RCSI holds a special position in the historical events of the 1916 Easter Rising. The College’s occupation by insurgents under the command of Michael Mallin is a well-known aspect of the Easter Rising. However, few will be aware of the role RCSI surgeons played in surrounding hospitals, as they worked tirelessly, treating the injured during the rebellion.

To commemorate the centenary of these events, join us for a special programme of exhibitions, displays and lectures, which will provide fascinating insights in to the stories of these surgeons and insurgents and how their lives were remarkably intertwined.

The photograph on the front of the programme records the appearance of the College Hall at the end of Easter Week 1916. Remarkably, this was the most serious damage sustained by the College, during six days of hostilities and as a result, we have the privilege of continuing to occupy a significant location of the1916 Rising, still in its original form and fabric.

With the occupation of our buildings and the tireless work of surgeons associated with RCSI, the College has a major heritage relating to the Rising, but also to the backdrop to events in Dublin, namely World War 1.

We have planned a Commemorative Programme to both these seminal episodes in our history and the history of Ireland. The major event will be a special exhibition and associated lecture series entitled; “Surgeons & Insurgents, RCSI and the Easter Rising”, commencing on March 23rd. Today, we are launching an accompanying essay with the same title, by the noted historian, Dr Mary Mc Auliffe. And so, to our RCSI Charter Day Meeting programme.

This begins with a dedicated symposium on Thursday, February 11th, entitled: “Unravelling the Chaos: Re-engineering Hospitals to Enhance Patient Flow.” The Surgical Programme has assembled an excellent faculty and this promises to be a very worthwhile meeting.

Later that day, we have the 26th Annual Videosurgery Meeting, presented once more by Prof Tom Walsh and the 10th Intercollegiate Case Presentations.

The main Charter Meeting begins on Friday morning with parallel sessions for most specialties running through until lunchtime. I congratulate the specialty organizers on the excellence of their individual programmes.

Immediately after lunch, we will be treated to the Johnson & Johnson Lecture, delivered by Vice Admiral Mark Mellett, Chief of Staff, Óglaigh na hÉireann, Defence Forces Ireland and entitled: “Leadership Challenges in a Complex World.”

This will be followed by my President’s Address, in which I will hope to update the Fellows and Members in the areas of surgical training, education and practice – as well as highlighting some of the achievements of the College over the past year.

The main session of the meeting will follow and is entitled: “Supporting Surgeons.” This will look at the current environment of practice and the associated challenges and stresses and will explore how your College can best serve its Fellows and Members, when needed.

We will then have a conferring of our Honorary Fellowship on Professor Michael Griffin, Newcastle upon Tyne, followed by his Abraham Colles Lecture, entitled: “Talking to Cancer Patients.”

The Friday meeting will conclude with a reception in the Boardroom. On Saturday, the Irish Higher Surgical Training Group will host their Annual Meeting. They have structured an excellent programme entitled: “Challenges of Run-Through Training”. The Bosco O’Mahony Lecture entitled: “Mentors in Surgery”, will be delivered by Miss Zenia Moore, Consultant Vascular Surgeon, St James’s Hospital, Dublin.

Later on Saturday, we are honoured that the President of Ireland, Michael D. Higgins will be the recipient of the Honorary Fellowship of the Royal College of Surgeons in Ireland. This will be followed by our Annual Charter Day Dinner and I hope to see many of you there.

Finally, I wish to thank Sean Tierney, Eunan Friel, Louise Loughran, Cara McVeigh, Aoife Congdon, Claire Phelan and Kate Smith for their enormous help in devising and structuring this programme of events.

Recent NHS ExperienceVeronica was most recently Lead for Service Improvement and Clinical Governance in Emergency Care for a large Scottish Health Board. She worked at operational and strategic level to transform unscheduled care pathways, undertaking a series of projects using lean methodology to improve the pathway in two hospitals. This work encompassed community and social services and primary care, flow management, discharge planning, ED flow and ambulatory care development, ED attendance reduction and admission avoidance. As part of this work she undertook a large scale retrospective study of the drivers for ED attendance in the Board in conjunction with the University of Glasgow, Department of General Practice.

Pathway DevelopmentShe successfully developed and implemented a series of clinical care pathways and established Clinical Decisions Units using these pathways in two large District General Hospitals.

Lean and Change ManagementVeronica has effectively deployed a variety of quality improvement skills to her work in the NHS, and is an experienced and accredited lean and change management practitioner.

Stakeholder and Clinical EngagementVeronica has a track record of successful engagement with clinical and operational teams at front line and executive level. She was instrumental in the establishment of an Emergency Care Pathways Expert Group for Scottish Government which worked with NIHR CLAHRC for NW London to develop a suite of evidence based interventions to improve patient flow and quality across the Emergency Care Pathway.

Clinical Quality ImprovementVeronica has a special interest in improving quality of care, and using data to understand and drive quality improvement.

During research spanning over a decade, Mr Large has pioneered investigations into transplantation using hearts from non-heart beating donors. Over the last few years, the UK has established a world leading programme of donation and transplantation of kidneys, livers and lungs from non-heart beating donors. The Papworth team was able to develop the process used to assess and maintain the quality of these organs prior to transplant for heart transplantation. Mr Large performed this procedure for the first time successfully in March 2015.

SUPPORTING SURGEONS

Modern healthcare places many demands on the individual surgeon who is expected to be a technical expert, a skilled communicator, an able manager, a supportive teacher, trainer and mentor to junior colleagues and a scholar or researcher. A high standard of performance is expected at all times in all of these roles and the personal costs of trying to deliver on all fronts can be high. Vice Admiral Mark Mellett is the Chief of Staff of Óglaigh na hÉireann, the Irish Defence Forces, having been promoted to the appointment by the Irish Government on 29 September 2015.

Prior to his current position, Vice Admiral Mellett was the Deputy Chief of Staff of the Irish Defence Forces where he had responsibility for materiel and support functions, including personnel, finance and logistics in the Army, Air Corps and Naval Service. He has thirty eight years’ service, much of it seagoing, including three naval commands.

Vice Admiral Mellett perviously served as Flag Officer Commanding the Irish Naval Service. During shore rotations he held appointments in Naval Headquarters, Naval Operations and Support Commands. For over two decades he has been a change leader in the Irish Defence Forces, contributing to its ongoing transformation, positioning the forces in a post-modern setting. He has served as Head of Naval Plans and Policy, Commandant of the Naval College and Associate Head of the National Maritime College of Ireland (NMCI).

In addition to citations for service in Afghanistan (2004) and Lebanon (1989) in 1994 Vice Admiral Mellett was decorated by the Irish State, receiving “The Distinguished Service Medal (DSM)” for intercepting a major maritime narcotics shipment.

Vice Admiral Mellett is a founding member of the Irish Maritime and Energy Resource Cluster (IMERC) and a member of its governing authority. IMERC serves as an ‘Innovation Network,’ and acts as a stimulant for enterprise and job creation in the maritime and renewable energy spheres. It has a particular focus on marine energy, shipping logistics and transport, maritime security and safety and yachting products and services.

Vice Admiral Mellett has a PhD (2009) in Political Science from the National University of Ireland, Galway and M Com (2004) in Government and Public Policy from University College Cork. He has been a Visiting Professor at Liverpool Hope University (UK). He is a distinguished graduate of the US Naval War College, Newport RI (1999); the Irish Command and Staff College (1998) and the Royal Naval College Greenwich (1989). Vice Admiral Mellett has a keen interest in research and has been a member of the European Security Research Innovation Forum (ESRIF). He has published on innovation, security, governance and maritime affairs.

He is a former naval diver and enjoys running, cycling and fitness. He is married to Liz and has four children.

Professor Griffin qualified at the University of Newcastle upon Tyne in 1978 and trained in surgery in the Northern Region. He spent a year at the Chinese University of Hong Kong studying oesophago-gastric cancer surgery and interventional endoscopy. He was appointed as Consultant Surgeon with an Upper GI interest at the Newcastle General Hospital in 1990 and developed the Northern Oesophago-Gastric Cancer Unit at the Newcastle General, setting up the first multi-disciplinary meeting for oesophago-gastric cancer in the United Kingdom in 1991. The unit moved to the Royal Victoria Infirmary, which has now expanded to include five dedicated oesophago-gastric cancer surgeons. The unit is now the largest in Europe and North America.

He is a full-time NHS consultant but was awarded a personal Chair in Surgery at the University of Newcastle upon Tyne in 1999. He has championed the cause of specialization and has been instrumental in the Improving Outcomes programme for oesophageal and stomach cancer by encouraging the centralization of services in the United Kingdom. He continues to provide both general surgical and specialty on call and his major commitment is cancer surgery and therapeutic endoscopy.

He has served on the SAC in General Surgery and was President of AUGIS from 2004-2006 and President of the European Society of Diseases of the Esophagus from 2011 to 2013. He is Chairman of the Intercollegiate Specialty Board of Surgery and oversees all exit exams in the UK in General Surgery and has been an expert adviser to NICE, NCEPOD, NHS R&D and the Department of Health. He has been responsible for many external reviews of cancer services throughout the UK and abroad and has published widely in the field of oesophago-gastric surgery holding visiting professorships in Europe, the United States and Asia.

His real love is rugby, having represented Scotland at international levels but loves all sport and his support for Sunderland Football Club is well known.

He was awarded an OBE for services to cancer healthcare in the 2013 Queen’s Birthday Honours list.
