RDCO Drinking Water Annual Report 2014 1.0 Introduction The purpose of this report is to provide information on the monitoring and maintenance of the Regional District of Central Okanagan’s (RDCO) water distribution system directed by Interior Health as set forth by the Drinking Water Protection Act. During 2014 the Regional District of Central Okanagan continued to monitor and improve the domestic water supply. This document will provide an overview of the distribution system, maintenance performed and water system data results and trending. 2.0 Water Distribution System The Regional District of Central Okanagan administers six water distribution systems. These systems vary in size with the smallest encompassing eight properties and the largest system encompassing over 700 properties (Figure 1). The Water Systems administered by the Regional District, the number of users for each system and the assigned EOCP number (Environmental Operators Certification Program) are outlined in Table 1.

3.0 Regulations and Management The regulations for the management of the water distribution systems and the terms and conditions under which water services may be provided are set out in RDCO Bylaw 1268. User fees and maintenance fees vary according to the number of users and the maintenance required for each particular system. Fees are set under the Regional District of Central Okanagan Consolidated Water Systems Bylaw No. 1309 (Appendix 1). 4.0 Testing and Monitoring Program The monitoring program integrates source monitoring as well as the quality in the distribution system. Routine weekly samples were collected at each site throughout the distribution system including raw water sources. Beginning in July 2014 (and after consultation with Interior Health) - half of the monthly samples (2 samples/month) were collected by RDCO Staff and forwarded to a private lab for microbiological testing. The other half (2 samples/month) were tested in house using the EPA approved IDEXX Colisure system. If any of the in house bacterial samples are positive, the site is re-sampled the next business day and taken to a private lab for verification. All Bacterial results are reported to Interior Health on a monthly basis. RDCO staff also conducts in-house testing including free and total chlorine residual, pH, conductivity, turbidity, iron, manganese and temperature. This data was used as background information to supplement on-line monitoring and also as a checking procedure within the Drinking Water Monitoring program. The Regional District of Central Okanagan has tested each source in 2014 for physical and chemical parameters. These are summarized in Appendix 2.

5.0 Maintenance and Repairs The Regional District of Central Okanagan continued to implement an operations and maintenance (O&M) program that includes annual cleaning/disinfection for the reservoirs, annual hydrant inspection and flushing, annual generator service and distribution flushing including valve exercising and dead end flushing. Fintry Park Re: Validated Park use Permit #105373 - Under Special Provision 6 in the permit the RDCO is required to describe the annual maintenance of the water line and the environmental monitoring and treatment completed. This report speaks to both those requirements in Section(s) 5.0, 12.0 and 13.0. 6.0 Conditions on Permit/ System Improvements

7.0 Grants/Water Conservation Grants No Grants were awarded to the RDCO for water projects in 2014. Water Conservation Outdoor Irrigation restrictions are in place for the customers of the five RDCO water systems, as outlined below in Table 2 - (Stage 2 water restrictions were implemented for all water systems on June 13, 2014).

Further tips on water conservation including the Water Talk Newsletter - Your Water-wise Information Source can be found on the RDCO website at regionaldistrict.com. The newsletter was sent out to all RDCO water customers in the spring, summer and fall of 2014, discussing system updates, new construction and conservation tips and ideas. 8.0 Operator Education and Training The RDCO has established a training program that follows Environmental Operators Certification Program (EOCP) guidelines and required training, including First Aid, TDG and Backflow Prevention. Operators have been qualifying to write exams as per EOCP guidelines. The Regional District of Central Okanagan currently employs 3.5 full-time operators as seen in Table 3 below.

9.0 Cross Connection Control On-going assessments of all RDCO managed facilities continued in 2014 in order to minimize the risk of cross connections. Certified staff conducted annual servicing and maintenance on any back flow preventers in the water systems. The recently installed water meters are read on a Quarterly basis and will assist operations in the cross connection program as the Neptune meters have the capacity to record backflow conditions.

10.0 SCADA System The Regional District of Central Okanagan implemented a new Supervisory Control and Data Acquisition (SCADA) system in 2012. This system allows integrated real-time automated control that can respond quickly enough to compensate for process changes. Within the SCADA system there are several controls in place and RDCO staff have the ability to make changes on an as needed basis. The following list is a description of some of the information that the RDCO currently trends and reports on our SCADA system.

RDCO Drinking Water Annual Report 2014 11.0 Emergency Response/Events Emergency Response Emergency Response Procedures were enacted in 2014 for the Falconridge, Westshore and Trepanier Bench Water Systems - all notifications were put on and lifted after consultation with the Interior Health Authority and in accordance with guidelines set forth in the RDCO Emergency Response Manual (Appendix 3). Falconridge:( Section 14.0, Figure 2 details turbidity trends for Falconridge in 2014)

• On April 24, 2014 a Water Quality Advisory (WQA) was issued as precaution due to increased spring runoff in nearby Mission Creek causing high turbidity readings.

• The WQA issued April 24, 2014 was removed July 4, 2014 when turbidity values return to daily averages of under 1.0 NTU

Westshore: (Section 14.0, Figure 5 details turbidity trends for Westshore in 2014)

• A WQA was issued on April 10, 2014 due to a possible vandalism incident at the Upper Reservoir. Lab results from test samples taken from the upper Mountain Reservoir distributions area confirmed no evidence that the water supply was contaminated. The Advisory was removed April 15, 2014.

Trepanier Bench: (Section 14.0, Figure 4 details turbidity trends for Trepannier Bench in 2014)

• A WQA was issued on April 17, 2014 due to increased turbidity in the source water. This advisory was upgraded to a BWN on May 5, 2014 and all notices were removed on May 27, 2014.

Events – Westshore and Killiney

• From August 1 – 13th, 2014 planned water service interruptions were required to install 2 new PRV stations at Evergreen and Lakewood Road.

• Killiney Beach water system had a planned water interruption December 15, 2014 for 4 hours to make repairs to a leak in a PRV at Westside Road and Kildare.

13.0 Sample Analysis Results Results for Total Coliform and E.coli are included in Appendix 4, and include the date, time, location, and chlorine residual. 14.0 Turbidity Analysis (NTU) Turbidity must be monitored on-line for surface water distribution systems with greater than 300 connections. All turbidity data can be found in Appendix 4, and include the date and location of the analysis. The following figures show turbidity trends and events throughout the year.

The Regional District of Central Okanagan is committed to protecting Public and Environmental Health through a comprehensive monitoring program that meets the Canadian Drinking Water Quality Guidelines and the BC Drinking Water Protection Act.

The RDCO works closely with the Interior Health Authority to deliver a program that encompasses water quality monitoring, treatment monitoring, and distribution maintenance which enables us to deliver a safe potable water supply to consumers.

1. Introduction Kerr Wood Leidal Associates Ltd. (KWL) was retained by the RDCO to provide a high-level review the Killiney Beach Water System, focusing on potential system improvements, cost saving opportunities through reduction in the water system’s infrastructure/facilities (i.e., reduce the current number of pumpstation and reservoir facilities), and methods to increase operational efficiency.

2. Existing System The existing Killiney Beach Water System is comprised of about 280 connections, with opportunity for about 145 future connections. The water source is Okanagan Lake. The distribution system is divided into four pressure zones and reservoirs, as shown in Table 1.

Each zone has a reservoir and booster pumps that sequentially fill the higher zone reservoirs. This system would be considered a bottom-pumped, chained system.

The overall system storage is undersized compared to the recommended storage volumes stated in the RDCO development-servicing bylaw. Without performing a water model analysis, it is evident, from the predominance of 100 mm distribution mains, that the Upper and High Zone distribution systems are inadequate for distribution of fireflows and possibly for supplying maximum day demands.

3. Improvement Options The following is a summary of options for system improvements and opportunities to reduce the number of distribution facilities. Following RDCO advice, it is assumed that a reasonable upper limit for capital improvements is about $2M. We have not included engineering costs or contingencies at this stage.

The Associated Engineering report Killiney Beach Water System Review, November 2010 indicates that reasonable water demand criteria for Killiney Beach is:

• AAD – 900 L/ca/d; • MDD – 2,400 L/ca/d; and • PHF – 4,000 L/ca/d.

These criteria are used for this analysis, but it is recommended that the demands be re-examined during pre-design work.

It is noted in the Associated Engineering report that the recommended storage volume for the overall system is 1,366 m3. We agree with this estimate and have used it to determine upgraded storage requirements.

Our approach has been to examine potential improvements by focussing on the Upper Zone, and the Lower Zone, as alternative means to achieve RDCO’s goals.

System Improvements Table 2 below provides a comprehensive list of system improvements, grouped into Upper Zone improvements and Lower Zone improvements. Discussion on the improvements follows. This table represents a broad range of options not all of which would be implemented. Projects would be selected from this table based on the focus of the work planned.

The benefit of this option is that fireflow capacity would be increased at the hydrants in the High and Upper Zones. The system would also benefit from a 150 mm diameter mainline between pumps and reservoirs.

This option also addresses the overall water storage deficiency bringing the total stored volume to 1,368 m3.

If this option is selected, depending on funding, it might be wise to increase the High Reservoir by an additional 80 m3 to account for the Lower Zone Reservoir being removed from the system in the future.

Option 2 - Lower Zone Focus This approach focuses on improvements that can be made to the Lower and Medium Zones of the system. If the lake pumpstation is modified and higher-pressure pumps are installed it will be possible to pump water directly to the Medium Zone Reservoir. The Lower Zone Reservoir and pumpstation can be decommissioned and the pumpstation can be turned into a PRV station to feed the Lower Zone.

A high-pressure transmission will need to be installed from the lake pumpstation through the Lower Zone to the zone boundary.

Removing the Lower Zone Reservoir reduces the overall storage available on the system. This is not ideal, as it has been established that the system does not have adequate storage. Under this option a new cell would be installed at the High Zone Reservoir. This would increase the storage at the High Zone Reservoir to 500 m3.

Table 4 outlines the expected costs of each of the option components.

The benefit of this option is that a reservoir and pumpstation is removed from the system. This should reduce the overall O&M cost for the system. It also creates a backbone up the system of larger diameter watermain. This will improve fireflows and reduce pumping friction.

The drawback to this option is that, while it adds water storage high on the system, it doesn’t allow full use of the volume until significant watermains are upgraded throughout the system. Additionally, the system will still be short of storage by the amount lost from removing the Lower Reservoir. If additional funding can be secured it is advisable to increase the storage at the High Zone Reservoir to 576 m3.

Future projects should focus on new watermains in key areas of the High and Upper Zones to allow fireflow to hydrants.

Option 3 - Overall System Focus This option looks at system improvements from an overall perspective. While the water system has been developed into its current configuration as development phases have been added, if this was a new subdivision with development as configured today, the designers would likely have considered the most cost-effective arrangement to include two pump stations and a two reservoirs. To modify the existing system with this in mind; the Lake Pumpstation would be converted to high-pressure pumps, pumping direct to the Middle Zone Reservoir. The Lower Zone Reservoir would be decommissioned and the pumpstation would be converted to a PRV station.

The Middle Zone pump station would be upgraded to higher-pressure pumps and would pump directly to the High Zone Reservoir. The Upper Zone Reservoir would be decommissioned. The pumpstation would be turned into a PRV station.

To maintain storage on the system the High Zone reservoir would need to be increased. Since the High Zone Reservoir is small, old and not situated at an appropriate elevation for supplying adequate pressure for the higher elevation lots on Winchester Road, it is recommended that the existing High Zone Reservoir be decommissioned. A new 1,000 m3 reservoir would be located approximately 10 m higher than the existing High Zone Reservoir.

The benefit of this Option is that two reservoirs and pump stations are removed from the system. It also addresses the storage deficiency on the system.

The drawback of this option is that although adequate storage will be available on the system a lot of the High and Upper Zones have pipe that will not be able to carry fireflows to the hydrants. If this option is chosen, future projects should focus on replacing the watermains that supply hydrants to at least 150 mm diameter.

Options Considered but not Developed The two options listed below were considered but not developed as they were not aligned with the RDCO’s goals.

Option 4 - Remove the High Zone Reservoir and modify the existing pumpstation located at the Upper Zone Reservoir to create a pumped zone. This would add a significant level of complexity to the pumping system so has not been further developed. The complexity would come from the multiple pump pressure controlled system as well as maintenance/testing of a backup power source for at least the fire pump but possibly the duty pumps as well. In summary, the following are the benefits and disadvantages of this approach:

• Benefits:

- removes one reservoir from the system.

• Disadvantages:

- fire pumps are expensive ($50,000); - generator would be required ($75,000). - station upgrades VFD control system possible station expansion ($150,000); and - Monthly maintenance will take one day / month to operate and maintain the generator and

the fire flow pump.

Option 5 - Upgrade the lake pumpstation to very high pressure and push water to a new reservoir at or near the location of the High Zone Reservoir. Decommission all reservoirs and install high pressure piping to the new reservoir. All existing pumpstations except the lake pumpstation would be converted to PRV stations. This option has extremely high pressures that pose an unreasonable risk of watermain failure.

4. Summary and Recommendations Options 1, 2 and 3 are all viable and would improve the level of service provided by the water system. In light of the main objective of this memorandum to focus on opportunities for net elimination of system assets and operational costs, we recommend Option 4 as likely having the greatest net benefit. It will reduce the number of pumpstations and reservoirs on the system. It also increases the storage volume, and future projects can focus on upsizing the distribution mains in key areas.

5. Closing The scope of this assignment is limited to examination of potential capital improvements. Specific reductions in O&M costs have not been quantified. Prior to implementing the improvements noted in this report, we would encourage RDCO to further examine the opportunities to reduce O&M costs for the water system, for example, by optimizing energy efficiency, examining control logic, remote monitoring and control, and assessing other factors influencing operation costs. KWL would be pleased to assist the RDCO with this, either as a stand-alone exercise or during pre-design phase for the next stage of improvements.
