28 commitment to the teachers and students of the rcsd. 3/23/2016 7:36 PM
29 . 3/23/2016 7:12 PM
30 The person must be a good listener and must have proven school based leadership experience. 3/23/2016 6:35 PM
31 ...that the new Superintendent is personally invested in this district and not just using it as a stepping stone... 3/23/2016 6:16 PM
32 Being Openly Honest 3/23/2016 5:39 PM
33 experience 3/23/2016 5:14 PM
34 The individual should be solidly grounded in the complexities of working in a severely economically challenged
community.
3/23/2016 5:12 PM
35 Proven track record. 3/23/2016 5:07 PM

and achievement
3/23/2016 4:39 PM
39 The next Superintendent should be a proven administrator from within the RCSD. There is no need to go outside of
the district and find somebody else who will use our district as a stepping stone to further their career. Furthermore,
the learning curve that is required every time somebody comes in from the outside takes years, which results in years
of moving backwards for our district. Great organizations grow leaders from within...it's time that we start moving in the
direction of being a great educational organization and training all of our leaders to share and grow a consistent visionand mission for the RCSD over many, many years!
3/23/2016 12:17 PM
40 A collaborative leader. Not one that has the need to be a dictator and surround themselves with "yes men" 3/23/2016 10:48 AM
41 Clear documented evidence that candidate is trust worthy, honest, and can clearly articulate through documented
proof that they have developed programs and schools that have shown to be successful under their leadership. Show
documented proof that they lived in a community long enough to show connection to the people of the last community
that they resided and worked in. Interview a variety of stakeholders from the previous community that can speak to
working relationships, accessibility and success in their previous positions or positions. If they cannot pass the initial
screening then, you should not waste tax payer dollars interviewing them.
3/23/2016 8:31 AM
42 Clear communicator with integrity to back-up decision making. 3/23/2016 7:08 AM
43 Commitment to providing resources for the students in the RCSD. 3/22/2016 9:56 PM
44 Ability to motivate staff to excellence. 3/22/2016 9:19 PM
45 Competence 3/22/2016 7:37 PM
46 To be able to balance doing the right thing .vs. being politically correct. The politics of this district and being "politically
correct" is what got us into this mess.
3/22/2016 5:48 PM
47 A willingness to improve on what is already in place and not completely change what we have worked to build over
the last four years during the previous Superintendent's tenure.
3/22/2016 3:50 PM
48 Down to earth. 3/22/2016 3:30 PM
49 Proven experience in a urban school district 3/22/2016 3:18 PM
50 Ability to build a common vision across all stakeholders and then design a collaborative plan to make the plan a reality. 3/22/2016 3:11 PM
51 The superintendent must be adaptable, flexible, easy to reach, open to suggestion, able to communicate with all
stakeholders, and understand the needs of our specific district...not some other district...ours.
3/22/2016 2:50 PM
52 experience 3/22/2016 2:47 PM
53 Decision-making based on data and evidence, rather than just hunches. 3/22/2016 2:41 PM
54 The ability to control his/her emotions and not use his/her position to punish employees. 3/22/2016 2:38 PM
55 Having a solid background knowledge of special education. 3/22/2016 2:38 PM
56 Experienced Superintendent (too large of a district to hire someone trying to get started in this field). We also need to
ensure their previous experience was successful and they were well received by teachers, administrators, parents,
and the community.
3/22/2016 2:35 PM

69 must be collaborative and patient 3/18/2016 9:03 AM
70 Early childhood expertise is a critical qualification for the next superintendent 3/18/2016 8:38 AM
71 Integrity - to build trust and positive working relationships for effective leadership 3/18/2016 7:06 AM
72 Strong commitment to the Rochester community--not just using the position as a career stepping stone. 3/18/2016 7:00 AM
73 Visionary leader who can inspire and effectively student learners, their famil ies, teachers, and the community. 3/18/2016 6:14 AM

75 Character 3/17/2016 5:43 PM
76 Someone who's actually worked as a teacher and administrator in the Rochester City Schools District 3/17/2016 5:25 PM
77 Consideration that the educational gap between urban Rochester and suburban Monroe County has much to do with
social determinants that are compounded by race/ethnicity (racism and discrimination). Building and supporting a
culturally responsive, appropriate and respectful school district is essential. In the end, RELATIONSHIPS are a critical
segue into learning and teaching.

3 Brenda Pacheco from SOTA would be the perfect candidate. She has 31 years in the District, runs the most
successful school in the District. Has served as a Chief at CO. Has the knowledge of the District's history and that is
crucial. Hope she applies and is highly considered. I don't think that those currently at CO in leadership roles should
be considered, as they do not know our history nor worked in a school setting. Our history is important.

6 I hope there is a focus on intervention at the youngest ages and an understanding that it takes time for change to
happen. Too often it happens that programs and changes are put in place and then they are pulled before any true
change can take place or be measured.

7 Foster more parent involvement in the student's education - create a positive environment! 3/24/2016 8:36 AM
8 Someone that is very focused and can articulate to staff that vision. We need to know where we are going to follow.
Recognition of staff and services that are ineffective and don't add value to the success of our students. Elimination of
micromanaging and allow independent decisions of all staff. (without violating laws of course). Management staff,
including the Superintendent should attend "management training/how to be a manager" to be our leaders and not
Supervisors.
3/24/2016 7:57 AM
9 New superintendent should NOT have an agenda! They should be here to help the students here, not further
educational theory, change the district, or dismantle schools and programs. Too many quick changes of how the
district is set up and closing/opening schools has created chaos within the district without forethought over the impact.Major changes should be thought out and implemented in stages to minimize the unintended fallout of these changes.

10 Would prefer candidate who has or would have their own kids in city schools. Would like a relationship builder and one

31 We have unique challenges We need a committed Superintendent willing to roll up his/her sleeves and be in the
buildings...not just visit on occasion. Everyone understands the rigor of the job and the political aspects but in order to
really be able to tackle the problems the Superintendent needs to live in the buildings...not get the superficial lip
service often found in being paraded around and in reports. The students, staff and families deserve to have a
dedicated executive staff willing to be in trenches too. Decisions should only be made with the input of a cross-section
of stakeholders and early and ongoing communication is key to a successful Superintendent and builds trust.
3/22/2016 2:50 PM
32 Please do not select Christiana Otuwa nor Adele Board for the position. The district will fall if either one of them
becomes superintendent.
3/22/2016 2:38 PM
33 I wanted to check off positive attitude because Dr. Vargas' administration especially to the media was very negative
towards our schools. I believe you get what you project. If you are always speaking of doom and gloom the community
feels the same way as well as the school leadership and teachers.

34 1. A Superindent must understand the importance of intrinsic motivation (vs extrinsic motivation), implement this
concept in all policies and interactions with staff, and work toward assisting principals in adjusting the culture of all
schools to embody this concept! When educators who work directly with children are wisely chosen, and respected,
and trusted for what they know is DAP, children experience trust and respect, and their ability to learn & apply thrives!!(See Richard Ryan's research / UofR) 2. A Superindent must be able to figure out a way to successfully engage
family support and develop positive attitudes about education in the lives of their children. 3. A Superindent must
understand and support what SCIENCE tells us about early brain development and how young children learn!! If
policies don't support the science, then the policies MUST change!
3/20/2016 6:21 PM
35 Must have an innovative way of addressing bullying, poverty and educational apathy. 3/20/2016 8:22 AM

37 Someone with an understanding of the importance of Early Childhood as the foundation for learning. 3/19/2016 3:53 PM
38 1) Please correct space for "other" to include written specificity (mine is a parent with children in charter schools, some
of whom attended city schools in the past, and a child a part of UPK registered through district office). The
superintendent should have an understanding and place importance on the human element of education for both
employees (temp or permanent), students, family students and communities. Schools function best when they are a
part of their communities and function in that capacity.
3/18/2016 11:44 AM
39 Stop hiring people who arent qualified to service communities. We need people who are local, who are mentally and

50 We need a Superintendent that sees the Central Office staff as Critical. not , dispensing. We have been cut, cut , cut !
Grants, registrars and IT. We all do the job of 3 people. Yet, they create BS jobs for unplaced Adm. and dump money
into All city high where 30 % attend !!!!! it's politically correct to keep that school and we all suffer. We all know, the
board plays favorites ! Like giving EAST HS $ 10 million extra and everyone got CUTs!
3/14/2016 11:15 AM
51 I believe that it is imperative that our new superintendent be someone who will go beyond replicating that which has
been done historically to search for and develop new educational models that will allow the large percentage of
children in poverty within the city school district to succeed and ensure their parents can be involved in their
education. Research shows that once more than 30% of the students in an educational setting are at or below the
poverty level, that performance for all drops. This is not because children in poverty cannot succeed, but rather, that
we are not adjusting our educational system to meet their needs. We must meet each child where they are, not where
we want them to be. Each day we fail to do so, jeopardizes the future of another child.

56 The students in our community are extremely needy- physically, food, clothing and adequate shelter ( many come to
school from homes that we would not let our family pet live in) they are emotionally needy, abused and neglected. These are the children that become adults in our community. 1/4 will end up incarcerated. This needs to end. The
district needs to meet the emotional support of its students. Every student should have a educational mentor/case
manager and "therapist." There is no other way to change the direction of our community.
3/12/2016 9:30 AM
57 We need a superintendent that spearheads student achievement and excels with communication to the entire
organization. Strong leadership skills are essential.
3/11/2016 10:26 PM
58 Think local before you go far, but remember the most important thing is the quality. We also need someone who can
engage in the community
3/11/2016 9:34 PM
59 Select him/her very carefully. make sure that there is a 100% consensus on this selection so as not to give anyone an
out,....should the candidate fail. Remember a one term, or one of anything related to time in service will lead to
choosing another Superintendent. Lastly, give the candidate the authority but,.... hold him/her responsible and
accountable for that privilege and trust.
3/11/2016 8:34 PM
60 Please consider limiting your search to someone in the area already, I'm sick of individuals using this district as astepping stone to something else. There are so many dedicated people here who want these children to succeed. Also
please don't hire people who would not put their own children in the district, it is a disgusting mockery that our school
board president doesn't have his own children in the district. The expectation should be that if they have children they
should be in district schools. We need to start holding these students to higher standards and the superintendent
shouldn't be some person in an office these children and parents never see, he or she should be someone
comfortable being in the community.

63 * Encourage teachers to teach to the students ability, not just for government test results. * Realize that all students
can learn, but not all students need to achieve Regents diplomas. * Funding has risen, however not much of that has
been realized in classrooms. Cut out the Central Office excesses. * I would love to see more Administrators, Teachers
and other staff as City Residents. I would also like to see more of the employees in the district sending their children
to city schools.

64 New Super should do a better job of supporting community agencies and programs that work in their buildings with
their students.

67 I have tried and tried, for 20 years to make simple suggestions for academic motivation, to superintendents, from
Janey and Vargas, without success. I hope the Board will find a person with super intentions, who LISTENS to any
and all advice for improvent
3/11/2016 12:27 PM
68 Choose wisely, not based on politics. This is a RCSD is a district than cannot afford a mistake. 3/11/2016 12:09 PM
69 We've had too much superintendent turnover.I think the Board needs to be evaluated by an outside organization to
determine its effectiveness or lack thereof. Also, the RCSD board members salaries should be equivalent to Buffalo &
Syracuse. More parents would be involved in their children's education if they attended schools in their own
neighborhoods.
3/11/2016 11:41 AM

play aporp games and are caught doing the wrong thing with their devices ..Parents again I say Parents are to be held
accountable for their child action,, Do not let you child bring the Eletronic to school.. Parents are to keep them home.
3/11/2016 11:07 AM
72 I am a retired RCSD teacher. I was unable to specify that in question 1. As a member of this organization since 1990, I
have seen the parade of supers come through with the idea that they were the saviors of the District. They weren't.
They ignored institutional knowledge; they put unqualified individuals in positions, and either did not recognize the
damage being caused, or delayed removing them. Additionally, each of the supers underestimated, or diminished, the
socio-economic pressures on our student population that present nearly insurmountable obstacles to the academic
success of the kids. To affect the trajectory of the District requires that the superintendent, and the Board
Commissioners, fully appreciate this, and address it with the politicians - local, state, and federal - regularly.
3/11/2016 10:29 AM
73 BOE needs to try to remove their egos from decision making and show a willingness to compromise and work with
whoever is selected. The District needs stability in leadership to aide in success.

75 Focus on the classroom, learners (children and adults) and several clearly worded objectives each year. 3/11/2016 8:55 AM
76 Superintendent needs to be realistic and have goals and expectations that are measurable but achievable in a
consistent manner; no overnight overhaul. Willing to work with teachers and RTA to do what is best for students not for
the pocketbook. Work with city leaders to help offer opportunities for students and curb the violence.
3/11/2016 8:27 AM
77 While finding someone who 'walks on water' to lead the district, you need to build support mechanisms that will allow
him/her to be successful.
3/11/2016 8:18 AM

86 The best way to solve a problem is to eliminate it. The next RCSD superintendent must be an effective listener who
can take the consensus input of the community (parents throughout Monroe County) and then build a leadership team
that works with our community leaders to neutralize the negative impact of poverty on the RCSD teachers' efforts to
empower our children with knowledge and life skills.

3/10/2016 8:30 PM
94 We need someone who is willing to commit to our district & students. They have to be willing to put supports in
schools where they are needed. Our schools are in DESPARATE need of mental health supports for our students who
are struggling. We need extra supports in our elementary schools for our youngest students. If we can give students
entering Kindergarten and first grade small class sizes and additional qualified supports in classrooms, we will be able
to make up some of the achievement gap our students experience. Currently students in prek have class sizes 18
students and under and a teacher and paraprofessional (or more) in each room. Yet when students enter Kindergarten
there is one teacher and 23+ students in classrooms. Students and teachers in these lower elementary grades NEED
to be better supported. If reading by third grade is a priority then we MUST give our youngest students the support they
need to be successful before they get to third grade!

95 I think we should choose a female supt this time. We've tried the male perspective for as long as I can remember and

3/10/2016 7:09 PM

99 Hope we can keep one longer than a few years. 3/10/2016 6:46 PM
100 I think the next superintendent should be a home-grown person from the area. Also the board should consider
possibly searching for candidates who possess masters degrees and not only doctorates.
3/10/2016 6:14 PM
101 We need a strong leader with urban experience who will handle the issues within the buildings and effectively support
our young children who want to learn
3/10/2016 6:12 PM
102 Don't go with cronyism. Find some one who will identify and tackle the problems and not just state the problem without

3/10/2016 5:48 PM
103 A real problem solver Stays away from the bureaucracy Resigns immediately if goals or results are not showing within
certain time frame. Gets to the bottom of the issues and is not afraid to stand up and remove obstacles that waste tax
payers money or inadequate staff.
3/10/2016 5:31 PM
104 Candidate should also have a strong commitment to parents and customer service. 3/10/2016 5:26 PM
105 Get someone with experience in childhood and young adult development. Family psychiatry would be a plus too.
Rochester City Schools will never get better until the family unit improves.

106 We really need someone willing to work with all parties: students, families, community and all staff. 3/10/2016 5:13 PM
107 There are some difficult decisions that have to be made - personnel mistakes that need correction before any
significant changes/improvements will occur. The recent resignations were a good start...how about we lose the

who can.

111 RCSD needs a younger individual, who is tech savvy, a mover and a shaker, an urban educator from within NYS who
has risen through the ranks from teacher to a Deputy Superintendent, who comes into RCSD and makes huge
changes to our culture. He/She needs to totally focus on RCSD and not attend frivolous meetings inside and outside
the District. He/she needs to unite the District and follow best practices of other schools if they are in good standing.
Business as usual hasn't worked for our students for 30 years. Why can't our students read?
3/10/2016 2:54 PM
112 We need a long-term plan based on best-practice basics to "right" our schools. For example, a plan on becoming

get things back on track.
