KATHERIN TABORDAEl objetivo de esta investigación es crear nuevas espacialidades urbanas, con cualidades para un hábitat digno, con oportunidades para una comunidad más incluyente, productiva e innovadora, que plantee unas nuevas formas de ocupación urbana.
La idea es explorar soluciones (su hibridación) desde diferentes aproximaciones del fenómeno de borde y para poder alcanzar el modelo de ciudad densa y compacta. Esto tiene como objetivo lograr nuevas perspectivas en como intervenir la ciudad y ofrecer posibilidades alternativas a los responsables de la gestión, planificación y desarrollo de la ciudad.
Una de las principales metas del laboratorio, es entender cómo uno de los principales cometidos del Diseño Urbano: para generar soluciones es el servicio al público como cliente.
Se pretende que a través de la hipótesis del desarrollo especulativo, nuevos escenarios urbanos surgirán y darán respuesta a las diversas necesidades de una ciudad del siglo XXI. Se solicita implícitamente que la investigación se centrará en la multiplicidad de necesidades y usos relacionados con el caso de estudio, trabajando en la solución de problemas en diferentes escalas simultáneamente.
Finalmente, es nuestro principal objetivo basar la investigación en teorías urbanas actuales, técnicas de diseño y procedimientos urbanos que se pondrán en cuestionamiento durante el proceso de diseño en una ubicación específica caracterizada por su realidad económica, la intervención política y las luchas democráticas, donde todo es interconectado.
The objective of this investigation is to create new urban spaces with qualities for a dignified habitat and new opportunities for an inclusive community, which can produce and innovate, providing an alternative form of urban occupation.
The idea is to explore possible solutions (and their hybrids) from different approximation on the border’s phenomenon and how to help it transform into the city’s model of density and compactness. This in aims of achieving new perspectives on how to intervene the city and offer alternate possibilities for those who are in charge of its management, planning and development.
One of the lab’s main goals is the understanding of one of the principles of urban design: to generate solutions and be of public service while being part of the public yourself.
It is intended that through the development speculative hypothesis new urban scenarios will surge and will respond to the diverse needs of a XXI century city. It is implicitly solicited that the research be focused on the multiplicity of needs and uses involved in the case of study, working on solving problems on different scales simultaneously.
Finally, it is our main goal to base the investigation on current urban theories, design techniques and urban procedures that will be put into questioning throughout the design process in a specific location characterized by its economic reality, political intervention and democratic struggles, where everything is interconnected.

POR QUÉ
La ciudad en su complejidad es un organismo que se forma, a partir, de un sistema de elementos estructurados y estructurantes, que a su vez se transforman en políticas dictadas por el POT y por las normativas locales, tanto de Medellín como del área metropolitana.
Dentro del diagnóstico que se realizó del lugar de estudio se pudo identificar una falencia en la interrelación de los elementos dispuestos por los anteriores planes, tales como: las directrices del POT, que en gran parte son contrarias a las políticas de desarrollo determinadas por las normativas para los índices de construcción y las densidades ocupacionales.
Es evidente entonces, como la segregación de usos y el impacto de los planes, queda reducido a una escala barrial, dando como resultado el desconocimiento y la desarticulación del territorio total.
WHY
The city in its complexity is a living organism composed by a system of structured and structuring elements, which in turn transform themselves into politics dictated by the POT (Plan for the organization of territory, Medellin) and by local
regulations, both in Medellin and in the metropolitan area.
Under the diagnostic accomplished in the case of study it was apparent that the elements set by the previously mentioned plans were lacking complete relationships amongst themselves. An example of this comes up in the POT guidelines where most of the politics for the development of the city are contrary to the politics and regulations that rule
the city’s construction indexes and occupational densities.
It becomes apparent too that the use segregation and prospected impact of urban planning becomes reduced to small-scale settlements, which in turn make up a network of disconnected and unarticulated territories with different
development strategies.

PARA QUÉ
Al encontrar como factores evidentes dentro del lugar de estudio la desarticulación del sistema estructurante del estructurado, se busca por medio de los sistemas naturales existentes (borde/rio Medellín/quebrada Santa Elena), y a través de nuevas estrategias de ocupación (Re-habitar/Rehabilitar) la integración de los mismos, para generar un ideal de ciudad más conectada y equitativa.
Es por medio entonces, del control del crecimiento espontaneo de la ciudad, la generación de más equidad social, el desarrollo urbano-integral a través de nuevas estrategias entre lo urbano y lo rural y el cambio en el uso del suelo, la forma más adecuada de combatir la desarticulación y promover nuevos espacios de oportunidad y equilibrio espacial dentro de las comunas 8, 9 y 10.
WHAT
Finding obvious factors within the study site such as the disruption of formal structuring, it becomes clear that the integration of the existing natural systems (border / Medellin river / creek St. Helena), through new strategies (Re-inhabiting / Rehabilitating) generate the possibility of achieving the ideal
city (connected and equitable).
It is then by the control of spontaneous growth in the city, by generating more social equity, and by comprehending urban development through new strategies of urban and rural occupation, that the disarticulation amongst the structuring components of the case of study can be changed and improved, promoting new areas of opportunity and spatial
equilibrium.

El resultado del análisis anterior y las conclusiones extraídas del para qué y por qué arrojan posibilidades de intervención que son asimiladas a través del cómo.
Se diseña un plan de acción que tiene como finalidad generar un paisaje de estabilización e integración a través de políticas, estrategias y proyectos puntuales. Las dos temáticas principales (políticas) son la mitigación ambiental y la diversificación de usos. De esto se des engloban estrategias particulares: conectar, re-habitar y re- habilitar. Finalmente surgen proyectos puntuales para lograr particularizar las políticas y estrategias: epicentros de servicios, corredores sostenibles, y la agricultura urbana.
HOW
The results found in the previous research involving what and why generate new intervention strategies which are carried out as the how part of the investigation.
An action plan is designed which aims to create a landscape of stabilization and integration through policies, strategies and specific projects. The two main topics (policies) are environmental mitigation and diversification of uses. Particularizing the design policies three main strategies for achieving both policies surge: connect, re-inhabit and re-habilitate. Finally specific projects arise to support the three strategies and in turn the policies: epicenters of services, sustainable corridors, and urban agriculture.

La segunda etapa de la investigación se centro en el what if (qué pasaría sí), partiendo de los conocimientos adquiridos en la etapa de reconocimiento del sitio y sus problemáticas. Inicialmente se visualiza la ciudad ideal, contemplando aspectos urbanos, sociales, económicos, recreativos, laborales y teniendo en cuenta las estadísticas para el habitante del futuro (sus problemas, facilidades e inclinaciones).
A partir de los lineamientos de la ciudad ideal se generan estrategias, políticas y proyectos, que abarcan desde lo general hasta lo particular para lograr pactar la realidad con el ideal por medio del diseño urbano y la gestión urbana.
The second stage of the research focused on what if, based on the knowledge acquired in the process of recognition of the site and its problems. Initially visualizing the ideal city, contemplating its urban, social, economic and recreational aspects, taking into account the statistics for the inhabitant of the future (their problems, facilities and inclinations).
Based on the guidelines of the ideal city strategies, policies and projects are planned to achieve it, ranging from the general to the particular in able to transform the reality into the ideal through urban design and urban management.

POLíTICAS
Se determinan dos políticas generales que engloban las temáticas analizadas y los problemas generales que crean soluciones integrales, desencadenando estrategias específicas y proyectos particulares.
La primera política, Mitigación Ambiental, se enlaza con los lineamientos metropolitanos que buscan crear un cinturon verde de protección ambiental para el control del crecimiento urbano. Además, intenta recuperar las quebradas de la zona de estudio y generar una mayor conexión entre el centro de la ciudad y el río Medellín. La recuperación del río y su nueva postura frente a la ciudad se basa en la idea de BIO 2030 que genera un corredor del río equipado de servicios, cultura y recreación.
La segunda política, Diversificación de Usos, intenta recolonizar la comuna 10 (el centro histórico de la ciudad) y generar una transición entre el borde urbano-rural (comunas 8 y 9) por medio de nuevas políticas de usos. De esta manera se pretende ampliar la diversidad de población en el centro, y mejorar las condiciones de habitabilidad en los bordes de la ciudad.
DESIGN POLICIES
Two general policies are identified that encompass the themes analyzed and the general problems that create solutions, triggering specific strategies and individual projects.
The first policy, environmental mitigation, links to the metropolitan guidelines that seek to create a green belt of environmental protection for the control of urban growth. Moreover, attempts to retrieve the streams of the study area and generate a greater connection between the city center and the Medellín River. The recovery of the river and its new stance facing the city is based on the idea of BIO 2030 generating a corridor equipped with services, culture and
recreation.
The second policy, diversification of uses, tries to recolonize the commune 10 (the historic center of the city) and create a transition between urban-rural edge (communes 8 and 9) through new use policies. This approach is intended to broaden the diversity of people at the center, and improve
living conditions at the edges of the city.

Mitigación ambiental / Environmental Mitigation
Con datos obtenidos de las entidades municipales frente al tema de la contaminación y los residuos se concluye que la comuna 10 (centro histórico) tiene los puntos más contaminados de la ciudad, en términos auditivos y de partículas en el aire.
Así mismo, es claro que los residuos de la ciudad están siendo mal aprovechados, pues sólo el 20% de las 758 toneladas de basura diara son reutilizados/reciclados. Dentro de los casos de estudio de la comuna 8 y 9 está condicion se mezcla con la falta de rutas de recolección de residuos, lo cual resulta en el incorrecto vertimiento de las basuras en los sistemas hídricos (Quebrada Santa Elena, Chorrohondo, la India, la Castro). Finalmente, es aparente que el sistema de movilidad de la ciudad está desequilibrado, pues del 100% de los vehículos sólo 45% pertenecen al sistema de transporte público (el cual es responsable de movilizar a más del 70% de los habitantes de la ciudad), lo cual demuestra que gran parte de la contaminación ambiental del valle proviene de los carros particulares de un pequeño porcentaje de la población.
Todas estas condiciones a solucionar hacen que la problemática ambiental sea una prioridad que actualmente desencadena múltiples conflictos, y al abarcarla como una de las políticas de diseño se convierte en el lineamiento primordial de la ciudad ideal a futuro.
With data from municipal entities which address the issue of pollution and waste it was concluded that commune 10 (historic center) is the most polluted part of the city in terms of hearing and airborne particles.
It is also clear that the city waste are being badly utilized, since only 20% of the 758 daily tons of garbage are reused / recycled. Among the case studies of the communes 8 and 9 this condition is mixed with the lack of waste collection routes, resulting in the incorrect dumping of wastes into waterways (Quebrada Santa Elena, Chorrohondo, India, the Castro). Finally, it is apparent that the mobility system of the city is unbalanced, because of the total amount of vehicles in the city only 45% belong to the public transportation system (which is responsible for mobilizing more than 70% of the inhabitants of the city) , which demonstrates that much of the environmental pollution comes from private cars owned by a small percentage of the population.
All these environmental conditions currently trigger multiple conflicts which makes environmental mitigation a priority, and to make it a design policy it becomes the primary guideline for the ideal future city.

Diversificación de usos / Use Diversification
Con la diversificación de usos se pretende lograr la recolonización del centro de la ciudad y la transición del borde urbano rural. La idea es que a través de la rediversificación de usos en el caso de estudio se logren generar nuevas tendencias en el centro de la ciudad, destinadas a nuevos usuarios. A la vez se quiere desaturar la alta densidad de servicios que tiene el centro, logrando que sea un sitio menos contaminado y más habitable, en ansias de que vuelva a convertirse en un lugar donde la gente quiera vivir, trabajar y recrearse, eliminando el componente actual donde es explotado durante el día y abandonado en la noche, tornándolo en una zona deprimida de la ciudad.
A través de la combinación de nuevos usos, teniendo en cuenta sus horarios de operación y los usuarios a los que estan destinados se pretenden generar núcleos urbanos y corredores con lineas culturales/educativas/deportivas. Esto a través de la reconexión de los sistemas estructurantes del sitio de estudio, creando nuevas redes de relaciones entre la ciudad y sus habitantes.
La base teórica de la diversificación de usos como una política de diseño de suma importancia surge de Jane Jacobs y sus lineamientos sobre la vitalidad de los distritos dentro de una ciudad y cómo esta depende directamente de sus usos, horarios y usuarios.
The intention of the use diversificationis to achieve the recolonization of the city’s center and to create a transition from the rural urban edge. The idea is that through rediversification of uses in the case study new trends are generated in the city’s center, aimed at new users. This in aims of the desaturation of the city’s center current high density of services, making it a less polluted and more active place with varied activity for all. Hopefully making it a place where people want to live, work and play, eliminating the current reality where it is exploited during the day and abandoned at night, turning it into a depressed area of the city.
Through the combination of new uses, considering its hours of operation and the users that are being sought, new urban centers and corridors with cultural / educational / sports can be created in the case of study. This through the reconnection of the structuring systems of the case of study , creating new networks of relationships between the city and its inhabitants.
The theoretical basis of the diversification of uses as a design policy of utmost importance arises from Jane Jacobs’ guidelines on the vitality of the districts within a city and how this depends directly on its uses, times and users.

Los usos del caso de estudio se encuentran completamente fragmentados, saturando el suelo del centro histórico de la ciudad con servicios que deben dotar a la ciudad entera. Las comunas 8 y 9 dependen del centro en su totalidad, pues su uso predominante es la residencia.
Para diversificar los usos del caso de estudio se diseña una matriz con los usos deseados, su relación con el territorio a distintas escalas, los usuarios a los cuales se destinan los usos y los horarios en los que funcionan. Estas matrices serán de alta utilidad a la hora de diseñar proyectos específicos, pues garantizan mayor precisión a la hora de generar distritos vitales con ofertas particulares, en ansias de revitalizar la zona de estudio y garantizar su funcionamiento en varias escalas/horarios.

ESTRATEGIAS
Por medio de tres estrategias de intervención se quiere aproximar a la conexión y estabilización del territorio y apoyan las dos políticas principales: mitigación ambiental y diversificación de usos. La primera de ellas, conectar, hace alusión al la necesidad de utilizar los sistemas naturales como estructurantes para reconectar el tejido urbano-suburbano existente. La segunda de ellas,re-habitar, busca explotar las posibilidades espaciales existentes en los vacíos urbanos para repotencializar la zona de estudio y diversificar sus usos, reintegrándola a la ciudad. Finalmente, re-habilitar busca reasentar y generar nuevas posibilidades de producción para los habitantes de la ladera en zonas de alto riesgo.
STRATEGIES
The case of study is approximated through three strategies that seek its re-connection and stabilization, and support the main policies: environmental mitigation and diversification of uses. The first of these, connectivity, aims at the pre-existing natural systems and seeks to turn them into structural components that reconnect the urban-suburban territory. The second strategy, re-inhabiting, wants to explore the spatial possibilities of existing urban voids and find their potential as detonators of new uses and diversity, reintegrating them to the city. Finally, re-habilitating wants to resettle the population living on hazardous soil and wants to provide new sustainable production possibilities for them.

Ecosistemas UrbanosUn ecosistema urbano es un lugar que contiene una comunidad de seres vivos, un medio físico expuesto a transformaciones originadas en la actividad interna, y que funciona a través de intercambios de materia, energía e información, la cual tiene que estar conectada por medio de ciertos elementos, en este caso, sistemas naturales los cuales permitan generar una correcta conexión entre las actividades del lugar.
Para generar el ciclo que permita el correcto funcionamiento del ecosistema urbano, necesitamos tener unas conexiones y vías de acceso entre las diferentes zonas de estudio, las cuales identificamos y propusimos como ejes de conexión entre los cerros Pan de Azúcar y La Asomadera, y que a su vez integran las demás propuestas del grupo.
En este proceso de estudio del lugar, también encontramos dos conexiones de tipo artificial, la Calle 33 entre el rio y el centro comercial San Diego y la Carrera 37 entre la quebrada Santa Elena y el cerro El Salvador, las cuales son importantes para completar todo el sistema de ejes conectores y que terminan articulando y dando más fuerza a la propuesta general.
ProblemáticaEn la actualidad nuestra ciudad está sufriendo muchos cambios debido a la acción del hombre; cambios que de alguna manera u otra desequilibran la normalidad de la misma, y por supuesto de nuestro entorno.
Al realizar este trabajo se quiere dar a conocer más sobre los ecosistemas de la ciudad, los factores que los componen, las relaciones que existen entre los individuos que la habitan, las causas y consecuencias, entre otros aspectos que podrían ayudarnos a mejorar nuestro ambiente, en este caso el de las comunas 8, 9 y 10.

ConnectIs the determination of what

Merge-connect or establish contact between two parts of a system that is broken up, in our case are the policies and strategies established city.
Urban EcosystemsAn urban ecosystem is a place that has a community of living beings, half exposed to physical transformations arising in domestic activity, and it works through exchanges of matter, energy and information, which must be connected by certain elements, in this case natural systems which allow to generate a correct connection between the activities of the site.
To generate the cycle to allow the proper functioning of the urban ecosystem, we need to have some connections and pathways between different areas of study, which were identified and proposed as main connection between the hills of Pan de Azúcar and Asomadera, and that serve as mergers between the three group ideas.
In this process of site survey, we also found two artificial type connections, Calle 33 between the river and the San Diego mall and Carrera 37 between the Santa Elena and Cerro El Salvador, which are important to complete the connection between all systems articulating and giving more strength to the overall proposal.
ProblematicAt present our city is suffering many changes due to the action of the man; changes that somehow or other unbalance the normality of the same one, and certainly our environment.
On having realized this work aims to discover more about the city ecosystems, their component factors, the relationship between individuals who live, causes and consequences, among other things that could help improve our environment, in this case the Comunas 8, 9 and 10.

Convenciones / Conventions A través de los estudios realizados en las comunas 8, 9 y 10, se encontraron unos lugares específicas como posibles zonas de intervención, dado a que reunía ciertas características tanto naturales como artificiales las cuales las hacían propicias para servir como conexiones entre las 3 comunas y se complementaban con las demás propuestas de estudio, formando una conexión entre todas estas.

A partir del proyecto de ciudad creado por la alcaldía y el área metropolitana llamado “el cinturón verde”, se empiezan a mirar opciones de enlazar los cerros y crear enlaces entre ellos para crear corredores naturales que permitan generar la interacción necesaria para las especies que allí habitan y garantizando su continuidad en el tiempo, y poder tener unas bases para la estabilización de la zona.
The metropolitan area has a project called “green belt”, which tries to preserve the city’s borders and control urban growth. In able to create an urban ecosystem it is necessary to link the hills and create natural corridors that will generate the necessary interaction for species that live there and guaranteeing their continuity, thus generating the case of study’s stabilization.

Con base en la propuesta del área metropolitana del cinturón verde, quisimos aplicar esta idea a la zona propuesta, ya que contábamos con 3 de los 7 cerros tutelares y podíamos proponer un sistema de integración a una escala menor para ver sus posibilidades y dificultades y una vez resueltas estas, llevarlo a escala mayor y convertirse en un sistema de integración de ciudad.
Reinterpreting the idea of the metropolitan green belt, and considering that 3 of the 7 city’s mountains are part of the case of study, an integrating system is proposed on a smaller scale to see its possibilities and difficulties, in aims of turning it into the city’s main integrating system.
Estructurantes artificialesEn el proceso de investigación, surgen dos conexiones artificiales muy importantes, las cuales terminarían de completar la propuesta y sirven de conexión entre el cerro La Asomadera y la parte baja de la quebrada Santa Elena y el Rio Medellín.
Las dos conexiones escogidas son la Avenida 33 y la Carrera 37, ambas con características particulares útiles para una posible intervención.
Artificial systemsIn the research process, two very important artificial connections come up, which complete the proposal and provide a connection between the Cerro La Asomadera and the bottom of the Santa Elena Creek and the Medellin River.
The two chosen artificial connections are Avenida 33 and Carrera 37, both with special characteristics useful for possible interventions.
Estructurantes naturalesPartiendo de los 4 estructurantes naturales del sector, Cerro Pan de Azúcar, Cerro La Asomadera, Rio Medellín y Quebrada Santa Elena, se comenzó a crear un tejido en el cual conectara toda la zona en sentido oriente-occidente y norte-sur.
Por medio del análisis del lugar se encontraron 3 quebradas las cuales servirían como enlaces entre los cerros, articulados siempre por medio de la quebrada Santa Elena, las cuales poseían ciertas características que las hacían únicas y propicias para una intervención, ya que se buscaba devolverle la vida a estas y que la comunidad volviera a ver las quebradas como sitios de encuentro y esparcimiento y no como un botadero de escombros.
Estas tres quebradas aún permanecen destapadas en la mayor parte de sus tramos o en algunos casos en todo el tramo hasta la desembocadura en la quebrada Santa Elena. Las tres quebradas escogidas fueron: Quebrada La India, Quebrada La Castro y Quebrada Santa Elena.
Natural systemsBased on the four natural structures, Cerro Pan de Azúcar, Cerro La Asomadera, Medellin River and Santa Elena creek, a tissue was created which connects the whole area in east-west and north-south direction.
After analyzing the case of study 3 streams were found which serve as links between the hills, always articulated through the Santa Elena creek, which have certain characteristics that made them unique and conducive for an intervention, which seeks to restore life to the water systems and the community. It is important to make the streams meeting places and turn them into spots for recreation and not as a rubbish dump.
These three streams are still uncovered for the most part or in some cases all the way to the mouth of the Santa Elena creek. The three streams chosen for the intervention in aims of becoming connecting threads are: La India Creek, La Castro Creek and Santa Elena Creek.

Re-HabitarEs una modificación en el cómosignifica el predominio del interior sobre el exterior, a partir de una pequeña intervención.

Representa, sobre todo, la voluntad de volver a utilizar, de dar un nuevo uso; la novedad radica en la forma de usarlo.1
Vacíos materiales e inmaterialesLa ocupación es relativa pues se refiere tanto a lo físico como a la apropiación y la generación de relaciones
En esta investigación el vacío material se refiere a edificaciones que en estuvieron ocupadas, pero que actualmente son espacios sub-utilizados en el centro de la ciudad, ya sea por su des-ocupación completa o por una ocupación parcial, mas no total.
Los vacíos inmateriales, por el contrario se refieren a lotes desocupados/patios interiores/espacios residuales ubicados dentro del centro de Medellín, que tienen el potencial de ser detonadores de nuevos usos y relaciones interconectadas con el resto de la ciudad.

Re-InhabitingThe term re-inhabiting refers to a variation in the how instead of the what. It is linked with the sudden predominance of the interior vs. the exterior by means of a small intervention.
In urban terms it means to alter radically a space by giving it a new use.
It represents, above all, the willingness to be vital again and generate new relationships within the city. Innovation strikes when its use is correctly transformed.
Material and immaterial voidsOccupation is relative because it involves both the physical and the relational (human appropriation and urban tensions)
In this research the material void refers to buildings and architectural structures which were once occupied and represented urban vitality but that have recently become sub utilized within the city’s center, turning into empty or partially unoccupied spaces, generating urban fractures and becoming windows of opportunities for recycling.
On the other hand, immaterial voids refer to empty non-built spaces (patios, one story parking lots, deserted patches of land) in the city’s center, which have the capacity of turning into virtually any use thanks to their privileged location.

Los vacíos tanto materiales como inmateriales, están ubicados en su mayoría dentro del corazón de la ciudad, es decir, el centro de Medellín.
Dentro del polígono de acción, estos vacíos representan los lugares de desarrollo proyectual, y al ser entrelazados con el espacio público, se evidencia la carencia del mismo en esta zona determinada.
Por tanto, la idea es generar dentro de este polígono delimitado, lugares que sirvan como espacio público dentro del centro, y le cedan a la ciudad esa carencia de los mismos, a través de las propuestas de diseño. Es así como, al traer ese espacio público que es tan reconocible en la ladera y los cerros que rodean el centro, este mismo entre a configurar los espacios en una dinámica donde los vacíos y el espacio público convivan de forma exitosa y beneficiosa para la ciudad de Medellín.
Material and immaterial voids are located within the study case mainly in the city’s heart.
Within the territory being studied, these voids represent the places where re-inhabiting can take place, and when contrasted with the existing public space the void’s existence is highly abundant whilst the latter one is quite scarce.
Therefore, the idea is to generate places within this particular polygon that help support the public space network of the city, and heightens its area within the city’s center. Since the public space becomes more abundant as the topography gets more inclined, fragmenting the urban-suburban landscape, the idea is that the injection of public space in the center of the city helps stabilize the current fragmented situation.

Cuando se habla de equipamientos, dentro del centro de Medellín, los centros médicos, iglesias representativas, instituciones educativas y centro de idiomas, son los principales integrantes de esta categoría.
Al ser estos traslapados con los vacíos de oportunidades dentro del polígono de acción, es evidente como se van configurando zonas de oportunidad con características específicas, y al mismo tiempo se ve la zona de la Av. Oriental hacia el oriente como un lugar de mayor concentración de dinámicas entre vacíos equipamientos/espacio público y la zona de la av. Oriental hacia el occidente como lugar de reciclaje de edificios, propuesta de cómo habitarlos y carencia de espacio público.
La idea es entonces, generar redes donde cada ítem como los equipamientos, los vacíos y el espacio público se retroalimenten formando dinámicas exitosas dentro de la ciudad..
When analyzing the most influential buildings in the center of Medellin medical centers, churches, schools and language institutions come up as the most important.
When contrasted with the voids in the case of study it becomes apparent that opportunity zones surge with special characteristics, configuring new possibilities of occupation and diversification. It also becomes apparent that the Av. Oriental (which fragments the city’s center into east and west) also sends a trend in the categorization of opportunities, where the west has most potential in immaterial voids and the east in material ones. This opens ideas whereas to how to inhabit such voids and how to link them to the current public space network.

Las instituciones y centros educativos, son los principales equipamientos que se identifican en el centro de Medellín (comuna 10), formando entre ellos mismos una red de edificios que están desconectados entre sí, aunque paradójicamente se concentran en áreas caminables y de conexión dentro del polígono de acción.
La idea al compararlo con los vacíos es rescatar ese potencial de crear una red educativa donde algunos de los lotes de oportunidad respondan a esta misión, generando así, un gran núcleo del conocimiento y del desarrollo institucional y del centro.
Schools and educational institutions are the main nodes of vitality of the center of Medellin; in our case they clearly structure the polygon of action and intertwine within the circles of approximation that represent condensation and varieties of voids.
The idea of comparing educational institutions and voids concluded zones of possibilities and the opportunity of creating an open network of public spaces and education, which can have multi scalar impacts and relationships.

Se realiza un extensivo inventario de los vacíos materiales e inmateriales en las comunas 8, 9 y 10. La idea es recopilar los datos que categoricen numérica y descriptivamente el estado, localización y detalles de los vacíos con potencial de intervención.
La principal motivación al hacerlo es tener claro los espacios y posibilidades, abriendo un abanico de ideas a posibles usos futuros luego de ver la interacción de estos con la zona y el espacio público
An inventory is made where the voids in the case of study are catalogued. The idea was to collect as many data for the categorization and description about the state, location and details regarding every empty space (both material and immaterial) with the potential of being intervened later.
The main reasoning behind the inventory is to have a clear view of the available spaces with their possibilities and limitations, which in turn creates a broader vision of their potential uses by having in mind their current interaction with the zone and the public space.

BordesEs así, como los bordes urbanos se proponen entonces como el espacio en donde es posible superponer las condiciones deseadas (futuras) a las condiciones actuales de un territorio. Como el espacio a partir del cual definir los múltiples estados de centralidad, que se estudia desde la dinámica de los bordes que constantemente se relocalizan para incluir o excluir nuevos territorios. Esto implica revisar nociones de centralidad en relación a las periferias y su constante proceso de transformación en las ciudades.1
PoroEste término se refiere aVacíos Materiales: Son edificaciones que en algún punto fueron ocupadas, y actualmente son espacios sub-utilizados en el centro de la ciudad, ya sea por su des-ocupación completa o por una ocupación parcial, mas no total.
Vacíos Inmateriales: Son lotes desocupados/patios interiores/espacios residuales ubicados dentro del centro de Medellín, que no tienen un uso específico aprovechable para el beneficio de la ciudad y por tanto de los ciudadanos.
Áreas de oportunidad para la diversidad de usos: Son aquellas construcciones que ya cumplen con una vocación y que esta funciona, sin embargo lo que aporta para el dinamismo del distrito que se piensa crear, es insignificante.

La tasa de desempleo en la comuna 8 en la población juvenil es una de la más elevadas de la Ciudad y comparada con las comunas 9 y 10 se encuentra en un punto intermedio preocupante; afectando la evolución y oportunidades del lugar, generando funciones degradadas con bajos e inestables niveles de ingreso, subempleo, informalidad y desempleo abierto, carencia de capacidad de ahorro, bajo nivel educativo.

Aprovechando la cercanía de viviendas
a las quebradas que se encuentran destapadas a la altura de la Comuna 8, en este caso, La Arenera, y teniendo en
cuenta las características poblacionales de los habitantes que allí residen, se propone la creación de huertas agrícolas y cría de animales. Además esta acción, conecta
con la red ecológica planteada en la quebrada La India.
Housing for agricultural activities

producción artesanal.

La centralidad establecida según el POT, se pretende potenciar con las
instituciones existentes como un centro de distribución de los productos y
servicios generados con las diferentes actividades.

Al igual que el Nodo 1, este no cuenta con
infraestructura adecuada para el desarrollo de actividades, existen viviendas en zonas de riesgo
severo sobre la base del cerro Pan de Azúcar en condiciones de precariedad y hacinamiento, la cobertura de uno o más servicios públicos básicos es precaria. Sin embargo, el sector cuenta con la presencia de equipamientos
educativos. A futuro se tiene previstos proyectos como: El Cinturón Verde Metropolitano y el
Metrocable del Trece de Noviembre.
Existing Conditions

Las viviendas en zonas de riesgo severo que
se encuentran sobre la base del cerro Pan de Azúcar serán reasentadas en los lotes
dispuestos por los vacíos urbanos y el lote oportuno en la centralidad, liberando carga sobre el terreno y permitiendo la creación
de espacio público. Mediante esta acción se recuperará el cerro a nivel ambiental
y paisajístico

CORREDORES SOSTENIBLES MULTI USOS / MULTIPURPOSE SUSTAINABLE CORRIDORS
Los corredores sostenibles multiusos nacen como respuesta a la necesidad de conectar el territorio fragmentado y al deseo de diluir los puntos de altas cantidades de servicios de manera que no estén concentrados en un sólo nodo sino que se alarguen por corredores que permitan mayor flujo, permitiendo mayores densidades en el sector.
La idea de hacer corredores conectores también surge para como estrategia de mitigación ambiental, pues dichos corredores estarán equipados no sólo con servicios para toda la comunidad sino con dispositivos de reducción de impacto ambiental.
Promover la diversificación de usos y beneficiar a aquellos que de manera autónoma instalen dispositivos ambientales y hagan parte de los corredores ayuda a expandir el impacto requerido para que sean transformaciones a gran escala.
Multipurpose sustainable runners respond to the need of connecting the fragmented territory and the desire of diluting high quantities of services in particular points in the territory, so that these are not highly concentrated in one node but run along a corridor by allowing greater flow, and enabling higher densities in the zone without becoming oversaturated.
The idea of linkage corridors also emerged as a strategy for environmental mitigation, as these corridors will be equipped not only with services for the whole community but with devices to reduce environmental impact.
Promoting the diversification of uses and benefiting those who install environmental devices with their own resources along the corridor help expand the impact required so the corridors can provide large-scale transformations.

EPICENTRO DE SERVICIOS /SERVICE EPICENTERS
Los epicentros de servicios, son radios de 400 metros en los cuales, a partir, de una reorganización de los usos del suelo y las características del espacio que lo circundan, se convierten en pequeños centros donde a escala macro o escala intermedia-micro, se obtienen diferentes servicios y usos del lugar, convirtiéndose en pequeñas zonas dentro de la ciudad de Medellín donde la actividad constante y el transporte publico se fusionan, creando paisajes de estabilización.
The service epicenters represent 400 meters radius in which, by reorganizing land use and its surrounding space characteristics, become small or medium scale centers within the city of Medellin where constant activity and public transportation are merged, creating a stabilizing landscape.

Red de agricultura urbanaUrban agriculture network
La red de agricultura urbana surge como solución a tres temas principales: la autosostenibilidad de la ciudad, la recuperación del borde (en ansias de controlar la construcción creciente de la ladera) y la diversificación de usos en sectores deprimidos, ofreciendo mayores oportunidades a sus habitantes.
Por medio de la generación de granjas urbanas se pretende dar trabajo a personas de bajos recursos (afectadas por el desplazamiento violento) y también unificar el borde y el centro de la ciudad en una campaña de mejoramiento ambiental. La ciudad soñada es aquella que logre generar una red de terrazas sostenibles y que se ligue con la ladera generando un paisaje integrador y estabilizador.
The urban agriculture network emerges as a solution to three major themes: the self-sustainability of the city, the recovery of the urban border (in aims of controlling urban growth) and the diversification of uses in depressed areas, providing greater opportunities for its inhabitants.
Through the generation of urban farms intended to employ low-income people (affected by violent displacement) and also unify the border and the center of the city in a campaign of environmental improvement. The dream city is that which produces a network of sustainable terraces linked with the mountain’s border generating a stabilizing and integrating landscape.

CATEGORIZACÓN del territorio a partir de los vacíos urbanos para gestionar la renovación/CATEGORIZATION of the territory based on urban voids in able to manage the renovation
Para lograr un proyecto unificado que logre cohesionar los ideales generales expuestos a lo largo de la investigación se decide partir de la base de los vacíos urbanos y su capacidad de transformación para gestionar la renovación.
Los vacíos urbanos se catalogan en el territorio de estudio en las categorías de inmaterial (superficies de parqueo, vacíos interiores, red de espacio público, áreas de alto riesgo liberadas) y material (edificios subutilizados, parqueaderos en altura, azoteas).
Estos vacíos se subcategorizan a la vez por sus tamaños (0-100m2,100-500m2, 500-1000m2 y 1000m2 en adelante) y éstos a su vez se subcategorizan dependiendo de su localización en el territorio (ladera, centro, río). De todas estas categorizaciones se generan tácticas de gestión que se aplican a cada una de las particularidades que acojan a los vacíos estudiados, permitiendo al lector de la guía de gestión saber qué tipo de uso/altura/beneficios/cargas tiene cada vacío y cómo la combinación de éstos a través del territorio genera un cambio urbano a gran escala.
Los vacíos urbanos permiten generar una renovación completa del territorio sin homogenizarlo por zonas con características similares. Al ser lotes específicos combinados de manera heteréogenea por todo el territorio, su transformación no elimina la hetereogeneidad del lugar, diversifica su densidad y sus usos y genera un nuevo paisaje urbano que en últimas logra la estabilización e integración.
In able to create a unified project that achieves the cohesion between all the ideals exposed throughout the investigation it was decided that the urban voids were the base that could be used for managing the transformation due to their grand capacity of change.
Urban voids are then thoroughly catalogued in the case of study’s territory and are subdivided by immaterial voids ( first level parking lots, inner courtyards, public space, liberated areas from high risk settlements) and material voids (underutilized buildings, parking buildings and terraces).
These are then subcategorized by their size (0-100m2, 100-500m2, 500-1000m2 y 1000m2 - and more), which in turn are categorized by their location in the case of study (mountain’s slope, center, river). Of all these categories surge management tactics which are applied to each of the particularities that make up a specific urban void, letting the reader of the management guide know what kind of use/height/density/benefits/loads can each void have and how the combination of these tactics across a territory with void typologies scattered across it generate a grand scale urban transformation.
Urban voids permit the complete renovation of the territory without homogenizing it by transforming certain zones by making their characteristics similar. By managing change from specific lots and their heterogeneous combinations across the case of study, the resulting transformation respects the territory’s vitality, diversifies its density and uses and generates a new urban landscape that reaches stabilization and integration.

La zona de restricción vehicular surge como estrategia de mitigación ambiental y como táctica de gestión para lograr una mejor calidad de vida en el centro de la ciudad, en ansias de motivar la recolonización, atrayendo nuevos habitantes y aprovechando las altas densidades que puede llegar a tener la zona con mayores oportunidades y servicios de la ciudad.
The area for vehicular restriction comes as a strategy for environmental mitigation and as a management tactic for increasing the quality of life in the center of the city. This in aims of motivating the center’s renovation, making it attractive for new inhabitants and taking advantage of the center’s capacity for high densities and encouraging living in the zone with most opportunities and services in the city.

Si construye edificio en altura y si se hace con un uso de vivienda mínimo de 70% se le dará permiso de hacer 15% mas de la altu-ra permitida en la zona.
La construcción que se haga debe incorporar el sistema natural en primer nivel.
Si el lote está a un radio de 400m de una estación de sistema de trans- por-te integrado se podrá construir sin necesidad de hacer parqueaderos.
Si está en una de las zo-nas caracterizadas por alta contaminación y contribu-ye a mitigar este impacto a través de dispositivos ambientales se le subsidia 20% de la instalación.
Si el lote está en el límite de la zona de exclusión puede destinar su uso a parqueadero en altura o ceder el primer piso a enti-dades como ENCICLA.

Si el vacio es cercano a un equipamien-to, debe destinarse para la extensión de esta función. Quienes contribuyan a esta acción, se verán beneficiados el incremento del indice de construcción en una zona determinada de la ciudad.
En radios de proximidad de 400 mts que sean cercanos a sistemas de transporte masivo, el vacio liberado tendra como uso la instalación de puntos de venta itinerante.
Si el área del vacio supera los 300 mts y está cerca el sistema de transporte, este deberá ceder el área para espacio públi-co y el 50% de esta área, será compen-sada en alguno de los vacios materiales o inmateriales de las comunas 9 y 10.
Si el vacio tiene menos de 50 metros cuadrados de cercanía a sistemas naturales, deberá conservar su retiro, si la distancia es mayor, esta área se destinará a la instauración de huertas colectivas y parques zonales

Si el vacio se encuentra en una zona muy contaminada, este deberá destinarse como huerta ecológica. El benefició será el patrocinio del 50% de materia prima y capacitación técnica.
En los polígonos destinados a proyectos planteados por el municipio, el vacio debe tener un uso complementa-rio a esta función. Quienes contribuyan en esta gestión, se verán beneficiados con reducción en sus impuestos
Si PYMES, huerta, local, entre otros usos existente en el vacio, tiene entre sus emplea-dos personas oriundas de la propia comuna (desplazados, desempleados, madres solte-ras), tendrá reducción en sus impuestos.
Si el vacio tiene cerca más de 150 viv/hta, deberá destinar su uso a fines edu-cativos, de salud o cultural, teniendo como beneficio la reducción del 80% de obli-gaciones urbanisticas en otro proyecto de la ciudad.
Si la huerta urbana garantiza un horario de funcionamiento superir a 16 horas diarias, se le des-cuenta el 30% de servicios públicos al mes.
Los vacios liberados que estén en la zona del perímetro urbano, serán destinados como espacio público, de acuerdo con los parámetros plantea-dos por el Cinturón Verde Metropolitano.
Los derechos de construc-ción de los lotes liberados, serán trasnferidos a los nuevos edificios para las viviendas reasentadas. Se financiarán median-te: mezcla de comercio y vivienda de diferentes estratos.
Las viviendas en zona de riesgo serán reasentadas en los lotes de los vacíos residuales, parqueaderos en altura, parqueaderos en nivel 0.0 cercanos a la comuna 8 y en el corredor de la calle 36.

Las azoteas se catalogan en dos tipologías porque tienen distintas tácticas de gestión. Las azoteas tipo A, por su condición de edificio en altura, se encuentran principalmente en el centro de la ciudad, y por consiguiente pueden convertirse en cualquier uso y son además receptoras de áreas para construir en altura.
Por el contrario las azoteas tipo B pertenecen a viviendas que crecen en altura de manera espontánea y pueden ser utilizadas para cambiar el paisaje de la ladera a uno de sostenibilidad y producción de alimentos a través de usos agrícolas, estas por el ideal de ciudad que se plantea no deben ser receptoras de áreas y se les considera generadoras.
The terraces are categorized into two types because they have different management tactics. Type A terraces, due to their condition of tall building rooftops, are mainly found in the center of the city, and therefore can be recycled into any use and are also receptors for height growth.
On the other hand, Type B terraces belong to homes that grow spontaneously in height and can be used to change the landscape of the mountainside to one of sustainability and food production through agricultural uses. The proposed ideal city should not encourage high densities on the mountain’s slope so these are considered generators.

La decisión de proponer la gestión del suelo del proyecto a través de tipologías y no zonas con características similares surge como respuesta al análisis del lugar donde se encuentra que el caso de estudio corresponde a un territorio heterogéneo con una alta complejidad de combinaciones de usos y espacios.
Se garantiza que la ciudad ideal se puede lograr a partir de la modificación puntual de vacíos urbanos, los cuales después de ser categorizados se pueden repotenciar a usos específicos. Al estar distribuidos en el territorio de manera aleatoria, las condiciones nuevas que recibe cada vacío generan una red de situaciones heterogéneas que ayudan a lograr nuevas densidades, usos, conexiones y usuarios sin perder la vitalidad del centro.
The decision to propose land management through void typologies and avoid planning large areas with similar characteristics comes as a response to the analysis of the case study that showed highly complex heterogeneous combinations of uses and spaces.
It can be ensured that the ideal city can be achieved through the specific modification of urban voids, which after being categorized can repower specific uses. By being distributed randomly across the territory, the new conditions which every void receives generate a network of heterogeneous situations that achieve new densities, uses, connections and users without losing the center’s vitality.

Para controlar el crecimiento del territorio y dirigir las alturas máximas y mínimas se dividen las categorías de vacíos en emisoras y receptoras, de manera que puedan equilibrar las cargas entre la ladera y el río que renuncian a grandes alturas y el centro que se densifica.
To control the territory’s growth and direct the maximum and minimum heights of the case of study the voids’ categories are divided into issuing and receiving (depending on their previously studied properties), so they can balance the loads between the hillside and the river that reduce in height and the center that grows in density and offers better qualities of life and opportunities to the citizens of Medellin.

Se continúa diversificando el sector y expandiendo la red de usos heterogénea pero recuperando el borde y dándole un uso productivo.
El río se potencia a ser un corredor público de equipamientos, servicios y recreación con altura limitada por las tipologías de vacío y los derechos que estos pueden recibir.
El centro es el mayor receptor de derechos y provee una red secundaria de espacio público en altura, así como nuevos usos, mayores índices de vivienda y espacios para la sostenibilidad ambiental a través del reciclaje de edificios y la repotenciación de las distintas tipologías de vacíos y sus oportunidades.
The continuity of diversification and expansion of the current heterogeneous network is achieved through the recovery of the border and recycling of urban voids in the center.
The river is turned into a public corridor for institutions, services and recreation with limited height and void typologies with specific area reception rights.

Dentro del proyecto o plan general se eligen siete epicentro como ejemplos de materialización de la propuesta. De estos se seleccionan tres para detallarlos, y estos epicentros presentan características muy diversas entre sí: tipologías de vacíos, usuarios, dinámicas urbanas y sociales.
Cada epicentro representa un área de 12.5 ha, con un radio caminable de 400m a la redonda, lo que representa 5-10minutos de recorrido para un peatón dependiendo de la pendiente. Debe cumplir por lo menos tres de estas condiciones para ser epicentro: Tener transporte público masivo a menos de 400m, usos que funcionan por más de 16 horas, tiener una combinación de 2 o más tipologías de vacíos (afuera del área de exclusión vehicular) y 3 o más tipologías de vacíos (dentro del área de exclusión vehicular.)Los epicentros elegidos se seleccionaron a partir de
características particulares y condicionantes que pueden servir de referente para replicarlos a través de la ciudad con contextos similares. En vista de que el territorio de estudio es tan heteréogeneo es de gran utilidad materializar distintas condiciones y así poder visualizar cómo distintas partes de la ciudad se pueden asemejar a estas y su transformación se podría basar en el proyecto presentado.
Los epicentros se enmarcan en un antes y en un después. El antes específica el tipo de vacío encontrado y la oportunidad que este presenta; por otro lado, el después muestra cómo ese vacío-oportunidad se transforma con la propuesta urbana.
Condiciones del epicentro/ Epicenter conditions
Within the general proposal seven epicenters are selected as examples of the project’s range and materialization. Of the selected epicenters, three have been detailed in depth; they have each very different characteristics (void typologies, users, urban dynamics, social dynamics) and try to show the project’s aim at renewing a heterogeneous territory without losing its particular identities.
Each epicenter represents an area of 12.5 ha, with a walking radius of 400m, which in turn becomes 5-10minutes of pedestrian travel depending on the slope. In able to be considered an epicenter it must consist of three or more of the following conditions: have public transportation available at 400m or less, posess uses that make it vital for more than 16 hours per day and have a combination of 2 or more void typologies (outside thecar restricted zone) and 3 or more void typologies (inside the
car restricted zone).
The epicenters chosen were selected due to particular characteristics and conditions that may serve as a replication model within the city where similar contexts can be found. Since the case of study is so heterogeneous, materializing different conditions is useful in able to visualize how different parts of the city can be similar to these and how they could benefit by similar transformations based on this proposal.
The epicenters are the materialization of the case of study’s before and after. The before depicts specific urban void typologies found and the opportunity they present in area and use, on the other hand, the after shows how the voids were renewed and incorporated into the urban transformation.

EPICENTRO RíO/RIVER EPICENTER
El Epicentro del Río se basa en la propuesta de BIO 2030 que busca generar un corredor de servicios y espacio público a lo largo del mayor estructurante de la ciudad: el río Medellín.
Con la transformación del rio se pretende eliminar la visión que tenemos de usarlo como vía de tráfico pesado y de tenerlo como drenaje de desperdicios.
Los vacíos encontrados en el Epicentro del Río son principalmente zonas residuales (resultantes de las grandes vías construidas), patios públicos y parqueaderos en primer nivel.
La transformación del río busca transformar dichos vacíos para generar un corredor urbano con equipamientos culturales, dispositivos ambientales para mitigar la actual contaminación del lugar, vivienda mixta y comercio.
The River Epicenter is based on the BIO 2030 proposal that seeks to create a service and public space corridor throughout the greatest structuring system of the city: the Medellin River.
The transformation of the river aims at the elimination of the idea that we’ve had through time that the river is to be used as a heavy traffic highway and drainage for waste.
Voids found in the river epicenter are mainly residual areas (resulting from large roads built), public courtyards and first level parking lots.
The river transformation seeks to transform the urban voids to generate an urban corridor with cultural facilities, environmental devices to mitigate the site’s current contamination, mixed housing and commerce.

Con la transformación del centro de Medellín se quiere repotenciar su diversidad de usos y usuarios, atraer personas a vivir en la zona con mayor oportunidades y servicios de la ciudad, recuperar espacios olvidados y edificios históricos abandonados sin demolerlos y mejorar la calidad de vida del sector a través de nuevos usos y mitigación ambiental.
El Epicentro Berrio está dentro del área de reducción vehicular, convirtiéndolo en un sitio de buenas condiciones para vivir, trabajar y disfrutar. Su calidad histórica y grandes conexiones de transporte lo clasifican como el corazón de la ciudad y por consiguiente debería atraer mayores densidades de personas y
ser un punto de llegada para los habitantes de la ciudad.
Los vacíos encontrados son en su mayoría edificios subutilizados, parqueaderos en altura, parqueaderos en primer nivel, azoteas tipo A, y vacíos interiores.
Estos al ser transformados se convierten en edificios de recepción de construcción en altura renovados para albergar personas reasentadas, viviendas mixtas, comercio, servicios, granjas de agricultura urbana y espacio público en altura. Además se reintegran patios interiores a la red de espacio público, así como lo hace la quebrada Santa Elena tras su reapertura.
The transformation of downtown Medellin intends to bring new uses and users, attract people to live in the city’s area with greatest opportunities and services, recover abandoned spaces without demolishing historic buildings and improve the quality of life in the sector through new uses and environmental mitigation.
The Berrio Epicenter is inside the perimeter of vehicular reduction, making it a good site with great living, working and recreational conditions. Its historical quality and great transportation links classify it as the heart of the city and therefore should attract higher densities of people and be a point of arrival for the inhabitants of the city.
The urban voids found are mostly underutilized buildings, parking buildings, first level parking lots, type A terraces and interior courtyards.
After renovation they become buildings with area reception for greater height which accommodate resettled population, mixed housing, commerce, services, urban agriculture farms and public space on high levels. Furthermore courtyards are opened and reconnected to the public space network as well as the Santa Elena creek after its reopening.

EPICENTRO LA LADERA/BORDER EPICENTER
El epicentro de la ladera es el que lleva mayor transformaciones debido a que tiene gran parte de área dentro de los límites de alto riesgo, donde actualmente habitan muchas familias.
Los vacíos más comunes en el lugar son las zonas liberadas de edificaiones actuales que están en zonas inestables o en retiros de quebradas. También son comunes grandes áreas de espacio privado perteneciente a equipamientos, los parqueaderos en primer nivel y las azoteas tipo B.
Tras la transformación la ladera se convierte en un espacio agrícola para la sostenibilidad de la ciudad, se construyen
viviendas dignas para el reasentamieto de las familias en alto riesgo, se aprovechan las terrazas y demás vacíos para generar PYMES relacionados a la producción agropecuaria y a generar paisajes de estabilización e integración.
La idea es que la ladera no siga creciendo en altura y se detenga la invasión del borde ambiental de la ciudad. De igual manera se quiere dejar a la mayor cantidad de personas en su localización cotidiana pero promoviendo nuevos usos y oportunidades para elevar el nivel de vida.
The Border Epicenter undergoes the greatest transformations mainly because it has a large quantity of area in the high risk limits where many families currently live.
The most common urban voids in the Border Epicenter are the liberated areas that result after removing buildings which currently stand in high risk zones or prohibited stream borders. Also common are large areas of private open space belonging to institutions, first-level parking lots and type B terraces.
After transformation the mountain’s slope belonging to Comuna 8 and 9 becomes a sustainable agricultural space in the city,
where families who currently live in high risk ground can be resettled and offered new opportunities, where terraces can be used in a positive way to produce food and where other urban voids can be transformed into small businesses related to agricultural production/services and commerce in able to generate stabilizing and integrating landscapes.
The idea is that the mountain’s slope stops being an area with high buildings and that the intervention stops the invasion of the city’s environmental border. Similarly, the proposal seeks to let as many people in their daily location but promoting new uses and opportunities to raise the standard of living.
