Existing Utility Diversion
This section describes the utilities and service systems that could be affected by proposed construction of Mass Transit Project, in order to minimize potential impacts on these systems and recommends measures to mitigate significant adverse impacts during construction.8.1Likely Impact of the Pink Line Mass Transit Project to existing Utility
Construction works on Khae Rai-Min Buri roads may require the diversion of major utility supplies as listed in Table 8.1-1 which could lead to substantial disruption. 8.2 Procedure for Utility Diversion8.2.1General
In order to minimize utility service and environmental disruption and traffic congestion, guidelines procedure for utility diversion as shown on Figure 8.2-1 is recommended to follow. This procedure includes utility data collection within the project vicinity that proposed project could affect, site survey to identify precise existing utility locations and development of comprehensive plan for utility diversion.
8.2.2
Co-ordination for utility diversion during construction
Gathering comprehensive data of existing utility and service systems within the proposed Pink Line Project vicinity are conducted for information to develop preliminary design only. Utility and service systems within project area are dynamic changes to suit community development. Prior to starting construction activity, updated utility and service systems information will needed from relevant parties. Co-ordination with utility owners is essential activity for both effective planning and site construction works.8.2.3Preparation of Shop Drawings for Utility Diversion
The intelligent and foresighted management of statutory utilities diversion and interface is one part of critical activities during construction period. Recommended procedure for utility diversion as shown on Figure 8.2-1 could help Mass Transit Project effectively deal with technical issues and complex utilities legislation throughout the project program. In order to reduce constructional risk and ensure that project is executed efficiently, shop drawing for utility diversion is needed to be prepared and show necessary details as follow:- Existing public and project right of way. Location of existing utility and services systems within project vicinity. Location of utility and services systems that needed to be diverted either temporary or permanent diversion. Mass Transit Alignment. Location of joined utility and service systems that need to be built in the same areas (if any).8.3 Utility Diversion ProgrammingA well managed utility and service systems diversion program will deliver low risk and time and cost certainty. Developing a specific program of utility diversion that suit project master program, is critical for project success due to protecting project against costly delay.Utility specific construction programs could be arranged and prepared as follow:1. Separated utility specific construction program for special utility and service systems that could be done without significant interrelationship to project master program.2. Comprehensive construction program that include utility diversion as one of key activity that significantly effect to a project master program.The Pink Line Mass Transit Project needs to adopt both aforementioned utility diversion program. A proposed construction program including utility diversion task is recommended for Pink Line Mass Transit Project (Khae Rai-Min Buri). 8.4 Highways and Utility Relocation.
Relocation of the utility on highways due to construction activities, the project will include the construction of new roads to be used for the maintenance and improvement of the existing road. The project with route overlay on the roads, mainly in the area of responsibility of the Highways Agency. Consultants have put together a project plan for the agency responsible for the implementation according to the Department of Highway Survey and Design. The issue of traffic intersection is the intersection of the following.- Construction of a bridge across the Khae Lai junction- Construction of a bridge across the Sanambinnam junction- Construction of a bridge across the Nappharatta8.4.1 Existing conditionConsultant survey and inspection of the responsibilities of the Department of Highways and other agencies are following the highway. Highway 302 (Rattanathi bat Road) in the island. Main channel and three traffic lanes and three lanes per direction parallel with the 12-lane highway within 80 meters wide.
