  • INTRODUCTION

    This guide is designed to help AmeriCorps sponsorsand supervisors plan and execute successful recruit-ment campaigns. Based on experience from the last sev-eral years, we recommend seven fundamental steps torecruitment success: setting ambitious but realisticgoals, developing a meaningful plan and budget, assem-bling the necessary materials, identifying your likelymembers, finding and encouraging applicants, followingup and evaluating, and retaining your members.

    Of course, AmeriCorps programs come in differentsizes, with a variety of objectives, and serving a broadrange of communities. For that reason, its not realisticto apply a one-size-fits-all approach to recruitment.Your campaign must be unique because your circum-stances are unique. But experience demonstrates thatsuccessful campaigns share certain elements: theyrewell planned, creative, executed with energy, tightlyfocused on the recruitment goal, tailored to the specificsof their communities, and strong on follow-up.

    This manual is for all AmeriCorps programs, so it cov-ers a great deal of material. Sponsors and supervisorsshould pick and choose what is of greatest use to them.That said, the framework laid out in this manualtheseven-step process for recruitment campaignsis basicenough that it should be applicable in some form to allAmeriCorps programs. Dont shortchange your recruit-ment efforts by imagining you wont need to map out abudget, for example, or skip over the important step ofidentifying what you are offering potential members.

    Remember, too, you have another resource you candraw on. The AmeriCorps Recruitment, Selection, andPlacement Division is available to assist programs intwo principal ways. First, staff will gladly provideadvice and technical assistance to program supervisorsand sponsors as they plan and carry out their cam-paigns. Second, the Division oversees AmeriCorpsnational referral database and is developing an on-linerecruitment system that connects new recruits to localprograms. Dont forget to take advantage of theseimportant resources.

  • STEP ONE: TAKING AIM

    Setting Ambitious but Realistic Goals

    Every campaign needs an objective. Candidates forpublic office aim for victory on election night. Baseballteams focus on the World Series. Mountain climbersaim for the summit.

    AmeriCorps recruiters need goals too, the more specif-ic, the better. So before designing your recruitmentcampaign, gather the key leaders of your program andthose who will carry out the recruitment campaign,and ask yourself:

    How many new members do we need?(Remember that experience shows youll need atleast two applications for each member position.)

    When do we need them?

    What tasks will they perform?

    What special skills will be required of them?

    Who are our ideal candidates?

    Who should be involved in helping select them?

    How do we ensure a diverse group of members?

    Will we recruit members living outside of our local area?

    No doubt other questions will arise as you begin tothink through your goals.

    After youve finished mapping out your goals, committhem to writingnothing too elaborate, just a piece ofpaper you can share with your colleagues so everyonewill be on the same page before you get started.

  • STEP TWO: GETTING READY

    Building a Plan that Can Succeed

    Its one thing to know where you want to go, andanother to know how to get there. So, after agreeingon and spelling out your goals, youll next want to mapout the path from here to there.

    Its sometimes tempting to jump over the planningprocess. After all, planning is rarely as much fun as get-ting out there, meeting new people, and selling them on agreat and rewarding program. Resist the temptation torecruit by the seat of your pants, and develop a planinstead. Itll pay off in the long run. Once youve thoughtthrough what youre going to do, and laid the ground-work, the campaign will run much more smoothly.

    The three areas you need to consider in developingyour plan all have to do with three short questions:What will we do? When will we do it? How much willit cost? Put differently, its about planning your activi-ties, mapping out a timeline, and developing a budget.

    In a bit more detail:

    What will we do?

    What kinds of events will we sponsor?

    What existing events can we take advantage ofcareer fairs, festivals, community days, other local events?

    Where are we likely to find concentrations ofpotential applicants? (Youll find more about thissubject in the next section.)

    What sorts of materials will we needbrochures,position descriptions, handouts?

    Who will staff the events?

    What sorts of follow-up will we do to reel in inter-ested prospects?

    What community partners should we work with?

    When will we do it?

    When do members need to start?

    How long will it take to conduct our campaign?

    How long will interviews take?

    When will orientation sessions begin?

    How long after recruiting a member before he orshe can start?

    When will we be ready to start our campaign?

    When do we need to notify our state office that wehave a new recruit? (This question applies toAmeriCorps*VISTA programs only.)

    How much will it cost?

    What free materials are available?

    How much will new materials cost to produce?

    Are there registration fees for community events orcareer fairs?

    What travel costs will we incur?

    How much will advertising cost?

    What other incidental costs will we encounter?

    To help hold down expenses, are there in-kindcontributions we can solicit, or fees that we canask to be waived?

    Here again, youll surely come up with many otherquestions, and the more of them you can ask andanswer the better. Planning is in large measure aboutsetting priorities and making choices. Chances are youll

    Plan ahead. Itll make a difference.

    Make sure your plan answersthe following: What will we do?When will we do it? How muchwill it cost?

  • come up with plenty of good and creative ideas aboutoutreach activities, once you get a discussion flowing.The task of planning is to figure out which ideas youwill actually pursue, and making sure they all cometogether into a coherent campaign. That will involvemaking choices among good ideas and weighing costsagainst benefits.

    That said, dont let budget considerations overwhelmthe conversation. You may find a very good but tooexpensive idea will generate conversation leading to avery good and reasonably priced idea. There neverseems to be enough money to do what you want to do,but with careful planning you can get the most fromyour budget.

    Once youve thought through your plan, be sure tosketch it out on paper, and refer to it throughout yourcampaign. You should feel free to deviate from theplan as circumstances change, but let it be a consciousdecision, not simply a knee-jerk reaction. Also keep inmind, your planning document will be very helpful toyou later when you evaluate your efforts, and fartherdown the road, when you or your successor starts toput together another recruitment effort.

  • STEP THREE: BUILDING

    Developing and Gathering YourRecruitment Materials

    Your next important step is to make sure youll havethe tools necessary to recruit effectively. That willinvolve assessing the quality and quantity of materialsyou have on hand, and then figuring out how best tosupplement what youve got. You may need to developnew documents, or you may simply need to make ororder more copies of what you already have.

    Developing a Position Description

    The first thing youll want to do is to develop a jobdescription for AmeriCorps members in your pro-gram. It will be useful for several reasons. First, theprocess of developing the description will help you andyour colleagues determine what specifically the mem-bers will be doing. The conversation may reveal diver-gent expectations of your new members, and thats auseful thing to find out before you begin recruiting.

    Second, the position description will be a recruitmentdeviceperhaps your most valuable one. Potentialmembers understandably want to know as much asthey can about what will be expected of them, and theposition description will go a long way toward answer-ing their questions.

    Your position description should grow out of yourgrant or program application, and it should includespecific information about what the member will bedoing, and any particular skills or attributes the mem-ber should have. It should list the benefits of being anAmeriCorps member and of serving with your pro-gram in particular. Dont forget the obvious:

    A weekly living allowance;

    Health coverage;

    Student loan deferment;

    Up to $4,725 for further education or to pay backstudent loans; and

    Great experience in a field that interests you.

    Of course, if you are able to offer low-cost incentivesto applicants, such as help with finding housing, publictransportation passes, and post-service job searchassistance, be sure to include that information in yourposition description.

    Finally, dont forget to include information on howapplicants should apply and to whomby fax, phone,email, or in person, and with a rsum, some worksamples, or other material.

    All position descriptions should include the following:

    A one-liner about your public or private agencyand what you are looking for;

    A paragraph describing your organizations mis-sion and work;

    A list of the duties and responsibilities of the positions;

    A list of required and preferred qualifications;

    A description of benefitsstipends, educationalawards, and other benefits, tangible and otherwise;

    A contact name, address, phone number, and emailfor requesting additional information; and

    Develop a position descriptionthat includes information onwhat members will do, whoyou are, the benefits of beingan AmeriCorps member, andcontact information.

    Develop a flyer and other mate-rials from the description.

  • A short sentence or two about any unique oppor-tunities you offeradvanced training in a particu-lar skill, for example, or anything that is uniqueabout your community.

    A sample position description is included on the nextpage. You can use it as a model.

    In addition to the position description you develop, youwill also want to have materials about AmeriCorps onhand. Contact the AmeriCorps Hotline at 1-800-942-2677 or send email to [email protected] for freebrochures, applications, and literature. Also, any othermaterials about your organization and the programyoure planning to have members work on will helpgive potential applicants a better picture of what theyregetting into.

    AmeriCorps brochures are already available on audio-tape, in large print, and in Spanish. Braille applicationsare available on loan. If your organization is in an areawhere part of the community speaks and reads a lan-guage other than English, you may want to developmaterials in those languages.

    The position description can also be the starting pointfor two other documents you will almost certainly wantto develop. The first of these is a simple flyer, one thatcan be posted on bulletin boards and handed out topotential applicants. The second document is a one-paragraph announcement of the position that can beused in newsletters, classified advertisements, andother outlets.

    Finally, be sure all your materials can be distributedonline as well as on paper. Many AmeriCorps programshave had success with online recruitment, and you willalmost certainly have occasion to send position descrip-tions and other materials by email. Also, if you have aweb page, be sure to post the job description in aprominent place.

  • SAMPLE POSITION DESCRIPTION:

    AmeriCorps Member/Development Specialist Working with the Bettencourt House

    Make a difference in your community by helping homeless men and women in transition. Become an AmeriCorpsmember and help organize fundraising activities with the Bettencourt House. Develop fundraising, networking, andoutreach skills, and earn an education award for future higher education or to pay off existing higher-educationdebts. The members serve as development specialists, under the supervision of Bettencourt House staff.

    Specific Duties

    Assist senior staff in strengthening strategic community partnerships;

    Help organize, implement, and facilitate fundraising events for the facility;

    Assist staff at a new Bettencourt facility in Macon, GA; and

    Draft grant proposals for supplemental funding.

    Necessary Skills

    Strong writing skills;

    Ability to work as part of a team and individually;

    Interest in homelessness issues; and

    Background in communication, fundraising, or grant-writing a plus.

    Bettencourt House will provide ongoing training to members. One member will work in Atlanta, the other in Macon,Georgia. Some travel necessary. Must have your own transportation.

    Established in 1975, Bettencourt House is a nonprofit organization dedicated to improving the lives of homeless menand women in the Atlanta area. The House has three facilities serving veteran and non-veteran populations and isworking to open an additional site. The House takes a holistic approach to helping individuals break the cycles of dis-appointment, hopelessness, and dependency. Programs include:

    1. My Brothers Place: A program providing shelter, food, and emergency health care on a short term basis to people in need.

    2. Program Emerge: A residential program with on-site health services, lifestyles workshops, skills training, computerliteracy, and literacy programs.

    3. Program Recall: Graduates of Program Emerge mentor individuals coming through the residential program to helpencourage and support independence.

    AmeriCorps*VISTA members serve full-time, for one year with varying work hours and receive a modest livingallowance, health insurance, an education award of $4,725, relocation expenses, and travel reimbursement.Bettencourt House provides skills training, opportunities to build your resume and work portfolio, career counseling atthe end of your service, and a staff mentor throughout the year to provide support and guidance.   • STEP FOUR: A FEW GOOD

    Who Are You Looking For and WhereWill You Find Them?

    Your next step is to figure out exactly what kind ofmembers youre looking for and where to find them.

    Identifying Likely Candidates

    Youll save yourself a lot of work if you spend a littletime thinking about where youll find likely applicantsfor AmeriCorps. After all, the best materials and thebest recruiters will do you little good if you dontmatch them up with people who might be interested indevoting a year of their lives to AmeriCorps.

    So start by thinking about who would be most likely towant to join AmeriCorps. Here are some tips:

    Dont overlook your own backyard! Think aboutparticularly good volunteers who have workedwith your organization in the past, or who mayhave worked with other organizations.

    Look for groups of people in transition from onephase of their lives to another. That would includepeople who are leaving or will soon be leavingtheir jobs or schools, and might be more open todoing something unique and rewarding for a year.Recent retirees are another example.

    If you have hosted AmeriCorps members before,survey your current and former members abouttheir motivations to serve and look for applicantswho share similar interests. Consider the reasons

    they joined. Ask them where to reach people withsimilar motives or interests.

    Focus on people who are already active in theircommunity through volunteer service, and particu-larly on people who have expressed or demonstrat-ed an interest in the community problem youreworking on.

    Of course, youll want to be careful to remember thelegal requirements for all potential AmeriCorps mem-bers. All members must be United States citizens,nationals, or legal permanent aliens. In addition,AmeriCorps members must be at least 17 years old,and AmeriCorps*VISTA and AmeriCorps*NCCCmembers must be at least 18 years old.

    Sources of Potential Members

    And just where do potential AmeriCorps membershang out? Where should you look? And to whomshould you talk? Here are some suggestions:

    The National AmeriCorps Referral Systemseethe next section for details;

    Career counseling and planning centers;

    Other AmeriCorps programs that may have wait-ing listscontact them through your state commis-sion and state office;

    Members who are graduating from otherAmeriCorps programs in the area;

    Local Learn and Serve America programs in your areacall 1-800-808-SERVE or go towww.learnandserve.org to identify programs;

    Local social service offices;

    Local volunteer clearinghouses and volunteer cen-ters or campus community service centers;

    Local nonprofit and volunteer organizations;

    Places of worshipclergy often know a lot aboutwho in their congregation might make goodAmeriCorps members;

    Identify organizations thatmight already be in touch withyour likely candidates.

    High school career days for graduating seniors,including vocational or magnet schools, and thosewith a service-learning component;

    Teachers and guidance counselors in both publicand private schools;

    Downsizing companies or military bases;

    The local Peace Corps recruitment officecall 1-800-424-8580 to find out where that is; and

    Local senior centers.

    Special Challenges

    Because every community is different, each will poseits own unique set of challenges. Here are some tipsother AmeriCorps programs and sponsors have founduseful for overcoming specific recruitment issues.

    Recruiting in Small Communities and Rural Areas Because small communities and rural areas offer feweropportunities to find large gatherings of potentialmembers, recruitment in such areas requires some spe-cial tactics. Think about where you get the most infor-mation about your community. It may be your commu-nity newspapers or bulletin board, a popular restau-rant, or the local grocery store. Here are someapproaches that have been successful in the past:

    Get the help of influential town members to getpeople talking about your program.

    Contact national and regional clubs, such as teach-ers associations, Rotary, and CooperativeExtension/4-H. These can be valuable contacts toreach retired and student membership groups.

    Ask for a chance to speak at a meeting and put anotice in the newsletter to spark interest amongservice-oriented individuals.

    Place posters or fliers on community bulletin boardsand at grocery stores and restaurants dependingon the qualifications you need for the program.

    Host information events at local libraries, town meet-ings, or local and county fairs to spread the word.

    Talk to someone at the local newspaper or televisionstation and ask to have a story run about your orga-nizations work and need for members to help in thecommunity. Smaller papers and stations are oftenvery receptive to suggested story ideas, particularlyif you can provide them with solid backgroundinformation and names and numbers of sources.

    Incorporating DiversityDiversity can include many things: age, gender, sexualorientation, income level, educational attainment, eth-nic background, race, physical abilities, geography,skills, and more. A healthy mix of members on a pro-gram can make for a better program, and a betterexperience for the members and sponsoring organiza-tions. Some tips on improving the diversity of yourmembers include:

    Ask current members to promote your program inlocal communities where they serve. Ask them torecommend people within the community whowould make good applicants.

    Plan outreach and advertising campaigns targetedto reach organizations or areas where diversemembers can be found.

    Partner with local agencies or organizations serv-ing diverse populations to help in your recruitmentcampaign. See the resources page at the end forsome suggested starting points.

    Be sure to pay careful attention to any culturalsensitivities as you recruitcalling potentialrecruits on religious holidays, for example.

  • STEP FIVE: ROLLING UP

    Finding and Persuading PotentialApplicants

    Once you decide on your timeline, figure out yourbudget, and write a plan and a position description,youre ready to start talking to potential applicants.When it comes to recruitment, most AmeriCorps pro-grams rely on four basic outreach methods: face-to-face recruitment, the national AmeriCorps referral sys-tem, networking, and the media. Some programs useall four methods while others pick and choose. Whatyou do, and in what mix, will depend on yourresources, your plan, and your community.

    Face-to-Face Recruitment

    Nothing compares with looking potential applicants inthe eye, shaking their hands, and telling them why youthink the opportunity youre offering is something theyshouldnt pass up. It is by far the most direct, and gener-ally the most effective way to recruit members.Unfortunately, it can also be more expensive and time-consuming than other approaches, but with proper plan-ning, you can make the investment of time and moneyamply worthwhile. Some events, speaking engagements,

    and other face-to-face recruitment opportunities mayrequire no out-of-pocket costs at all. The following are afew examples and hints for face-to-face recruitment.

    Stress Your StrengthsIn your one-on-one conversations with potential members, dont forget to play to your strong suit.Emphasize:

    The appeal of being part of a national movement;

    The opportunity to help the community;

    The chance to meet new people, and have anadventure;

    Training in job skills and career networking opportunities;

    Student loan deferment or forbearance;

    An education award to pay off most student loansor for future study; and

    The chance to apply education and experience tohelp communities.

    Outreach EventsOnce youve thought about where youre likely to findpotential applicants, choosing the right events to attendis easy. Set up display tables at events such as careerfairs or expositions, special conferences or meetings,town festivals, or city heritage days. Before you spendyour time and resources on these events, think aboutthe following:

    Make sure the intended audience of an event islikely to be there before you decide to attend. Acollege career fair for prospective or recent gradu-ates, especially a nonprofit career fair, is a goodexample of an appropriate event audience. Youllalso want to assess whether event sponsors havepromoted the event sufficiently to draw a crowd.

    YOUR SLEEVES

    THINGS TO REMEMBER

    Recruit candidates in face-to-facemeetings at events, speeches,information sessions.

    Use the national AmeriCorpsrecruitment database and localrecruiting leads.

    Dont be shy about using yourown network of contacts, ortapping into your colleaguesnetworks.

    Use the media to get your message out.

If you have a choiceabout where to set up, walk through the space andsee where the natural flow of the area takes you.See where your eyes are led. Make note of whichdoors people will enter the space through, andwhich direction they will naturally walk.     Bring enough materials with you. You should givepeople enough information to understand youragency and the position, but not a copy of every-thing you have. The first thing potential applicantsread should tell them right away what your pro-gram is doing and what AmeriCorps is. Have afew applications behind the table for people whoseem very interested in your program.

    Have a sign-up sheet at your table. Itll save youfrom losing the name and contact information forpotential applicants. Take notes on anyone youtalk with who seems particularly interested, andwhat they had to say. That way youll know whomyoure talking to when you follow up.

    Its important to make your display space visuallyappealing so people are drawn to it, and equally impor-tant that whoever staffs the table is outgoing and goodat talking with people. Here are some ideas:

    Use a tabletop display or table banner to brightenup your space.

    Display large pictures of members in service in anattractive and professional manner.

    Show a video, if an electrical connection is avail-able. You can use the AmeriCorps recruitmentvideo Walk the Walk (available by calling 1-800-942-2677) or a video of your program.

    Stand in front of or beside the table. If you are sit-ting down, reading a newspaper or talking withanother presenter, people will be less likely to wantto bother you.

    Offer food to draw people to your table. Candy isalways a cost-effective enticement.

    Bring other giveaways as incentives for people tocome talk to you. For example, you can give awaypens, water bottles, highlighters, magnets, andother items that include contact informationyour phone number, program name, and theAmeriCorps 1-800 number. Check your local yellow pages or the Internet for promotional itemvendors, and consider asking for an in-kind contri-bution.     Actively pursue event attendees. Greet people asthey approach your table or look your way. Start aconversation with a question like, Are you famil-iar with AmeriCorps? If they say no, follow upwith, Well, let me tell you about it. Then getthem talking to you.

    Public SpeakingSpeeches are effective for both short- and long-termrecruitment efforts. The key to effective public speak-ing is to know and respect your audience. No matterhow worthwhile your program, if it does not connectwith the audience members values and interests, theywont be interested. Similarly, if you drone on longerthan your audience is prepared to listen, youll loseevery one of them. Here are some tips:

    Choose your audience. Offer to speak to organiza-tions whose members are likely applicants.

    Tell real-life stories and anecdotes. Make eye con-tact with the audience.

    Stay within your time limit.

    Be straightforward. Dont sound like youre tryingto sell them a used car. Just tell them what yourprogram does, how it affects the lives of people inyour community, what youre looking for in newrecruits, what theyll be asked to do, and what pastmembers have gotten out of the experience.

    Bring copies of the position descriptions.

    Make presentations even if you are not activelyrecruiting. You can help interest people in yournext round of recruits.

  • Talk to audiences who may have friends, children,or neighbors who might be interested; word-of-mouth is very powerful.

    Use visuals such as flip charts, photos, slides, orother items unique to your program or community.They will reinforce your spoken message andappeal to the visual learners in the audience.

    Offer information and take the names of any poten-tial members so you can follow up with them later.

    Youll want to be sure to make certain points in yourspeech. They include:

    Since 1994, AmeriCorps members have servedmore than 4,000 communities, mobilized andrecruited nearly 2 million volunteers, tutored andmentored more than 2 million children, organizedafter-school programs for more than a half millionat-risk youth, and built or rehabilitated more than25,000 homes.

    AmeriCorps members come from all walks of life.Many are young, others are older. Some haveyears of higher education or work experience, others are working toward their GED. But they all have one thing in commona drive to improvecommunities through service.

    Since 1994, more than 150,000 members haveserved in AmeriCorps.

    The benefits of AmeriCorps last beyond a singleyear. AmeriCorps members learn responsibilityand effective citizenship through their actions, andfor many members, their year of service is a bridgeto a lifetime commitment to helping others. TheAmeriCorps members pledge is to get thingsdone for America and includes a lasting promise:I will carry this commitment with me this yearand beyond. AmeriCorps members are makinggood on this promise every day.

    Information Sessions Unlike a speech, an information session is a chance forpotential members who already have some interest inapplying for membership to learn more. You know theyhave some interest simply because they come. Theevent can be held at your agency, in a local library, anearby college, or any other place appropriate andaccessible for potential members.

    Some tips to an effective session:

    Organize a session through a college career centerto lend credibility to your program.

    Post announcements on community bulletinboards, advertise in the local paper, or mail aninvitation to people interested in your program.

    Make the presentation shortno more than 20minutes or sowith information aboutAmeriCorps, your specific program, and, if avail-able, a video on your program.

    Build in 15 to 20 minutes at the end of your pres-entation for questions and answers. This may bemembers best chance to get information beforethey apply.

    End on time, but stay afterwards for one-on-onequestions about the application process or the pro-gram itself.

    Bring flip charts with facts about AmeriCorps andyour program, a video of your program orAmeriCorps, or other visual aids.

    Have current or former members from yourAmeriCorps program participate. People want tohear about the program and the AmeriCorps expe-rience from people who have done it.

    If your budget allows, serve a snack.

    Special EventsYou might also want to schedule your own events as away to draw potential members, showcase your pro-gram, and attract the media. Such events might includeservice days, a social or community activity like a bas-ketball tournament, an event at a local library, anassembly at a high school, or a program at a local com-munity center. Remember that the event should be ofinterest to the people youre trying to reach, not just toyou and your board members! Promote the event withflyers, conversations with key leaders, newspaperannouncements, and whatever else is appropriate. Alsobe sure to invite community leaders, anyone whosename was passed on to you from the national referralsystem (see next section), and current or pastAmeriCorps members. This is your chance to increaseawareness about your program, your programs benefitto the community, and your recruitment needs.

  • National Recruitment Efforts

    Each year, more than 90,000 people contactAmeriCorpsmany through the telephone hotline orthe AmeriCorps website. Those who express an inter-est in joining AmeriCorps are added to a databasecalled the National Referral System. It includes names,addresses, educational backgrounds, geographic pref-erences, skills, and interests. The database reflectsinquiries from general interest and awareness generat-ed by AmeriCorps recruitment. They place ads in col-lege and community papers, conduct outreach eventsin communities and on college campuses, send directmail letters, distribute tearcard posters to college finan-cial aid offices, career centers, and faith-based organi-zations, web advertising and outreach, and much more.

    AmeriCorps programs and sponsors are invited to tapinto the database for information on potential recruitsfor their programs. These people already haveexpressed an interest in AmeriCorps and have receivedbasic information about the program.

    To receive names of potential candidates by area, state,skills, geographic preferences, availability date, or acombination of this information, call the AmeriCorpshotline at 1-800-942-2677. You receive personal pro-files of potential members and mailing labels for theindividuals. Remember, these potential members havenot been evaluated. This is only a listing of people whohave expressed an interest in serving as AmeriCorpsmembers. Also, keep in mind other AmeriCorps pro-grams may also be actively recruiting them.

    Programs have used these lists in many ways to helpwith recruitment. Here are some ideas you might finduseful:

    Call the potential members and tell them aboutyour AmeriCorps program.

    Send them materials about your program, includ-ing materials specifically about your organizationand the program for which you are recruiting.Everyone in the database has already receivedbasic material on AmeriCorps.

    Invite them to an information session, a serviceprogram, or your graduation ceremony.

    Offer to put them in touch with one of your cur-rent members or recent alumni.

    Refer the candidates you do not accept to other pro-grams in your area. If you are not sure how to locateother programs, refer them to one of the AmeriCorpsrecruitment offices listed at the end of this manual.

    Coming Soon: Online Recruitment SystemIn the fall of 2000, AmeriCorps will set up a newonline system to help match prospective members withthe programs that might best match their interests, eli-gibility, and skills. As part of the AmeriCorps website,this new system will give programs and prospectivemembers direct access to each other. Applicants will beable to contact and apply directly to programs thatinterest them. Programs will be able to mine a databaseof prospects by sorting for those they would like to follow up with directly. For more details about howyour program can participate, contact your state office,your commission, or your clusters AmeriCorps recruitment officer.

    Networking

    Word of mouth consistently ranks as one of the top rea-sons people join AmeriCorps. That means one of thebest ways to recruit members is to ask others to helpyou talk it up. This is easily the most cost-effectiveapproach, although it may take months to yield results.

    Dont be shy about tapping your own networks, andasking your colleagues to tap theirs. Board members,staff, former staff, business associates, customers, ven-dors, practically everyone knows someone who mightbe right for AmeriCorps. So while its important toreach out to new contacts, dont overlook the peopleyou come in contact with every day.

    Youll also want to be sure to reach out to a number ofkey individuals and organizations in your community.

    Community LeadersEvery community has a number of leaders with partic-ularly strong personal networks. Sometimes their con-tacts are the result of the organizations they work foror belong to; sometimes they are the result of personalfriendships. Reach out to these people. They include:elected officials, counselors, clergy, youth workers,teachers, and others in a position to influence careerchoices and who want a variety of options for the peo-ple they help. Be sure to stress with them that thework AmeriCorps members do for your program bene-fits your community, not just your organization. Local

    Strategic PartnershipsOther AmeriCorps programs and community agenciesin your area can join you in activities to cut down onrecruitment expenses and staff necessary for activities.Take the competition out of recruiting. After all, some-one who is attracted by another program but wasturned down might turn out to be your ideal candidate.Collaborate early and try to build a cooperative rela-tionship with your fellow AmeriCorps programs.

    Here are some important things to remember as younetwork with community leaders and strategic partners:

    Dont assume everyone knows what AmeriCorps is,or they are familiar enough with your program tospeak intelligently about it to others. So be sure totell people your story, stressing your programsbenefits to the community, and what makes itunique.

    Tell people how AmeriCorps benefits its partici-pants and the community.

    Ask for specific help, such as including anannouncement in a newsletter, referring potentialapplicants, and allowing you to speak at a meeting.The more specific you are about what you want,the easier it is for people to help you.

    Show how helping your program benefits theirorganization.

    Give them the materials theyll need to be effective.

    Keep them informed about your activities andprogress both while you are recruiting and through-out the service year. Ways to keep in touch includemailings and inviting contacts to special events.

    Thank them for everything they do. Your appreci-ation will encourage an ongoing relationship. Besure to follow-up on any leads they give you, andlet them know what happened.

    The Media

    The best way to reach a mass audience in a hurry is touse the biggest megaphone around: the mediainclud-ing newspapers, television, and radio.

    You can get your message out through the news mediain either of two basic ways: you can buy advertising, oryou can get what is often called earned mediathatis to say, you can make news.

    For most people, the process by which news is selectedfor publication or broadcast is something of a mystery.But in truth its perfectly straightforward. The mediacovers what they think their readers, listeners, and view-ers want to know about. In that sense, AmeriCorps pro-

    Media EventsFor the most part, local news outlets cover events, andspecifically look for activities that affect readers lives. If you want to attract media coverage, you might stagea recruitment event connected to a service opportunity.In the past, AmeriCorps programs have attracted localnews coverage for daylong home-construction programs,local community fairs, the dedication of a new homelessshelter, and other events with clear value to the community.

    To get the media to cover your event, youll need to letthem know about it. A sample media advisory is pro-vided on the previous page. Send your advisory toreporters who cover your issue at every local news out-let you can find. If you are uncertain about whichreporter covers your issue (such as education, home-lessness, health, etc.), send your advisory to the outletsNews Assignment Desk.

    Make sure your advisory reaches the outlet five daysin advance of the event. Faxes are perfectly acceptableto reporters. Then, after the advisory has arrived, callthe reporter or assignment desk to make sure they gotit, and to answer any questions they may have aboutthe event.

    On the day of the event, have a press release with youat the event that describes what happened, includes aquote from your spokesperson, and describes yourorganization and the days program. Hand out therelease to any reporters who cover it, and fax it tothose outlets who do not send a reporter.

    Newspaper Opinion PagesPractically every newspaper in the nation has a letter-to-the-editor column on or adjacent to their editorialpages. Letters are much easier to get published thansome people think. Many papers also carry one or two500- to 750-word op-eds every day. (Op-ed is actual-ly short for opposite editorial, a reference to where inthe newspaper op-eds run, and not for opinion/edito-rial which is what they actually are!) Op-eds aremore difficult to place, but have a bigger payoff.Consider writing one or the other.

    To place an op-ed, first sketch out an outline of whatyou want the piece to say, and figure out who will sign

    the article. Op-eds should have a point of view, forexample, you could argue that the popular view thattodays 18- to 25-year-olds are all slackers is dis-proved by the success of AmeriCorps. Then contactthe newspapers op-ed editor. (Notemany smallerpapers have no op-ed editor and leave the selection ofop-eds to the editorial page editor.) Tell the editoryoure thinking about submitting an op-ed piece, andbe ready to sketch out what it would say. Ask the edi-tor if the newspaper would be interested in seeing sucha piece. Dont expect a commitment on the phone; theeditor will usually tell you theyd like to see the articlebefore deciding one way or the other.

    Letters-to-the-editor are shorterusually no morethan 250 words or soand are easiest to place whenthey are related to a recent news event. That said, therelationship is often fairly sketchy. For example, youmight use a story about homelessness in general as anopportunity to promote your AmeriCorps program onthe same topic.

    Member Feature StoriesAnother way into a newspaper is to promote the gooddeeds of a hometown member. Local, special interest,or college newspapers are often willing to place storiesabout opportunities benefiting their readers. A storyabout a current or former AmeriCorps member fromthe area can increase the chances for publication.

    To interest a newspaper or broadcast outlet in doingsuch a profile story, prepare and submit to them ahometownera short article about the AmeriCorpsmember. The following are tips for writing a profile story:

    During training, ask members to give you informa-tion about themselves. A sample hometownerform is included on the page 16.

    Use the information to write a story. Considerusing a form like the sample provided to gatherinformation about the members participation inyour program or to highlight a special achievementduring the year. Then use the information to pre-pare a 500-word article to submit to the newspa-pers feature editor, with a cover letter suggestingthe paper do a story on the individual.

    Be sure to highlight your recruitment needs and toinclude contact information in the article.

  • Television and RadioDont be afraid to contact your local radio and televisionstations. Reporters expect to get inquiries and are lookingfor information to use in their broadcasts. Dont be shyabout contacting someone youve seen on television foryears. They talk on the telephone just like everybody else.

    Television and radio stations often cover the samethings newspapers cover, but their news judgment isoften driven by the demands of their medium.Specifically, television news programs insist on storieswith visuals, and radio stations look for stories withgood sound. Stage a local service event, particularlyone where the service being performed communicatesvisually, and youll be in great shape on both fronts.

    Television news programs also run feature stories, justas newspapers do. The best approach to interest a localtelevision reporter in such a piece is to first, find outwhich reporters do profiles, second, call them and sug-gest a piece on a local AmeriCorps hero. Youll need to

    be sure the hero is willing to be interviewed, as well as aspokesperson for the sponsoring organization. After youtalk with the reporter, youll probably want to fax theminformation on your organization and on the member.

    Another outlet not to be missed is talk radio. Mostlocally produced talk shows run for several hours, creatinga daily burden for the programs producers: they have tofind several interesting guests each day. For that reason,talk show producers are often open to being pitched.

    A sample pitch letter is included below. Customize itfor your own purposes, fax it to the producer, and thencall the next day to follow up.

    The surest way to get the word out about your recruit-ment efforts is to advertise. Ads come in severalshapes, and in several price ranges.

    Classified AdvertisingA common tool for recruiting AmeriCorps members,paid classified ads appear in the employment sectionand should include five basic elements:

    Give your ad a grabber headline, something tocatch the readers eye, such as Change YourCommunity, or Teach Children to Read.

    Use the proper key word so your ad goes in thecorrect section of the classifieds. For example, anad with the heading Literacy Teachers Soughtshould have a key word like education; other-wise, it will end up with Librarians or anotherunrelated job title that begins with the letter L.

    Provide enough information to entice people andlet them know if this is a good choice for them.

    Include your phone and fax numbers and youremail address.

    Use action phrases like call this week, call now,or call immediately to encourage a quick response.

    If your ad can be listed in several different sections,place the complete ad in the most promising category

    and referral ads in the others. List your phone number in the referral ad as well. A sample classifiedad is below.

    Display AdsDisplay ads are placed throughout the newspaper, scat-tered among the articlesor in some newspapers, over-whelming the articles! Ads come in a variety of sizes,depending on the newspapers policies. Prices varydepending on individual papers practices, but generallyspeaking, full-page ads can cost thousands of dollars,and smaller ads can be considerably less expensive.However, many publications will place display ads atno cost as a public service, so dont forget to ask.

  • Public Service Announcements

    Public Service Announcements, or PSAs as they arecalled, are essentially free advertisements, aired onradio and television stations.

    The Corporation for National Service Office of PublicAffairs distributes national radio and television PSAs tothousands of stations across the country. To see whatscurrently playing, visit www.americorps.org. To find out ifyour local television and radio stations have copies, contact the stations public service directors. Manytimes, they have a copy and just need a little encourage-ment to play it. If they dont have a copy, contact theOffice of Public Affairs at (202) 606-5000, x304.

    Developing Your Own PSAThe cost of producing a television PSA can be prohibi-tive for many AmeriCorps programs. Radio stationsrun many more PSAs than television stations do, and

    are much more likely to run local PSAs. By contrast,PSAs on radio stations often cost nothing to produce,because disk jockeys, announcers, or news anchorsoften just read them live on the air (See sample).

    The trick with PSAs is getting yours chosen from allthe others. The best way to get a PSA on the air is tocontact local radio stations popular among the demo-graphic groups youd like to hear the announcement.Ask the program manager or other appropriate personhow they prefer to have PSAs submitted. Some sta-tions will simply ask for a script while others will wantyou to make a 25-second recording.

    To increase the amount of airtime the station devotesto your PSA, introduce yourself to the station manageror key station staff, and give them a clear explanationof your AmeriCorps program and how it benefits yourcommunity. Also, be sure to send a thank-you note tothe station after hearing the announcement and to letthem know if it helped recruit any members. With anyluck, youll begin building a relationship that will serveyou and the station well for years to come.

    The Internet

    The Internet can be one of the most effective and leastexpensive ways to reach potential members. If yourorganization already has a home page, add a sectionabout joining AmeriCorps or a link directly to theAmeriCorps home page. If you do not have a homepage, you can refer people to the AmeriCorps site atwww.americorps.org for more information on the program,its benefits, and to apply. And dont forget to check thesite for the upcoming on-line recruitment system.

    In addition, you should also be able to post your jobdescription on a number of sites. Many of those samesites post the resums of job seekers, some peoplemight be encouraged to be AmeriCorps applicants.Many sites offer free listings and others charge a smallfee to post your announcement.

    Contact sites specific to your target audienceincluding sites for nonprofit employment such aswww.idealist.org or www.libertynet.org.

    Post your positions in as many places as possibleto increase outreach.

    Following Up on Leads and Tracking YourSuccess

    The purpose of large-scale recruitment events andmedia outreach is to identify possible applicants. Butturning your list of possibles into definites is a mat-ter of follow-up. Its great when someone is so excitedabout the prospect of being a member that they pursueyou, but dont expect that to happen too often. Buildtime into your schedule to do the pursuing yourself.

    Of course, in order to follow up on leads, you mustfirst be sure youve collected the names and contactinformation of people you meet who express interestin AmeriCorps. So be sure to bring sign-up sheets andseveral pens to every event you attend, and to carrysomething to write on wherever you go during recruit-ing season. Gather information on the candidates,such as:

    names,

    phone numbers,

    email addresses, and

    mailing addresses.

    Also, be sure to write down what you learn about can-didates in your conversations with them. The informa-tion will help you keep track of whos who and be use-ful in prioritizing applicants. Applicants will also beimpressed you remember the details of your conversa-tions with them, because it will convey to them you

    were paying attention to what they had to say, and itmattered to you.

    If you dont already have a system in place for trackingsuch information, here are a few suggestions:

    Use a sign-in sheet at every event to collect thename, phone number, address, email, and generalinterests of everyone you meet.

    Make a special email group of everyone so you cankeep track of them and send more information later.

    Create a phone log specific to your recruitmentefforts. Base your log on the sign-in sheet so youare sure to capture information.

    Change your out-going voice-mail message toencourage callers to leave all of the above information.

    Following Up

    After gathering all the information, put it to good use.Call candidates back to follow up and send them moreinformation. Even if all you do is send them a follow-up postcard letting them know about an upcominginformation session, its important potential applicantsknow youre interested in them. Be sure to personalizewritten communications wherever possible, withsomething that lets the candidate know you rememberthem. You might, for example, hand-write a note onthe bottom of a follow-up form letter saying youenjoyed talking to them at such-and-such event.

    When it comes to turning potential applicants into actualapplicants, its critically important you do exactly whatyou say you will. If you tell an applicant youll sendthem more information, mail it promptly. If you tellthem youll call to invite them to a subsequent event,put the call on the top of your to-do list. Remember,youre asking candidates to spend a year of their livesworking with you. Theyll be reassured you can berelied on to do just what you say you will. Its surpris-ing how uncommon that can be.

  • Here are some other tips on follow-up:

    Ask current AmeriCorps members to make informal phone calls to encourage people to apply.

    Send postcards with a friendly, encouraging message or member success story.

    Invite potential members to your programs special events.

    Encourage potential applicants to participate inshort-term projects with your program.

    Send email messages to people in small groups.Large group emails make people feel like theyrejust another face in the crowd to you.

    Tracking Your Efforts

    Something youll want to know about recruiting right upfront: its never a one-shot deal. Once you launch arecruitment campaign, youll find yourself sizing up prac-tically everyone you meetnot just on recruiting trips,but at the grocery store, at PTA meetings, and every-where else. In a way, thats a lucky thing, because youllprobably be down this road againrunning anothercampaign next year, possibly even for years to come.

    When it comes time for you or somebody else to run thenext campaign, youll find one of your best planningresources will be the notes youve taken and evaluationsyouve conducted on the previous years effort. So besure to keep track of what works and what doesnt,where you found applicants, where successful candi-dates came from, what specifically appealed to them,and anything else relevant, including any unique solutionsto problems, etc. In short, spend some time figuring outwhat worked and what didnt.

    Some suggestions:

    Develop an activity report like the sample on thenext page.

    Keep a written record of each event to act as a reminder the next time you or someone else does events.

    Include the names of people you worked with, whatthey did for you, and their contact information.

    Complete activity reports immediately after theevent so the information is fresh in your mind.Note how many people attended, the number ofapplications given out, the reaction of the audience,and anything else you can measure.

    Attach a copy of the sign-in sheet from the event.As applications come in, you can check themagainst the lists to see how they heard about you.

    Follow-up six months later. Check to see howmany applications were returned and how many ofthose applicants actually became members.

    Ask applicants how they heard about you and keepa record of their responses.

    How to Retain Your Members

    Once youve done all the work required to recruitmembers, make sure they have an experience with youthat makes them want to stay. That means you shouldcreate a positive and supportive work environment,one where members have ample opportunities to learnand grow. Do everything reasonable to let them knowtheyre an important part of your organization andhave a responsible and respected role.

    Providing members with a good experience will begood for retention and recruitment. Happy memberswill spread good news about your organization andhelp you recruit members for additional positions inthe future.

    Getting Off on the Right Foot

    Your new members first impressions of their work-place will make a big difference. So be sure to get offon the right foot. Here are a few tips to consider:

    Before your members arrive, send an orientationpacket including maps, information about yourarea, an introduction to your organization andyour AmeriCorps program, what they need tobring from home, and information aboutAmeriCorps members they will be serving with (ifapplicable).

    Arrange for an existing AmeriCorps member withyour program to call them a few days before theybegin work, to welcome them and answer anyquestions they might be shy about asking you.

    Make sure your staff members know whatAmeriCorps is and understand the members uniqueposition in your organization and the community.

    Set up a mentor program where new members teamup with experienced people in your organization.

    Plan a social event to welcome new members intoyour organization.

    Consider doing team-building exercises or includ-ing experiential learning activities into your orien-tation week.

    Allow members time to become comfortable withtheir new surroundings, understand all the informa-tion they have received, and develop relationshipswith your staff and other members.

    Help find housing for people who relocate.Encourage staff and other AmeriCorps members tohelp them or provide a temporary place to staywhile they look for housing.

    Meet out-of-town members upon their arrival.

    As an initial exercise, pair or team members onprograms (or link them with members at nearbyprograms). This will help them create a link toyour program, the new surroundings, and theother members of your AmeriCorps team or staff,an important element for a successful experience.

    As members begin to settle into their new responsibili-ties, keep the following tips in mind:

    Provide a service work plan and make sure yourmembers read and understand it before they start.

    Meet regularly with your AmeriCorps members todiscuss their achievements, problems, and needs.

    Provide a solid training program throughout the year.

    Provide consistent, quality supervision to your members.

    Develop teamwork among members, between staffand members, between members and the commu-nity, and with other AmeriCorps or volunteer pro-grams in your community.

    Encourage and acknowledge creativity and initiative.

    Agree on expectations, review performance regu-larly, and require accountability.

    Treat them in a professional manner.

    Enable them to make contacts with communityleaders. This can be very beneficial to them duringtheir service as well as when they leaveAmeriCorps.

    Help them develop a portfolio, including samplesof reports, letters, etc.

    Publicize their placement and program in yourlocal newspaper and newsletter.

    Publicize the work AmeriCorps members aredoing for your organization, particularly whenAmeriCorps members are present (e.g., annualmeetings, board meetings, conferences, and recog-nition and publicity events).

    Deal with problems as they arise and in a directand efficient manner. Make sure to review thegrievance procedure as outlined by theAmeriCorps Member Handbook as well as in yourorganizations policies with members.

    A Final Thought

    Most members come to AmeriCorps not because theycouldnt find a traditional job, but because they wantthe kind of unique experience AmeriCorps offers. Theywant to serve their communities and their country, andthey want to make a difference in peoples lives.Theyre right to feel that way; the commitment to get-ting things done is the heart and soul of AmeriCorps.Realistically, that noble and idealistic motivation is alsowhat keeps AmeriCorps talented members workinghard for little financial remuneration. Above all else, besure you find ways to reinforce members pride in theirwork, in your program, and in their commitment andself-sacrifice.
