The Parish Council Chairman reports on the progress as the community considers filling the local gaps left by the proposed changes to West Yorkshire’s Fire and Rescue service . This is to bring you right up-to-date with developments following the announcement by the Fire & Rescue Authority that Haworth Fire Station has been given a two-year stay of execution to enable the idea of introducing a valley-wide, community-led emergency service based at the Fire Station to be fully explored. So far we have had two meetings with senior Fire & Rescue service off icers, including the county’s Deputy Fire Chief Steve Beckley at their Headquarters in Birkenshaw. On both occasions we were given fair hearings and received well by the officers who are clearly interested in the possibilities offered by the proposition. It was a concept that had occurred to them but they had not advanced it to the point where it was offered to a local council. Sufficient to say they are now encouraging us to take the idea to the next stage. These points will be key to whether such a proposed community fire emergency project is viable or not; but the mere fact that the senior officers were prepared to flag up that they were willing to discuss those subjects above was encouraging. Deputy Fire Chief Beckley made it plain to us that as a service they were operationally and politically open to the idea of exploring the possibility of establishing a community service; and, at the same time ready to assist the project with support. The question for us as a community is whether we can bring enough support to make it work from our end? We would need the feasibility study being proposed to see whether such a project can be made to stack up in financial terms; whether we could attract sufficient partners so that the project did not rely entirely on Haworth, Cross Roads and Stanbury Parish Council and that we had a better than even chance to deliver a sustainable service that would be resistant to future electoral changes in the political sector and organisational changes in the emergency service sector. Keighley Town Council have pledged their support to be part of the feasibility study and we are very much hoping to receive the same kind of backing from Oxenhope Parish Council because, like us and Keighley, they have an interest in emergency service cover within the Worth Valley. There has been some contact with the other emergency services, ambulance and police, to keep them informed as to the project and its progress. At the same time I have had a discussion with the Team Leader for Calderdale Mountain Rescue about whether they may be interested in joining the project and they have asked to be kept informed because providing coverage for the moorland in the Worth Valley region is part of their remit. What happens next? Following the public meeting at West Lane Baptist Church on January 9th when the residents and interested parties who attended gave us the mandate to take part in the project we have been speaking to Fire and Rescue and will participate in exploratory talks with them on January 24th. This meeting will start the process of establishing what we would like to see happen and what the time scales might be. Once we know what is possible then we can start working on locating funding; finding suitable partners for the management body and recruiting volunteers. We will, of course, be discussing the situation with those key people, the twelve retained firemen who already provide our fire service and be in touch with the Fire Brigade Union who look after the interests of the fire fighters. We recognise that the fire fighters are important people to our community and it’s their future that is up for debate. We also want to keep you informed about progress and we shall publish updates through the Parish newsletter; the media; via our own Parish Council web site and the social media outlets of Facebook and Twitter. Off road bike now available to Bingley and Worth Valley areas The Bingley and Worth Valley Neighbourhood Policing Team are stepping up the fight against rural crime. PC Oddy has now completed an off road bike course which enables him to patrol more remote areas. It will assist in getting to areas inaccessible to other Police vehicles and strengthen the effectiveness of the Farmwatch scheme. It will also assist when we have reports of nuisance off road bikes or quads in the area, in fact an off road bike causing a nuisance to members of the public was seized under Section 59 of the Police Reform Act only recently. PC Oddy adds “This increased capability has already received positive reaction from our existing Farmwatch members and we are hoping the accessibility of the bike will work to encourage more into the scheme. We currently have over a hundred members which is having a genuine impact on crime, previously, we have relied upon four wheels, however; the off road bike will allow us to access unmade paths and farm tracks. It also makes it much easier for the Neighbourhood Policing Team to keep in touch with residents who live in remote areas and discuss any concerns they may have". Members of the Rotary club of Haworth & Worth Valley are setting up a local Contact the Elderly group. Contact the Elderly is a charity which is dedicated to tackling loneliness amongst older people. Once a month members will pick up guests and take them to someone's home for afternoon tea. The event will be held in late February. A concert will be held on Saturday 27th April. UPPER WORTH VALLEY HISTORY GROUP WALKS 2013 Steven Wood and Ian Palmer again invite you (entirely at your own risk!) to join them for another series of free historical walks in the Haworth area. They are all on Wednesdays in March and April. Be prepared for cold and wet weather and wear walking boots - several of the walks have some rough moorland walking in them. Take a packed lunch and hot drink. March 13th Some Haworth and Oxenhope Mills - 6 miles. Meet at Haworth Visitor Information centre at the top of Main Street at 10 a.m. A look at some of Haworth's mills and Oxenhope's iconic Dunkirk Mill. March 20th The Quarries of Nab Hill - 6½ miles Meet at Oxenhope bus terminus at 10.30 a.m. The 500 bus which leaves Keighley at 10.05 a.m. and Haworth KWVR Station at 10.18 a.m. will get you there in time. Chris Mace will be guiding us round the quarrying remains at Nab and Fly of which he has recently made a detailed study. March 27th Top Withins and the Alcomden Stones. - 5 miles. Meet on Back Lane, Stanbury just below Bully Trees (SE002365) at 10 a.m. The 664 bus which leaves Keighley at 9.25 a.m. and Haworth KWVR Station at 9.38 a.m. will get you there in time. The meeting place is about 600 yards up Back Lane from the Stanbury bus terminus. Exploring the ancient farming settlement of Withins which Steven Wood has been studying over the past year. April 3rd NO WALK April 10th Oxenhope Stoop and Top of Stairs - 7 miles. Meet at the bottom of Haworth Main Street near the Old Hall at 10 a.m. A walk along the Haworth-Oxenhope boundary to Oxenhope Stoop returning by Stairs Lane. April 17th The Lad of Crow Hill - 6 ½ miles Meet on Back Lane, Stanbury just below Bully Trees (SE002365) at 10 a.m. The 664 bus which leaves Keighley at 9.25 a.m. and Haworth KWVR Station at 9.38 a.m. will get you there in time. The meeting place is about 600 yards up Back Lane from the Stanbury bus terminus. A visit to the Lad of Crow Hill and Ponden Clough. April 24th Across Haworth Township on packhorse trails - 7 miles. Meet at Oakworth bus terminus (Windsor Road) at 10.10 a.m. Use the 665 bus leaves Keighley at 9.45 and Haworth KWVR Station at 9.58. NB - Do not park cars at Oakworth as we will not be returning - the walk ends in Haworth. This walk attempts to follow the old packhorse route across Haworth Township from Oldfield to Black Moor.

NPT, Fire Service, Councillors and residents planting bulbs in the autumn at Gas Street Community Garden

5 years imprisonment for care home robbery Kevin Metcalfe, a 49 year old man from Keighley, appeared in Bradford Crown Court and was sentenced to 5 years imprisonment for carrying out a robbery at a care home in Haworth. As both men struggled to open the safe Metcalfe forced it from its fixing, but he cut his hand and was forensically linked after leaving his blood at the scene. He refused to name his accomplice.

Haworth Community Garden is a restoration project on the public land off Gas Street. It will be carried out in several stages and has so far received support from local residents, gardener Steve Thorpe, the Local Parish Council and Partners from Bradford Council along with staff of Haworth Fire Brigade and West Yorkshire Police. In October 2012, the first stage of the project saw local young people and parents take part in litter picking, planting spring bulbs and working with

the staff of Haworth Fire Brigade to clean the shelter. Further improvements will take place throughout 2013 with the help of volunteers and will include the laying of a new and improved pathway, further tidying and the painting of the shelter. For the final stage we are hoping to have a ‘Plant and Picnic Day’ on the land and would like as many people as possible to attend, lend a hand and start to make use of this community space. New Neighbourhood Watch Scheme for Upwood Park The Worth Valley has a new Neighbourhood Watch Scheme, which joins those already in operation throughout the area. The latest addition is Upwood Park on Black Moor Road, which has many permanent residents, as well as housing some holiday homes and towed caravans. The scheme mainly owes its existence to PCSO Farooq Hussain, who spotted the need after attending and speaking to a victim of crime. All residents have now joined the scheme and have been issued packs with information and equipment to help keep crime away from the area. PCSO Hussain said "Residents of Upwood Park already enjoy a strong Community and low crime levels. The scheme has helped to bring neighbours even closer together and the NPT are working with them to make the area even safer." PCSO Hussain

WARD COUNCILLORS INITIATIVE FUND HELPS TO RAISE CRIME PREVENTION AWARENESS IN THE WORTH VALLEY

The Oakworth Police & Community Contact Point has secured funding from the Worth Valley Area Initiative Fund of £750. This will be used to provide training in crime prevention for Police volunteers across the Worth Valley who will then visit local groups to inform people of how to improve security and allow them to purchase crime prevention items. Training will begin in February and it is hoped the first talks will go ahead by Easter. Margaret Smith, Co-ordinator of the Oakworth & Haworth Contact Points says, “This is an opportunity for Police volunteers to become more involved in the community. Police cannot always make a village group meeting as their time is better served on other, more important, duties. We would like to thank our Ward Councillors, Glen Miller, Rebecca Poulsen and Russell Watson for giving us this opportunity.” Sergeant Chris Watson of the Worth Valley NPT said: "The Contact Point and the volunteers who give up their time are a valuable extension of the service that police and partners provide. This funding will help to further develop that role and is great news for the local community." PROPOSED CLOSURE OF SUGDEN END TIP Haworth, Cross Roads and Stanbury Parish Council views with great concern the plans announced in Bradford Council's budget proposals to close Sugden End tip and re-cycling centre on Halifax Road, Cross Roads. A tremendous amount of community charge money has been spent making this facility into a modern, efficient plant which is an asset for the Worth Valley communities. Taking rubbish and waste all the way to Keighley does not seem to us to be a viable or Eco friendly alternative. The Bradford budget is in a consultation phase and you still have an opportunity to make your opinion known. We will be launching a peti-tion against this proposal and it will be available to sign at the Worth Valley Police and Community Contact Point on Changegate, Haworth during opening hours. (Tues-Friday 12-4pm)

PARISH COUNCIL COLUMN

As I am penning these few words I am contemplating attending a number of seminars and courses that are aimed at increasing the Parish Council’s knowledge of what the Localism Act means not only for us as councillors but for the community as a whole. The aim of the Government seems to be to give Parish Councils more powers and the ability to deliver more services while, at the same time, diluting the way in which principal authorities like Bradford exercise power over us. All that seems fair enough but it’s not working too well for us at the moment. Our ambitions to undertake a Neighbourhood Development Plan are crawling along simply because the financial commitment necessary to undertake such an exercise are formidable to say the least. It is pleasing to see that the Government has woken up to the dilemma that they want councils to cut spending and yet undertake more and more, possibly replacing some of the things that Bradford currently do for us. We need more training and money to succeed! I am not trying to score any political points in the above because your Parish Council is not a party political arena but, in this case, I’m emphasising the difficulties we are encountering in the new world into which councils of our size are being thrust. Believe me the Parish Council is busy at the moment. We’re compiling a register of properties and land in which we may well have an interest in the future and as soon as it is completed we will publish it in this newsletter, on the website and on the Facebook page so everybody will know our intentions. Cllr Barry Thorne has also started work on the Community-Led Plan and advancing our ambitions in as much as the Development Plan is concerned. On top of all that we are actively involved in working up a partnership that could not only save Haworth fire station and provide fire cover but also develop an emergency service for the Worth Valley. All of a sudden being a Parish Councillor has taken on a whole new meaning! Can I on behalf of the Parish Councillors and the staff wish everybody a Happy New Year for 2013. Last year was particularly difficult for the Parish Council. We lost Mark Pullen who has moved on because of family circumstances and said goodbye to former Councillor Ian Shackleton who passed away. At the same time our long-serving clerk Glyn Broomhead went into retirement and we welcomed Lisa Balderstone as his replacement. We wish both the very best of luck in the future. We’ve welcomed Angel Kershaw as a new councillor and I believe that our recruiting drive for more people to serve as Parish Councillors, especially in Cross Roads, has been answered so we very much hope to have filled our two remaining vacancies by the time you read this article. We’re approaching the halfway point in this Council’s life as we will have elections in May 2015. If you want to make a difference to our Parish why not think about standing to join the Council. I have been on the Parish Council since 2002 and, although I have offered myself for election three times during that time, there have never been enough candidates to require an election taking place. It’s flattering to believe that people think we’re doing such a good job that there’s no need for us to be put through an election but that’s not what democracy is about. So come on, give it some thought. Given the new legislation we’re going into an era when Parish Councils might just be able to make a significant impression and it’ll be exciting to be part of that process, honest!
