SUBJECT: Report for Spring D-Train / Conference 2016 In addition to regular duties assigned to the DCOS by the District Commodore, the DCOS has engaged in staff officer appointments; communications with DDCs and others on district matters; participating in District meetings and conferences; assisting with investigations and disciplinary matters. In addition, the DCOS had the opportunity to attend the National Training conference conducted in Saint Louis, MO late in January of this year. Highlights of the conference this year included the emphasis on completing the “GAP analysis” whereby Auxiliary units spearheaded by the DSO-IM and AUX-SC are to determine identified needs of active duty Coast Guard units and how Auxiliarists can assist in filling those needs. In order to accomplish this task, the sector coordinators participate in planning meetings with Sector Commanders in an attempt to identify shortfalls in trained personnel then to utilize “Skills Bank” information to find individuals whose skills match the needs and then integrate them into the positions until qualified CG personnel are available to take on the identified roles. One of the most valuable aspects of the conference was the “round robin” activity where conference participants were afforded the opportunity to meet with department personnel and discuss the roles and responsibilities of each of the directorates. Some of the highlights of this activity are listed below:

a) Diversity- the Auxiliary continues to strive to become more inclusive looking for techniques to bring the various segments of the changing demographics in the country into the organization. It behooves all Auxiliarists to recognize the changes that are occurring in population trends and to adjust recruiting policies and practices to reach out to the varied groups that constitute this great land. While the country is changing and adjusting demographically, the Auxiliary continues to look homogenous highlighting the challenges faced by this Directorate.

b) IT-Anyone who has checked the national website over the past year has noticed the changes that have led to significant improvement in the appearance of the site. This outward appearance is only a slight harbinger of things to come as the website continues to grow and evolve. More changes are expected to be integrated later this year which will have a significant impact on the appearance of the site and how it will be used by individual members. Watch this space for future improvements.

c) HR- AP status and the delay in completing background checks continues to serve as a source of frustration for those members caught in this conundrum. The NACO and members of the HR Directorate have worked closely with the Commandant to develop a process for providing some short term relief in this area. Changes to the overall procedure are set to be put in place to provide interim approval for Auxiliarists whose final acceptance for DO status has been delayed by the rigorous process needed to obtain this approval.

d) Planning and Performance- Another “shining star” among the directorates as the team in this department continues to make inroads in processes and graphical representations of unit performance. The information provided in these graphics can be very beneficial for units as trends are identified and plans can be formulated based on the data shown in these representations.

e) PE- Public Education begins to move into the electronic era with the introduction of two “e-book,” Modern Marine Navigation and Basic Boat Handling. Utilizing these books as intended will have a dramatic effect on hoe the Auxiliary delivers Public Education programs to boating enthusiast. If the recommended procedures are followed, the books can also provide a significant revenue source for those units who choose to embrace the new processes. It will not be business as usual.

f) Response- With the two incidents that occurred over the past calendar year resulting in serious injury and property loss to members in both the surface and air operations programs. New and more stringent procedures are being developed and implanted to insure that members are able to engage in activities in a manner conducive to safe operations. While these updated procedural guidelines are intended to insure

that operations are conducted as safely as possible in a foreign environment. It is incumbent upon all who engage in these programs to embrace the guidelines and incorporate them into their patrol routines.

Another topic that generated significant discussion was the loss of membership that has occurred both in individual units and nationally as well. The reasons for the loss are trying to be determined through exit surveys and other techniques to get determine whether the loss is typical attrition or whether it is due to factors including the mandatory training requirements, recent increase in dues, increased requirements for participation in operational programs, age, or other reasons. The NACO has directed that “exit surveys” be conducted with departing members to get a handle on the reason for the departure in order to develop plans and implement programs to stem the loss. This conference was one of the most intensive in terms of participation hours of any that I have attended over the past few years. Some of the information provided was valuable and will be put into service in the D5NR, others are of dubious interest and will become part of the library of resources available for future reference. Overall, the camaraderie of communing with members of like mind and aspiration for the good of the organization will prove the true value of these events now and in the future.

NOTE: My report will concentrate on the individual reflections of each Division Commander based on personal conversations and observations.

A. DIVISION 053-07

DCDR – Joseph Smith VCDR – Robert Adams Possessing various Auxiliary certifications, DCDR Smith’s well-rounded experience has been valuable for providing guidance for members pursuing operational and administrative advancement. Faced with demanding challenges during his first year, he effectively balanced the needs of the organization and the needs of the members. With a clear understanding of purpose as an Auxiliary leader DCDR Smith remains motivated and positive.

B. DIVISION 053-08

DCDR – Richard Weiss VCDR – Cristen Gleason Division 8 has a history of a high level of performance, and that is the expectations of the elected and appointed officers as well as the members at-large. Due to his effective leadership skills and dedication to office, DCDR Richard Weiss makes overseeing the largest Division in the District seem effortless. Division 8 Auxiliarists are an integral part of local Coast Guard units, regularly providing a wide-range of support and services, and strives to be Semper Paratus. Demonstrating impeccable integrity during his tenure and expecting the same from his elected and appointed officers, DCDR Weiss prepares Division 8 for long-term success.

C. DIVISION 053-16

DCDR – Noreen Schifini VCDR – John Fisher Though now beginning her first year, DCDR Schifini has vast experience in various Auxiliary missions and has held numerous District appointed offices for several years. She has worked with the Active Duty at local Coast Guard Units and enjoys an excellent reputation among her peers. The District has great expectations for DCDR Schifini and we look forward to her leadership.

D. DIVISION 053-18

DCDR – Frank Stewart VCDR – Mark Rubino Some unexpected unique challenges during his first year failed to deter DCDR Stewart’s renowned determination in being an effective leader. Putting other members before himself, Frank developed a unique “resolution committee” process for Auxiliary units that has proven effective and has been endorsed throughout 5NR. He recently introduced an innovative method offering more flotilla members to participate in division functions. DCDR Stewart is an excellent example of a leader who focuses on solutions, not problems.

III. AREA ASSESSMENT OF ACTIVITY: Experienced Leaders, Steady Course. Three out of the four Eastern Area Division Commanders and Vice Commanders are now in their second term of office; beginning as Corinthians and transitioning to Old Salts. They have gone, in nautical terms, “from one end of the ship to the other.” The newest Division Commander to have the conn brings with her a varied and established experience in elected and appointed leadership positions. These leaders have demonstrated to be cohesive and proactive in developing better informed, equipped, and prepared flotillas. They share their confidence and expertise selflessly with their elected and appointed staff officers; their disciplined initiative inspires confidence and is a force multiplier for their members. Eastern Area elected officers reinforce their commitment to mission performance and to one another by supporting and establishing opportunities for Mandatory Training Requirements (MANTR). Our Division Commanders proficiently and efficiently support the Coast Guard missions in the geographic areas they serve.

It is an honor to serve with such dedicated and creative Auxiliarist. IV. DISCUSSION ITEMS:

Old Business: • Filing and submitting of required forms for 2016 completed. • Finalized AORs of realigned Divisions. • Update Standing Rules for reorganized divisions and flotillas.

I. DISTRICT CAPTAIN ACTIVITY REPORT

Since the Fall D-Train I have:

• Attended Changes of Watch for Divisions 1, 4 and 12. Division 17’s Change of Watch is scheduled for 10 April. I also appreciated the invitation to attend Division 19’s Change of Watch.

• Conducted three Central Area EXCOM conference call meetings with DCDRs and VCDRs

• Visited Division 12 at SARDET Bowers Beach and Division 1 for a patrol from Perryville, MD with CDR Gunter.

• Visited Division 4 and 17 meetings

• Attended Division 1’s Cold Water Immersion training, visited Division 1’s Boat Crew Qualification Program and Division 4’s AUXTRACEN Open House

• Prepared Ice Reports for the Delaware River 21 JAN – 3 FEB & 14-17 FEB (minimal ice this year).

• Visited sick members and participated in an honor guard at a funeral for a member.

• Attended District EXCOM meetings.

A. DIVISION 053-01

DCDR- Bill Turnbull VCDR- Bob Della Pelle

Division Activities: This Division is very active in Auxiliary programs, especially in surface operations.

Commendations: Congratulations are in order for a very well run patrol program with exceptionally good training of boat crew and coxswains. This operational program is also a “draw” for recruiting.”

This division has been very helpful in developing good relationships with D5SR.

2015 DCDR Don Merrill and the division board did an excellent job “turning around” a weak flotilla. The flotilla was placed on probation, assisted by the division in every way possible and is now rebuilding.

Because of its small size, the division often acts as a “large flotilla” with joint activities. This appears to be a successful approach.

Concerns: No real concerns except for the need to help members complete and record mandatory training.

Action items: Bill Turnbull, DCDR requested help with a “lag” he has experienced at DIRAUX for inputting ICS mandatory courses.

B. DIVISION 053-04

DCDR- Dave Desimone VCDR- Kathy Eltz

Division Activities: Division 4 is off to a good start with training at the AUXTRACEN Marcus Hook. They have placed a notice on the 5NR website and offer it to everyone. Classes held or scheduled include Mandatory Training, AUXOP specialty courses including Seamanship, Communications, Patrols and Weather. A Boat Crew Qualification Program will be offered in the spring.

Commendations: Redistricted Flotilla 04-76 has worked hard to successfully become an integral part of the division.

Most of the flotillas are very active with training, VSCs, public affairs and operations.

Concerns: A greater emphasis on fellowship may be helpful.

Action items: Leaders need to assist (cajole) members with mandatory training.

C. DIVISION 053-12

DCDR- Warren Huff VCDR-Cynthia Chaimowitz

Division Activities: The division is very active with PA events, Marine Safety, VSCs and member training.

Commendations: Exemplary division support of MSD Lewis and STA Indian River.

Concerns: Recruiting and mandated courses.

Action items: Sign for SARDET Bowers Beach. The division has requested consideration of a possible extended patrol season (assuming warm water) for the Striper fishing season.

D. DIVISION 053-

DCDR – Jose Roman-Rivera VCDR- Joe Mathews

Division Activities: The division has been very active.

Commendations: The DCDR is to be commended for his efforts to bring everyone together following the redistricting. He has also done a good job getting everyone back “on their feet” following the passing of Bill Mooney, VCDR. Thank you to Joe Mathews for “stepping up” to serve as VCDR.

Concerns: Mandatory training, integration of the two divisions into a single new division continues to require work and cooperation.

Action items: There is a problem with the repeater. They still can't use it.

III. AREA ASSESSMENT OF ACTIVITY: The divisions in the Central Area are very active and 2016 will be another good year for the members. Division and Flotilla leaders will have to focus on assisting members with mandatory training, possibly one member at a time as well as in group classes.

IV. DISCUSSION ITEMS:

I. DISTRICT CAPTAIN ACTIVITY REPORT: Since January 1, 2016, I have been honored to attend the Division 19, 20, and 21 and Flotilla 19-06 Change of Watch. All of these units hosted an excellent event. Division 15 COW is scheduled for March 5, 2016 and I am planning to attend. I have been extremely pleased to see the outreach made to our partner agencies at several our COWs. It has definitely strengthened the bonds between our units with the US Army Corp of Engineers, Pennsylvania Fish and Boat Commission, and the US Power Squadron.

With 3 of the 4 Western Area Divisions electing new leadership, I hosted a tele-conference in January with the new leaders to establish our working environment, and I have attended two Division Meetings that were held by conference call. Now that the weather is breaking, my plan is to physically visit all Area Divisions. Regular contact has been, and will continue to be made with all Division Commanders either via phone, conference calls and email.

I plan one more trip to Long Beach Island to complete the remaining items with the 5NR historical collection. The cataloging of the entire collection is about nearly completed and once finished the display will be finished. It is hoped a dedication event will take place. There will be more information to follow on this project.

II. STATUS OF DIVISIONS

A. DIVISION 053-15 Northern Lakes

DCDR- Richard Bull VCDR- Matthew King

Division Activities:

• The Division is functioning very well. Due to the distance between the flotillas they meet every other month face to face with conference call meetings in between.

That capability is advantageous as their face-to-face meeting in February needed to switch to conference call format due to a winter storm.

• Division Leadership has aggressively targeted the mandatory “Core Value” workshops this winter. All the Division units are reporting activity.

• After slightly more than one year, the transfer of funds due Division 15 from the realignment has been received.

Commendations:

• Both the Division and Flotilla elections were completed without any problems.

• Division Leadership has focused on recruiting new members as well as trying to re-energize some of the older members.

• A number of members expressed concern over the Pennsylvania Child Abuse Law requiring background checks for those individuals working with minors. After review of the situations, those members were going to pursue the clearances on their own.

• Overall strong support for cross training and best practices at all events.

• Still functioning well with neighboring Division 20 especially in the area of operations.

Concerns:

• After many attempts to salvage Flotilla 15-4 (Scranton) proved unsuccessful, the unit has now been disestablished. Several members retired, a couple dis-enrolled but the majority chose to transfer.

• Recruiting, retention and developing a succession plan for both future Division and Flotilla leadership.

Action items:

• Encourage and support Leadership Development training.

• Recruiting.

B. DIVISION 053-19 Susquehanna Valley

DCDR- Robert Kuhn VCDR-John Willwerth

Division Activities:

• Review all goals based on previous year’s activity. Last years was based on the former parent Divisions.

• Area PA functions have been greatly enhanced with the construction of a Public Affairs trailer. PA and HR will be meshed with all activity.

• The Auxiliary Station was fully operational last year and will be this year also.

Commendations:

• Clear analysis of the strengths and weaknesses of the individual Flotillas as well as the Division

• Member training focus including a Coxswain Academy to bolster the number of qualified boat coxswains,

• Desire to provide training opportunities for whatever members are interested in to maximize their involvement and interest.

Concerns:

• Covering new and larger AOR with existing surface facilities. With the existing number of facilities and station demand, priorities for AOR coverage will need to be invoked.

• A number of boat crew members requiring QE checks rides last year did not get them done. Emphasis will be put forth to work with these individuals.

• Recruiting and retention of older members. Division membership has decreased in 2015 due to deaths, retirements, transfers and burnout.

C. DIVISION 053-20 PA Wilds

DCDR-William Turner VCDR-Vincent Ippoliti

Division Activities:

• Smallest Division in the Western Area currently with 4 Flotillas with a total of 74 members.

• Each Flotilla is active in at least some of the cornerstone areas.

• Division Commander making a strong effort to increase PA activities with an eye on recruitment

Commendations:

• Flotilla has and is participating in “Tree Plantings” with the National Park Service at the Flight 93 Memorial in Shanksville, PA.

• Division Commander is attempting to meet or speak to boating / fishing clubs in an effort to familiarize them with the Auxiliary.

• Working closely with partner agencies to maximize the efforts with current assets.

• Full coverage of Public Affairs Safe Boating Booth at 4 day Sportsmen’s Event.

Concerns:

• Travel distance between flotillas hinders the ability to provide assistance and support for individual flotilla activities. Large AOR however they are limited with facilities and sufficient crew.

• Recruiting and Retention activity must increase in all the Division’s units.

Action items:

• Provide additional support from neighboring Divisions as requested in the areas of Operations and Member Training.

• Strengthen relationships with newly identified organizations with an eye on recruitment.

• Recruiting.

D. DIVISION 053-21 Eastern Piedmont

DCDR – Edward Wandall VCDR- Barron Batchelder

Division Activities:

• Strong leadership with a very positive attitude shows in the Divisions involvement with all programs.

• Division goals and plans have been set early in the year and will be methodically worked and monitored.

• The Division’s first .members picnic was held at the Reading Training Base this year with plans to have it rotated to other areas in the District each year.

Commendations:

• Division Leaders focusing on their strengths in mission areas and looking to strengthen the areas of weakness.

• Several new members with more in the pipeline.

• Providing support / opportunities for members to complete the mandatory training.

Concerns:

• Need additional operational surface facilities to cover the three lakes in the current AOR. Concentrating patrols on two of the three at this time. Transfer of Beltsville Lake from their AOR will provide help to a degree.

• Several Flotillas report leadership succession issues.

• Ratios of active members vs. members on the roster are presenting quorum issues for some Flotillas.

• Division Staff has a different picture than do the Flotilla Commanders.

Action items:

A quick analysis of the Western Area is as follows: The 4 Divisions are spread over the largest geographical area in the District. None of the Divisions are located in close proximity to an Active Duty Coast Guard Unit. Total Western Area membership as of December 31, 2015 is 932 or 30% of the entire District membership. The following is a breakdown by Division. Division 15 has 177 members with 37 over 80 years old. Division 19 has 365 members with 84 over 80. Division 20 has 116 members with 24 over 80 and Division 21 has 274 with 74 over 80 years old. Basically that equates to 219 members or 24% in the Western Area are over 80 years old. Total activity in hours thru December 31, 2015 shows the Western Area members reported 52,190 hours of activity.

The Western Area is quite fortunate in having a solid committed group of elected leaders. As I read their reports, it is obvious they would all like to be able to provide greater support to all the mission areas and are stressing trying to do it all. Sort of like the regular Coast Guard trying to do more with less. Each of the Divisions is faced with some unique problems but there is no doubt they will do everything possible to solve them. They all express the overall need for new members. Recruitment is and has always been the lifeblood of any organization. Without the new members coming in, qualifying in a program and participating, we will just continue our retention problems and add to member burnout I would hope that National Leaders are recognizing the need for direction to the field. Within the Auxiliary, there must be members with this type of recruiting or marketing expertise we could draw upon. With the high percentage of older members within our ranks we need all the help we can get.

Each of the Divisions currently has strong, motivated and dedicated leaders. Each is faced with some unique problems but there is no doubt they will do everything possible to solve them. Each of the Flotillas will carry on their activities to the best of their abilities. However, the Western Area is huge, the need is great, and we are currently only able to provide partial coverage. My immediate challenge is to convince these unit commanders the future of the Western Area rests in their hands. There must be a single focus and that is looking forward not to the past. The Auxiliary is what we make it and it falls on the leaders to set the course.

Since last Conference report, Legal has compiled 104.5 hours on legal and AUX regulation matters. The significant areas are outlined below:

LEGAL REORGANIZATION

Legal commenced reorganization. After the approval of an appointment for Mr. M, Nolan for the office of ADSO-LP [E], we learned of the untimely passing of ADSO-LP[C] Dave Outtrim. Thus as of this writing, the ADSO-LP [C] & [W] positions are vacant.

STANDING RULES

In the last report, Legal indicated that new Standing Rules were required for any new division or flotilla created by merger or whole cloth. Almost all units impacted by this

requirement have complied and submitted new Standing Rules.

LAW SUIT

Last report contained the following:

Unfortunately, the Director and a number of District Auxiliary members were served with a court summons in a civil suit filed in NJ Superior Court naming each as defendants for alleged acts committed in their office of Auxiliarists. Legal worked with Coast Guard Legal to point out [use of AUXMAN] that these allegations arose out of participation in activities within the scope of their duties and employment as members of the United States Coast Guard Auxiliary. This was important for the Auxilarists named, for the United States Attorney would automatically defend the Director because he is a federal employee. Coast Guard Legal submitted Legal’s opinion and the AUSA accepted the case to defend the Auxiliary members named as defendants. The plaintiff was a dis-enrolled member of the Auxiliary. In the opinion of every lawyer who has looked at the allegations the suit is without merit.

The Case was transferred to Federal Court where upon application by USCG JAG, the case was dismissed with prejudice.

It is worth repeating that this incident points out the necessity of always keeping a paper trail of a member’s activities to demonstrate, if the need arises, their activity was within the scope of their duties as Auxilarists and/or under orders. This paper trail always includes submitted time sheets.

Legal reviewed and approved a number of contracts with restaurants for COW’s. In a few cases addendums were prepared to proffered contracts for the use of space or to hold a function [i.e. COW], which substituted the accepted language required by the Coast Guard and that conforms to the Federal Torts Claim Act. Additional language, which is often ignored, is that of “Force Majeure.” Cancellation penalties can be expensive so contracts should contain a Force Majeure paragraph to avoid a penalty in the event a unit finds it necessary or circumstances arise requiring cancellation. Such agreements should contain the “Force Majeure” language found on the District website under Legal.

Once again, it is important to note that a contract for the use of real estate is prohibited and agreements for unit use of real estate must be memorialized in a license agreement, not a contract. FC’s and DCDR’s should advise public and private owners of real estate of this fact. Legal will insert the proper language.

Moreover, when a private or public entity requires the Auxiliary to provide proof of liability insurance, the unit concerned should contact the Director for a letter indicating that the Coast Guard is self-insured and that the Auxiliary is an arm of the USCG.

National Legal Webinars

Legal continues to participate in monthly legal webinars. An area deserving of brief review concerns assignment under orders and whether AUX members can respond to a local disaster without orders and be covered for liability and/or injury. The issue arose from last summers wild fires in California where the resources of first responders were stretched. A number r of AUX members responded

voluntarily and may have been in harms way. The DIRUAX in District 11 issued orders post facto to cover the members. It was decided that the authority to issue orders under such circumstances was one within the discretion of the DIRAUX in each district.

Last year, twenty one Instructor applications were processed for State Certification. The State was made aware of the Coast Guard’s approval of the new Sirius Signal Light. The Marine State Police have notified their units to accept the package in lieu of the traditional pyrotechnic distress signals. A motorcycle company has introduced a cycle that can be driven on water. I have notified the Marine State Police of this and inquired if the vehicle would be considered any type of “water craft”. To date, I have not received any decision from them.

• AUXSARDET FY-2016 Budget: The FY-2016 (01 July 2015 – 30 June 2016) Budget was submitted to the State of Delaware on 10 September 2016 for consideration. This Budget provides continued support for Bowers Beach and only telephone services for Marcus Hook. This Budget was subsequently funded on 24 September 2016.

• AUXSARDET FY-2016 Budget: The expenditures for services supporting

AUXSARDET operations continue well within budget to date. • SARDET Bowers Beach Improvements:

– Radio Antenna Mast: The installation of a new radio repeater installation intended to provide improved radio communication for Delaware’s Kent and Sussex Counties has been completed. Preliminary inspections by Kent County, Bowers Beach, and Delaware’s Department of Transportation have been completed satisfactorily. The Final Inspection by Kent County was approved 15 December 2015. The Radio Repeater and Antenna Installation is now fully operational. Testing the installation has shown the new antenna system to been highly effective.

o ICS Forms for Planned Auxiliary Events & Activities – This 2-hour hands-on interactive workshop shows participants how to understand and complete several ICS forms that can be used for various planned Division and Flotilla level events

o Everbridge – Mass Notification, Accountability and Messaging System. This 1-hour program is an introduction and Q&A to the Everbridge system. Its purposes and uses are discussed, as well as providing additional clarifications on how to properly respond to notification requests.

• Programs will be been divided up among approximately 4-6 District IM Staff members that have volunteered to co-teaching of these programs.

Since this is my first report, it will be short as I am still wading through the information that is available. Below is what I sent to the SO-DVs in the the District:

First of all, let me introduce myself to you. I am the new DSO-DV/CR for 2016. I have been in the auxiliary since 1999 and am in Flotilla 81 in Ocean City NJ. I have served twice as the FC, as well as other appointed and offices including DCDR of Division 8. I am also the PE officer for the flotilla, the division and ADSO for the eastern area of the district. I instruct TCT-04, and TCT-01 and the Mandatory Training modules. Away from the auxiliary, I am active in my church, The United Methodist Church were I am studying for ordination as a deacon. I am attending Drew University Theological School for Master of Arts in Ministry. I sing in the senior choir, play in the senior handbell choir, and serve as the lay representative to our annual conference, among other things.I teach mathematics for Thomas Edison State University. I previously taught for 20 years at Montclair State University before moving back to South Jersey in 2001. My two children have four legs: two miniature schnauzers named Munchie and BellaRose. Both are rescues from the New Jersey Schnauzer Rescue Network. Now onto the business of the Diversity and Civil Rights program in District Fifth Northern. Since I am new to the job, I need to hear from ALL of you as to what your divisions are doing and have done in the past. Please send me your report no later than February 7th. I need to compile the information to send to the District Bridge for inclusion in the Spring D-Train booklet and for review at EXCOM meetings. Thank you for your cooperation and hope to see at least some of you at D-Train in March. Semper Paratus.

Since sending out that email in January, I have heard from only six Divisions. I am not sure why I have not heard from them but will explore more later. I do know that Divisions 18 and 20 have not yet appointed Diversity officers.

It seems from the reports I did receive, many of the flotillas in the divisions have sporadic Diversity and/or Civil Rights officers. Since this area is new to the auxiliary, our members need to be educated on a more formal basis. Perhaps a required session or two at D-Trains would help to spread the word. I am planning to meet with whatever DV officers as possible at D-Train, perhaps after the DSO meeting Friday evening.

In sending out my net report request, I will be asking the SOs to emphasis that all officers,

elected and appointed promote Diversity and Civil Rights. These members who are directly involved with the public must be especially aware of the role of civil rights and diversity plays in attracting new members of the auxiliary: Public Education, Public Affairs, Vessel Examiners, Marine Dealer Visitors, Operations, and Publications.

All members of the auxiliary need to be aware and sensitive of each other’s religious beliefs and other feelings. We are a sisterhood/brotherhood, shipmates. Let us act that way!

Highlights include:

DSO-CS. We welcome a new DSO to our Directorate – Richard Taylor. Rick is a member of Flotilla 19-2, Goldsboro PA. In addition to serving as their FSO-CS, he is also a radio operator and is heard on the monthly HF net as Radio Paxtonia-Harrisburg. DSO-HR Another personnel change in this area. Mark Wirtz has resigned his position as AUXFS (Food Service) Chair. Mark did a fantastic job during his tenure and his organizational, PR and food service skills will be missed. We thank him for his time and service in this role. Noreen will continue to coordinate activities until a new Chair for the program can be identified. There will be a FS Qualification course in the spring, time and location TBD. DSO-IS Dan and his staff will be conducting an AUXINFO training class at the Conference. It is scheduled for Saturday morning from 0800 to 0900. All members are encouraged to take advantage of this opportunity to learn how to navigate through the levels of AUXINFO. DSO-PB Tim encourages all PB and PA officers to submit articles and photographs of member activities for publication in TOPSIDE. The success of this publication hinges on the items submitted for publication. The winter edition of TOPSIDE is due out shortly and is expected prior to the Conference. End of Report. SUBJECT: DSO-HR Report The member disenrollments for 2015 has been completed and almost all were processed by Diraux. There were over 300 disenrollment requests processed. Reasons for disenrollment range from lack of time, to the increase in dues and mandated training. DCDR’s and FC’s will be given sample forms on how to correctly fill out 7035’s, they will be discussed at D train if need be. All forms need to be sent to the DSO-HR first for endorsement and then forwarded to Diraux. Leads continue to be received through the HR robot system. For 2015, there were 342 leads received through the robot system. A substantial number of those leads do not respond back to SO-HR member that attempts to contact them. Only a small amount of those contacting the Auxiliary do in fact follow up and join. Some Divisions receive a large number of leads and others very few. There are several new SO-HR officers for 2016. An email was sent to all with a description of their duties and a reminder to submit reports in a timely manner. A common request is the need to develop a recruiting plan. This has been in discussion for some time now, but we are losing more members than we are attracting. ADSO-HR AUXFS chair Mark Wirtz had submitted his resignation effective December 31, 2015. Mark has done a terrific job of organizing the program as records from the previously certified Aux FS were lacking. Unfortunately, Mark feels he lives too far from the CG Stations that are in need to be effective. The AUX-FS program in D5NR continues to actively support the operations, events and activities for both the Coast Guard and the Coast Guard Auxiliary within the District. Members recently completing the AUX FS class continue to work on their PQS. We will be looking to hold another FS Qualification Course in the spring.

When loaded, it starts at the National level, but you can “drill” down thru District, Division, Flotilla and Member. This is the ONLY place where you can actually see Hours, VSC’s and MDV’s at any level. AUXDATA HELP DESK Marshall Edelman and I will be available from 0800 1600 to assist with usage or questions regarding the usage of AUXDATA or AuxInfo. AUXDATA / AUXINFO C SCHOOL TRAINING Any Division that has recently changed their SO-IS should have them attend the AUXDATA C school. This is required for a SO-IS AUXDATA http://auxdata.uscg.gov/ All members can have access to AUXDATA. Their access level will be based on the office held. You MUST use it monthly. After 45 days, you will be locked out All accounts will also be locked for 1 hour after 3 failed login attempts. After 1 hour their account will be unlocked for another try. To obtain access, the member should contact their (FC or FSO-IS who will forward it to the) SO-IS, who will forward it to the DSO-IS. All passwords now are case sensitive and must be a random set of at least 8 characters starting with an alpha. . They must have at least 2 alpha, 1 LC, 1 UC, 1 number and 1 special char of " _ $ =". The advantage of AUXDATA is the Training Reports section where you can see any member in your unit and where they stand in maintaining their qualifications. This is becoming more necessary because we are losing too many members, especially in the Boat Crew program.

TO: District Board, 5NR SUBJECT: D-Train Report, Spring 2016 Still a lot of members that need to complete the “Core Value Workshops, which now

affects members not meeting the deadlines established. There is a concern as far as the safety of our duck hunters that we need to address. At

the present time, there is a pamphlet that our Participating Visitor’s put out in the racks, but more needs to be done in this area. I will be getting with my DSO’s to see how we can move this forward.

We are in the process of making sure all of our qualified VE’s have a Life Jacket for

conducting VSC on and near the water. We are working within our Divisions to make sure the jackets that were issued to each Flotilla are the proper size. If not we are looking to other Flotilla, within that Division, to see if exchanges can be made before submitting a request to purchase more, because of size or need more for new qualified VE’s.

Stay tuned for more information in reference to the “Sirius Signal Light”. At the present

time, we are in a holding pattern as to if this light can take the place of our flares. From all indications, the Disney movie “Finest Hour” gave us a great chance to be seen in

the public and to present our message about Safe Recreational Boating. There was a little confusion as to if we were able to have a table and/or publications at the movie theaters.

The effort we put forth to help the Pennsylvania Fish-Game & Wildlife with getting their

questionnaire out to the Marine Dealers and getting some answers they wanted was a failure. We did not receive back the questionnaires from these people. We even tried to do it twice with no results.

Our Marine Safety Department is working very hard in establishing their mission for this

year. You will note in their report, that all three of our areas have the same comment in that they “Encourage more support for the planned MS/EP events in the area”. They are continuing on with what was started a few years ago, to get more people involved in this

program. For the longest time in the past, very little was done in this area. As you can see, that has changed in the last several years.

We are still having a little problem getting requested information up the chain from some

of our Flotilla’s and Divisions. This information is needed so we know what is going on and to help correct any problems.

As you can see after reading our reports, your Prevention Department is doing all we can

SUBJECT: DSO-HR Report The member disenrollments for 2015 has been completed and almost all were processed by Diraux. There were over 300 disenrollment requests processed. Reasons for disenrollment range from lack of time, to the increase in dues and mandated training. DCDR’s and FC’s will be given sample forms on how to correctly fill out 7035’s, they will be discussed at D train if need be. All forms need to be sent to the DSO-HR first for endorsement and then forwarded to Diraux. Leads continue to be received through the HR robot system. For 2015, there were 342 leads received through the robot system. A substantial number of those leads do not respond back to SO-HR member that attempts to contact them. Only a small amount of those contacting the Auxiliary do in fact follow up and join. Some Divisions receive a large number of leads and others very few. There are several new SO-HR officers for 2016. An email was sent to all with a description of their duties and a reminder to submit reports in a timely manner. A common request is the need to develop a recruiting plan. This has been in discussion for some time now, but we are losing more members than we are attracting. ADSO-HR AUXFS chair Mark Wirtz had submitted his resignation effective December 31, 2015. Mark has done a terrific job of organizing the program as records from the previously certified Aux FS were lacking. Unfortunately, Mark feels he lives too far from the CG Stations that are in need to be effective. The AUX-FS program in D5NR continues to actively support the operations, events and activities for both the Coast Guard and the Coast Guard Auxiliary within the District. Members recently completing the AUX FS class continue to work on their PQS. We will be looking to hold another FS Qualification Course in the spring.

ADSO Reports CFVE Program - James Lafferty

The CFVE program has 17 qualified members and 21 members in training, doing an average of 5 to 8 exams a month. Training sessions are offered on an average of every month and a half, this is open to all members in the CFVE program. UPV Program - Jack Kelly

The Uninspected Passenger Vessel Program got its start in 2015. This program is open to members participating in the CFVE program. There are two qualified members in the program and five members in training. Western Area – Divisions 15, 19, 20 &21 - (22 Flotillas with 12 FSO-MS) Gregg Bollinger Plans for the Western area include:

o Encourage all Staff Officers to become more involved in MS/EP missions and reporting their accomplishments

o The development of a MS Seminar geared toward Public Education o Encourage more support for the planned MS/EP events in the area

DSO Report

We have assembled a diverse and enthusiastic group of Auxiliarist for the MS/EP Department this year. We will be working as a united team focusing on common goals. Our focus will be on the education of our members, including our Staff Officers. To bring a grassroots effort to the membership, to explain the importance of the MS/EP missions. We will be working on a more widespread coverage of the America’s Waterway Watch over the District this year, all areas are important. If we focus on common goals, we can meet our goals as a team and get more members involved at all levels. I plan to share and encourage the sharing of information between all MS Staff Officers. I will send out a bimonthly District MS/EP Newsletter. With the assistance of Lauren Carter, ADSO-MS (Special Projects), we will be working on setting up Best Practices for the MS/EP Department in 2016.

Mandatory Training: Just a reminder, all members are required to complete the 8 “Core Value” courses and the ICS 100 and 700 courses to be marked as completing the required training. I review of the management reports, it appears there are members that have completed the “Core Value” courses but lack the ICS courses. Instructors can download from the FEMA training site course materials to present the material but members must complete the exam on the FEMA site. ICS 100 is being presented at this Spring “D” Train. AUXLAM: After holding the AUXLAM “B” course last Fall at TRACEN Cape May, we are hosting the Auxiliary Leadership and Management “A” side at this Spring “D” Train. Once the announcement was made, we were able to fill all student slots within just a couple of weeks. This course always generates high marks and positive feedback from all the students in attendance.

Member Training WebPage: We would encourage all Flotillas and Divisions to utilize the 5NR website to post all MT opportunities their unit maybe offering. With the District re-organization now completed, AUXOP and other courses present a great opportunity for merged Flotilla and Division personnel to meet and get to know each other. Recently, Division 4 added their planned training offering scheduled at TRACEN Marcus Hook to the District members.

This report describes 5NR’s section of the USCG Navigation-Systems as it applies primarily to private aids to navigation (PATONs). The boating season ended 30 September 2015 and subsequently very little activity has taken place on the water in the interim. John Gallagher and Matt O’Brien continue providing weekly LNM Summaries.

DIRAUX and Auxiliary are still working to update and promulgate the AOR

boundaries and conditions created by the much needed reorganization. This is near completion and promulgation. Lew Keenan issued the latest update of the Operation Patriot Readiness (OPR) spreadsheet - version # 171 - current with February 1 2016 AUXDATA that reflect changes: 7 New Members added with OPR input, 47 Members were disenrolled, Total 5NR membership decreased from 2287 to 2247This spreadsheet is a list of SDB Auxiliarists and the skills and facilities they can bring to a situation. OPR completion percentage is 93.1. John Gallagher and Matt O’Brien provided D5 with a count on discrepancies reported during the 2015 season. Ed Hilscher, ADSO-West is in contact with the Pennsylvania Fish and Boating Commission (PFBC). Captain Burrell requested that we verify the same number of sole state waters listed as necessary for boating safety priorities in 2015: 9 First Priority - PFBC Maintained ATON 3 Second Priority – USACoE Maintained ATON 4 Third Priority – DCNR Maintained ATON 6 To do as time permits

It is worth repeating the important information from our NOAA representative that needs to be passed down to all Auxiliarists, AV or not. The information below is critical knowledge for all Auxiliarists and others who might be reporting chart updates.

Changes to P/ATONs need to go through CG not NOAA. NOAA receives the LNM, and only then makes corrections to the chart. Rule 1 NOAA does not make a correction to any P/ATON unless it is first verified by CG. The CG is the authoritative source for all ATON/PATON corrections that are portrayed on the nautical chart. Rule 2 NOAA will make all chart update corrections as they are received, unless it pertains to an ATON/PATON, see rule 1. Clarification: Changes, deletion, add or move of any ATON/PATON are Critical Corrections and must be reported directly to CG. Update corrections to other chart items (piers, land marks, etc. are non-critical (do not pertain to ATON/PATON) and are reported directly to NOAA.

1. The release of the Disney movie “Finest Hour” presents an opportunity to present to the public the Auxiliary’s message of Safe Recreational Boating. However, National Public Affairs released a directive to District PAO’s prohibiting them from setting up information booths at the theaters that are showing the movie. Our Commodore, KC Murphy, lead the effort to correct his wrong policy statement and permit the Auxiliary to be present at the movie opening. Currently he and I are completing the revised message to our membership and specific directives tour PAO’s to be able to do our job as Auxiliary Public Affairs specialists and be present at the movie opening. The final directives will be released on Monday, January 18th. ADSO-PA MT Mike Piscetelli has been named the District Action Officer for this program.

2. Planning of the Atlantic City boat show is proceeding according to schedule. I have spoken with LT.

Noel Johnson, commander of Station AC to verify arrangements for the 25’ RB-S, Auxiliary parking at the base and a shuttle service over to the exhibition hall. DSO-PA Bob Babezki is the Action Officer for this event.

3. There will not be a National PA Conference Call in January as N-Train will be taking place during the

time we would normally be having the call.

4. There will be District Public Affairs training on Sunday, January 24th at Sector, from 0900 to 1600. We will use the Galley for breakfast and lunch in order to control costs. For the first time, the District Communications Services (CS) and Publications (PB) staff will be invited. As the Auxiliary becomes more dependent upon electronic communication, it is important that all three Departments use the same set of standards in creating their communications. Since CS and PB fall under the Department of Logistics, the DDC-L has also been invited to participate in the training.

5. There is a PA Conference Call scheduled for Monday evening, January 25th. This will be cancelled as

most participants will be present on the 24th at PA training. This opening will be used for the third A.C. Boat Show planning conference call at 2100hrs.

In addition to our statistical goals, our objectives going forward will be to continue following the strategic and tactical program plans submitted by 5NR. Cycle retraining will refresh our department. Training opportunities will receive wide distribution and be strongly recommended for all qualified members. TIGER TEAM

Goal (1) To reduce accidents, injury & death, and property loss. Goal (2) To improve our program internally and externally and to work together with all of our RBS

departments as a team effort to achieve our goals. Goal (3) Continue to implement the 5NR RBS Tactical Plan. Goal (4) Complete Updates to the 5NR Tactical Plan.

Member qualification, retention and training will remain a priority in our department. In 2015 we surpassed two goals by exceeding 5% growth in total qualified Visitors and Total Visits performed. It was noted that this was achieved despite significant decrease in the membership in 2015. The RBS-PV department continues to work hard to make significant contributions to Safety and Awareness. We had two campaigns to address public awareness in the fourth quarter. One was the EEZ Striper Public Education and the other was Offshore Sailing Vessel Safety information distribution. The EEZ Striper effort was successful in 2015. The Pennsylvania Fish-Game & Wildlife questionnaire was a failed effort. There appears to be little or no interest in this program. Two appeals were made to the PV department over the course of the year. No forms were received from the PV’s from dealers for consideration. My personal thanks to all of our members who contributed during my health related absence and recovery This past April and May 2015. Price DSO-VE 5NR SUBJECT: DSO-VE Report for Spring D-Train/Conference 2016 The decals for 2016 have now been distributed and all Flotillas should have them in the hands of the Examiners. I was not given any information regarding the time frame for the distribution of decals until after they were en-route from ANSC and the distribution information was forwarded to me by our DDC-P. The decals for two Flotillas and one Division did not get to their appropriate location, all avenues were investigated, and have now been replaced. It was discovered during one of the Division Change of Watches that the Divisions request and list for jackets had never been received. A request for the members was submitted to BOSN4-Richard Clark and, thanks Mr. Clark for your efforts, I am happy to report that the Examiners in that Division were taken care of within a matter of weeks. The Sirius Signal light continues to be an issue in the V-Department. After discussion with those involved at National level and e-mails received from the Office of Boating Safety an e-mail was forwarded at my request explaining what Examiners were to look for and how to specifically handle the light when doing vessel exams. Once again on January 16, 2016 all DSO'S were directed by e-mail to notify all examiners that the light was not to be qualified, the intensity of the light had not been verified. On January 20, 2016 an e-mail was received from L2 Auxiliary Leadership Link advising that the light does meet requirements and what to look for when doing an exam. This was an approved response from NEXCOM which I understand makes the light an approved device, no word however was ever received retracting or standing down the e-mail received from the Director V-Dept.--with that I contacted the Division Chief V-Dept. Randy Wesson asking is anything was being sent to us from their department-response received was that the Leadership Link should have clarified the issue. There has been no change in the policy for decal issue/replacement. Any Flotilla or Division in need of additional decals contact your appropriate ADSO with the following information to be forwarded to me- number requested and specific recipient with address. This is done so that there

DSO-OP: We continue to lose Operational Facilities as well as Coxswains and Crew Members that go into REYR and do not come out. That indicates a loss of Facilities to conduct our Requals. Through the years, I have seen these REYR numbers increase and never recover. Therefore, we must encourage our membership to offer their vessels for use. Maybe our National Leadership could attempt to make it more attractive for our members to offer their vessels for use. Our Spring DTrain offers many opportunities to improve our Operational Skills. We will have mandatory Coxswain meetings for each of our areas in April. Locations to be announced. DSO-CM: I am pleased to report that Vic Tenaglia is again serving as an ADSO-CM in engineering. Welcome back Vick. The repeater which was operating in Fortesque is no longer in that location and has been relocated in Hopatcong, if the US Army COE will approve it. Susquehanna has verbal permission with Cumberland County to use one of their repeater sites. Bowers Beach repeater was placed into service last year and is operating satisfactorily.

DSO-AV: Due to the increase of air accidents, our National Leadership has increased the scrutiny within the safety program. The AUX 18 Spatial Disorientation is now required for all members within the air program. Recertification of life rafts is now complete.

TO: Fifth Northern Region Auxiliary Board Subject: DSO-CM Report for Spring D-Train Conference 2016 My ADSO-CM staff was approved by EXCOM and the appointments were forwarded for inclusion in the District Calendar. I had three changes due to members wanting to be relieved. Stan Friedman previously held both HF operations and Engineering. Vie Tenaglia had expressed interest in becoming involved again and he is again the ADSO-CM (Engineering). Following is the current update on relocation off our (4) of our repeaters: a) Officially the repeater at Fortiscue is now eliminated. Fortunately before Bob Layton's

passing he was able to retrieve the equipment and deliver it to me. Although Bob did not officially accept an ADSO-CM position he provided so much behind the scenes help for me and will truly be missed. The equipment from Fortiscue will be relocated to Hopatcong if the US Army approves our application for installation at Pieatinny Arsenal. The paperwork is in process along with discussions with Coast Guard CT41TSC and COMMCOM previously CAMSLANT.

b) The Media Repeater is still not online. Delaware County has disconnected the equipment and currently I am in negotiations with the county to have the equipment moved to a new site. Remember this is a slow process since we are asking them to provide the relocation and use of the site without cost. c) Susquehanna has verbal permission with Cumberland County to use one of there repeater

sites. Final details and relocation of equipment will follow. d) Ocean City. Again while still in operation discussion is still pending on relocating. g)Bowers Beach repeater was placed into service 30 September 2015 and is functioning as

expected. We have gained within the past year two new HF Fixed Land facility stations. I have requested Stan Friedman to assist the facility operators in becoming part of the national HF operations. Respectively submitted, Diek Lord

SUBJECT: DSO-OP Report for Spring D Train/Conference 2016 The 2015 Patrol season proved to be a very demanding year for the Operations Program, especially for the SO-OPS and ADSO-OPS. We now know how we ended the year as compared to last year. We have 169 active Boat Crew compared to 194 in 2014, 143 active Coxswains compared to 170 and 165 Facilities compared to 195. Of the 30 facilities we lost, 11 are paddle craft. We may lose some of the remaining 7 paddle craft in the next few months. The good news is that we have cleared a lot of the huddles associated with the paddle craft program and expect to be up and running for this coming season. That could bring a number of the inactive paddle craft back and the number of active facilities may start to rise again. Our REYR count hasn't changed much from last year. We have 185 Boat Crew and 86 Coxswains in REYR up a total of 7 from 2015. For 2016, in order to get out of REYR one needs to have completed all the Mandatory courses. The semi-annual PPE inspection reports need to be completed by each Flotilla RS&S officer and forwarded to the Division SO-OPs, who intern will send them to Mr. Clark. Failure to do so, will result in all the Boat Crew and Coxswains for that particular Flotilla going into REYR. For Spring D-Train 2016, we will have two 3 hour sessions, one in the morning and one in the afternoon. As was done last year we will use the current National OPS workshop (2016) as a template for what we cover. A list of what will be covering includes:

• 2016 National OPS Workshop • Sector Night OPS • A review of the major changes to the "New" Boat Crew Manual • AOM Changes • MISHAP Reporting • GAR/ORM • PPE Overview (PLB for Crew and semi-annual inspections) • Comms review • 05 Paddle Craft (Review new Nationallnst. and 05 Inst.)

For the Mandatory Coxswain Meeting, Mr. Clark has set up some tentative dates of 16 April for the West, 23 April for the Central and 30 April for the East. Due the number of Coxswains in the East, a second meeting may be necessary. Disks will be distributed so the same program can be presented at a Division OPS meeting. The tentative list of what may be covered includes:

• Future changes to the AOM process • We need to continue to reduce the number of members in REYR • Insure that the PPE requirements are being followed

Some items being worked on at National:

• A new Boat Crew Manual (should be released soon) • A new Surface Safety Program • Best Practices Guide for Helicopter Operations • A short RADAR familiarization for crew members

Again, I would like to reiterate that I think our OPS officers did an outstanding job given all the hurdles they faced in order to conduct a safe and successful boating season. I am hoping that the 2016 season will result in fewer distractions.

The 5NR Air Program continues to adapt to new program requirements and deal with pressing issues at the national level—Operational Safety, Aircraft Maintenance/Reliability and Crew Resource Management. A recent series of accidents has resulted in increased scrutiny at the national level, and the 5NR Air Program has renewed efforts to deal proactively with all safety and operational issues. . The program is currently “fully staffed” although additional very highly qualified pilots with appropriate aircraft could be accommodated. Specific Issues and Challenges are:

1. Completion of the now available AUX-17 CRM Course at the district level. In the past, this course was combined with AUX-18 Spatial Disorientation, but it is now a separate course to be required of all members of the air program.

2. Preparation for the ice reporting initiative with both Sectors Delaware Bay and Baltimore. 3. Implementation of the just announced national maintenance record system for aircraft. The

program is fully compliant with the new system that will eventually provide nationwide tracking of all aircraft.

4. Implementation of our own new equipment inventory system. 5. Recertification of life rafts is now complete. 6. Implementation of an enhanced flight training/review system for pilots.

The program is always appreciative of the outstanding support received from the DIRAUX Staff and the Atlantic City Air Station, and we look forward to a continued cordial and productive relationship with all members of the staffs at the Air Station, Sector Delaware Bay and Sector Baltimore.

5) As our Four Flotilla’s interact as One. Sharing manpower, resources and experience. To promote the tenets of the USCG.

Division 4 DCDR: David Desimone VCDR: Kathleen Eltz

1) Status of the Division

Introductory Statement: Division 4 is financially sound. Member training is a priority for 2016. Mandatory Training and 4 Aux Ops classes are scheduled at TRACEN Marcus Hook. The Class Schedule can be found on the 5NR Web site.

We will be working closely this spring with SARDET Marcus Hook to train new boat crew members in the classroom and on the water. Throughout the Patrol season we will work with Division 4 members and surrounding Division members to sharpen our experienced Crew and Coxswains skills.

2) Description of Division Activities:

Division 4 continues to be a leader in Public Affairs with Toys for Tots, Two Veterans home clothing, toiletry, drives and Veteran home visits in December of each year. Several Flotillas’ have held PA Events at The Finest Hours movie theater showings for The Coast Guard Academy, USCG Aux recruiting and recreational Boating safety. An open house was held at TRACEN Marcus Hook in December for our Division 4 members and guests from surrounding divisions as well as Marcus Hook Borough Council.

• A Committee is currently developing a preliminary plan that has been presented to the Marcus Hook Mayor and Borough Council for approval to begin this project. Our goal is to have three boat slips that can accommodate the 31’ Safe Boat and two Boats used by SARDET Marcus Hook. We have had offers to donate Pilings and installation of the new pilings that will be needed. Division 4 is very grateful for these generous offers. We are actively pursuing funding from corporate and other sources to cover our dock repairs, improvements and our future expenses for the Aux TRACEN Marcus Hook training center.

3) Status of Flotillas

Revisit the Division Awards replace with awards that motivate members. d) FLOTILLA 053-04-07 (MARCUS HOOK) FC: Les Berry III VFC: Roger Jordan Status of Flotilla • Mandatory Training completed 25% • Successes/Accomplishments/Highlights • Public Education continues on as a cornerstone of our Flotilla and we look forward to providing this great service to the area’s boating public in 2016. • 2015 should be viewed as a “re-building year” for the Flotilla with several initiatives for recruiting, Vessel Exams, and public outreach continuing on into the coming year. • Issues/Concerns/Problem Areas • The Flotilla is in need of fresh recruits; those members that are dropping out due to age or time constraints are not being replaced. • A great deal of administrative work will be required for next year; historically, there has not been a great deal of motivation to get this done. Vessel Exams suffered somewhat, and several members were able to (barely) maintain currency or (worse yet) went into REYR status. • Suggestions /Solutions for resolution • The Flotilla has a number of plans forming in order to attract new / younger recruits and we will form a committee at our February meeting to ensure that progress continues. • It will be a priority of this Flotilla to finish up all necessary paperwork (dis-enrollments, etc.) in the first quarter, prior to the start of boating season. • It is the desire of this Flotilla Commander to have an organized VE event at neighboring marinas, at least 1 Saturday per month during regular boating season. A committee will be formed to make sure this (or something similar) happens.

4) Summary Statement Division 4 2016 Staff officers are off to a great start. The TRACEN Marcus Hook Center will hold Aux Op courses and Boat Crew classes working together with SARDET Marcus Hook. All TRACEN Marcus Hook Classes will be listed on the 5NR Web site. Division 4 has a strong Member Training, Operations program & Vessel Exam Program. We are working to improve our Public Education opportunities by working together as a Division to share instructors and experience.

Status of the Division:

Division 07 consists of 05 Flotilla’s, 197 members supporting the Barnegat bay AOR from ICW “31 “ TO ICW “139” .In late spring and early summer the Boating /paddling population explodes in our area. Members focus on Public Education classes, Vessel Exams and Program visits just to name a few missions along with support for GC Station Barnegat Light. Our unit provides direct support for Station Barnegat with Watch Standers; FS support in the galley as well as RFO training platforms and on water MOMS/ATON missions. Division 07members provides support of other 5NR units with Watch Standers at Sector Del. Bay and the Atlantic Strike Team and Atlantic City Helo. Ops program.

Division 07 is experiencing a transition period loosing valuable Senior Leaders and members to retirement and health issues. We are aggressively focusing on new active members through Social Media and grass roots campaigns. New Staff Officers have been put into place and have been challenged to maintain the high standards their predecessors have left follow.

Division has a strong succession plan in place for Leadership that will carry us into the future.

Status of the Division – Executive Summary

In comparison to the 2015 DCDR Report for this period, Division 08 continues to do well. Division 08 is composed of 08 Flotillas, two (2) of which were realigned in 2015 to this Division. By all metrics from Auxiliary Database sources, Everbridge outcomes, service to the United States Guard and United States Coast Guard Auxiliary, this Division is active, stable and holding its own to its various stakeholders. Division 08 was the leader or among the District leaders in Mission Hours at 46,678, over 800 hours of Marine Patrols, and over 376 Public Education Hours. (AuxData as refreshed 2/14/2016)

With six (6) out of eight (8) new FCs in this Division, the Flotillas are running effectively. They are on Budget, and more importantly are Budget conscious. All Flotillas have been successfully audited for 2015 and final reports submitted to the cognizant authority. Six members worked shifts during the Atlantic City Boat Show

We will be holding two member training classes starting in March. One after the Flotilla meeting and one during a second Wednesday starting in March and continuing for the year.

We will be surveying the Flotilla for members interested in IT, VE and PV and begin training them in those qualifications. We have identified vessels to inspect for RYERs VEs to bring them current.

We have three members awaiting supervised visits to qualify for PV.

We have two members who are teaching supervised lessons to qualify for IT.

We have 4 potential candidates planning on applying for membership in the Auxiliary

We have developed a new members USB drive containing New Member Reference Guide, application forms and other necessary information including web site information. We have developed a new members Auxiliary Basic course consisting of 8 power point presentations on the Auxiliary's procedures, traditions, history and other pertinent information to aid the new member into faster assimilation into the Auxiliary. A copy will be provided to the SO-MT.

The VCDR and DCDR of Division 08 are proud of this Flotilla’s efforts and work to encourage ongoing production as well as contribution to the Division overall. Similarly, the other Flotillas continue to perform well. There are concerns however, that appear to be Division-wide. Mandatory Courses Concern: The Flotillas/Division continues to focus on bringing members to completion in the Mandated Courses. There is sponsorship for completion of the Mandated Courses across Flotilla lines with good cooperation throughout the Division. The next Mandated Course training session will be sponsored by Flotilla 82 and will be held at Training Center Cape May on 27FEB16. Other Mandated Training classes have already been held. Flotilla Commanders have been encouraged to monitor the weekly Mandated Training Reports to track their members’ progress and status:

It is clear that significant emphasis continues to need to be placed on course completion in this Division. Another area of Division-wide concern is the lack of “Awards” being processed. Although the Division Awards Committee has been active and providing guidance to the FCs, progress in this area is disappointing. The Awards Committee has been in discussion with the Division leadership regarding these concerns. A Corrective Action Plan will insure better recognition and importance for this area. The metric for performance in this area will be the submissions for the Division COW (Change of Watch). The “Disenrollment” process is another Division-wide area where concern has been expressed by the Flotilla Commanders. Both the DSO-HR and DIRAUX are cooperating in reducing this concern. Specifically, the DSO-HR has distributed specific guidance to the FCs to minimize disenrollment issues. Increasing member participation will also continue to be addressed by the elected officers and staffs in this Division. Division 053-08 strives to be Semper Paratus. 1) Status of the Division

1. Introductory Statement As of February 2016, the Division membership is 142, a decline of one member is last year. Total surface facilities are 12 boats, one paddle craft and one PWC. Total radio facilities are 18, with 6 mobile vhf, 7 fixed vhf , 5 fixed hf. The Division has a total of 13 coxswains, with 8 in RY status; boat crew totals 22 with 7 in RY. PA, PE, PV and VE programs have begun.

The Division is active in all aspects of USCG Auxiliary outreach and supports MSD - Lewes and STA Indian River with support personnel in watchstanding, telephone watch and food service.

The Delaware Repeater installation at SARDET Bowers has been completed and is operational and working.

The Marine Safety Program continues to be active with 12-05 members Peter Branker and Thomas Roberson in the CFVE training program. Dave Rotundo, 12-01, continues his efforts in environmental issues.

4) Summary Statement

Division 12 is planning for another successful year. Progress toward completion of the mandated courses, albeit slowly, is progressing. Member training for the Mandated Courses, 4-hr TCT and 1-hr TCT are being scheduled. The Marine Safety program is gaining interest. Four of the flotilla have scheduled Boat Delaware classes for the entire year. Goals have been received from three flotilla. Most Staff Officers have established goals for the year. A Division calendar of all flotilla activities has been developed. COW venue for 19 NOV 2016 has been reserved.

DIVISION 15

DCDR - RICHARD BULL VCDR - MATT KING

STATUS OF DIVISION 15

Division 15 has all its staff officer positions filled except Publications. Some staff officers are new to the position and others are ones that have had experience in that position thus due to different experiences we help each other and work as a team. Our Division meetings are conducted via teleconference six months of the year which has been very well received by the Board and Membership. This practice reduces distance travelled, saves fuel costs, and enhances greatly the safety of our members. Due to the weather and scheduling we have only had Division meetings on conference calls for Jan and Feb. We plan on having the next ones as face to face at the Lackawanna County Emergency Management Agency building. At the upcoming meetings we are not only covering USCG Aux important information, but also have guest speakers covering interesting but pertinent topics related to operations safety and quality of life issues.

Division 15 Activities

The five active Division 15 Flotillas range in membership from the high teens to the mid 30’s which limits the number of activities we have. Each flotilla has its own strengths and needs. Division leadership and CAPT W. have spent much time trying to help Flotilla 15-4 but has determined that it is in the best interest of Flotilla 15-4 and 5NR that it should be disestablished. Four Flotillas are in PA and one in NJ but the Flotillas in PA have a new PA requirement as it relates to Child Abuse Clearance. This presents a unique challenge for anyone who teaches or who would be alone with children under the age of 18. We have stressed to the Flotilla leadership the importance of the mandatory training, attending D-Train, team work, and “do your best but have fun.”

Status of Flotillas

15-2 has planned a safe boating class in March and is working on the mandated courses with its members who have not completed them as of yet. They have added additional members to their flotilla due to the disestablishment of 15-4. Their COW was in Jan and went well and introduced the new FC, VFC, and staff officers. They are trying to address each member’s individual needs as well as team development. They are also moving forward on the Fourth of July safety patrol for the night fireworks display at Lake Wallenpaupack.

15-3 has aggressively moved forward with their members and other flotillas to assist in the taking of the mandated courses via a Saturday workshop, during Flotilla meetings and encouraging the membership to take online courses. They also are working very diligently in planning the upcoming Division 15 COW. During the summer the Div. in conjunction with 15-3 will have an operational blitz that will incorporate training and sign offs.

15-4 has moved forward through the chain of command to be disestablished due to the lack of member’s interest and participation. Some of the members have transferred to other Flotillas or retired or left the USCG Aux.

15-9 is trying to get the membership more active with the mandatory courses. Through their FC and VFC they are trying to reenergize some members and others have taken the high road and challenged the leadership to move faster. They will continue to aggressively do patrols, VE, and Aids to Navigation. The Flotilla’s COW is scheduled for March.

15-10 has a larger number of flotilla members and is financially in a good place. They are planning on offering PE courses and looking forward in getting their Flotilla boat out of winter storage for future operation as soon as the weather breaks. Training is active in this flotilla. Plans are moving forward on choosing the exact place for the new repeater to provide better communication for their operations on Lake Hopatcong. They just had their COW after it was postponed once for bad weather

15-11 is an active Flotilla in many aspects of the Auxiliary. Their leadership keeps their Flotilla up on current USCG/USCGAux information but also the Div. leadership. They are working on the mandated courses with their membership. With the possible addition of Beltsville Lake to Div. 15, Flotilla 15-11 being the closest Flotilla to the lake, they will be reviewing their role in providing different safe boating activities and assisting with operations on that lake.

Summary

Over the coming year Division 15 goals will include but not limited to the recruitment of new members, the enhancement of our members’ path to leadership positions, and an increase in member completion of mandatory courses and patrol opportunities. Div. 15 leadership in concert with CAPT W. has also spent significant time on other issues related to timely submittals of Flotilla paperwork sent up the chain of command and past financial payment concerns sent up the chain of command with mixed resolutions. We are also challenged by PA Flotillas as to how to provide efficiently and timely member certification under the new PA law for child abuse. Div. 15 Auxiliarists embrace the realignment and look forward to a more streamlined Auxiliary.

Division 16

DCDR: Noreen Schifini VDCDR: John Fisher

1) Division 16 is having the same issues as most of our associates in that our membership is aging and we are having a problem in recruiting new and younger members. The Division lost roughly 10% of its membership in 2015 due to retirement or not paying dues. Our Division continues to improve its activity levels as our members are returning to their homes from damage due to Superstorm Sandy. We have a great working relationship with CG Station Manasquan. Our members log several hundred hours a month providing support as Watch Stander, general maintenance and Food Services. There is always a representative at our meetings and when conducting training someone will attend and assist. One suggestion that has been mentioned by several FS’s is the merging of our Flotilla’s. Instead of having 6 Flotilla’s with multiple FC’s, VFC’s and the same 10 members doing everything, join together to make 2 or 3 strong Flotilla’s. It is a suggestion to be followed up on.

2) Status of Flotillas

a) Flotilla 16-01 16-01 is currently being led by a new FC and VFC. They have a strong Operations program with 6 facilities and 3 radio facilities. They are active in the areas of Public Education and Vessel examinations. Their main area of concern is aging membership and attracting new ones.

• Successes/Accomplishments/Highlights Flotilla has strong crew program with 5 coxswains with 1 in reyr and 5 crew members. They also have 10 vessel examiners, 8 instructors and 3 watch standers. They accomplished 19 boat missions with one official assist in 2015.

• Issues/Concerns/Problem Areas Competition between Flotilla’s in the Division for students for ABS classes, PA events and other activities. There seems to be a lack of regional training for some qualifications. Crew training use to be held at TRACEN, a return to that may encourage more members to participate.

• Suggestions /Solutions for resolution Combining Flotilla’s might help some of the smaller Flotilla’s. It would reduce some of the competition for students and activities.

Disenrolled several members who have been inactive over the past several years and failed to pay their dues. We qualified one new crew member.

• Issues/Concerns/Problem Areas Mandatory training for all members - Concern is that some members may not complete and become disenrolled. Increasing membership - we will be disenrolling several members, which will put us in a negative position.

• Suggestions /Solutions for resolution Continue the joint training and operations with station. This helps attract and maintain membership. Find new sources of revenue. With the PE course enrollment diminishing, we need new revenue sources.

I have been requesting Inky The Whale coloring books for the last 9 months, but have received none. Also stickers for children. These are two big items for Public Affairs and Boating Safety.

• Suggestions /Solutions for resolution We went back to putting out flyers about our PE classes. Suggest Auxiliarists get more involved at Headquarters to assist the process. Recruiting is a constant process. We have remained steady for the last 2 years at 30, despite the constant up and down, this is also an ongoing process. Many members seem to be overwhelmed by the Mandated Training. Encourage members to read the AUXMANUAL and learn about what the Auxiliary does and what they as members can do. If certain materials are out of stock, tell us in an ALCOAST message. If they have been discontinued, REMOVE THEM from the list. This is extremely frustrating, ordering items over and over again and never getting them. COMMUNICATE!

g) Flotilla 16-10

3) Summary Statement

We need to increase our membership and find a way to get more current members involved and active again. We have a Flotilla that will not participate in any Division events, I need to find a way to bring them back. If our membership continues to remain static, we will have to consider merging smaller Flotilla’s with more active ones. The increase in National dues was an issue with some members of the Division, but that issue seemed to quiet down. We still are looking at ways to raise funds in order to provide more activities at the Division level.

1) Status of the Division: GAR Score: Amber Division 17, since the last conference has made measured progress and has been very proactive in many ways since our last report. The leadership has continued to actively attend the individual flotilla meetings, via a rotating visiting schedule, as previously reported in the fall report. Although progress has been relatively slow, it is starting to gain some traction. Unfortunately, we also had a large number of members dis-enrolled and several of our members passed over the bar. This report is the first report in which an actual measurement has been taken for the overall performance of Division 17 since the merger of Division 2 and Division 6 was made and the numbers are quite impressive at first glance, however they will only get better with time and effort. Flotillas within the division had successful elections of their FC and VFC. Some of the units retained their current FC for a second term and some units elected new leadership all together. Nevertheless, the division leadership has been providing support to the new officers in order to help to make successful transition and also has been planning and providing additional member training opportunities to educate and mentor our future leaders. A good portion of our operations teams participated during the SEP 2015 Papal Visit providing maritime domain awareness and ensuring the safety of the VIP and Maritime System. During the special event, three local boat crew teams from Division 17 provided mission support to the Coast Guard on 2 different shifts, (day and night). Our personnel were proud and excited to able to participate on this event in which we provided over 145 hours of direct mission support to the Coast Guard. Preparations of our boat crew teams will begin soon after the D-Train to train and get ready for the 2016 DNC (Democratic National Convention) to hopefully be able to provide mission support to the Coast Guard once again. The division leadership was approached by the Owners of D&S Marina near Bristol in regards to having more Coast Guard & Coast Guard Auxiliary participation in the northern Delaware River. The Marina claims that Coast Guard routine patrols are almost non-existent, during the peak summer months in which recreational boating activity surges. The marina would like to include the auxiliary into their facility as part of a renovation plan that will provide space for the Auxiliary to create a new facility in which we can educate, train, interact with the boating public and potentially use as a new operations center for boat crew and radio watch standers. The plan includes a boat slip for our ready vessels, amenities for our personnel, ADA complaint accessibility, and parking space for our members. This location already has a previously Auxiliary used radio tower that was discontinued operations many years ago. However, if the plan is to be approved a new radio antenna extending to 100 feet could be installed just behind the new facility to be build. At the current moment everything is in the planning phase and will need assistance in bringing this plan to reality with the help of our District personnel.

2) Description of Division Activities: o Successes/ Accomplishments/ Highlights:

- All standing rules for all the units have been corrected and updated.

- Our vessels examiners (VE’s) around the division performed 750

vessel safety checks (VSC’s) with an overall passing rate of 90% for the year.

- Members of this division have contributed over 16,500 “99” mission hours along with an additional 790 hours in Coast Guard direct mission support hours while completing over 189 operations mission activities.

- Instructors performed 82 PE class sessions with a total of 235 hours. Widespread distribution of our PE classes contributed to the overall outcome.

- Division was able to attain 13 new members from the different units, in which they are all in AP status, while 5 more are in various stages of the application process.

- During 2015 operations season, the division was able to conduct 37 Patrols accounting for 230 crew hours. Boat crews participated in the 2015 Papal visit, Burlington Fireworks Display, 4th of July Patrols and several special purpose training events.

o Issues/Concerns/ Problem Areas:

- The current available list of facilities is 13 registered Boat OPFAC’s. However, we will start the 2016 Operations season with only 3 working units. We are looking at possibilities of mitigating the shortage to be able to run patrols this summer.

- A small portion of our members of the Auxiliary are currently still

awaiting ID cards. Some members, whom expressed their concerns, stated that they are now waiting over 16 months to receive their ID Cards. Been working with some of the members

directly and addressing their concerns as best as possible. Any updates that are received have been delivered to them in timely manner.

- Membership continues to decrease. This division has lost over 30

members since last conference, and has only gained 5 members. The majority of the losses were due to non-payment of dues. And we had about 4 pass over the bar.

- As 5 FEB 2016 only 24% of the membership of this division

has completed the Mandated Training. Many of the personnel are active operational people with many qualifications in which will be suspended unless they are completed.

o Suggestions/ solutions for resolution:

- Recruitment: We are requesting for assistance from

District to figure out what other avenues we can use to try and potentially recruit members. Social Media is the possible key to this problem but we have no one interested in taking the spot.

- Mandated Training: We have increased classes that are being offered to our members and we are doing so collectively as a division. The first session which took place on 30 JAN 2016 was a success with 30 members attending. We are working in putting more classes together throughout the year to try and make the rest of the membership current with the training.

a) Flotilla 17-1 Bristol PA: GAR Score: Green

Successes/Accomplishments/Highlights

- Flotilla 17-1 is a very active flotilla consisting of 47 members. The flotilla has a very active member training and public education program in place. Members, regularly participate in training events, and hold multiple PE courses year round. The Flotilla specialty consists mostly of PE and VE.

- Flotilla completed 323 VSC’s with a passing rate of 87% as for 2015.

- Flotilla performed 301 Marine Dealer Visit’s for 2015.

- Flotilla has conducted 19 Public Education sessions and 15 MT sessions for a total of 162 hours for 2015.

- Flotilla members have collectively reported in excess of 5,363 “99 mission” hours in 2015.

- Members have participated in 64 specialty courses combined. As a result several members are on track to receive their AUXOP by years end.

Issues/Concerns/Problem Areas:

- Flotilla lost 7 members in 2015.

- Some members are in need of guidance with uniform protocol.

• Successes/ Accomplishments/ Highlights

- Flotilla 17-2 is an active unit, participating in a multitude of programs, which includes PE, MT, VE, MS, Boat crew and Aircrew operations. The Flotilla is comprised of 44 members.

- Flotilla had a successful election of a new FC and VFC. And support has been offered to them to assist in smooth transition of the unit.

- Flotilla completed 254 VSC’s, with a passing rate of 95% for 2015.

- Members have participated, in 86 specialty courses combined, with several members working towards AUXOP towards the end of the year.

- Flotilla conducted 13 PE Session and 12 MT sessions for a total of 48

hours combined for years end 2015.

- Flotilla has reported an excess of 3,711 “99 mission” hours for 2015.

• Issues/ Concerns/ Problem Areas:

- About 11 to 15 members out of 45 are actively carrying the flotilla progress. The rest are basically MIA. And it has been reported that the majority are members in absentia as they only provide their yearly dues and do not participate in any activities.

c) Flotilla 17-3 Wissonoming (Phila, PA.) GAR Score: RED Successes/Accomplishments/Highlights

- Flotilla 17-3 is the southernmost flotilla of this division. The flotilla is nestled inside Philadelphia and sits at the Pennsylvania side of the Tacony Palmyra Bridge next to the Delaware River. The unit is the smallest in the division with 26 members, in which twelve (12) members are active in the unit.

- New FC and VFC were elected last fall. The unit has already begun work

to conduct routine MT session and/or Mandated Training sessions prior to meeting, or conduct them on the weekends.

- Communications has improved greatly since this time last year. FC is

doing best possible job in getting information sent to the members and conducts routine phone calls to other members to keep them abreast of situation.

- Division Leadership will continue in attending as many of their meetings as

possible in order to provide support and assistance to the leaders and members.

- Members are improving in reporting their hours and has resulted in a 54%

increase in hours reporting compared to this time last year.

- Member conducted 582 hours in 147 CG operational support missions at Sector Delaware Bay in 2015.

- Flotilla VE’s performed 51 VSC’s with a 94% passing rate for 2015.

- Flotilla performed 35 PE class sessions and 4 MT sessions for a total of 80 hours for 2015

- Flotilla performed a total of 820 “99” mission hours for 2015.

• Issues/Concerns/Problem Area:

- Membership continues to be a concern. Even though the unit is the smallest, recruitment of new potential members has been difficult. Currently, about 10 very active members, are the glue that is holding the unit together.

- Some members are lacking fundamental training courses. (ICS100-700).

d) Flotilla 17-4 Bordentown NJ: GAR score: Green

• Successes/Accomplishments/Highlights

- Flotilla 17-4 is the division’s northernmost flotilla and the biggest unit with 46 members. It resides in Bordentown NJ with access to the Delaware River. The flotilla is also home to SARDET Bordentown.

- Flotilla has increased member training session. They are currently conducting some form of MT whether its MANTRAN of any other course. Courses are being well attended.

- The unit also had a change of leadership in mid-2015. The change was

necessary, at the time, in order to improve flotilla performance, efficiency and to respond to concerns raised by the members.

- Flotilla is the only unit with all Radio Operations mode capability. In which it

can conduct VHF-Marine, VHF- LMR Freq. and HF nets. With great success rates.

- Flotilla completed 49 VSC’s, with a passing rate of 69% for 2015.

- Performed 19 Marine Dealer Visits (MDV) for 2015.

- Flotilla accumulated 5,330 “99” mission hours, and of 346 CG Support

mission hours.

- Flotilla conducted 15 PE sessions and 16 MT sessions for a total of 56 hours of instruction. Flotilla continues to promote their course offerings and has had great success in getting good attendance to their classes.

- Members have participated, in 75 specialty courses combined, for 2015.

• Issues/Concerns/Problem Areas:

- ID Cards are still pending for some members, who have not received them as of yet, and have been waiting over 15 months for them.

e) Flotilla 17-5 Riverside NJ. GAR Score: AMBER

- Flotilla 17-5 in Riverside NJ, is the second unit to be located in NJ. The flotilla has an active boat crew and strong communication program within the division and is actively engaged in performing patrols and providing radio guard for aircrews and boat crews in support of SARDET Bordentown.

- The unit, during the past year. Has overcome major obstacles in the last 6 months since last report. New FC and VFC were elected successfully and members are beginning to turn around once again and support the unit.

- ADSO-CM Robert Layton passed over the bar in November.

• Successes/Accomplishments/Highlights:

- Flotilla performed over 1,250 “99 Mission” hours for 2015. Flotilla hours reporting increased by 56% in the fourth quarter of 2015. It has also provided 184 hours in CG administrative support missions.

- Flotilla conducted 7 MT sessions for a total of 21 hours of

instruction.

- Flotilla performed 73 VSC’s with a passing rate of 100% for 2015.

- Flotilla PV’s completed 11 MDV’s in 2015.

- Unit began to conduct more social activities to get the membership talking and participating in the meetings.

• Issues/Concerns/Problem Areas:

- Flotilla membership went down at the end of 2015. Unit lost 15 members, some voluntarily dis-enrolled and some were dis-enrolled for failures to pay financial obligations.

- Flotilla will still need to be monitored to determine the progress of the unit,

previous members are now beginning to return and some have showed

○ Division leadership will continue to support the flotilla leadership to help the members and leaders of the unit.

4) Summary Statement:

Division 17, now being a year old, was able to clear and move some very jagged mountains out of the way in order to provide the membership a path in which we can all travel on. The road may not be smooth at this time, but at least its flat enough in order to travel across and begin increasing performance across the board. Many new lessons have been learned, many new experiences have been attained. However, there was no training or protocol procedures for many of the obstacles faced during 2015, and yet we overcame them. A lot of the situations, and problems were very unique in nature due to circumstances that were never experienced or perceived beforehand. But in the end they were handled most importantly with patience, respect, and persistence to do the right thing by all.

Our flotillas started 2015 with many uncertainties, miss-information and lack of communications. One year later, these units have come together, and rallied to place themselves on the map of this district. All five units have met or exceed expectations based on the Goals Worksheet given out in January of 2015. The numbers reflected in the AUXDATA report speak for themselves. And this is only our first year as a team. I’m hopeful that we will continue to improve and make 2016 even better than 2015.

In conclusion, the members of this division should be commended on their great work attained in 2015. Their support, cooperation and devotion to duty made it all worth it. As one of the leaders of this division I could not be more proud of our team of auxiliarist, and I’m hopeful that we can improve our numbers significantly by the end of this year.

D5NR 2016 SPRING D-TRAIN CONFERENCE REPORT

Division Nineteen

• Status of the Division Introductory Statement Division 19, with 202 active members, currently consists of six flotillas in south central Pennsylvania covering Lancaster, York, Adams, Franklin, Lebanon, Dauphin, Perry, and Cumberland Counties. The primary waterways are Lake Clarke, Lake Aldred, Lake Frederic and the Harrisburg Pool on the Susquehanna River and Lake Marburg in Codorus State Park. We operate an Auxiliary Station at Long Level on Lake Clarke, several miles south of Wrightsville, PA. The Station includes a building, property, a meeting/training room, radio center, kitchen, sleeping quarters and staff lounge. The Radio Station is equipped with two VHF marine, one narrow band and an HF radio. Station Long Level also includes storage areas, containing rescue equipment, a boat ramp and floating docks. We also maintain a Division Radio Station, located one mile north of Three Mile Island, and the Western Area narrow band repeater. The repeater, which is being relocated at this time, allows us to communicate throughout the majority of our AOR.

• Description of Division Activities o Successes/ Accomplishments/ Highlights

PA activities have been enhanced with the construction of a PA Trailer and an enthusiastic SO-PA.

Strong positive increase in MT activity has been seen so far and is projected for this year with addition of an enthusiastic new SO-MT officer.

Patrol operations remain strong and all STATION Long Level Patrols are expected to be completed as scheduled in 2016.

Division continues to be strong in OPS, MT and PE. Very positive integration of members from both parent Divisions into all Division

missions

Summary Statement Division 19 has proven strong in the areas of Operations, Member Training, Public Affairs and Public Education. It is recognized that accurate goal setting was somewhat problematic with no history, as a sole division. We are beginning a process of becoming more proactive as we look at weaknesses and strengths. Division 20 PA Wilds

Status of the Division: Division 20 has shown improvement during the previous year. With the redistricting, it became necessary to develop a cohesiveness between the flotilla members that where unknown to each other before. This has occurred and continues to develop.

1) Description of Division Activities

o Successes/ Accomplishments/Highlights: The division has participated in a “TREE PLANTING DAY” in cooperation with the National Park Service at the Flight 93 Memorial at Shanksville PA. We are planning on repeating the service again this May. Division 20 also manned PA booths at the Altoona PA Jaffa Shrine Outdoor show and a street fair in Lewisburg PA.

o Issues/Concerns/ Problem Areas: The average driving distance between flotillas is 73 miles. These distances create some difficulty in inter-flotilla activities and support missions.

o Suggestions/ Solutions/ Resolutions: GotoMeeting software is has been used with some success. Additional training and familiarity is proceeding for the membership.

2) Status of Flotillas:

a) Flotilla 20-01 Raystown Successes/Accomplishments/Highlights: 20-01 has had a

successful year. Several meetings have been held with the Lake Raystown Army Corps. Of Engineers park superintendent in an effort to develop a comprehensive “Water Safety” program. This program includes PA Fish and Boat Commission, local fire and rescue, US Power

Squadron, management from both marinas, PA State and local Police, all in partnership with our local flotilla 20-01. One component of this effort includes an effort to provide the local flotilla with on-site housing. Raystown Flotilla provided surface and radio facilities in an effort to provide safety patrols for an “American Veterans Fishing Day” held on the lake. The flotilla also provided surface and radio facilities to provide a “Safety Perimeter” for an evening Fourth of July fireworks display.

Issues/Concerns/Problem Areas: The requests of the Lake Raystown ACE and local PA state Parks demand more than the local flotilla can provide in both facilities and manpower.

Suggestions /Solutions for Resolution: Recruiting efforts are showing improved results.

b) Flotilla 20-02 Williamsport

Successes/Accomplishments/Highlights: Williamsport flotilla should be considered as being in a rebuilding effort. The Susquehanna River provides a wonderful boating venue for miles, both upstream and down. Meetings are occurring with a local yacht club to create a partnership, which will include use of its facilities. Issues/Concerns/Problem Areas: Williamsport has a limited

membership in terms of numbers and its level of active participation.

Suggestions /Solutions for resolution: With the Northumberland flotilla being just under 40 miles away, it is hoped that there can be some exchange of members attending both flotilla meetings. It is hoped that this will provide guidance and encouragement.

c) Flotilla 20-03 Northumberland Successes/Accomplishments/Highlights: Flotilla 20-03 is blessed with

what is a spectacular boating venue. Northumberland is situated in the confluence of the two branches of the Susquehanna River. They have immediate access to Shikellamy State Park Marina. The flotilla has hosted our Division 20 Operations Training Day. The flotilla also participated in a PA event at a street fair in Lewisburg PA. Their members will also be taking an active part in the developing partnership with the previously mentioned yacht club, which is only a few miles north on the Susquehanna River. One of their members is serving as our division member training officer and is presently providing instruction for the Advanced Coastal Navigation class.

Issues/Concerns/Problem Areas: Northumberland is to be considered a solid flotilla and is progressing in a positive direction. They need to be counted on to assist the Williamsport Flotilla in recruitment and training.

Suggestions /Solutions for resolution: Training with GOTOMEETING software for both of the aforementioned flotilla members needs to continue on order to develop this partnership.

d) Flotilla 20-04 Sayers Lake

Successes/Accomplishments/Highlights: Sayers Lake Flotilla has what can be considered as a very competent leadership. This lake, which is the flotilla's primary area of boating responsibility, is located just a few miles from the town of State College PA, which are the meeting locations for both this flotilla and Division 20. Each year they provide security and assistance for kayak races on Sayers Lake. Sayers Lake is a PA State Park facility and uses the local flotilla's assistance for several tasks related to water safety. Because they are the only sailing flotilla in the western area, they are in a unique position to provide expertise in that type of boating.

Issues/Concerns/Problem Areas: Like many flotillas, growth is a pressing need.

Suggestions /Solutions for resolution: With Penn State University literally within walking distance of their meeting location, it should be possible to develop the Auxiliary University Program.

3) Summary Statement:

We are beginning our second year of the merger of the flotillas from Division 15 and 05-01 and are functioning as one. Division 20 has proven strong in the areas of Operations, Member Training, and Public Education. However, Membership and Vessel Examinations are well behind the goals set for the year. The goals set where somewhat problematic with no history to go by. It is anticipated that next year's goals will be better set. Division 20 has adapted to the reorganization and will now focus on its future. By addressing our weaknesses and relying on our strengths, we will continue to steadfastly promote recreational boating safety and the principles and mission of the United States Coast Guard Auxiliary.

1) Status of the Division

o Division 21 continues to work in its Area of Responsibility to increase Recreational Boating Safety, Recruit and Retain new Auxiliarists, and educate the local populace on the Coast Guard, the Coast Guard Auxiliary, and its mission.

2) Description of Division Activities

o Successes/ Accomplishments/ Highlights:

• Division 21 has worked very hard to make sure that the merger of Divisions 10 and 11 were accomplished smoothly.

• Division 21 continues to have a very successful and active Operations mission

• Division 21 has been successful in building strong relationships with local boating safety stakeholders (PA Fish and Game, Army Corps of Engineers) and uses these relationships to grow public awareness of recreational boating safety.

• Met or exceeded our Division Goals for Patrols, Vessel Safety Checks, Marine Dealer Visits, Public Education and Member Training

o Issues/Concerns/ Problem Areas:

• Long turnaround times for members to go from AP to BQ status is frustrating

• Older members having challenges with Mandatory Training • Currently without an active Facility to patrol Lake Nockamixon

• Very successful in conducting Mandatory Training during meetings. Most members are nearly complete.

• Trained three new Vessel Examiners, which aided in exceeding their 2014 VSC numbers

• Issues/Concerns/Problem Areas: • A concern is the amount of time it takes for an AP member

to be approved. It is ridiculous to require all the mandated courses when they must wait over a year for approval. And established members are wondering why the requirements of membership keep getting more and more.

• Another problem I is the lack of printed manuals available through the supply center. I realize printing is expensive, but the cost must be less to have it done in bulk rather than done by us. I see the lack of a printed Aux Man to be a real problem. People read them when they received them.

• We have a lack of members willing to step up to take Elected positions.

• And we have recycled members through the offices.

• Make more printed manuals available • Notification when items are not in stock at supply center • Quicker approval from SecCen -- surely the Coast Guard can

address this in some fashion. What happens with their recruits????? Must they be approved in the same manner?

• No more mandated training

• Removing the requirement that 5NR members must take APC in addition to the Flotilla Commanders Course.

c) Flotilla 21-3 • Successes/Accomplishments/Highlights • Issues/Concerns/Problem Area

• 21-3 had a very difficult 2015. The merger of the old Division 10 Flotilla’s, 10-6 and 10-8 resulted in a Flotilla with over 30 members, of which only 5-8 were active. This resulted in only one quorum in 2015.

• 21-3 made serious efforts to motivate the inactive members to no avail. The only recourse was to have them removed from the roster. This was supposed to be accomplished in October, but as of the writing of this report, the inactive members are still on the roster and a quorum cannot be reached.

• Flotilla 21-3 lost their Facility. In an effort to maintain patrols on Lake Nockamixon, we will need to trailer facilities from the Reading area.

• Suggestions /Solutions for resolution • Disenrollment’s must be acted on promptly so that business can

be conducted at the Flotilla level.

• Encouragement of current and new members to complete qualifications for elected leadership positions

• The current prolonged waits in AP status for favorable PSI clearances significantly impacts the ability of new members to participate in elected or appointed positions

• No good solution to re-involvement of inactive members – the flotilla has tried social invitations, AUXMT classes, individual contact, and other methods without any success

• These members do pay dues, which is slightly helpful, but they also increase our quorum and make it difficult to conduct business at meetings

• All were asked at the end of 2015 to reevaluate their membership with regard to their desire to become active and were reminded of their impact on the quorum – all chose to remain members but none chose to become active
