INTRODUCTION / WHO WE ARE
Toronto District School Board serves approximately 246,000 students in 583 schools throughout Toronto, and more than 140,000 life-long learners in our Adult and Continuing Education programs. Our mission is to enable all students to reach high levels of achievement and well-being and to acquire the knowledge, skills and values they need to become responsible, contributing members of a democratic and sustainable society.
TDSB’s Community Services Unit offers employment services and career planning, skills development, apprenticeship training, language instruction, enhanced and specialized language training, settlement support, mentorship matches and much more. Programs are designed to provide tools, training and support for individuals to gain the skills and knowledge they need to be successful. A variety of individuals will benefit from these programs, including adults, youth, newcomers and people with disabilities. The programs are funded by the federal, provincial and municipal governments.
Community Services at a Glance: Community Services’ over-arching goal is to make positive changes in people’s lives and contribute to the society by supporting everyone’s well-being. Every year, we work very hard to achieve this goal by helping people to achieve theirs whether it is integrating to a new country, learning English, find employment or obtain training.

Looking Back and Leaping ForwardThis past year can be categorized by stability in programs but change, adaptation and innovation in everything else.
Let’s remember back to those very different days in the early part of the 2019-2020 contract year. The vast majority of service was in person, nobody gave much consideration to crowding into a classroom or office and, almost inconceivably now, people ventured within a foot of one another. Fast forward to the end of the contract year (March, 2020) and the world was gripped by a mysterious illness that shuttered programs, schools and society. While scary and anxiety-inducing, we all received a stark reminder of how quickly life can change and the critical importance of adapting and growing at all times.
In response to COVID-19, each of our programs has found a unique way to adapt to the new environment as well as the unique needs of their participants. It has been inspiring to watch, because this all happened without notice and while everyone was dealing with their own individual stresses and angst in their lives as they feared what would happen next, whether they’d maintain employment and where they would find their next roll of toilet paper.
But so many of you not only survived the stresses, but also thrived. You saw this as an opportunity to create new ways to connect with participants and one another. You innovated and your clients and learners benefited.
These adjustments and enhancements will continue well into the coming year and with the leadership of our staff and the support of their supervisors, program officers, coordinators and central support, we will continue to lead in our field.
Our special thanks goes out to all of our staff for enduring, growing and supporting others through these challenging times. They have demonstrated their immense commitment and dedication and the coming year will no doubt require more of the same. Also, a special thank you to our union partners who have adapted with us, provided input and ideas and helped us transition to these new and different times.
We have so much to look forward to this year. While we hope for a return to “normal” with respect to the health of our communities, we know that what was considered normal from a program perspective will never be the same again. We have collectively leapt forward digitally and with that, now have ways to engage our communities, clients, learners and staff in ways previously unimaginable. We encourage you to continue to build and grow in these ways and to envision programming that is inclusive, adaptable, accessible and equitable. These are strange, and sometimes scary, times but they are also times filled with an abundance of opportunity for engagement and collaboration.
In the meantime, wear your masks, stay six feet apart, stay safe and stay positive. We appreciate the tremendous work your teams have done, the resiliency of our clients, learners and partners during these difficult times and know that together we will get through this stronger.

OUR RESPONSE TO COVID-19
Essential Skills Upgrading (ESU) program, for example, developed an online assessment process for new learners and also connected with new learners via phone/email to ensure they are able to participate successfully in the assessment process. Assessment materials were updated to provide consistency between in-person and online assessments of learners’ skills and abilities. Many instructors implemented ZOOM instruction for those who had digital capacity and utilized email/phone learning and Canada Post services for others.
While our learners with low levels of literacy skills have been disproportionally impacted by this change in service delivery, learners with higher literacy skills report visible progress and increased satisfaction with their growing digital technology skills. They recognize the value of their newly acquired skills as well as the self-efficacy they have been able to develop as they were ‘forced’ to adapt to online learning. They have expressed an increased confidence in their ability to access future learning opportunities and an improved outlook regarding their employability skills.
Language Instruction for Newcomers to Canada (LINC) program implemented changes to the language instruction to provide language lessons online to many English language learners. LINC Instructors completed
the LearnIT2Teach training in the first few weeks of the lockdown and started to use various platforms such as WhatsApp, Zoom, Big Blue Button, text and even by phone to reach out to learners; they were innovative and discovered new ways to effectively teach remotely.
To manage the isolation, LINC program created chat groups for Instructors by CLB levels. This was a great forum for instructors to share ideas and support each other during this time.
Care for Newcomer Children (CNC) staff and Program Officers opened an Instagram account that was a great success. Parents and their children engaged in simple interactive activities with household items and supplies readily available. The children enjoyed the themed stories and walks in nature.
Next-Steps Employment Centre (NSEC) and SCEA achieved significant milestones and set new standards of excellence as our program saw many changes to how we operate and deliver services online. We had the opportunity to jump into action and develop an online task team to create over 30 online workshops and resources to support our clients. We have had virtual job fairs, intakes, assessments and job search support. This was only possible with a core team of selflessly
The official arrival of the pandemic in Canada in mid-March 2020 had a profound effect on everything we do. In a very short period of time, our sites were closed, staff were asked to work from home, learners and clients were informed, all program activities including language and skills development classes were redesigned so that they could be offered online. The “pivot” to remote services meant, in some cases, the cancellation of exams and other program requirements.
Clients and learners are at the centre of everything we do and now is no different. Working closely with our funders and other stakeholders, we adopted new requirements and processes to ensure that clients and learners wouldn’t have to face new barriers.

committed staff and the support of our capable administrative and management team. NSEC continues to develop new online resources in order to serve clients seamlessly from wherever they are.
Newcomer Services continued to support newcomers on their new journey in their new home, guiding them to needed programs and supports via phone or web-conference. Workshops were delivered virtually using Zoom. Dedicated staff were able to continue to provide assessments and support the full range of needs. They also assisted in the filling out of forms for important government services and were able to provide advice and emotional support in many areas.
Enhanced Language Training (ELT) team managed to collaborate, learn the gaps, refresh content, develop new online forms, continue to create client placements and support one another to ensure on time delivery.
ELT staff and supervisors quickly adapted to the new environment and were able to provide services that were highly catered to the needs of clients.
Welcoming Communities program focussed their efforts on assisting families to meet their immediate needs to deal with the unexpected pandemic. They assisted to make referrals to services, such as food banks, and, also access to laptops through their school. For the newcomer kids and youth who were able, activities such as arts and crafts, were offered virtually.
Studio 500 programs moved fast to adapt lessons to an online learning environment by pre-recording instructional learning videos and developing blended learning models according to which the theory components would be delivered online, 2 days per week, and practical component would be delivered in-class 3 days per week.
Since On the Line (OTL) is a culinary program, the team decided to pre-record instructional learning videos and adapt lessons to an online learning environment. Recipes and lessons were shared and conducted on Zoom, then participants were on their own to prepare the recipe. Upon completion they would send pics of their creations to the instructor for evaluation.

Building bridges to a brighter future
The Enhanced Language Training (ELT) program helps newcomers bridge their international training, education and experience with employment opportunities in Canada. This 14-week program includes an 8-week in-class training portion followed by a 6-week work placement. Classes are taught by industry professionals and offer the opportunity to network and improve employability skills. The program focuses on the following sectors: Accounting, Customer Service &Administration, Engineering, Financial Services, Health & Wellness, IT, and Sales & Marketing.

Getting back to basics; increasing independence
Essential Skills Upgrading (ESU) provides non-credit instruction in reading, writing, numeracy and digital technology to adults who speak English and who have goals of employment, further education (secondary or post-secondary) apprenticeship and/or greater personal independence. We are a goal-driven, outcomes-based, learner-centred program dedicated to helping our learners acquire the skills they need to transition towards their goals. With full-time, part-time and evening classes across the city, as well as a one-to-one tutoring program, we are able to offer participants flexible learning options in convenient locations.
Through a network of partnerships, we offer a variety of “Computers for Work” workshops which allow employment-focused clients acquire the digital technology skills employers are looking for. In addition to our learners, we assist many clients through referrals to other learning opportunities which best meet their needs.

Opening the doors to employment
Next Steps Employment Centres offer a range of FREE services, resources and supports to respond to the career and employment needs of job seekers and employers looking to hire in Toronto, Mississauga and Vaughan. Services offered include:

Next-Steps also helps eligible employers access resources from the Canada-Ontario Job Grant (COJG), which provides funding to businesses for training existing employees or new hires.

Empowering newcomers, investing in the future
Settling in and adjusting to a new country can be a long and difficult process. Located in Malvern (Scarborough), TDSB’s Newcomer Services supports newcomers so that they will have opportunities like everyone else in Toronto, and that they will eventually be self-sufficient in every aspect of their lives. Services include extensive and valuable information, referrals, group workshops and one- on-one assistance on various settlement needs.
Free Care for Newcomer Children (CNC) services are provided on-site while parents are attending workshops or accessing other services at the site.

youth and childrenAs the TDSB’s only mentorship program dedicated to helping newcomer students adapt successfully at the elementary, middle-school and high-schools levels, Welcoming Communities serves over 100 schools in the Board each year. The program helps newcomer students transition into life in Canada through attendance support, leadership skills development, homework help, post-secondary planning and career exploration, community volunteering as well as specialized programming such as the Re-Connect program. Activities offered include:
• Targeted skills development programs including hairstyling, construction and carpentry
• Indigenous arts and crafts
• English conversation circles
• Parent engagement
• Information sessions, campus tours, guest speaker events, employment fairs and recreational programs
Enhancing youth employment opportunitiesOn the Line (OTL) is a unique 11-Week paid Culinary program that offers skill building opportunities and employment readiness support to multi-barriered youth between the ages of 15 and 30. The overall goal of the program is to support youth obtain work as Line Cooks. The program offers:
• 5 weeks of intensive kitchen training and pre-employment support to prepare individuals to start a career as line cooks
• Menu planning, knife skills & food prep training with a Chef Instructor
• Food Handler and WHMIS certifications
• One-on-one assistance with job search
Participants get paid for 30 hours per week to attend the sessions. The training sessions are offered year around and new intakes begin every 5 to 6 weeks.

Overcoming barriers one step at a time
The Scarborough Centre for Employment Accessibility (SCEA) is a fully accessible, drop-in employment resource centre to assist job ready individuals to prepare for employment or self-employment.
SCEA is open to all job seekers, including people with a disability. It offers access to computers, internet, phones, fax and photocopier, job board, a variety of specialized employment-related information, job search workshops and self-help resources, MS Office tutorials, job fairs, special guest speakers and events. Additionally, the following accommodations are available for persons with disabilities:
• Assistive computer technologies such as Jaws, Zoom Text, Kurzweil, Dragon Naturally Speaking, Audio Notetaker, and Scan & Read
• Ergonomic computer chairs, hydraulic tables, and large screen monitors
• Sign Language Interpreters (available by appointment)
• Wheelchair accessibility
Enhancing skills for better employment opportunitiesStudio 500 is the only official government recognized hairstylist apprenticeship training facility in the GTA. It helps aspiring hairstylists gain industry experience and skills needed to reach their full potential in the field. The training is offered by Red Seal certified instructors at fully equipped salon labs.
While the Hairstylist Pre-apprenticeship program provides opportunities for people who have no previous hair salon experience and who have not yet completed their secondary education, the Hairstylist Apprenticeship program prepares participants for the Hairstylist Certificate of Qualification exam. The program also supports apprentices to attain their 240 hours of required on-the-job training in salon.

Building language skills for successEnglish language skills are often a prerequisite to newcomers’ successful settlement and social, economic and cultural integration into Canadian society. As the largest and one of the oldest LINC programs in Canada, TDSB’s LINC offers free English classes and settlement services that assist newcomers attain the English language proficiency needed to fully participate and succeed in their new Canadian home, community and economy.
All classes are led by qualified instructors using the LINC Curriculum Guidelines, the Canadian Language Benchmarks, the Canadian Citizenship and Discover Canada resources. Lesson planning and on-going assessment is guided by the Portfolio-Based Language Assessment (PBLA) approach. Both formal and informal assessments are real-world and task-based.
Part-time and full-time classes are available year-round, and some sites also offer evening classes. All locations provide free Care for Newcomer Children (CNC) - for ages 19 months to 6 years – which enables parents to attend the classes without having to find costly childcare.

Welcoming Communities Creative Writing Program
Welcoming Communities has been offering creative writing workshops in Elementary and High Schools with newcomer students since September 2018. The goal of the program is to create a safe, welcoming and creative space for students to explore their ideas, their imagination and develop their writing skills. We encourage newcomer students to believe in their own abilities as successful poets and writers, and that their voices deserve to be heard. Publishing the students works validates their efforts and allows them to develop confidence in their writing skills.
One student who benefited from this program was Somiah (grade 4), who successfully wrote an excellent, creative story accompanied by gorgeous illustrations. Reflecting on her experience, Somiah wrote the following:
“ Thank you so much Ms. Charlotte and Ms.Sofia for inspiring us to write these books. Thank you so much for wasting all your time on us and listening to us. I am so grateful to have you guys in my life and you guys made my dreams come true cause I always wanted to write a book. Thank you for spending hours on us. You guys brought happiness to our lives. Thank you so much. We all appreciate it a lot. You guys are awesome. THANK YOU SO MUCH! ”

CLIENT/LEARNER SUCCESS STORIES: WHERE ARE THEY NOW?
Justine was a participant in our upgrading partnership with Tropicana Community Services. Upon completing a 7-week upgrading program with Essential Skills Upgrading (ESU), Justine completed the Pre-Apprenticeship Auto Body Collision and Damage Repair program with Centennial College and is now an AutoBody apprentice with the TTC.
Wadhwa attended 2019-20 Enhanced Language Training (ELT) Accounting class and “with the knowledge, coaching and blessings of Kurt (ELT instructor) and Roxanne (Job Developer) and learnings of the program” in his armoury, secured his first job in Canada in his professional field within six months of his arrival in Canada, even during the unprecedented times of COVID.
Rafael attended ELT Sales and Marketing Class in April 2019. He had a background in marketing and tourism. With the support of the team, Rafael made an ambitious plan to network and go back to the career he so loved. His hard work paid off and he is currently working as a Director at Governance Solutions Inc. in Guelph, Ontario.
Angela participated in the On the Line Program (OTL) and completed a job placement at Freshii in East Toronto, she is now the Manager of that Freshii location.
When asked if the ESU program was helpful in improving her skills, Maryjo reported that, “ Fractions were a foreign concept to me and Richard opened my eyes”. She says that when she forgets how to do math tasks, she refers to her notes and refreshes her memory. Maryjo is currently studying at George Brown College in a RPN program.
After Bailee completed the OTL program, she decided to pursue her career in the culinary industry, she has successfully graduated from Stratford Chefs School.
Inez attended ESU classes at George Harvey. Her instructor was a “wonderful and innovative teacher ” patient and encouraging, and she credits him with her success. Inez is currently studying at Canadian Beauty College and said that had not for our class, she would not have been able to get into her program.

“Congratulations on leading an incredibly wonderful team that exemplify an extension of you!” Julianna wrote in her email to Scarborough Centre for Employment Accessibility (SCEA) Site Supervisor, Sonia who helped Julianna to get a phone interview for a temporary 2 weeks assignment which turned into a full time permanent job at Defendit Legal Services Professional Corporation. This lovelycard perfectly captures her sentiment!
Ibrahim was supported by the Next Steps Employment Centre- Downsview team in his job search and when he secured an administrative support position with an Engineering Firm, he emailed us and wrote “ I can’t thank you enough for your efforts and support, stay assured that I will show the commitment and dedication needed for this job. ”
Joyce, stay-at-home mom decided to take a leap of faith and joined the Studio 500 Hairstylist Pre-Apprenticeship Program back in 2018. She successfully acquired an apprenticeship in salon and returned to complete Advanced training in the Apprenticeship Program. In 2019 she successfully attained her hairstylist licence and is currently employed full time at First Choice Haircutters in Mississauga Ontario.
Danielle, who was a Next Steps Employment Centre-Riverdale client, is now a Patient Flow Coordinator with the Peter Munk Cardiac Center at Toronto General Hospital. Clara attended Studio 500 where she excelled in both the Basic and Advanced level training. She completed her apprenticeship and attained her Hairstylist license in 2019. Clara is currently enrolled in a 2 year Salon Management course at George Brown College and aspires to open a salon in Northern Ontario.
Tanya applied to sponsor her daughter, Chrejah, from Jamaica 4 times over many years, on her own and also with help from others. Each attempt was denied for various reasons. Last year, our Newcomer Services team supported Tanya to submit another application, which was approved. Chrejah and her mother finally reunited in February 2020 and are very happy together. This picture was taken in February at Chrejah’s graduation, on Tanya’s trip to Jamaica, to bring Chrejah back to Canada.
