(SNC-Lavalin) has completed environmental soil sampling at three borehole locations along Highway 97 South at 43rd Avenue in Vernon, BC (hereinafter referred to as the Site or investigation area). Refer to the appended Location Plan (Drawing 644611-001) and Site and Borehole Location Plan (Drawing 644611-002) for a visual representation of the Site and location of boreholes. Background and Objectives The MoTI undertook the project work in preparation for improvements to the right turn lane along Highway 97 South at 43rd Ave in Vernon, BC. The project scope involved a geotechnical investigation, including the drilling of three boreholes to a depth of approximately 4.5 m below ground surface (bgs). Klohn Crippen Berger (KCB) completed the geotechnical work, and was responsible for coordinating the work using contractors for utility locates, drilling and traffic control, and was also the prime contractor for health and safety. The purpose of SNC-Lavalin’s work was to collect environmental soil samples during the geotechnical drilling process in order to characterize soil at the investigation locations, and to provide recommendations on soil disposal options if contamination in soil was identified. SNC-Lavalin worked under the KCB Health and Safety program, and all work was carried out in accordance with the terms and conditions of the MoTI As and When contract 860 CS 4975. Suspected areas of potential environmental concern (APECs), identified based on SNC-Lavalin’s general knowledge of the area, included a Safeway gas station located adjacent to the west side of the investigation area, and the likely presence of imported fill of unknown origin. The potential contaminants of concern (PCOCs) related to the Safeway gas bar include gasoline and diesel; the associated regulated parameters in soil include: benzene, ethylbenzene, toluene and xylenes (BETX), volatile petroleum hydrocarbons (VPH), light and heavy extractable petroleum hydrocarbons (LEPH/HEPH), polycyclic aromatic hydrocarbons (PAHs) and methyl tertiary butyl ether (MTBE). PCOCs may be applicable; however, a Stage 1 Preliminary Site Investigation (PSI) would be required to confirm this and this was not included within the current scope of work.

Scope of Work The scope of work for SNC-Lavalin included the following tasks:

› Preparation of a health and safety plan specific to our work (i.e., travel, working around a drill rig and soil sampling).

› Travel from SNC-Lavalin’s Kelowna office to the Site. › Observing the drilling of three boreholes, including recording soil profiles, visual and/or olfactory

evidence of contamination, field screening for hydrocarbon vapours using a EAGLE 2 portable gas detector , and collection of soil samples from each borehole for testing in general accordance with Contaminated Sites Regulation1 (CSR) Technical Guidance 12.

› Submitting two samples per borehole for laboratory analysis of PCOCs. › Comparison of the soil laboratory analytical results to the applicable standards. › Preparation of this letter report summarizing the findings and recommendations for soil

management and disposal options, if required.

Regulatory Framework The Site is currently in use as a MoTI roadway/right-of-way curbside median, thus applicable standards for the investigation area are the CSR Industrial Land Use (IL) standards.

The planned project work may involve removal and disposal of soil from the investigation area; therefore soil testing results were also compared to CSR Schedule 7 soil relocation standards for non-agricultural land (NAL).

Summary of Investigation › The field work was completed on February 6, 2017. › Geotech Drilling Services Ltd. completed the auger drilling to advance three boreholes at the Site,

identified as TH01-17, TH02-17 and TH03-17 (SNC-Lavalin utilized KCB’s borehole/sample IDs for this project). Boreholes TH01-17 and TH02-17 were located to the west of Highway 97 (i.e., west of the curb lane), and borehole TH03-17 was located in the southbound curb lane.

› The soil conditions observed comprised the following: › BH TH01-17: Organics/topsoil overlying clay and sand. › BH TH02-17: Organics/topsoil overlyling sand, over silt/sand and then clay. › BH TH03-17: Asphalt, over sand and gravel fill, over clay.

› A total of 17 soil samples were collected from the boreholes. No headspace vapour concentrations were detected in any of the samples. Refer to the appended borehole logs for recorded details.

› A total of six soil samples, two per borehole, were submitted to Caro Analytical Services in Richmond, BC for select analysis of BETX, VPH, MTBE, LEPH, HEPH, PAHs and metals. SNC-Lavalin tabulated the analytical results and compared them to the applicable CSR standards. The soil samples were selected for testing based on field observations and screening, moisture content and the planned future excavation depth up to 2.5 m for the new pavement structure. Results of analysis found concentrations of all parameters in all samples analyzed were less than the applicable CSR IL and NAL standards.

Conclusions and Recommendations All tested parameter concentrations were less than applicable site standards, as well as soil relocation standards for non-agricultural land. As such, the soil is classified as residential/parkland use (RL/PL) quality soil, and is suitable for re-use on-site if deemed geotechnically suitable, or can be relocated to any non-agricultural property.

The following section displays the quality control (QC) data that is associated with your sample data. Groups of samples are prepared

in �batches� and analyzed in conjunction with QC samples that ensure your data is of the highest quality. Common QC types include:

� Method Blank (Blk): Laboratory reagent water is carried through sample preparation and analysis steps. Method Blanks indicate

that results are free from contamination, i.e. not biased high from sources such as the sample container or the laboratory

environment

� Duplicate (Dup): Preparation and analysis of a replicate aliquot of a sample. Duplicates provide a measure of the analytical

method�s precision, i.e. how reproducible a result is. Duplicates are only reported if they are associated with your sample data.

� Blank Spike (BS): A known amount of standard is carried through sample preparation and analysis steps. Blank Spikes, also

known as laboratory control samples (LCS), are prepared from a different source of standard than used for the calibration. They

ensure that the calibration is acceptable (i.e. not biased high or low) and also provide a measure of the analytical method�s

accuracy (i.e. closeness of the result to a target value).

� Standard Reference Material (SRM): A material of similar matrix to the samples, externally certified for the parameter(s) listed.

Standard Reference Materials ensure that the preparation steps in the method are adequate to achieve acceptable recoveries of

the parameter(s) tested.

Each QC type is analyzed at a 5-10% frequency, i.e. one blank/duplicate/spike for every 10 samples. For all types of QC, the specified

recovery (% Rec) and relative percent difference (RPD) limits are derived from long-term method performance averages and/or

prescribed by the reference method.
