December 17, 2018 The Colorado Oil and Gas Conservation Commission (“COGCC” or “Commission”) met on December 17-18, 2018, at the COGCC Office Wasatch Hearing Room at 1120 Lincoln Street, STE 801, Denver, CO 80246.

• No conflicts • Commissioner asked about the penalty DN 180900501; lowered penalty in order for the

Operator to plug wells instead of abandoning. Bonding was also increased. This will leave the State with no liability and a cash fine will still deter operators from undesirable actions. Total sanction is $100,000 penalty + plugging of the wells + increase of bond amount ($250,000 total). Operator has wound up operations and will be leaving the state.
