1. Non delivery of bills to the customers in time: It is a big practical problem in field and a lot of disconnection of LL and WLL numbers is because of it. The printing, distribution of bills and collection of payments from the customer need to be de-centralized and brought as close to the customer as possible so that it is not a painful experience for the customers as it is today. I suggest that we should give this responsibility to a Govt. bank with wide rural network. Haryana Gramin Bnak fits this perfectly as they are expanding their network in rural areas of HR in a big way and BSNL is providing them connectivity as well for their lease lines. We can give the batch file of Lanlline billing and WLL billing for an Exchange code to a the local bank branch for printing of bills. The customers can collect the bills from the bank and make the payment in the bank itself. The bank can do this for us on commission or per bill payment received basis. Publicity by BSNL will ensure awareness in the customers and the bank being locally available and a frequently visited place it shall be a relief for the customers. Further, the indirect influence of bank staff shall increase the collection efficiency. Bank may also be asked


Better use of Cell Broadcast feature available in GSM:Presently we are using Cell Broadcast feature of GSM network to display the name of the site. EOI was also called to get interested parties to pay to get the names of their organization etc. displayed through cell broadcast. A method of better use of cell broadcast is suggested below.As per my knowledge, the length of cell broadcast message is 30 characters and it can be swapped with the message being displayed on the mobile set. It means that we can broadcast anything to our customers through it on alternate basis. We should use this feature to reach our customers to intimate them about our new schemes, plans etc. For example, we can cell broadcast to all our customers about the ongoing GSM melas for Free SIM saying “Get free SIM in ur nearest BSNL mela”. This message can be shown alternatively with the cell name. Similarly we can promote CDMA Plan 900. As we have a huge customer base of appro. 23 Lakh GSM customers, this publicity of our services, new plans will definitely win new customers for us.

It is my privilege to inform you that BSNL, Haryana Circle Sports and Cultural Board, Ambala has been entrusted to organize 10th All India Chess Tournament in the month of July 2010. The CGMT & President BSNL Haryana Circle Sports & Cultural Board has decided to conduct the above said tournament at Hisar. Approximately 125-150 participants are expected to participate in the above tournament. The duration of the tournament will be of six days. However the necessary arrangements are to be made for Accommodation, Infrastructure & Transport facility etc. for 8 days.

Approval of the Chief General Manager Telecom and President BSNL Haryana Telecom Circle is conveyed to Sh Sanjay Bamel for participation in 28 th All India Uttaranchal Gold Cup Cricket Tournament organized by Cricket Association of Uttaranchal from 2nd May 2010 to 16th May 2010 held at Dehradun. The official will be treated as on duty for coaching camp days (i.e. 7th to 9th May 2010), tournament days and journey period and will draw TA as admissible to him under the rules subject to the minimum of 3 tier AC rail fare and Rs. 120/- DA per day. There will be a coaching Camp from 16-10-2011 to 25-10-2011 at JIND. All the players will be treated on duty during the period of coaching camp & tournament days alongwith journey period and will draw TA/DA as admissible under the prescribed rules.

The President BSNL CSCB is further pleased to nominate Sh.R.B.Saini SDE Safidon % GMTD JIND as Manager cum Coach. He will be treated on duty and will draw TA/DA as per his entitlement. All the players are requested to report to Sh. R.B. Saini, SDE Coach cum Manager in Telephone Exchange, Jind.

The details of the conduct of the tournament are as under:

Accommodation: Accommodation will be available for team participation/Coach /Managers/ Technical Delegates. Due to limited Accommodation it may not be possible to provide additional Accommodation for guests.

Reception: Reception centre will start functioning at Railway Station/Bus Stand. Advance intimation along with necessary details i.e. Train No. Bus and time of arrival at ALTTC GHAZIABAD may be given to Secretary UP(West) CSCB.

IDENTITY CARD All the players are requested to keep their IDs with them.

MEDICAL CARD All the players are requested to keep photocopy of their Medical Card along with them to avoid any inconvenience.
