WHAT IS IT?This scheme is proposed to help the Panchayati Raj
Institutions to deliver more sustainable goals and speed up
to overall growth of development in rural areas.
It is a project which is implemented by the both of the
Centre and State Government across and strengthen the
Panchayat levels.
This scheme is sponsored by both the central govt. as well as
the state govt.
The campaign is scheduled to be launched on Ambedkar
Jayanti 14th April under the name of “ Sabka Sath, Sabka
Gaon, SabkaVikas”.
Formed In 1992.
It is based on the traditional Panchayat syatem of South Asia.
By the 73rd constitutional Amendment to the Indian Constitution.
It is at Three Levels.
1. Gram Panchayat on Village level.
2.Mandal Parishad or Block Samiti or Panchyat Samiti on Block level.
3. Zila Parishad on District Level.

In the Union Budget of 2016-17, the Hon’ble Finance Minister Sh.
Arun Jaitely has announced that a total of Rs. 655 crore is to be
allocated for the strengthening and development of gram panchayats.
The funding pattern of the scheme has been 75% by the Central
Government and 25% by the State Government.
This plan is implemented in 484 districts in 33 States and Union
Terrotories. The max. number of these villages are in U.P, Assam,
Tamilnadu,Punjab and Meghalaya.
The govt. has appointed dozens of directors and deputy secretaries to
push its flagship programmes to “100% saturation” in rural areas.
It will benefit 17000 poor villages by providing them free LPG
connections, electricity supply, Jan Dhan accounts, two PM
insurance schemes and immunisation of children will be available in
21 days.
The government of India has designated the period from 14th April to 5th of May
2018 as the campaign for “Gram Swaraj Abhiyan”.
The campaign has been divided into two parts:
1. Focused Interventions on specific days across the country.
2. A campaign for GSA Special Interventions in selected backward
villages from 14.4.2018 to 5.5.2018.

Aim of RGSA
Promote devolution of powers and responsibilities to Panchyats according to
the spirit of the Constitution and PESA act.
Strengthen Gram Sabhas to function effectively as the basic forum of peoples
participation. Transparency, and accountability within the Panchayat syatem.
Enable democratic decision-making and accountability in Panchayats and
promote people’s participation.
Enhance capacities and effectiveness of Panchayats and the Gram Sabhas.
Strengthen the institutional structure for knowledge creation and capacity
building of Panchayats.
Create the strengthen democratic local self-government in areas where
Panchayats do not exist.
Strengthen the constitutionally mandated framework on which panchayats
are founded.
Features of RGSA
The main motto of the scheme is to train and assist the Gram
panchyats who get elected across the country so that they can
perform their work efficiently at the basic level.
Which was performed to develop and strengthen the Panchayat
Raj system across India, mainly in rural areas.
Several responsibilities for the rural development are given to
the gram panchayat leaders who work maintaining liaison with
the state govt.
The gram panchayat will be given skill development training
under the RGSA scheme and it will be formed at several levels
like gram panchayat level, block level, and Zila Parishad level.
