Re: Oversight of the Eckenfelder, Inc.'s In Situ Vapor Stripping Treatability study activities for the South Area Source Control Operable Unit on the DICO Inc. portion of the Des Moines TCE site.
This memorandum summarizes the observations of my oversight efforts on September 16, 1991 through September 18, 1991. A photocopy of the field notes and oversight photographs are attached for reference.
As discussed with Mr. Glenn Curtis of USEPA on September 13, 1991, no USEPA split samples would be collected during the oversight activities. The collection of USEPA split samples had to be omitted because Eckenfelder had nearly completed their treatability study activities~ when BVWST was asked on Friday, September 13, 1991 to begin oversight activities on Monday, September 16, 1991.
September 16. 1991
• Eckenfelder, Inc.'s Mr. John Vanover, hydrogeologist and Ms. Lenore Ludwig, civil engineer were in the process of setting up Eckenfelder's pilot study trailer at test location 3 (EXW-3) when I arrived onsite.
• Vanover briefed me on the status of the treatability study activities to date as described on pages 49 through 52 of the field logbook.
• Several site photographs were taken during the setup of the treatability study equipment.
• Vanover and Ludwig left the site at 18:52 and indicated additional system setup would resume at 8:00 the next day.
September 17. 1991
Ludwig indicated that EXW-3 tests would begin at approximately 13:00. Additional photographs related to Phase II Supplemental RI activities were taken during Eckenfelder setup of equipment. ,

• A summary of the Eckenfelder data collected prior to these oversight activities was recorded on pages 59 and 60 of the field logbook.
• Preliminary start-up of system at EXW-3 location suggested significant quantities of water may be drawn into system during test. Vanover confirmed that approximately 6 feet of unsaturated screen was actually available for the in situ vapor stripping.
• EXW-3 test began at 14:00 with an initial flow rate of approximately 15 standard cubic feet per minute (scfm).
OVA detected approximately 0.5 ppm volatile organic chemicals in the initial tedlar bag sample from EXW-3 (labeled EXW-3-1).
• Vanover continued to monitor extraction using equipment within Eckenfelder's trailer while Ludwig frequently observed monitoring manometers at NW-4, P-18, and EW-19 during initial stages of test.
a Vanover and Ludwig collected one tedlar bag sample and a duplicate sample from EXW-3 extracted vapor at 15:00 and again at 18:00 in accordance with the work plan. The samples and duplicate samples were labeled EXW-3-2, BXW-3-20 and EXW-3-3, BXW-3-30, respectively.
• In accordance with the work plan, Eckenfelder also recorded manometer readings for each monitoring probe and collected OVA samples at the monitoring probes at approximately 15:00 and 18:00.
• Tedlar bag samples were stored in closed Eckenfelder cooler and Eckenfelder field data was recorded on their field data sheets as described within the work plan. Reference field logbook for specific portions of the field data and treatability study observations.
• Vanover, as directed by Bill Soukup of Eckenfelder, said that they would not be conducting additional or variable flow rate tests as discussed in their work plan.

I advised Vanover that without variable flow rate tests, evaluation of time to site cleanup may not be possible based on the available information, but an evaluation of the zone of "influence was probably still possible.
As discussed with Mr. Glenn Curtis, USEPA, and Mr. Bryan Rundell, BVWST, Eckenfelder's decision to conduct only one flow rate test at the maximum obtainable flow appeared to be a reasonable approach. Eckenfelder's plan was considered to be reasonable since the maximum observed flow rates at each of the three extraction test locations were significantly less than anticipated by Eckenfelder's work plan.
September 18. 1991
Vanover and Ludwig reported that they had collected additional tedlar bag samples and field data at approximately 22:00 on September 17, 1991 and again at 02:00 on September 18, 1991 in accordance with the work plan for the activities.
I observed Eckenfelder sampling and monitoring at the site at approximately 10:00 and 14:00. OVA sampling of tedlar bags by Vanover indicated 1 ppm and 0 ppm volatile organic chemicals detected at 10:00 and 14:00 respectively. Flow rates at 10:00 and 14:00 were approximately 9 scfm and 8 scfm according to Vanover's observations and calculations.
Vanover indicated that in accordance with the work plan, additional sampling and monitoring of the system would be conducted at approximately 14:00 on September 19, 1991 before turning the system off after the 48 hour test.
I departed from the site at 14:42 and returned to Kansas City.
