A review of Fisher's book, in which occasion is taken to analyze the mar- ginal utility theory and to condemn it as an inadequate explanation of inter- est or other phenomena associated with production or distribution. The view of Fisher is hedonistic; that of Veblen, industrial. To the first interest is explanable in terms of livelihood; to the second, in terms of credit and business.

An address by the minister of agri- culture, characterized as the most com- plete study yet made, regarding the condition of peasant proprietors in France, delivered March 14, '09, before the National Federation of Mutual Associations. The minister treats of the present state of agriculture and presents statistics of small, medium, and larged sized farm holdings. The number of small holdings is shown to vastly exceed all others, and the cause is traced to the inherent desire of French peasants to own the land they exploit. The conclusion is reached, in contradiction to the statements of labor agitators, that the condition of peasant proprietors is prosperous and flourish- ing. An extensive bibliography relating to the agrarian problem in France is a valuable part of the article.

Reviews the development of the six great systems of today as it has taken place by construction and con- solidation. The authors conclude that "the service, both freight and passen- ger, is upon the average very good, but the rates charged are the highest of any in the world." The laws of 1888- 91 make it difficult for the railroads to raise rates if they have once been lowered, and this deters the roads from making reductions.

Hadley's famous oyster case, in defense of certain kinds of discrimi- nation, is examined and is declared not conclusive. Three schemes of rate- making are presented: the zone-system, basing point or basing line system, and flat mileage-rate system; the first is said to be the most satisfactory.

"Whether one or the other should take precedence can only be determined by a careful study of the circumstances and conditions in each case; and in practice, the instances where either principle becomes of bind- ing effect to the entire exclusion of the other, are extremely rare."

This article describes the custom which prevails among large numbers of farm laborers in Italy of traveling from place to place in search of employ- ment, and the recent governmental efforts to regulate the movement.

The economic and social causes of this annual wandering of laborers are presented and the results are shown to be an over-supply of farm help in some districts and scarcity in others. This frequently results in lowering of wages, strikes, and conflicts between native and incoming workers. To improve conditions, the government has estab- lished informatioin and arbitration com- missions; and the beneficial effects of governmental control are briefly dis- cussed.

This monograph shows the effect of mannier of feeding and the economic position of the parents upon the infant mortalityin Milan. To get the infor- mation for the study the statistics were gathered for the year 1905. When nursed by the mother the death-rate was about 20 per cent and when en- trusted to nurses the rate became about 28. It was found that artifi- cial food, employment of the mothers and ignorance of food and care were the principal causes leading to an excessive death-rate. Altogether, a careful, intensive study of a subject of which we know too little.
