Held: Tuesday, June 21, 2016, at 1:00 p.m. at 37 Widefield Boulevard, in Colorado Springs, Colorado.

Director Mark Watson noted that a quorum of the Board was present and that the Directors had confirmed their continuing qualification to serve, and therefore called the regular meeting of the Board of Directors of the Widefield Water and Sanitation District to order.

Steve Wilson stated that notice of the meeting had been properly posted as required by law. The notice also included the agenda items. Certification of such posting is attached hereto.

Approval of Minutes

Water Quality Presentation

Public Comment

The Board reviewed the Minutes of the May 17, 2016 special meeting. Upon motion duly made, seconded and unanimously carried, the Minutes of such meeting were approved as presented.

Mr. Wilson presented information on water quality to the Board and the public in attendance A copy of the presentation is attached.

Cody Fisher (Fox 21 News): Why do anything if you're not required? Mr. Wilson: Customer confidence and because it is the right thing to do.

Martha Snipes (District customer): Why don't we get all water from Pueblo Reservoir? Mr. Wilson: We don't have an additional water allocation or water rights from Fountain Valley Authority to replace all of our well water. There also is a lack of infrastructure to move the water and a need for redundancy in sources. The Board is brainstorming other options for dispensing or bottle filling stations for affected customers.

Angie Austin (District customer): No filter can get 100% of PFC's correct? Mr. Wilson: Agreed that no filter is 100 % effective, but pointed out that other states who have had PFC contamination such as New Jersey, Minnesota, New York, etc. have successfully used Granular Activated Carbon plants to reduce PFC levels. The EPA has recommended granulated activated carbon filter and/or reverse osmosis. Boiling water has no affect.

Barbara Suggs (District customer): The water hasn't changed but the standards have? Mr. Wilson: Mr. Wilson responded that he is unsure about the quality because they have only tested for PFC's recently. Our source water has not changed. The EPA combined two types of PFC's and lowered the health advisory level which is not a regulated contaminate. The new standard is lower but its carcinogen rating is suggestive lifetime. The new health advisory standard is for infants and pregnant women only.

Suggested, purchasing bottled water or installing carbon filters in your home that is NSF 53 approved or better yet, use reverse osmosis.

Mr. Wilson: Gauged interest from those present in a filling station to provide treated surface water that does not have PFC issues.

Nancy Williams (District customer): Question about logistics of filling station Mr. Wilson: Responded that they are still developing this idea but it could be available for affected customers,

Bonnie Sulkman (KRHO): Why did CDPHE change the standard? Mr. Wilson: The water issues in Flint, Michigan has a lot to do with this. The EPA is being ultra conservative based on the lack of clear science available today.

Cody Fisher (Fox 21): Are there any other options? Mr. Wilson: Building blending stations and connect Fountain's FVA pipeline to west end distribution lines. About a $1.2 or $1.3-million-dollar cost which would have to be paid for by customers.

Unnamed District customer: The water quality has been the same forever? Mr. Wilson: Don't know; but likely. The sources haven't changed.

Unnamed District customer: If it comes out that Peterson Air Force Base is the cause, how much trouble will they be in? Mr. Wilson: No way to know now, likely depends on politics.

Bud Davis (District customer): What about our property values? Mr. Wilson: Had realtor ask about property values and the District is attempting to get ahead of the problem for customers before properties are affected. The District sent a letter to the Association of Realtors.

Jean Smith (District Customer): When is the Consumer Water Report coming out? Mr. Wilson: Will be in customer's mailbox this month.

Jerry Davis (District customer): Does the water have an effect on growing vegetables? Mr. Wilson: There should be no effect; however, Venetucci Farms is losing customers and Safeway is asking too. Brandon (District Water Manager) has talked to the toxicologist at CDPHE; not likely to absorb into the plants.

Brian Huth (Board Member): Self filling stations at Wal-Mart? Mr. Wilson: Are essentially the same as buying bottled water.

Mr. Wilson: Reminded those present that the County will be holding a Town Hall on the issue around July 7, 2016. He will post the Notice on the District's website when the date and time are set.

Executive Session

45-Day Notice

Financial Report

Upon motion duly made, seconded and unanimously carried, the Board entered into Executive Session at 2:13 pursuant to §24-6-402(4)(b), C.R.S. for the purpose of consulting or receiving advice from the District's attorney on specific legal questions regarding the terms of the District's Service Plan. At 2:47, the Board came out of executive session. No action was taken by the Board during executive session.

President Mark Watson moved that the Board authorize the District's attorney and manager to prepare and file a 45-Day Notice pursuant to §32-1-207(3)(b) related to issuance of the proposed 2016 bonds. Upon said motion duly made, seconded and unanimously carried, the Board approved the filling of a 45-Day Notice.

Mr. Hale reviewed with the Board the District's draft financial report for the period ending April 30, 2016.

Following further discussion and review, and upon motion duly made, seconded and unanimously carried, the Board accepted the financial reports as presented.

Other Business

Mr. Wilson informed the Board that they are still waiting for the appraisal of the H2O Ranch property.

Mr. Wilson informed the Board that the District is recruiting two vacancies and interviews will be held on June 22, 2016.

Mr. Wilson informed the Board that he will be meeting with lobbyist Joanie Green regarding PFC's, development and the negative impact on the community from a socio/economic perspective.

Mr. Norris presented the Stormwater Drainage Impact Agreement with the Fountain Mutual Irrigation Company ("FMIC) as previously approved by the FMIC Board. Following further discussion and review, and upon motion duly made, seconded and unanimously carried, the Board approved the Agreement as presented.
