Request for Approval to Provide Consultancy Services
This service allows specialist firms to apply for providing consultancy services to third parties on the mortgage of private property, including real property, to obtain finance from financial institutions to buy other property. This covers refinancing mortgage, selecting finance institutions, concluding and discharging mortgage, preparing mortgage documents, consequences of cancelling the finance or mortgage arrangements, refinancing or mortgaging fully-paid property, arranging for other mortgages or transferring a mortgage to another financial institution, and valuation of flat and variable finance rates.
The activities of these firms shall not include providing mortgage services.

Request for Approval to Develop Real Estate Projects
This service allows companies established to develop real estate projects to apply to construct residential and commercial compounds and tourist facilities, to develop infrastructure, and to provide all facilities and conveniences. This includes offering real estate projects owned by the license holders and other persons for sale on freehold basis through agreements between the developers and land owners. A developer must open a real estate escrow account before implementing the project.

This service allows applying to provide brokerage services for the sale of real property. The service is available to companies that act as liaison between landlords and buyers. These companies provide their services in return for commissions, and their role ends upon execution of the relevant agreements.
Required Documents
Parties to the license: UAE Nationals/ GCC Citizens 1- Corporate entities may not enter as parties to the license2- A party may not be aged less than 21 years3- All parties must take a real estate qualification course (holders of
university degrees) or a real estate diploma course (non-holders of university degrees)
4- In case of a non-UAE national manager, his residence permit must be sponsored by the firm

Request for Registration of Real Estate Registration Trustee
This service is available to firms established to provide real estate registration services through an electronic system operated by the Land Department. This includes the registration of real estate sale and purchase agreements, mortgage, and usufruct, subject to the relevant requirements and regulations applicable to each service.
Firms conducting this business must be registered in the Escrow Agents Register.

Request for Approval to Hold Real Estate Public Auction
This service is available to firms organizing real estate public auctions in return for an agreed commission. It covers issuing necessary licenses, specifying the time and venue of the auction, promoting real property in the media, including announcing the information of real property and terms of sale, providing consultancy and valuation services by specialists, collecting payments, and transferring the ownership. It also covers organizing distance auctions where the bidders are not able to attend.

This service is available to firms engaged in providing management services for real property co-owned owners associations. This covers contracting with maintenance, cleaning, and security companies, and other service providers, to provide services to real property facilities. It also covers managing the administrative affairs of owners associations, including the management of the records of buildings and owners associations, and submitting regular reports to owners associations. These firms may not provide brokerage services for the sale, purchase, or lease of real property.

Associations Management Qualification Course2- The license holders and manager must hold university degrees3- A UAE national applicant must hold a Certificate of Experience in

This service is available to firms engaged in inspecting residential and commercial real property and providing comprehensive, authentic, and professional reports to landlords, sellers, buyers, and real estate agents to facilitate real estate negotiations and deals. These firms provide sellers and buyers with reports and comments on the condition and technical defects of buildings before the completion of sale and purchase transactions.

This service is available to firms engaged in providing floor area and common area survey services. This service is available to firms engaged in leasing out residential units in resorts and compounds, including furnished apartments, houses, and beach cabins provided with all fittings and conveniences. These units are leased out on time-share basis or on membership basis.
Required Documents
Parties to the license: All nationalities 1- A bank guarantee of one million Dirhams (AED 1,000,000)2- Certificate of Time-share Qualification Course from Dubai Real
Estate Institute 3- All parties must hold a Certificate of Good Conduct issued by Dubai
Police General Headquarters4- In case of a non-UAE national partner or manager, his residence
permit must be sponsored by the firm5- Certificate of Registration with an international organization6- Real property shall be marketed only within the Emirate of Dubai

The service allows these firms to manage and supervise real property by contracting with maintenance, cleaning, and security companies, and issuing tenancy contracts to tenants. These firms are not permitted to conduct the real estate brokerage activity.

These services are provided in accordance with the requirements and regulations governing each service.

This service is available to real estate representative offices established in the Emirate of Dubai by a global company or organization to represent it in the UAE, for the purpose of promoting the real property it owns outside the UAE. This aims to facilitate contracting between the parent company represented by the office and its clients. These offices are not permitted to conduct any real estate activity or enter into any real estate transaction by their own.

Request for Approval to Provide Real Estate Mortgage Brokerage Services
This service is available to natural and legal persons operating as mortgage brokers by providing consultations and assistance to borrowers to avail of the best borrowing terms offered by finance companies and banks to finance the purchase and construction of real property. This includes providing brokerage services only in return for commissions, and these firms may not obtain loans by their own.

Request for Temporary Real Property Development Permit
This is a temporary license to develop one or more real estate projects, and offer the same for freehold sale. The land must be registered in the name of the license holder. No visas shall be obtained based on this license. To market the project, the developer must contract with real estate brokers registered in the Real Estate Brokers Register.

This service is available to firms specialized in valuating or determining the estimated value of immovable property, such as land and buildings, for different purposes. Valuation services may be provided at the request of concerned parties, or based on the instructions of official authorities.
