Higher sales a ray of hope among foreclosures, unemployment

Pending sales of resale homes grew 6.4 percent
from July to August, hitting the highest level in
about two years, the National Association ofRealtors reported -- it was the seventh straight
month of increase for the group's pending sales
index.
Pending sales are sales where an offer has been
accepted but the sale has not yet closed. Even
though some pending sales never close, pending
sales are an indicator of current buyer activity. This
increase can be attributed to low interest rates, a
pickup in foreclosure sales, and improved afford-
ability.
The Associated Press Economic Stress Index
indicated that foreclosures stabilized in June in thethree states hardest hit by the housing downturn:
Florida, Nevada and California. The California
ssociation of Realtors reported that the statewide
median home price for resale homes rose for the
sixth month in a row in August, with sales dropping
.1 percent from July to August but up 9 percent
compared to August 2008.
HOUSE HUNTING TIP: The increase in home
sales may be in part due to the $8,000 tax credit
available to first-time buyers who qualify. To use
this credit, a home purchase must close by Nov. 30,
2009. Some experts think the market may slow
again when this credit expires. It's possible the cred-
it may be extended.
Other good news suggests that the recession
might be winding down. The Federal Reserve's"Beige Book" for June noted that business spending
had picked up, although not dramat ically. The threat
of inflation appears to be on hold. Manufacturing is
picking up in some areas and decreasing less dra-
matically in others. The housing market improved in
some areas.
For example, DataQuick, a real estate research
company, reported that the median price in the San
Francisco Bay Area rose 13.4 percent in July com-
pared to the previous month. The median price was
15.8 percent below a year ago. But the number of
distressed sales dropped in July while the number ofhigher-priced home sales rose.
The number of homes sold for the month of July
was 17.9 percent higher than a year ago. In August,
the sales volume and median price for the area
declined. It's impossible to know if this is a blip or
the beginning of a trend.
The Standard & Poor's/Case-Schiller's 20-city
home-price index released in September was up for
the third consecutive month in July -- 18 of 20
tracked metro areas had price gains in September.
Home prices in the second quarter were 14.9 percent
lower than they were in same quarter of 2008.
However, the rate of home-price deterioration
slowed.
Construction of single-family homes increased in
July for the fifth straight month, according toCensus Bureau stats, but dropped 3 percent from
July to August. New-home construction is still 70
percent below the peak of the housing market in
2006, but up 37 percent from winter 2008.
Recent good news suggests the housing market
may be stabilizing -- although most analysts agree
it's too soon to be certain, and it will be some time
before home prices rise significantly. Weighing
heavily on economists' predictions are the high
unemployment rate and concern that more foreclo-
sures will hit the market. According to the U.S.
Comptroller of the currency, 53 percent of loansmodified by lenders during the first half of 2008 are
again in arrears.
Now is a good time to make a long-term purchase
if you can afford to and you have job security. But
don't buy a home just because it seems like a good
deal.
THE CLOSING: A bargain could end up costing

tition or have to move again soon.

Given the ceaseless environmental drumbeat weear, it seems practically un-American not to want toreen-up the old homestead these days.
On the other hand, it also would seem practically un-merican to be a big-ticket spender, given the current
tate of the economy.But sustainable living doesn't always have major
ollar signs attached to it, according to its advocates.nd beyond monthly utility savings, even modestreen-related investments can pay off when it comesime to sell the house, they say. That's because a grow-ng number of consumers equate "green" with "good."
"It doesn't matter which consumer survey you lookt, there's something on the order of 20 percent of thearket that will only buy green," said John Stovall, an
xecutive with EcoBroker, an Evergreen, Colo., com-any that trains real estate agents to help clients findnd market homes with environmentally friendly fea-
ures.Another 25 percent will at least look at such fea-ures, meaning that green considerations now affectearly half of today's homebuyers, he said.
But Stovall says the time to be thinking green isarly in your ownership of the house, in order to max-mize energy savings. Then, at sale time, utility savingsecome a marketing tool, he said.
"Literally, you should be able to lay out (to arospective buyer) the before-and-after utility bills," heaid. "It turns into something you can brag about."
But houses are complex organisms, and going greenan seem daunting.
"Most homeowners are clueless where to start," saidavid Johnston, a Boulder, Colo., homebuilding-ndustry consultant whose company, What's Workingnc., specializes in green building techniques.
Both Johnston and Stovall recommend getting an
energy audit to measure a home's consumption and topinpoint areas to improve.
Some do-it-yourself audits can be found online.Professional audits (one source for firms is at energys-tar.gov) typically cost $400 or so, Stovall said.
The audit helps develop priorities, he said. "It willgive you some idea how much something might costand how much you might save, based on the energyrates in your own area."
Johnston said that even without an audit, homeown-ers can make strides by attacking leaks -- keeping hotor cold air exactly where you want by eliminating infil-tration around doors, windows, etc.
"Caulking, weather stripping and sealing, it's thelowest-hanging fruit of all," he said. "Anything thatpenetrates the envelope of the building is fair game,and it can be 20 percent of your heat loss."
He said a $1,000 budget to battle air loss could cutheating and cooling costs in an average house by 20 to30 percent.
Start in the basement or crawlspace, he said. "Lookwhere all the pipes, ducts and vents go through thefloor, and look for daylight. A case of caulk and someweather stripping and spray foam will go a long way"toward blocking air infiltration, Johnston said.
Then, wrap insulation around hot-water pipes. Add apre-cut "jacket" to insulate the water heater, he advised.
Next, head for the attic. Even if it has insulation, itmight not be saving you much money if it's the ubiqui-tous fiberglass that's been there for quite a while,Johnston said. As fiberglass insulation ages, it loses itsR-value, a measure of thermal resistance, he said.Minimally, you can improve its efficiency by addinganother layer of batting over the old, he said.
However, he recommends hiring an insulation com-pany to remove the old stuff with a professional-gradevacuum for $300 to $400, he said.
Then go to work sealing spots where air couldescape through plumbing vents, furnace flues, etc.
Johnston said. He said recessed, can-type lighting fix-tures are notorious for heat loss and should either bereplaced by surface lighting or by cans designed toaccommodate insulation.
After sealing, then re-insulate, he said. His prefer-ence is for dry-blown cellulose because he says it'sdenser and doesn't lose its R-value.
Stovall said in areas where water conservation is aparticular issue, homeowners looking for eco-friendlygestures should consider their own yards.
"Watering your lawn costs a bunch of money," hesaid. "A home that has more efficient landscaping --that's a selling point, no question, and we see it assomething that's advertised. Use drought-tolerantplants and try to cut down the volume of Kentuckybluegrass, he said.
"The landscaping itself can help retain rain andmake it soak in, not run off," he said.
Even paint can be an eco-selling point, he said.Walls painted with low- or non-VOC formulations --that is, with little or no "volatile organic compounds"emitted as gases -- are easier on the lungs and may mat-ter to some buyers.
"It can differentiate your house when it comes toindoor air quality," which can be a concern for buyerswith allergies or asthma, Stovall said. He said thosebuyers may also gravitate toward homes with hard-sur-face floors (think: bamboo or other sustainable woods)or natural carpeting, also to avoid VOCs.
Differentiation in this market is the key, and a home-owner who has made even modest energy-mindedimprovements ought to be able to capitalize on them atsale time, Stovall said.
"If, say, you're able to point out to a buyer that youhave an Energy Star-rated water heater, when thatbuyer goes to the next house, I guarantee you they'regoing to look at that house's water heater," he said."And they're going to remember your house."
