Situation in Kazakhstan
In Kazakhstan the package of measures, directed to improvement of quality of an educational system is implemented. So, the State program of development of education and science of the Republic of Kazakhstan for 2016-2019 is aimed at the development of preschool, secondary, professional and higher education.
Practical steps towards recognition of
results of formal and non-formal learning (I)
The law "About Education" (2007, updated in 2011, 2015, 2017)
• 2011. Amendments to the Law "About Education". Article 23: programs of additional education for satisfaction of comprehensive needs of students, pupils and experts are included in the list of educational programs.
• 2012. The adoption of the law of RK "About Amendments and Additions in the Labor Code of RK": provisions for the formation of the National Qualifications System. Concepts are legislatively fixed: National Qualifications Framework, SectoralQualifications Framework, Professional Standards, assessment of vocational training and confirmation of compliance of qualifications of specialists.

• 2012. Joint order of the Ministry of Labour and Social Protection of Population and Ministry of Education and Science of RK about approval of the 8-level National Qualifications Framework.
• 2013. Resolution of the Government of RK No. 616 "About the approval of the Plan of stage-by-stage development of National Qualifications System". Purpose: to create conditions for development of National Qualifications System.
Practical steps towards recognition of
results of formal and non-formal learning (III)
2012-2015. Implementation of the international projects "Modernization of technical and vocational education" (loan of the World Bank) and "Support of technical and vocational education in RK" with assistance of the European Union. The concept of the National Qualifications System, National Qualifications Framework, a model and the methods of development of the Sectoral Qualifications Frameworks, a model and the methodology of development of Professional Standards, Professional Standards for a number of sectors of economy, order of confirmation and assignment of qualification were developed. Several certification centers of the industry associations were created.

Nostrification of documents on education- a procedure carried out to determinethe equivalence of documents issued topersons who received education in otherstates, in international or foreigneducational institutions
Legislative Framework: 2008. Order of the Minister of Education and Science of the
Republic of Kazakhstan of January 10, 2008 No. 8 "About the approval of Rules of
recognition and nostrification of educational documents". Recognition of results of
formal learning appears in the form of state service "Recognition and nostrification
of educational documents".

At the beginning of the 2018/2019 schoolyear, 769 independent organizations oftechnical and vocational educationfunctioned in the RK, in addition, 36
independent educational institutions.

secondary and upper secondary.

Recognition of the results of non-formal

Project of the World Bank “Skills and jobs"
The goal is to improve results in the field of employment and labor skills of targetbeneficiaries and to increase the relevance of training and education programs intechnical and vocational education and higher education institutions.

Until 2019, assessment tools will be developed to recognize non-formal and informallearning, identify the stages, procedures and methodology for recognizing learning. Since2021, certification of graduates of higher educational institutions for qualificationconfirmation will be mandatory.

accordance with the ongoing socio-economic
changes in society.

provided for in this Law and contribute to further
employment.
CONCLUSIONS
WHAT IS?
• The practice of recognizing the results of formal education through the
procedure of recognition and nostrification is being implemented;
• There are no mechanisms and bodies to recognize the learning outcomes of
non-formal education;
• Approved orders amended in terms of non-formal education.
WHAT SHOULD BE DONE?
• Approval of the regulatory framework in terms of non-formal education;
• Study of world experience for the development of national rules for the
recognition of the results of non-formal education, the formation of a list of
organizations operating in the field of non-formal education;
• Formation of a separate body responsible for public information, the
procedure for recognizing learning outcomes and monitoring the
implementation of non-formal education.
