The regular meeting of the Rancocas Valley Regional High School Board of Education was held in
the Board Meeting Room C-120 of the Rancocas Valley Regional High School, 520 Jacksonville
Road, Mount Holly, New Jersey, 08060 on Tuesday, November 17, 2015 at 7:37 p.m. The
meeting was called to order by the President, Mr. Charles S. Miller.
Mr. Miller read the Open Public Meetings statement as follows:
Public notice of this meeting pursuant to the open public meetings act has been given by the
Rancocas Valley Regional Board of Education by posting written notice on the official bulletin
board at the Rancocas Valley Regional High School, mailing written notice to the Burlington
County and Trenton Times, filing written notice with the clerk of Eastampton, Hainesport,
Lumberton, Mount Holly and Westampton, this was done on January 9, 2015.
The Board of Education and audience saluted the flag.
The secretary recorded the roll and announced a quorum present.

Academics
BCC Cap Data – This program allows students from RV to take college classes at
Burlington County College at a reduced rate. During the 2014/15 school year 197 students
took advantage of the program taking 134 courses and earning 437 credits. The savings to
these students and their families was $21,850.

Extra-Curricular Activities
Community Trick or Treat – Over 300 in attendance
World Language Honor Society Induction Ceremony – There were 131 students inducted. Each student must complete the second year or further in the target language with a minimum of 93
average and a 3.0 un-weighted cumulative GPA. The criterion to be in the honor society is a little
different for Italian and French, than it is for Spanish. Since Italian and French only have four
years available to them at RV, (and they are not offered in the middle schools) students can be
accepted in the Honor Society after successfully completing level II. In Spanish they are inducted
after successfully completing level III.

Resolution for Professional Services – Special Education
WHEREAS, during the fiscal year 2015/2016, there exists a need for such professional services as
special education consultants and services;
WHEREAS, funds are available for this purpose;
WHEREAS, the Public School contracts Law (N.J.S.A. 18A:19A-5) requires a resolution
authorizing the award of contracts/agreements for “professional services” without competitive
bids;
WHEREAS, the district has received, where applicable, political contribution disclosure forms
tend days prior to contract award pursuant to Chapter 271 of the laws of 2005:
NOW, THEREFORE BE IT RESOLVED that these contracts/agreements are awarded without
competitive bidding as “professional services” under the provisions of the Public School Contracts
Law because such services are to b performed by a person or persons authorized by law to practice
a recognized professional that is regulated by law;
BE IT FURTHER RESOLVED that the Rancocas Valley Regional High School will competitively
quote these sources whenever possible;

WHEREAS, the Board of Education of the Rancocas Valley Regional High School District
(“Board of Education”) has deemed it necessary to go into closed session to discuss certain matters
which are exempted from the Public; and
WHEREAS, the regular meeting of the board of education will reconvene following the end of the
closed session;
NOW, THEREFORE, BE IT RESOLVED THAT THE board of education will go into closed
session for the following reasons outlined in N.J.S.A. 10:4-12:

BE IT FURTHER RESOLVED that the board of education hereby declares that its discussion of
the aforementioned subjects may be made public at a time when the board of education Attorney
advised the board of education that the disclosure of the discussion will not detrimentally affect
any right, interest or duty of the school district or any other entity with respect to said discussion.
BE IT FURTHER RESOLVED that the board of education, for the aforementioned reason,
hereby declares that the public is excluded from the portion of the meeting during which the above
discussion shall take place and hereby directs the board secretary to take the appropriate action to
effectuate the terms of this resolution.
