The SACE is a statutory professional Self-regulatory body established in
terms of the SACE Act no 31 of 2000 as amended,
Professional Body with authority to regulate the teaching profession through:

Section 5 (b) (ii) must advise the Minister on matters
relating to the education and training of educators, including but
not limited to—
(aa) the minimum requirements for entry to all the levels of the profession;
(bb) the standards of programmes of pre- service and in-service educator education;
(cc) the requirements for promotion within the education system;
(dd) educator professionalism;

• “Attention should be given to the Continuing Professional Development of teachers and promotion of Professional Standards. Bodies such as the South African Council for Educators and specialist subject associations need to play a greater role in this”.

Powers and duties of council REGISTRATION OF EDUCATORS
Subject to this Act and the National Education Policy Act,1996 (Act No. 27 of 1996), the council—(a)(i)must determine minimum criteria and procedures for registration or provisional registration;
(ii)must consider and decide on any application for registration or provisional registration;
(iii) must keep a register of the names of all persons who are registered or provisionally registered;
CHAPTER 321. Compulsory registration of educators.—(1) A person who qualifies for registration in terms
of this Act must register with the council prior to being appointed as an educator.
(2) No person may be employed as an educator by any employer unless the person is registered with the council.
22. Application for registration.—(1) (a) An application for registration must be made tothe council in the manner and form determined by the council.

1. A fully completed original application form.
2. An original certified copy*22 of a National Qualifications Framework (NQF) level 4 qualification as registered on the General and Further Education and Training (UMALUSI) Qualifications Sub-framework: • Senior Certificate/ National Senior Certificate (Colleges) • National Senior Certificate (NSC) • National Certificate (Vocational) Level 4 • Senior Certificate (SC) (as amended in 2014)
3. An original certified copy* of a South African green barcoded ID book or a Smart ID card (both sides).
4. A certified copy of a South African Police Clearance Certificate not older than six (6) months at the time of submission. The clearance certificate must have a reference number from South African Police Services and be verifiable (As at 1st of January 2019).
5. An original certified copy* OF Early Childhood Development Certificate (ECD Level 4) 120 CREDITS together with a certified copy* of a complete academic record indicating that the qualification has been completed and year of completion The academic record must be on the University letterhead, dated, stamped and signed, OR
6. An original certified copy* of Early Childhood Development Certificate (ECD Level 5) 240 credits together with a certified copy* of a complete academic record indicating that the qualification has been completed and the year of completion. The academic record must be on the University letterhead, dated, stamped and signed.

MRQEECCE, 2017 Policy on Minimum Requirements for Programmes Leading to Qualifications in Higher Education for Early Childhood Development Educators
• “Early Childhood Development Educators”: Individuals who hold appropriate qualifications that enable them to deliver or support the delivery of structured early childhood education programmes for babies, toddlers and young children effectively. Such programmes are focused on stimulating early learning, including formal curricula such as the National Curriculum Framework for Children from Birth to Four, 2015 (NCF).
• “Early Childhood Development Practitioners”: Persons who provide early childhood development (ECD) services through formal ECD programmes; family services and playgroups; and training, as well as those providing management support services to these workers.

Professionalisation of the sector
• 1. There will be a system in place to recognise part-qualifications towards full qualifications for the ECD sector, which could include RPL and CAT.
• 2. The blockage to articulation in ECD, specifically in moving from NQF Level 5 to NQF Level 6 ECD qualifications, will be removed.
• 3. Transitioning ECD practitioners and learners.
