News from the September meeting of Northwood Parish Council, with Cllr. John Pullen, in the Chair. PCSO Lisa Paul presented the report of the Local Safety Neighbourhood (LSN) team, on events that had taken place since the last meeting. Particular mention was made of the following: Reference was made to the nuisance of mini motos along the cycle track, which had been discussed at previous meetings. In July a Section 59 warning had been given to a young man who had been caught using a mini moto, near to Medham. This appeared to have the desired effect, as no further problems have since been reported A couple of incidents of people trying to sell unsolicited services had been received. PCSO Paul stressed that it was important for as many details as possible about these persons to be obtained. In Gurnard, a local resident managed to obtain the registration number of a person’s car, which has led to the culprit being prosecuted. Cllr Pullen reported that an ex-councillor living in Pallance Road had received a similar cold-call, which he subsequently reported to Trading Standards. A representative from Trading Standards paid a very prompt visit to the ex-councillor to obtain further details. One incident of fly tipping had been reported along Wyatts Lane, near to the junction with Pallance Lane PC Martin Egerton had recently been appointed in the Cowes area. It was hoped that he would attend a future meeting of the Parish Council. Reference was made to the letter that the three local council’s involved in the Bus Route 32 had received from Matt Kitchen, the General Manager of Southern Vectis. The letter indicated that the well-used Route 32, Saturday service was not part of the Community Bus contract and at present was running without funding. As this was considered to be no longer tenable, Southern Vectis proposed to terminate the service from October 27th . Cllr Riddet, after having discussed the matter with Cllr Ian Ward, Secretary of the Community Bus Partnership, was pleased to report that sufficient finances were available to maintain the service for at least the next year.

The Parish Council had retained over £3K received from donations, which could also be made available to the Partnership to ensure the service continued. Cllr J Pullen advised that during September arrangements were made for the winter planting to be delivered in October. The costs would be contained within the allocated budget. Volunteers were requested to assist with the clearing of the tubs/planters and subsequent replanting. A grant of £50 was approved towards the cost of installing new double-glazed windows in the WI hall, with regret that the amount could not have been more significant. The comments and marks awarded to Northwood in the Best Kept Village awards were noted. The Chairman advised that although not a winner in the main competition, it had been announced that Northwood was to receive a small award for the lovely tubs and planters around the village. The Chairman and a member of the Community Partnership attended the awards ceremony last month.
NORTHWOOD’S FUTURE! - YOUR FUTURE Northwood Parish Council is to carry out a Neighbourhood Plan. This will be a legal planning document which will need the approval of the Community and form a significant part of the IWC Planning Department’s Core Strategy. It will set out a vision as to what the people of Northwood want the community to be like to live and work in the coming years. A QUESTIONNAIRE will be delivered to every household in the Parish during October/ November. The results will be collated by the Island Council before Christmas. Council Chairman, John Pullen, said, “Everyone’s input is very important, please ensure you take time to complete the QUESTIONNAIRE”.

About three years ago the Partnership had an idea to run a monthly Residents Event, to bring together residents for an afternoon. Thanks to funding we have been able to continue and everyone enjoys meeting up with old friends and making new friends. The talks have been very interesting and informative. Hopefully, we will be able to continue and perhaps obtain more funding. The gardens and the flowers in the troughs and planters have been very beautiful during the summer and have made the village look very attractive. Thanks to all those who helped to keep them tidy. They will be replenished with autumn plants during this month. The Community Partnership would welcome anyone who has a little time to spare, to help with the Residents Events and the gardens. OCTOBER LETTER
For the first fifteen years of my life I lived in Portsmouth. One of the biggest stores in the city was the Portsea Island Mutual Cooperative Society or Co-op for short, renowned for its twice yearly dividend payments. In those days the “divvie” was about 8% , in other words for every one hundred pounds you spent you would receive eight back. If you think about the bank rate today you can see this was a good deal. This was very useful in a single parent family like mine. The money was used to pay for school trips and holidays and on one occasion a new bicycle. The amount of money you received back was dependant, of course, on how much you spent in the store. In our case everything, and I mean everything, was bought from the Co-op. Whilst my mates were riding branded cycles my bike proudly had a Co-op badge on the front. My clothes, shoes, food, even my first foreign holiday were all bought at the Co-op. I still remember my mother’s Co-op number which you gave every time you made a purchase. The store was renowned for its range of services, from funerals to toilet rolls and my family took full advantage of it! Of course I never moaned when the ‘divvie’ paid for a school holiday or new sports gear but it was not “cool” to ride a Co-op bike. I believe that in those days the Portsmouth Co-op was the most successful in the country. The success of the company was dependant on its members using it on every possible occasion. They store bought what it considered to be good value products and the customers had to be loyal and use the stores as much as possible. It was co-operation between store and customer that made it a success and benefited thousands of families like mine. The success of the Fire Service where I am chaplain is based on cooperation. Team work is essential for safety and efficiency. Co-operation is vital not only between the fire fighters but between all the different emergency services who attend the fires, accidents and dramas which affect the lives of our Island residents. It is second nature for all those involved in such emergencies. If only all walks of life would be prepared to co-operate with all those they met what a different world we would live in. I am concerned at reports of alleged heavy handedness on Cowes Parade during Cowes Week, and, whatever the truth of this is, it seems to me that, even if you are a transgressor, there are standards and codes of professional conduct that the public expect should be maintained. In order to get a more balanced view, it would be interesting to hear other people’s experiences and opinions, good or bad. Personally, I have not seen a problem, but, have heard stories enough to raise question. Beware of parking changes. I have received complaint on the sudden re-allocation of parking bays in Denmark Road to resident only, supported by alleged phantom parking wardens, who mysteriously seem to manage to place tickets on un-expecting transgressor’s windscreens as soon as their backs are turned, and without being seen. Is there any history of ghosts in this area, and are these parking bays real, or is it a Harry Potter Hogwarts train platform phenomena? Seriously, this is not the first time people have been caught out like this, and it pays just to make a habit of reading signs, rather than assuming they remain the same. Who else, like me, has got caught out, in embarrassment with changing of direction in familiar one-way streets? Parking and the sudden appearance of yellow lines seems to be a perpetual problem at the moment, with more double yellows appearing at the junction of Place Side and mystery, untaxed cars, seemingly being dumped in valuable parking spaces, it seems these will ultimately be moved or crushed, as appropriate. Another parking problem at the junction of Wroxall Close is a bit more difficult to resolve, where residents need space to park and, I am sure, try to do their best, but, nevertheless, it causes restriction, obstruction and potential hazard, hopefully, we will find a sensible solution to accommodate all. Parking along from Northwood School remains a prime concern to many people, road users and residents alike, and I would urge any parents within walking distance, to, please, leave their cars at home and walk their children, if they don’t already. Hedges, beware of hedges! No matter what went before with the Council, it seems that we are all, now responsible for the maintenance of our own hedges, in that, if they overhang the public highway (road or footpath) they need to be cut back, and if you do not trim your own hedge accordingly, Island Roads will serve notice on you to do so, or they will do it and charge your for it. So be warned. Besides, I have had a lot of complaints, particularly from pedestrians, about restricted and nuisance from overhanging vegetation. This also, apparently extends to boundaries, and, particularly concerns, fast growing evergreens, where, under Section 8 of the Anti-Social Behaviour Act (2003) action can be taken where 2the hedge is adversely affecting the complainant’s reasonable enjoyment of their property”. I will be holding an open surgery, with my colleague, Councillor Paul Fuller (member for Gurnard and Cowes West) and, joined by, Marc Griffin, IW Council Highways PFI Contracts Manager Officer for the Island Roads project, at the IW Community Club in Park Road on Tuesday 1st October between 5 and 6pm, in the Sports Bar. Well, surely nobody could complain about the marvellous summer that we have had? Except, of course, that it is on the way out! The weather does affect people, and, a nice spell makes people more content, I believe, and, perhaps, even, a blistering hot spell brings Latin-like temperaments, and there was that weekend back in July, when, in the press, the heat erupted. I was involved in one incident, as Chairman of the local Branch of CAMRA (Campaign for Real Ale), campaigning for another chance for the Colwell Bay Inn, to prove itself as a community asset. Much, in fact, like the Travellers Joy, some 30 odd years ago, when Whitbread declared it unviable and locals campaigned to retain it as licenced premises. Since then, it has flourished, winning award after award and becoming a destination for, not only, beer lovers, but, people who enjoy the friendly spirit of the English country pub, showing that it is the landlord and the way the locals are facilitated that makes or breaks a pub. And, we should not forget the history and heritage of the English pub, over the centuries, as a community hub, place for discussion, business and exchange of ideas. It is, in my view, a sad time now, when local people choose to sit at home with a cup of tea, or other beverage, instead of getting out and meeting people in their local. For me, even ½ hr at the local in the evening is a great repairer to the day, and believe me, at the Travellers, you can never anticipate who you are going to meet, the conversation you are going to have, and what you are going to learn. There are many more pubs like that, of course, the Horseshoe being another great Northwood local community pub too. It is common knowledge that Derek and Ruth are now retiring after 25 years’ service at the Travellers, and handing the pub over to fresh new blood, as they have said, they were just guardians to an institute, in their period of time. Things are starting to happen on the road renewal program, but, I am afraid, in Northwood, it has not been very impressive, with sloppy workmanship at Woodside Close and, particularly, at Greenways Close, enraging the residents, quite rightly too, some of whom, having done road works, and knew just how it should and could be done. With the support of the Council, we made representation of our opinion in the strongest terms, and, I am told, to the shock and embarrassment of those who carry out and supervise the work. The thing is, in small localities, especially in a Close, the people who live there regard the road as an extension of their drive, and when others come along and show disrespect, then it is taken as an insult, and so it should be. Anyhow, I hope and believe that Island Roads have learnt a lesson from this, because it is the easy stuff, involving diligence and care, that they seemed to be lacking, in these cases anyway. Nothing is stranger that life, or so they say, and when a mystery no-man’s land Island was brought to my attention, with its own trees and borders, between Fieldway Crescent and Cranliegh Gardens, it took the sterling effort of several council departments to finally decide that the Island did not exists, it was, in fact, a mis-measure of boundaries that had created the anomaly. With the news of the strategic alliance between Eurovia and Bardon Vectis, it seems very unlikely that the Asphalt Plant on the Medina will go ahead, which to anyone who has considered the logistics (we all know that it takes just one vehicle to bring Cowes – Newport Road) to near gridlock), was never a sensible proposition. However, it did serve one good purpose, in bringing together considerable hidden academic and professional talent in a campaign. It would be a shame, to me, having got these people together, and working so strongly, to lose it. Perhaps, together, we can find a new and constructive use for the input and intelligence of such a group?
