PPDLW would like to comment on several points that came up during the September 28th
hearing and in the post-hearing comments provided by the two Requestors.
Who are the Requestors?
In both their written and oral correspondence, Starr Clough and Holly Worster frequently say
we when they should say I. This innocent oversight may be because they both hold
positions at the Town Office and their devotion to Carroll Plt. obviously runs very deep. In this
matter, however, they do not speak for their Town. Not all of the residents of Carroll agree with
the Requestors. As we pointed out at the hearing, PPDLW has members who are residents of
Carroll and support Mr. Lindahls petition. Several of them have written letters to the
Commission and are in the record.
Economic Growth for Carroll Plt.
Carroll Plts economy is exactly as the Requestors described. But Carrolls fiscal situation is
outside the scope of the decision criteria set forth in P.L. 2015, ch. 265. Payments that a wind
project owner pays to the hosting community is a topic reserved for DEPs review of
Community Benefits when there is a wind permit application being considered.
Would PPDLW oppose a cell tower?
Following our oral presentation at the hearing, one of the Commissioners asked if PPDLW
would also oppose cell tower in the area. I answered that our reaction to a hypothetical cell
tower would depend on how our membership would feel about that. Id like to elaborate by
pointing out some of the differences between a cell tower and a wind project that would be
relevant to a scenic impact assessment:
Wind Project Cell Project
Consists of multiple turbines with the trend being toward facilities of 100+
Typically a single vertical monopole, guyed or lattice structure
Heights can range up to 557 feet to the tip of the blade.
Cellular or PCS cell site towers are typically 50-200 feet high.
Wind turbines have motion Stationary
Motion can create shadow flicker No shadow flicker
Noise can be an issue Generally silent
Impossible to disguise Scenic impact can be mitigated to an extent
Considerable infrastructure required to construct, operate and maintain
Much less infrastructure required.
Danger to birds and bats Minimal danger to birds and bats
Susceptible to fires, risk of forest fires in remote areas.
Fires are extremely rare.
There are other differences (public value, reliability, health issues, breaking blades, ice throw)
but these impacts would be more localized and would not likely impact the Downeast Lakes.
Of course this is a hypothetical situation and precise data would be needed before PPDLW
could make a decision. The point is that these differences may be enough that PPDLW would
not be inconsistent if it did not oppose permitting a cell tower.
Conclusion
We believe we have presented compelling evidence that the removal of Carroll Plt from the
Expedited Wind Energy Permitting Area:
A. Will not have an unreasonable adverse effect on the States ability to meet
the state goal for wind energy development in section 3404, subsection 2,
paragraph C; and
B. Is consistent with the principal values and the goals in the comprehensive
land use plan adopted by the Maine Land Use Planning Commission
pursuant to Title 12, section 685-C.
Carroll Plt therefore satisfies the two criteria and we respectfully ask the Commission to
remove Carroll Plt from the expedited wind permitting area.

First of all, we would like to thank you for your excellent work! Day in and day out.
During the meeting, a lady mentioned, that fishermen would not care about the turbines. Wrong! Even if yourback is towards the turbines, their reflections will pass the canoe and the sound (traveling very far over water)does not make one feel being in natureEnclose, please find some snapshots.
