SPECCO Environmental (SPECCO) has completed an environmental screening of the Federal Communications Commission (FCC) special interest items as outlined in Title 47 of the Code of Federal Regulations (47 CFR) Section 1.1307 (a) (1) through (8) check list, for the proposed Red Tower, LLC site located at Road PR-2, Km.165, Tallaboa Ward, Peñuelas, Puerto Rico (the “site”). This Environmental Summary Report and Checklist has been conducted in accordance with the Master Services Agreement between Red Tower, LLC effective September 2014, the Task Order signed August 2014, and the Nationwide Programmatic Agreement of March 7, 2005 (NPA). The NEPA Land Use Checklist is attached to this report.
The property is a partial developed parcel that is used as a communication facility. The complementary equipment is be located at a concrete pads and/or concrete shelter adjacent to tower. The legal description of the property was not provided. The attached topographic map and aerial photograph depicts the site location.
Its topographic environment is shown on the USGS Topographic Quadrangle Maps of Punta Cuchara (1962) Revised 1982, Peñuelas, Puerto Rico. 7.5 Minute Series Topographic Map, dated 1969 and photo-revised 1993, 2006 & 2013 (see attached). Based on the topographic map, the elevation of the site is approximately 122 feet (AMSL).

Conclusions
Based on the review of readily available published lists, files, and maps regarding FCC issues, the proposed RED TOWER, LLC site located in Road PR-2, Km.165, Tallaboa Ward, Peñuelas, Puerto Rico, will not affect the FCC special interest items outlined in 47 CFR 1.1307 (a) (1) through (4) and (6) through (8). Thus, the preparation of an Environmental Assessment (EA) due to impacts on those items is not warranted at this time.
The findings of this Environmental Summary Report and Checklist are based on the project location, project type, and construction diagrams provided by Red Tower, LLC. Should the project location, project type, and/or construction diagrams be altered, re-submittal of the Section 7 and Section 106 consultation packages may be required. Our office should be contacted to evaluate whether additional consultation is required in light of the project change.
This review relied primarily upon public sources of readily available information, on conversations with persons knowledgeable of the federal regulations and proposed construction and on visual observations of the site. SPECCO does not warrant the work of regulatory agencies or other third parties supplying information that may have been used during the preparation of this review. Furthermore, this NEPA review was prepared using SPECCO’s interpretation and opinion of the data available at the time of our review. If Red Tower, LLC or others require a higher degree of assurance, the relevant state and federal agencies should be contacted to render their opinion on the individual items. INTRODUCTION
Red Tower, LLC proposed the construction of communication facility at Road PR-2, Km.165, Tallaboa Ward, Peñuelas, Puerto Rico. The purpose of this facility is bringing better support to the communication network (the cellular service) in the area, for multiple carrier companies. This infrastructure project is important for communication service in the area that will be beneficial to business, industries, government and general public, that demand a high quality of services.
PROJECT DESCRIPTION
The site consists of 190 feet tall self-support tower structure. The complementary equipment are located near the steel structure on concrete pads. The site parcel is in a rural area of the Road PR-2, Km.165, Tallaboa Ward, Peñuelas, Puerto Rico. The lease area considered for the tower site is 540 square meters, from a privately owned land of approximately 71,917.8857 square meters.
The total property area is 71,917.8857 square meters and the area to be leased is 540 square meters. The project consists of:
1. The construction of a 190 feet tall self-support lattice tower structure for the installation of a maximum of 10 communication antennas and a maximum of 36 mobile unit antennas.
2. 5 concrete pads and/or concrete shelters for complementary equipment.
3. 75 kva substation for electrical supply and 6 AEE register of 200 Amp each
4. 8 feet tall minimum perimeter fence

According to National Wetland Inventory, there is no wetland in the study area, but has near one Freshwater Emergent Wetland (PEM1A). Field visit did not indicate the presence of wetland or surface waterways. According to the USGS Topographic Quadrangle Maps of Peñuelas, the nearest surface water body is the Caribbean Sea, not to be impacted, which is located 1,167 feet at South West of property.
