Part I) Oversight Structure in RBA There are two major categories for oversight as it pertains to the Regional Bureau for Africa. One dealing with operations, and the other dealing with programmes and coordination. Within operational accountability and oversight the main focus is on compliance with corporate rules and regulations, but increasingly the Associate Administrator’s office has emphasized the importance of oversight over operational performance efficiency of country offices. The new structure of RBA has been designed to accommodate both. With regards to programme and coordination oversight, there is an emphasis on quality control for country level programming and project/program evaluation, as well as effectiveness of UN reforms and partnerships.
In the next sections, we will look at each of these areas in more detail.

Compliance with Financial Rules and Regulations Oversight Structure and Information Flow
Compliance Oversight: the functions performed by the Bureau include scanning the operating and programming environment for early warning on operational weaknesses and risks for UNDP, priority setting for annual audits and monitoring of CO and regional program follow-up on audit recommendations. The key partner is OAPR and the Office of Finance. RBA will design an early warning system (currently being piloted) to identify potential compliance risks and ensure that early action is taken. Updates on compliance will be a standard agenda item in the management team meetings chaired by the Regional Director. There will be provision for targeted capacity enhancement support to CO which continue to experience difficulties despite the aforementioned measures. Within RBA, the primary responsibility of compliance oversight is with the regional director, and the follow-up responsibility lies with the country operations divisions and the respective deputy directors. This includes the following oversight functions:
Implementation of the RBA Early warning system for proactive identification of potentially emerging problems in country offices;
Risk mapping of RBA country offices based on audit, financial management, portfolio management, and political risks;
Monitoring of progress on 15 audit recommendations for deficient country offices in the region;
Coordinated oversight and support activities with OAPR, OSG, Office of Finance and BOM/OPB and RBA country operations;
Compliance monitoring and enforcement for Risk management guidelines ;
Implementation of corporate enterprise risk management framework in RBA COs;
Regular country office scans ;
Follow-up on audit issues with OAPR and follow-up of financial management issues with Office of finance and OPB;
Operational performance efficiency and effectiveness Oversight Structure and Information Flow
CO Management Performance Oversight: RBA will conduct continuous performance oversight to ensure country offices are performing well in terms of operational efficiency, accountability, resource management, and progress towards corporately defined performance targets. RBA will monitor CO managerial performance at HQ level in cooperation with other HQ units, building on the existing Composite Ranking system. Day-to-day monitoring and support will be provided by the Country Operations Divisions based in the region. Updates on management performance will be a standard agenda item in the management team meetings chaired by the Regional Director. The oversight activities would also include:
Implementation of RBA Composite Performance Ranking to identify country office strengths and weaknesses;
Implementation and follow-up of results-based management framework together with ExO/OSG and BOM
Coordination of operational support with RBA country operations and regional service center;
Oversight of finance, procurement and PRINCE2 certification of relevant staff in RBA COs;
Oversight on extra-budgetary resource mobilization and disbursement
Development Effectiveness
Quality control of UNDP programming: As part of overall corporate oversight processes, RBA will continually
monitor program quality through early involvement in country programming processes to ensure timeliness and
quality, review of new Country Programs, annual target setting and reporting on results. All Country programs will
be monitored for alignment with the corporate Strategic Plan, the UNDAF, coherence with the requirements of UN
reform in line with the HLP process, the RBA region-wide capacity development strategy. Early engagement in
country programme formulation processes will be ensured, including through RBA’s effective participation in the
CCA/UNDAF documents reader’s group. On-going country programs will be closely monitored, supported and
reported on by the Country Operations Divisions in the region. RBA will also closely monitor change processes in
COs, consulting and coordinating closely with BOM/MCT and other HQ Units to ensure proper planning and
management of change support missions, and implementation of recommendations. The responsibility for country
level programme quality control lies with the country operations division, with the ultimate oversight responsibility
for UNDP programming lying with the Regional Director. This includes both country level and regional oversight
including the following activities: Strategy level: Quality and effectiveness of regional capacity development strategies (e.g CD-PGA) and their
alignment with the Strategic Plan and relevant corporate policy orientations; Programme level: Quality of design and implementation, timeliness, efficiency and policy alignment of the
Regional Cooperation Framework; Project (implementation) level: Quality and efficiency of Implementation of regional projects based in New
York and designed to strengthen the Regional Director’s Advocacy functions; Effectiveness and quality of ad hoc corporate policy scale-up initiatives implemented in the Africa region
Effective region-wide application by region-based CODs, RSCs, Country Offices of corporate capacity development policies and strategies and tools in the design, implementation and evaluation of all programmes and projects in the region;
Relevance and quality of Africa-specific knowledge products generated within the Africa region by both Country Offices and Regional Service Centres, in alignment with related BDP-led corporate policies and guidelines;
Effective conduct and management of the RHDR process in the region in consultation/liaison with HDRO and BDP;
Effective implementation in the region of the corporate evaluation policy;
Strategic Partnerships and UN Reforms
UN Coordination Oversight: In support of the director’s role as the Chair of the RDT and the RCs’ roles in coordinating the UN Country teams, the new organizational structure of RBA has been designed to provide the headquarters capacity necessary to ensure high quality country-level and regional coordination. The UN Support and Partnerships Division supports the director’s oversight functions with regards to coordination issues. This includes: Full application by all RCs in the region of the recommendations of the DGO guidelines and other UN reform
initiatives, in close consultation with PB and DGO Proper anchorage and application in the region of UNDP’s partnership strategy in close consultation with BRSP; Quality of RBA support to RCs in close consultation with DGO
RBA compliance with Executive Board (policy-related) documentation Partnerships Oversight: As a related oversight and support function, the UNSP is also tasked with supporting the director’s oversight over the strategic partnerships of RBA with IFIs, the EU, regional cooperation entities and the Africa Union. As of now there are no clear assessment methodologies for partnership effectiveness, but the UNSP together with the director should develop ways to measure the effectiveness of RBA’s strategic partnership activities and agree on a set of deliverables for every year and throughout the period of the strategic plan.

Linking the RCA results from staff level all the way to the bureau level will create a strong results chain that will make the RCA process far more objective and enable good measures of bureau performance. The key is to go from overall responsibilities, to defining key results, related activities and success criteria that enable the bureau at every moment to see how we are performing vis-à-vis the goals set at the beginning of the year. The results from the two compacts will then inform the RCA assessment process for Staff and Division heads.
