RANDWICK CITY COUNCIL TRAFFIC COMMITTEE

The following information is provided so that you may be aware of the structure and

operation of the Randwick City Traffic Committee.

The Randwick Traffic Committee is a Committee of Randwick City Council

but not one set up under the Local Government Act.

Council has been delegated certain powers, from Roads and Maritime

Services (RMS), with regard to traffic matters upon its local roads. A

condition of this delegation is that Council must take into account the

Traffic Committee recommendations.

Recommendations in this document may either activate the formal

delegation from RMS to the Council, or not activate this delegation. Items

which activate the delegation are indicated with the initials (AD) below the

heading.

There are four permanent members of the Traffic Committee, each of

whom has a single vote only.

The members are: the NSW Police Service, Roads and Maritime

Services (RMS), the Local State Member of Parliament (for the

location of the issue to be voted upon) and Randwick City Council.

Randwick City Council welcomes the public to attend and speak at its

Traffic Committee on issues of concern.

If the Local Member disagrees with any of the Traffic Committee

recommendations, they may appeal to the RMS or the Minister for Roads.

If the Police or the RMS disagrees with any of the Traffic Committee

recommendations, or Council’s resolution on any Traffic Committee

recommendation, they may lodge an appeal with the Sydney Regional

Traffic Committee for determination. The appeal must be lodged in writing

within 14 days of the notification to the members of Council’s decision on

the recommendation.

Any action relative to any issue under appeal must cease until the matter is

determined.

The Sydney Regional Traffic Committee is chaired by an independent

chairperson and submissions and representations are welcomed from all

interested parties.

4.1 COWPER STREET, RANDWICK (C) Road Safety - Speeding

Community consultation was carried out in 2014, following resident requests to review

the speed limit on Cowper Street from 60km/h to 50 km/h, between Alison Road and

Avoca Street. The posted speed limit is currently 60km/h and 40km/h during school

zone times.

Traffic speed, classification and volume counts have subsequently been undertaken in

May 2015 to determine the extent of the matter. The survey results are summarised in

the following table and plan.

The survey data highlights that the 85th percentile speeds ranges from 48km/h to

52km/h in both directions. This would suggest that a lower posted speed of 50km/h

may be more appropriate in Cowper Street than the current 60km/h limit.

Traffic Committee Recommendation:

That a review of the speed limit on Cowper Street, Randwick, be undertaken, in

consultation with RMS, with the aim to improve clarity and maximise road safety.

4.2 DANGAR STREET, RANDWICK (C) Road Safety- Speed and Volume

Concerns were raised regarding the speeding of vehicles in Dangar Street, Randwick,

in the vicinity of 7 Dangar Street, Randwick. Subsequently, speed and traffic counts

were undertaken for a seven day period (between 8 May 2015 to 14 May 2015) to

determine the extent of the speeding issue. The results of the counts are shown in the

following table:

The gathered data shows that the average daily traffic flow in Dangar Street is 2754

vehicles/day which is considered acceptable in an urban setting.

Further analysis of the traffic and speed data reveals that the 50th percentile speed for

southbound and northbound traffic in Dangar Street is 44 km/h and 45km/h. The 85th

percentile speed for both southbound and northbound traffic is 54 km/h. For the

southbound traffic it reveals that 23.1% of vehicles are travelling over 50km/h speed

limit and for northbound traffic 24.2% of vehicles are travelling over 50km/h which

seems excessive.

It is considered appropriate that the speed data be forwarded to NSW Highway Patrol

for appropriate action.

Traffic Committee Recommendation:

That, the Dangar Street, Randwick, speed count data be forwarded to NSW Highway

Patrol Police for appropriate action.

4.3 DOLPHIN STREET, COOGEE (C) Road Safety - Speeding

Concerns have been raised by a resident regarding incidences of vehicles speeding

along Dolphin Street, Coogee, between Carrington Road and Mount Street. The posted

speed limit at this location is 50km/h.

Traffic speed, classification and volume counts have subsequently been undertaken to

determine the extent of the matter. The survey results are summarised in the

following table and include data from a survey carried out in May 2011 and are

The survey data highlights that the 85th percentile speeds have reduced since 2011 in

both the eastbound and westbound directions. Given that the speed and volume

results are low, it is considered appropriate to forward the speed data to NSW Highway

Patrol, at this time.

Traffic Committee Recommendation:

That the Council forward the recent traffic count data for Dolphin Street, Coogee, to

the local Highway Patrol, so that the Police may take appropriate action.

4.4 DUTRUC STREET, RANDWICK (C) Line Marking - Stop lines

A resident has raised concerns with the speed at which vehicles are approaching Alison

Road whilst travelling downhill on Dutruc Street.

A traffic and speed count was carried out for 7 days from 1 May 2015.The summary is

as follows:

The data suggests that vehicles are obeying the posted limit, although their inertia

considering the road’s gradient may be resulting in aggressive breaking at the

intersection of Dutruc Street and Alison Road.

Changing the priority of the intersection with Dutruc Street and Rae Street, giving

priority to Rae Street will force vehicles traveling along Dutruc Street to stop at the

intersection, which is 100m from the intersection with Alison Road, further down the

hill.

The relatively slow speed of vehicles in advance of the Dutruc Street intersection,

would suggest that the unavoidable risks associated with changing priorities would be

minimal, especially with the installation of advance warning signs/changed priority

signs.

Councillor Kathy Neilson requested that the matter be deferred pending further

analysis of the impacts that the intersection priority change may create.

Traffic Committee Recommendation:

That the matter be deferred to a future Traffic Committee meeting.

4.5 ELIZABETH STREET, RANDWICK (C) Signage, Parking – Works Zone

(D02346272-DA) (AD)

The Council has received an application for the installation of a 34 metre long Works

Zone to be located along the eastern side of Elizabeth Street, Randwick, for 12-14

Belmore Road, which is south of Alison Road. The Works Zone is required for

approximately three months in order to facilitate construction works. The section of

road is currently “½P, 8:30am-6:00pm, Mon-Fri, 8:30am-12:30pm, Sat” parking

restrictions.

Traffic Committee Recommendation:

That:

1. A 34m Works Zone, 7:00am–5:00pm, Mon-Fri, 8:00am-5:00pm Sat, be

installed on the eastern side of Elizabeth Street, Randwick, starting at a point

10m south of Alison Road;

2. The ½P parking restrictions be reinstated once the works zone is being

cancelled; and

3. The Standard Works Zone Conditions in Item 7 are applied.

4.6 GOODWOOD STREET, KENSINGTON (C) Signage, Parking – Works Zone

(D02379536-DA) (AD)

The Council has received an application for the installation of a 29 metre long Works

Zone to be located along the northern side of Goodwood Street, Kensington, for 84-

108 Anzac Parade development. The Works Zone is required for approximately 18

months in order to facilitate construction works. The section of Goodwood Street has

currently “1P, 8:30am-6:00pm, Mon-Fri, 8:30am-12:30pm, Sat” parking restrictions.

Traffic Committee Recommendation:

That:

1. A 29m Works Zone, 7:00am–5:00pm, Mon-Fri, 8:00am-5:00pm Sat, be

installed on the northern side of Goodwood Street, at the side frontage of 84-

108 Anzac Parade, Kensington;

2. The previous 1P parking restrictions be reinstated once the Works Zone is

removed; and

3. The Standard Works Zone Conditions in Item 7 are applied.

4.7 HODGSON STREET, RANDWICK (C) Signage, Parking - No Parking

Hodgson Street is a 6m wide cul-de-sac without a formal turning area. The northern

side has a no stopping restriction along its length, with unrestricted parking on the

southern side up to the end of the road.

The resident of the property at the end has difficulty turning their vehicle around when

cars park adjacent to their property.

In order to provide a nominal turning area at the end of Hodgson Street it is proposed

to install a 10.5m “No Parking” restriction on the southern side of Hodgson Street

commencing at the western end of the street and terminating 10.5m to the east.

That the following parking restrictions are approved for the southern side Hodgson

Street, Randwick:

4.8 KEMMIS STREET, RANDWICK (C) Traffic Device – Intersection adjustment

(ITD-RR)

At the October 2007 meeting of the Traffic Committee (Item 2007.10.04.07), it was

recommended that the intersection of Kemmis Street and Clovelly Road be adjusted to

reduce the crossing distance for pedestrians and the turning speed of vehicles.

A detailed design of the intersection adjustment has been finalised. A pedestrian

refuge to RMS specification could not be accommodated due to the existing driveways.

As such the design has been revised to square the intersection of Kemmis Street with

Clovelly Road, thereby reducing the crossing distance for pedestrians by approximately

9 metres. The revised intersection layout will also reduce the turning speeds of

vehicles entering and exiting the street.

It is anticipated that construction of the intersection will be undertaken in the

2015/2016 financial year. A copy of the design plan is attached. A full-size A3 plan

will be available at the meeting.

Mr Eric Graham (STA) requested clarification regarding the median treatment and if

buses could traverse over, if needed. Mr Rosadi advised that the median treatment

was in paint and the rumble bars could be traversed by a bus, if needed.

Traffic Committee Recommendation:

That the intersection changes at Kemmis Street and Clovelly Road, as outlined in the

enclosed plan, be approved.

4.9 MOUNT STREET, COOGEE (C) Signage, Parking – Works Zone

The Council has received an application for the installation of a 13 metre long Works

Zone to be located along the western side of Mount Street, Coogee, for 72-74 Mount

Street. The Works Zone is required for approximately nine months in order to facilitate

construction works. The section of road is currently “2P, 8:00am-8:00pm, Permits

Holders Excepted, Area CO2” parking restrictions.

Traffic Committee Recommendation:

That:

1. A 13m Works Zone, 7:00am–5:00pm, Mon-Fri, 8:00am-5:00pm Sat, be installed

on the western side of Mount Street, Coogee, at the frontage of 72-74 Mount

Street, Coogee;

2. The 2P parking restrictions be reinstated once the works zone is being cancelled;

and

3. The Standard Works Zone Conditions in Item 7 are applied.

4.10 NORTON STREET, KINGSFORD (C) Signage, Parking - Works Zone

(D02374125-DA) (AD)

The Council has received an application for the installation of a 12 metre long Works

Zone to be located along the northern side of Norton Street, for 44 Botany Street,

Kingsford property. The Works Zone is required for approximately three months to

facilitate construction works. Currently there is unrestricted parking on the northern

side of Norton Street west of Botany Street, Kingsford.

Traffic Committee Recommendation:

That:

1. A 12m Works Zone, 7:00am–5:00pm, Mon-Fri, 8:00am-5:00pm Sat, be

installed on the northern side of Norton Street, Kingsford, at the side frontage

of 44 Botany Street starting immediately east of the driveway of 44 Botany

Street, Kingsford; and

2. The Standard Works Zone Conditions in Item 7 are applied.

4.11 PEROUSE ROAD, RANDWICK (C) Road Safety - Speeding

Concerns have been raised by a resident regarding incidences of vehicles speeding

along Perouse Road, Randwick, between Cuthill Street and Oberon Street. The posted

speed limit at this location is 50km/h.

Traffic speed, classification and volume counts have subsequently been undertaken to

determine the extent of the matter. The survey results are summarised in the

following table and include data from a survey carried out in May 2005 and are

included in the table for comparison:

The survey data highlights that the 85th percentile speeds have remained constant

since 2005 in both the southbound and northbound directions. Given that the speed

and volume results are low, referral to the NSW Highway Patrol is considered

appropriate, at this time.

Traffic Committee Recommendation:

That the Council forward the recent traffic count data for Perouse Road, Randwick, to

the local Highway Patrol, so that the Police may take appropriate action.

4.12 STANLEY STREET, RANDWICK (C) Signage, Parking – Bus Zone

The Council has received an application for a 19 metre westerly extension of the

existing school hours Bus Zone existing on the north side of Stanley Street, west of

Avoca Street, Randwick.

The Emanuel School has requested this extension as there have been a number of

occasions when the 659, 660 and 677 school special bus services have arrived at the

same time. This has resulted in some double parking of buses, creating a traffic

congestion and perceived road safety problem.

The concern with the school’s request is that an extension of the bus stop reduces the

length of No Parking (school times) zone which was provided for student pick up and

drop off. This may result in extended “parent” queuing affecting both Stanley Street

and Chepstow Street – with similar congestion and possible road safety impacts.

It is suggested that this matter be further investigated by way of site observations and

discussions with the school. However, it is considered appropriate to authorise the

Traffic Committee’s Technical Sub-Committee (Council’s manager Integrated

Transport, the Police representative and the RMS representative) to approve any

alteration agreed upon – so that it may be effected more efficiently. Any such parking

changes authorised would be reported at a subsequent meeting of this Committee.

Mr Eric Graham (STA) advised the Committee that he previously met with the school

and he requested that the school write to STA, in the first instance, to seek extension

of the bus zone, as per the Committee item. STA are in favour of the extension and

Mr Graham requested if he could be invited to the site meeting.

Traffic Committee Recommendation:

That:

1. The matter of possibly extending the existing Stanley Street school times Bus

Zone be further investigated by way of a site meeting with the school, Traffic

Committee Technical Sub-Committee, and the STA representative; and

2. the Traffic Committee’s Technical Sub-Committee (Council’s Manager

Integrated Transport, the Police representative and the RMS representative ) be

authorised to approve any alteration agreed upon at the site meeting – so that

it may be effected more efficiently; with any such parking changes decided

upon being reported upon at a subsequent meeting of this Committee.

4.13 BUNNERONG ROAD, MAROUBRA (M) Signage, Parking – Works Zone

Notwithstanding the fact that Bunnerong Road, Matraville, is a State Road, under the

care and control of the Roads and Maritime Services, it is considered that the following

matter should be discussed at Traffic Committee prior to a formal request being placed

before the Authority. It is noted that the RMS representative will be unable to

endorse, on behalf of the RMS, any recommendation arising out of this item.

The Council has received an application for the installation of a 15 metre long Works

Zone to be located along the eastern side of Bunnerong Road, at the frontage of 309-

311 Bunnerong Road, Maroubra. The Works Zone is required for approximately twelve

months to facilitate construction works. Currently there is 2 hour parking restrictions

at the frontage of the proposed development site.

Traffic Committee Recommendation:

That:

1. A 15m Works Zone, 7:00am–5:00pm, Mon-Fri, 8:00am-5:00pm Sat, be

installed on the eastern side of Bunnerong Road, at the frontage of 309-311

Bunnerong Road, Maroubra;

2. The applicant to obtain a Road Occupancy License from the Traffic Management

Centre of the Roads and Maritime Services prior to the installation of the works

zone;

3. The Council will be responsible for the installation and removal of the Works

Zone signs; and

4. The Standard Works Zone Conditions in Item 7 are applied.

4.14 MALABAR ROAD, MAROUBRA (M)

Signage, Parking - No Parking

At the February 2015 meeting of Traffic Committee, the matter of parking in the

section of Malabar Road south of Beauchamp Road was considered (item

2015.02.04.20) with the Committee recommending that:

1. An E1 edgeline be installed on the western side of Malabar Road

commencing at the existing ‘No Parking’ opposite the common property

boundary of No.685 and No.687 Malabar road and extending 77m south

towards the cul-de-sac of Malabar Road.

2. An E1 edgeline be installed on the eastern side of Malabar Road

commencing at the existing ‘No Parking’ immediately north of the

driveway of No.687 Malabar Road and extending 66m south towards the

cul-de-sac of Malabar Road.

Subsequent to the Committee recommendation Council has been contacted by

residents of this section of Malabar Road requesting that parking be restricted to one

side of the road from the commencement of the cul-de-sac to the existing parking

controls adjacent to no. 687.

Residents of Malabar Road were again surveyed to ascertain their views on the

introduction of parking restrictions on the western side of Malabar Road from the cul-

de-sac to the existing parking controls. The results are summarised below:

Residents in favour of No Parking on the western side 5

Residents not in favour of No Parking on the western side 5

Residents in favour of No Parking on the eastern side 8

The results show that of the responses received, the majority support the introduction

of a No Parking control on one side of the road. Of the responses received supporting

No Parking controls, the preference is for the No Parking to be installed on the eastern

side.

Traffic Committee Recommendation:

That:

1. A No Parking control be installed on the eastern side of Malabar Road,

commencing at the existing parking controls adjacent to no. 687 to the

commencement of the cul-de-sac, and;

4.15 SNAPE STREET, MAROUBRA (M) Road safety- Speed and volume

Concerns were raised regarding the speeding of vehicles in Snape Street, Maroubra, in

the vicinity of 15 Snape Street, Maroubra. Subsequently, speed and traffic counts were

undertaken for a seven day period (between 8 May 2015 to 14 May 2015) to

determine the extent of the speeding issue. The results of the counts are shown in the

following table:

The gathered data shows that the average daily traffic flow in Snape Street is 5214

vehicles/day which is considered acceptable in an urban setting.

Further analysis of the traffic and speed data reveals that the 50th percentile speed for

eastbound and westbound traffic in Snape Street is 53 km/h and 54km/h. The 85th

percentile speed for eastbound and westbound traffic is 53 km/h and 54km/h. For the

eastbound traffic it reveals that 19.8% of vehicles are travelling over 50km/h speed

limit and for westbound traffic 21.9% of vehicles are travelling over 50km/h which

seems excessive.

It is considered appropriate that the speed data be forwarded to NSW Highway Patrol

for appropriate action.

That the Snape Street, Maroubra, speed count data be forwarded to NSW Highway

Patrol for appropriate action.

4.16 SNAPE STREET, KINGSFORD (M) Signage, Parking - Mobility Impaired Person’s Parking Space (MIPPS)

At the March 2015 meeting of the Traffic Committee consideration was given to the

installation of a MIPPS adjacent to 16 Snape Street, Kingsford (Item 2015.03.04.13).

The matter was deferred at the request of the NSW Police pending further information

of the license status of the applicant.

The applicant has since provided additional information to the satisfaction of the NSW

Police. It is therefore recommended that the MIPPS be installed.

relocated bus stop, on the southern side of High Street, near Gate 2.

Mr Rosadi advised that the Council is looking at how a bus shelter could be provided

under the current JC Decaux bus shelter contract.

Ms Evelyn Kuldan (UNSW) sought clarification as to whether a bollard would be

installed within the pedestrian access ramp, at the University Mall signals, on Anzac

Parade, as it has been reported that taxis are using the wide access ramp. Mr Rosadi

advised that the matter be subject to a future Traffic Committee report.

6.3 ANZAC PARADE / ABBOTFORD STREET, KENSINGTON (C) Signage Parking – Bus Zone

Mr Eric Graham (STA) advised that the bus zone on the eastern side of Anzac Parade,

at the intersection with Abbotford Street, Kensington, has been adjusted and is

currently 19 metres and not the approved 32 metres.

Mr Rosadi advised that the bus zone would be returned to the previously approved

length.

6.4 AVOCA STREET / COWPER STREET, RANDWICK (C) Pedestrian - Safety Concerns

Mr Paul Chilcott (Randwick Precinct) requested a review of the pedestrian

arrangements of the slip lane at the intersection of Avoca Street/ Cowper Street. Mr

Chilcott reported that the pedestrian island formed by the slip lane is insufficient to

cater for the pedestrian demand, and during school peak times, students often stand

on the road.

Mr Rosadi advised that the issue is currently being investigated and will be discussed

with RMS and reported to a future Traffic Committee meeting.

That the matter be reported to a future Traffic Committee meeting.

6.5 DAY AVENUE CYCLEWAY, KENSINGTON (H) Bicycle Matters – Bicycle Safety

Ms Nerida Tanner (resident) was seeking information as to the works currently being

undertaken in Day Avenue, Kensington. Mr Rosadi informed Ms Tanner that the works

are for the construction of a bi-directional cycleway connecting Doncaster Avenue to

Anzac Parade. Ms Tanner sought clarification as to the impacts on traffic movements.

Mr Rosadi advised that all movements would be retained.

6.6 FITZGERALD AVENUE, MAROUBRA (M) Public Transport Issue - Other

Mr Eric Graham (STA) was seeking further information on the car park design for

Heffron Park. Prior to the construction of the car park the concrete hardstand areas

were used by bus services for charters to the sporting fields at Heffron Park.

Mr Graham requested, as part of the ongoing upgrade of Heffron Park, if a bus drop-off

facility would be provided. Mr Rosadi agreed to have the request investigated.

upgrade of Heffron Park.

6.7 ANZAC PARADE, PHILLIP BAY AND MALABAR (M) Public Transport Issue - Other

Mr Lehmann enquired of the Police of the recently reported collision in Anzac Parade,

involving a police vehicle.

Sgt Withers informed the Committee that the Police have released a media statement

on the matter. Following is an extract from that media statement:

“Descriptions have been released of two people who police believe can assist with their investigations after a stolen car hit a police vehicle at Matraville this morning.

Three police officers from Eastern Beaches Local Area Command were taken to Prince Of Wales Hospital after their fully-marked sedan was struck from behind by a stolen Mitsubishi Lancer on Anzac Parade at Matraville.

Shortly before the crash, police from Botany Bay Local Area Command had seen the Lancer, which had been reported stolen, in Loop Road, La Perouse, about

12.25am (Sunday 8 June 2015). The Eastern Beaches car was rolled onto its side on impact; the Lancer ended up on its roof. A man and woman travelling in the Lancer were assisted from the car by police;

however, they ran from the scene. Three police officers were taken to hospital; one was treated and released this morning, the remaining two have been kept for observation.”

Mr Lehmann informed the Committee that, following this most recent incident, there

have been strong views expressed in the community that action needs to be taken to

address the speeding of motor vehicles in this area.

Mr Lehmann suggested that a meeting between the Police, RMS, and Council

representatives may be the best method to address the residents’ concerns.

Traffic Committee Recommendation:

That a meeting between the relevant Police representatives, RMS representatives and

Council representatives be held to examine the issue of poor driver behaviours at La

Perouse and along the roads leading to La Perouse, in the near future.

6.8 BUMBORAH POINT ROAD, PORT BOTANY / MATRAVILLE (M) Signage Parking – No Stopping

(ITD-TL) (AD)

Mr Lehmann advised the Committee that NSW Ports had approached the Council

seeking resolution on an issue of concern to them.

The issue relates to parking being retained along the eastern kerbline of Bumborah

Point Road, adjacent to the Sydney Buses’ bus depot. The NSW Ports suggested that

these vehicles were restricting truck movements along Bumborah Point Road.

Mr Ken Hind (RMS) reminded the Committee members that Bumborah Point Road is a

state road under the care and control of RMS. He also advised that RMS was aware of

the concerns of the Port and that the issue was under current investigation; including

ongoing discussions with NSW Ports and Sydney Buses.

Traffic Committee Recommendation:

That the information be received.

7. Schedule of Conditions

The following standard conditions may be referenced within these papers.

7.1 WORKS ZONES That:

a. The applicant be informed that if they intend to use traffic controllers for

activities associated with the Works Zone, such activities must comply with

a formal Traffic Control Plan (to be held on site following preparation by

person/s with the appropriate RMS authorisation) and that any traffic

controllers utilised must have current appropriate accreditation from RMS;

b. The Council be given authority to replace the Works Zone with a No

Stopping zone if the operator (or their sub-contractors): i. compromise pedestrian safety, or

ii. add significantly to traffic congestion in this area

iii. allow access/egress to/from the site which creates

safety concerns or traffic flow delays, or

iv. does not ensure that the Council fees payable for this

private use of the public road are met,

with the zone being reinstalled once the issue of concern is

properly addressed;

c. The Council Rangers enforce the restriction; and

d. Authority be given to the Council to remove the Works Zone and reinstate

the previous restrictions, when the applicant advises that it is no longer

required.
