Colucci * * Student of PROIDRO (PROfessionisti del monitoraggio ambientale e la sicurezza IDROgeologica) Purposes of the project «VIE BLU» Contribute to the overall reduction of risk ,cleaning, in each hydraulic section, river banks from vegetation, including actions to prevent spread of forest fire; recover the multi-functionality (environmental, landscaping…) of the existing hydraulic elements and of the road network, to make them functional and effective; restore the river banks and the neighboring lands; restore brownfield sites according to the strengthening and reconstruction river-land. For these purposes, the Region Basilicata shared the project idea with the Province of Potenza signing a “memorandum of the work” (May 23, 2008). Introduction To safeguard the security of infrastructures and population centers, it’s important to control streams, generating a change in «useful», i.e. limiting natural tendency to change course, speed, and profile. In fact, any intervention that forces the natural balance, has a negative impact on the river and on its basin. In this perspective is founded, with its values and sustainability, the project «VIE BLU», approved by D.G.R. No 1675 of Region Basilicata (November 29, 2007), which provides, in a span of 7 years (from 2008 to 2014), a series of actions, called «interventions», aimed to: 1. mitigation of flood risk; 2. structural and functional rehabilitation of the ecological network and environmental systems with protection and prevention, within river basins, from fire risk; 3. quantitative and qualitative protection of water; 4. information sharing and dissemination of the culture of the water. Purposes of the work The first aim of the study is to collect, by an organic and systematic way, the cartogographic, geographical and economic documentation, made by «Department of Environment and Territory» of Region Basilicata, and relative to «designed interventions», to create a geo-database, using the software G.I.S. Open Source «QuantumGis» and the DBM Open Source «PostGis». The second aim is to compare the informations relatated to shapefiles and tables created (relative to «designed interventions») with the «realized interventions» made by the technical staff and workers of the Province of Potenza. In this way, it will be possible to evaluate, also through the creation of models of vulnerability, the effectiveness of interventions in relation to the mitigation of the hydrogeological risk. The interventions on rivers for the Province of Potenza (Italy) The Province of Potenza, for the years 2008, 2009, 2010, 2011, has been divided into 9 areas of intervention, relating to the main rivers of the region: Vulture, Melandro, Alto Agri, Medio Noce, Alto Sinni, Basso Noce, Alto Bradano, Medio Agri, Alto Basento. For each area, has been executed works depending on the presence or absence of protected areas (SIC and ZPS areas), in order to: consider and protect the entire river corridor rebuilding the relationship river-plain; preserv the «river continuum» minimizing the changes of water regime; manage ichthyic fauna. In this case, were projected: the cutting of plants in vegetative state, the cutting of the dried plants in a condition of instability or in a stage of suffering; the removal of trees cut down; the removal of shrubs; the cleaning of the brush. The interventions on road network for the Province of Potenza (Italy) The Province of Potenza, for the year 2011, has been divided into the same 9 areas of intervention: Vulture, Melandro, Alto Agri, Medio Noce, Alto Sinni, Basso Noce, Alto Bradano, Medio Agri, Alto Basento. For each area, has been executed works depending on the presence or absence of protected areas (SIC and ZPS areas),in order to: improve the existing road system by the maintenance of the structures for drainage and water runoff; contribute to the reduction and prevention of the risk of the road traffic; recover the functionality of hydraulic structures to serve the traffic; decrease the contribution of sediment transport towards the drainage systems.
