-developed root systems. Because roots don’t have to supply nutrients and water to growing stems and new leaves, they can concentrate on getting established. Roots grow--although slowly--even when soil temperature is as low as 40 degrees.

357-0664. The Tournament will be held at High Meadow Ranch Country Club and the rain date will be October 20. The

proceeds will help fund the continuing upgrades to allow the shelter to move from

its temporary shelter to its own larger facility.

Ladies Lunch Bunch Football, pumpkins, a harvest moon, and mums all add up to one thing…IT MUST BE FALL! In honor of the season, Ladies Lunch Bunch is going to “fall” back on one of our tried and true favorites. We are meeting at Gianna’s Friday, October 6th. Plan to be there at our usual time of 11:30. For November we are considering going to Hempstead for lunch at a new tea room and taking a tour of Liendo Plantation. We have at have a minimum of 10 people make reservations in order to take the tour. Please email me if you are interested. HMR Fun Group For Ladies Canasta Anyone ever played Canasta? A High Meadow Ranch Ladies Group is trying to establish a Canasta fun group. Anna Meyer and Shirley Holloway are in the process of organizing a group of friends and neighbors for fun and fellowship. The plans are to meet on the 4th. Tuesday of each month at 9:30 a.m. and we will play three rounds of canasta, have lunch and then play another three rounds. Since many people have not played Canasta in years, there will be a review of the rules at the fi rst meeting. The fi rst meeting will be Tuesday, September 26, please respond no later than Tuesday, September 19 in order that we may fi nd the place that will accommodate us since we are having lunch and the canasta group.

AAR – Abandoned Animal Rescue – An extraordinaire volunteer has fostered many animals. Her greatest challenge has been Sweetie, the deaf, yellow lab puppy that AAR took in when other agencies turned her away. This volunteer has studied sign language and worked with Sweetie. A deaf woman adopted Sweetie. She was thrilled that this volunteer had already taught Sweetie many signals through sign language. AAR has amazing volunteers! Volunteers go the extra distance for animals in their care. Home Owners at HMR – Be sure to check with your insurance agent in regards to septic tank coverage. Some homeowner’s insurance policies do not cover septic tanks. Many of you are aware that my husband and I had over $50,000 damage when our septic tank was full and did not go into the holding tank. We were out of warranty with the Septic Tank Company only for one month and had been in our home two years. Thank goodness all expenses were paid including our stay in a two bedroom fully equipped effi ciency motel that also allowed our dogs. We were only out $1000.00. CALL YOUR INSURANCE AGENT/ COMPANY NOW TO BE SURE YOU HAVE SEPTIC TANK COVERAGE. License Plates – Check your license plates on your car regularly. People have started stealing license plates due to the high cost in gasoline. The people will put your license plates on their car, drive in and fi ll up with gas then drive off without paying. The gas station will have your license plate number and call the police with “pump
