Gay - Present Fiscal Officer Kay Ann Robertson - Present Molly Maguire, Planner for the Toledo-Lucas County Plan Commission James and Teri Bersee, 9220 Howard Road, Waterville, Ohio Craig Bauer, 7301 Chip Shot Lane, Waterville, Ohio Michael and Greg Kott, Clean Wood, 6505 West Bancroft, Toledo, Ohio MINUTES: Tom Overmyer made a motion to approve the minutes of the May 17, 2010, meeting with the following deletion: Page 780, Item number 4) "Once the land use plan is approved by the county commissioners, light industrial zoning could be allow- !ed where Clean Wood wants to build their facility. The township added light industrial to this area because it would be adjacent to the Village of Watervillf industrial zoning and also in the area Waterville could annex per our annexation agreement." and to dispense with the reading of those minutes. Seconded by Glen A. Banas. Motion Carried. CORRESPONDENCE: None. OLD BUSINESS: 1) SR 295 Overlay District - Providence Township has adopted an overlay district for their portion of SR 295 surrounding the US 24 bypass interchange. Planner Molly Maguire had asked if Waterville Township wanted to do something similar on their portion near the interchange. Providence Township has joined a water district so public water will be available in Providence Township. The proposed water line will come across Bailey Road and up SR 295. If public water is available, lots could be less than one (1) acre. Chairman wanted to wait and see about the public water before proceeding with an amendment: Glenn A. Banas made a motion to table the consideration of a SR 295 overlay district until the October meeting. Seconded by Tom Overmyer. Motion Carried. 2) Planner Molly Maguire had brought some information regarding "gas stations" and how they were zoned in the City of Toledo: George J. Cole made a motion to request the Lucas County Plan Commission to draw up a zoning amendment regarding "gas stations". Seconded by Glenn A. Banas. Motion Carried 3) In regards to convenience stores, the City of Toledo is very particular. The Kroger Company has built a gas station on SR 64, but there is no convenience store attached. Planner Molly Maguire suggested a special use in Commercial Zoning Section 7.2.1 (C-l) (C-2) and (C-4). She will write up something for the July meeting. NEW BUSINESS: The rezoning request for Clean Wood has been pending the adoption of the updates to the Waterville Township Land Use Plan. Planner Molly Maguire states that the updates were officially adopted by the Lucas County Commissioners on June 8th, The zoning change hearing on Clean Woods has been continued until July 17, 2010. Clean Wood has now come in with a request for a special use permit for a waste transfer station at the same location as the zoning change: Tom Overmyer made a motion to forward the paperwork to the Lucas County Plan Commission for a special use permit request from Clean Wood (Mike and Greg Kott) at 6505 West Bancroft, Toledo, Ohio, for a waste transfer station at 9170 Neapolis-Waterville Road in Waterville Township. Seconded by Daryl Powell. Motion Carried continued

Tom Overmyer made a motion to rescind the above motion. Seconded by DarylPowell.

Motion Carried.

Tom Overmyer states that on Waterville-Neapolis Road directly across from theproposed Clean Wood site, over 300 acres of industrial zoning has been added bythe updated land use plan. He questions why the zoning change application andthe request for a special use permit have to be considered together since wealready sent down the zoning change request last winter. Kott's are not goingforward with the special use permit if the zoning is not changed. PlannerMaguire states she will talk to her boss to see if they should go forwardtogether or can go separately. The Kott brothers state that Waterville andWhitehouse hire them to tub grind their brush piles. If their requests areapproved, any Lucas County resident would be allowed to bring in their greenwaste for drop-off. This would be a residential drop-off only no commercialhaulers. They would report to the state and keep track of all vehicles thatwould bring in green waste. They are stating all of the operation would beconducted behind the large barn that still stands on the property. It wouldbe tucked away behind the barn, off ramp and US 24 bypass. George Cole statesthe zoning shown for that area would not permit a waste transfer station. TheKotts state that no EPA permit is needed for a waste transfer station. The Kottbrothers invited this commission to take a tour of their drop-off site at 5315Stickney Avenue.

Tom Overmyer made a motion to table the acceptance of the special use permitapplication from Clean Wood until such time as the zoning commission can tourtheir facility at 5315 Stickney Avenue. Seconded by Daryl Powell.

ZONING: Motion Carried

1) Fourteen (14) permits to date.

2) Teri and Jim Bersee were present to discuss what they would need for her toteach art at her residence. She currently holds classes in the "old" WatervilleSchool building, but Waterville has purchased the building and word has it thatthey are going to tear it down and make a park. She states her class size is2-3 students at a time. The commission thinks it's more of a home occupationthan an art school so recommends a "home occupation" permit.

3) Johan Wahren, 6627 Waterville-Monclova Road, has an home .occupation wherebyhe makes garlic butter for Hickory Farms. There is just he and his wife, sohe also needs an "home occupation" permit.

4) The lot between Yark Automotive and the gas station is in need of mowing.There are also several other lots in the township that need mowing. This willje mentioned to the trustees for their guidance.

5) The sign for the animal drop-off site at the Blue Creek Metro Parks does notseem to be a priority. There does not seem to be many using the site.

6) The Fallen Timbers Church on the corner of SR 64 and Howard Road has askedabout on-the-wall signage for their church similar to the Cedar Creek Churchin Whitehouse has. Our zoning currently would not permit this type of signage.Inspector Gay told them to write up something and we would see.

7) The word from Beaver Construction is that they will begin blasting next week,The schedule will be the same as last year.

8) More on the special use permit application from the Kott brothers:

a. There is 5.08 acres of landb. The access drive would be either concrete or asphalt grindings.c. There are two (2) wells located on the property.d. A port-a-potty will be brought in.e. It will be manned during regular business hours.f. It is sloped away from Blystone Ditch with an detension area for run-off.g. They will use a front-end loader and a tub grinder with all activity in

back of the barn.h. It will be located back from the centerline at least 100' .1.i. Proposed "M-l" zoning is located directly across the street.
