a) Title:
This Expression of Interest (EOI) seeks response from bidders , who are willing to be associated
with NBPPL through a technical collaboration / business sharing agreement to enable NBPPL to
design, manufacture, test,supply, erect, commission, repair, service and retrofit Coal
handlingequipments (As per Annexure II) to meet the market requirements .
b) Introduction:
NTPC BHEL Power Projects Private Limited (NBPPL) is a joint venture company of M/s NTPC
Ltd. and M/s BHEL Ltd., two leading maharatna companies of India. The prime objective of the
Company is to enhance the Engineering, Procurement & Construction (EPC) capability and
Manufacturing capacity of the Power Sector and supplement the efforts of both the promoter
companies in achieving the targets in capacity addition in the country.
NBPPL, as an EPC Company, has an order book position worth more than 2700crores and takes
up turn-key jobs of power plant with a view to provide total business solution to the customer
from concept to commissioning. NBPPL has established a state of the art Equipment
Manufacturing Facility at Mannavaram, near Tirupati, in Andhra Pradesh for Balance of Plant
equipment such as Coal Handling and Ash Handling Plant.Our ongoing major technology tie –
ups include agreement with M/s DMW, USA in the area of coal handling plants for some
licensed equipments.

c) Instructions to bidders The interested parties may submit their Expression of Interest along with the requisite details in
a sealed box / envelope latest by13-08-2016, 14:00 Hrs IST pm at the following address.

a) Any clarification required by bidder can be requested on or before 03-08-2016 and
the replies for the same shall be furnished by NBPPL on or before 10-08-2016.
b) Bidder can submit their bids against this EOI by email also, but a signed hard
copy of the bid shall be submitted within 1 week from the above said due date i.e.
latest by 20- 08-2016.
c) No discrepancy in bid between soft and hard copy is allowed. If there is
discrepancy between soft and hard copy, hard copy will prevail over soft copy.
d) All communications, documentations etc shall be in English language only.
e) Bidders shall submit a covering letter of expression of Interest along with the bid
andthe same shall be signed by a competent authority having due power of attorney
to sign the bid. Designation and authority of the signatory shall be stated. Original
Power of Attorney shall be enclosed with the bid. The person who has given the
power of attorney for signing the bid shall have the requisite authority for the same.
f) Bidder has to submit the details as requested in the EOI, including the formats duly
filled and additional details, if any, along with the offer.
g) The EOI shall be comprehensive so that we can understand to what extent the
bidder can comply with NBPPL’s requirement. Bidder is requested to furnish their
opinion / comment on every aspect of this EOI specs. All formats enclosed needs
to be given response in Details sought/Yes/No.
h) There will be a requirement of one or two meetings at NBPPL, Mannavaram/Delhi
to take forward this EOI. No amount shall be payable for this visit / boarding /
lodging. Visit will be expected within 15 days from the date of our request for the
same.
i) NBPPL hereby confirms that the details furnished by the bidder against this EOI
will be kept confidential and will be used only for the intended purpose of
evaluation and finalizing the suitable bidder.
d) Scope of cooperation: a) NBPPL seeks a partner for entering into technology collaboration (TCA) / Business
sharingagreement (BSA) for Coal handling equipments .The duration of TCA / BSA shall
be around 5years. Indicative scope of information sharing for Coal handling equipments
for BSA option and TCA optionis given in Annexure –I Part (a) and Part (b) .
b) NBPPL proposes to have an association with the respondent (prospective business
partner) who shall be responsible to the customer jointly with NBPPL for the design,
procurement of components and sub systems , overall system integration, testing and also
for the successful acceptance , guarantee and warranty obligations and long term support.
c) In the BSA/ TCA model, the respondent shall provide NBPPL with all the information
related to design, manufacture, testing, trouble shooting, training etc.
e) Qualification Criteria:
1) Technical Capability The bidder should be capable of designing the Coal Handling equipments as listed,on the
specificationsand performance requirements in line with customer’s requirements.
The prospectivecollaborator shall own the intellectual property rights for the technology
being proposed under the TCA / BSA, or have unencumbered right from the owner of the
intellectual property rights to sub license the technology.
2) Experience:
Prospective collaborator should have at least 7 years’ experience in design, manufacture/ got
manufactured, supply, erection and commissioning, performance testing, operation and
maintenance of the specified equipmentfor Bulk material handling / coal handling projects .
The equipment supplied should be of proven design & working satisfactorily and they should
havelicense for design of equipment being manufactured and supplied by them.
The details in support of the above shall be as per Form 1 to Form 12
3) Financial capability
Bidder shall furnish the audited “Profit and loss account and Balance sheet” for the last 5
years for assessing the financial status of the company.
f) Legal requirements
1) The design of the system offered by bidder shall be of indigenous design without infringing
to any others’ patented / copyright design.
2) Bidder shall be fully responsible for any legal suit arising out of copy right violation if any
by bidder and shall be dealt by bidder directly.
3) In such a case, the entire expenses towards the same incurred by NBPPL shall be reimbursed
to NBPPL with additional penalties as finalized by arbitrators.
4) Further, the bidder has to come up with alternate design/system for meeting the project
requirement as acceptable to NBPPL/ NBPPL’s customer and also has to cover up the delay
caused because of the above.
5) In case of a contract after this EOI, all disputes between NBPPL and bidder shall be resolved
as per arbitration clause and the jurisdiction shall be Bangalore, India.
g) General
The bidder can bring out details on how / why his system is superior to other competitors in
prescribed forms

i) Criteria for short listing / evaluation.
The respondent may offer their responses for individual equipments or a
Combination of them or all of them for further examination.
To be decided by NBPPL, based on the responses received.
Annexure –I Part (a)
INDICATIVE INFORMATION SHARING MODEL PROPOSED UNDER BUISINESS
SHARING AGREEMENT (BSA)
For first 2 equipment supply a NBPPL will offer the product tied up with bidder to customer.
b Bidder will extend all the required technological assistance, to NBPPL, to prepare techno
commercial offers including guarantee and auxiliary power consumption for NBPPL’s
customer in the proposal stage within the tender due date fixed by NBPPL’s customer at an
agreed price per project.
c If required by NBPPL in proposal stage, bidder shall provide support letters including pre-
qualification papers / end user certificates for meeting provenness criteria to NBPPL for
qualifying in the bid / securing orders. Separate charges are not payable for this activity.
d
Bidder would support NBPPL by deputing their specialist to our customer offices/ works for
discussions, presentations and explanations at an agreed price as and when the services are
availed.
e
Design, engineer, manufacture/got manufactured, supply, erect, commission, operate and
maintain (till handing over to customer) of the equipment orders placed by NBPPL on bidder
as and when order is received by NBPPL within next 7 years, by associating NBPPL
engineers, at an agreed price per project.
Associating NBPPL engineers includes imparting training to NBPPL engineers & Hand
holding NBPPL engineers to enable NBPPL engineers to prepare design/ engineering
drawings, calculations, manufacturing drawings.Some components, as mutually agreed, shall
be manufactured in NBPPL fabrication shop at predetermined prices.
f
Transfer of design drawings, calculations and layout of first 2 projects executed by bidder
under this BSA.
After first2 equipment supply projects.
a
Further vetting of design and engineering of NBPPL drawings, details / calculations, layouts
manufacturing drawings as prepared by NBPPL for projects till completion of 7 years (or
project as desired by NBPPL) from the date of signing of agreement at an agreed price per
project.

Royalty payments for the equipments manufactured at a predetermined agreed price per
project.
Annexure –I Part (b)
INDICATIVE INFORMATION SHARINGMODEL PROPOSED UNDER TECHNICAL
COLLABORATION AGREEMENT (TCA)
a Grant Exclusive license for marketing and manufacturing of the bidders equipments
(offered) in India. The duration of proposed TCA shall be 7 years, extendable on mutually
agreed basis.
b Transfer of design drawings, calculations and layout of at least 3 reference projects already
executed by bidder and in successful operation, Name of such 3 reference projects shall be
decided by NBPPL in consultation with bidder.
c
Transfer of applicable computer programs including logics and source code if any as
developed by the vendor within 6 months of entering into an agreement.
d
Transfer of improvement/ modification/developments/up gradations carried out by the OEM
over the duration of technology transfer for taking care of new market requirements and
obsolescence of components used in the system.
e
Training of NBPPL engineers in design, manufacture, assembly, quality control/quality
assurance, Testing, installation, commissioning, maintenance and operation of the Coal
handling plant equipments.
f
Deputation of OEM’s experts to assist NBPPL in absorbing the technology for licensed
product/products
g Carry out proposal engineering and detail engineering suiting the customer requirements for
a predetermined mutually agreed payment structure for first two projects .

Support through engineering services from OEM’s design office/manufacturing facilities for
manufacturing of licensed product/ products at NBPPL facilities from the third project for
which mutually agreed payment in the form of royalty will be paid.

Transfer of information to enable NBPPL to source /procure those items, which OEM
sources from outside (as they are not manufactured by OEM) for use in Coal handling plant
equipments.

A COAL HANDLING EQUIPMENTS:
1 Coal crushing System:
a) Coal Crushers: Coal crusher equipment (Ring
granulator type etc.) able to crush various types of
coal to size – 20mm from Raw coal of size –
350mm size. The design shall be suitable for
crushing of upto 2000 TPH.
b) Grizzly Feeder: Grizzle feeder equipment for
feeding raw coal to Coal crusher (Vibrating type,
Eccentric disc roller type etc.) The design shall be

2 Stacker cum Reclaimer:
a) The Stacker cum reclaimer shall be of twin boom
reversible type able to stack and reclaim the
materials (coal or any bulk materials). The design
shall be suitable for stacking and reclaiming coal/
any bulk materials upto 2000 TPH
3 Stacker and Reclaimer :
a) The stacker machine shall be of twin boom type able
to stack the materials (coal or any bulk materials).
The design shall be suitable for stacking coal/any bulk
materials up to 2000TPH
b) The reclaimer machine shall be of twin boom type
with rotary bucket wheel able to reclaim the materials
(Coal or any bulk materials). Thedesign shall be
suitable for reclaiming coal/any bulk materials upto
2000 TPH
4 Wagon Tippler for Coal Discharge:
a) Wagon tippler equipment along with side arm
chargers for tippling of wagon. The design shall be
suitable for tipple wagons carrying coal at the rate of
25 tips per hour or and more. The system shall be
stipulated to all norms of RDSO.(confirming to
Indian Railways)
b) Wagon Shifter & Puller equipment used for
shifting of unloaded wagon. The design shall be
suitable for shifting e wagons after unloading at the
rate of 25shifts per hour or and more. The system
shall be in conformance with the norms as specified
by RDSO.(Confirming to Indian Railways)
5 Apron Feeder:
a) Apron Feeder Equipment in Wagon Tippler complex
for discharge of coal from hopper in wagon tippler
complex. The design shall be suitable for
handling coal up to 2000 TPH
B) COAL HANDLING SYSTEM AT PORTS:

a) Ship Un loaders for Barges using Bucket grab pay
loaders at ports. The design shall be suitable for
unloading coal up to 1000 TPH
