Reviewed the TDSB’s Long-Term Program and Accommodation Strategy (LTPAS), first approved in 2014 (and updated annually), identifies a number of studies to be undertaken to resolve existing and future accommodation pressures in the City. Planning staff and Trustees review every year (slide 4).

The following study is the focus of this PART Exercise: o Boundary Change Study: explore potential boundary changes involving

Carleton Village Jr. & Sr. Sports & Wellness Academy, Regal Road Jr. PS and Perth Avenue Jr. PS to achieve an optimal distribution of students across the three schools while mitigating underutilization at Carleton Village Jr. & Sr. Sports and Wellness Academy.

o Scope of the PART can be expanded if new and/or other issues are identified.

Study identified for 2017- 2018

September 2017: study approved by the Central Accommodation Team (CAT) made up of Board staff. Local Feasibility Team (LFT) formed (membership includes directly affected superintendents, principals, trustees, planning and other central staff as required).

October 2017 to February 2018: LFT met three times. Looked at status quo, enrolment projections, reviewed data and discussed impacts of any proposed changes. LFT agreed on recommendation and reported back to CAT

March 2018: CAT approval to move to a PART.

March to April 2018: Program Area Review Team (PART) – currently at this stage in the process.

Role of the PART: o PART members receive data and ask questions. o PART members review data, discuss impacts, and make a recommendation

to proceed or not to proceed with any change. o PART could ask for other recommendations or request other information and

data. o PART’s role is advisory – will make recommendations to inform staff /or

Board members. Recommendations may be modified by staff and/ or Board members (CAT, Planning & Priorities, Board of Trustees).

o Goal of the PART is to reach consensus. If consensus can’t be reached, move to a vote. Only the principal and parent representative vote (central staff and trustees do not vote). 1 parent vote for each school as not every school has 2 representatives present. In the event of a tie, the superintendent (PART Chair) casts the deciding vote.

o 3 PART working meetings and 1community meeting to receive broader feedback (2 meetings prior to the community meeting and 1 after).

o April 26 PART working meeting – feedback from community meeting. PART finalizes recommendations.

o Once PART has reached a decision, superintendent and staff prepare a report with recommendations to go to the Central Accommodation Team (CAT).

May to June 2018: After considering the committee’s recommendations, central

staff shall present its own recommendations to the Planning and Priorities Committee (June 13) and then to a regular meeting of the Board of Trustees (June 20).

o Delegation Process - June 13, 2018 meeting of the TDSB’s Planning and Priorities Committee: PART public meeting attendees informed that community members may have the opportunity to present their comments, suggestions, etc. to the Planning and Priorities Committee by submitting a written statement or speaking. PART public meeting attendees had the opportunity to write questions, suggestions,

comments on sticky notes and place on boundary maps outside the auditorium after the presentation. Feedback will be reviewed by staff and PART members.

Local Feasibility Team’s (LFT) Recommended Scenario Joyce Kwong

Sandra invited Joyce Kwong, Educational Planner to present the LFT’s recommended scenario, information, data, status quo projections and the impact of the scenario on the schools involved in the PART. Joyce presented the LFT’s recommended scenario (as amended as per PART feedback).

Junior Attendance Area Changes (slide 8) o Boundary change between Regal Road Jr. PS and Carleton Village Jr. & Sr.

SWA to direct portion of Regal Road’s junior attendance area to Carleton Village.

o Boundary change between Perth Avenue Jr. PS and Carleton Village Jr. & Sr. SWA to direct portion of Perth Avenue’s junior attendance area to Carleton Village.

o Boundary change between Regal Road Jr. PS and Rawlinson CS to direct portion of Regal Road’s junior attendance area to Rawlinson CS.

Joyce outlined the grandparenting provisions for the proposed Junior Attendance area changes.

o Grandparenting of all students who reside in the current Regal Road Jr. PS

o Recommendation result of PART discussions in which the importance of grandparenting siblings was recognized: Grandparenting of siblings of all students actively attending Regal Road Jr. PS or Perth Avenue Jr. PS, so that they may be allowed to attend their respective school until graduation. Children with siblings in the French program at Regal Road Jr. PS or Perth Avenue Jr. PS and who have applied for French Immersion at those schools will have priority placement As per TDSB Operational Procedure 597 (link attached).

Intermediate Attendance Area Changes (slide 9)

o Boundary change between Winona Drive Sr. PS and Carleton Village Jr. & Sr. SWA to direct portion of Winona Drive’s intermediate attendance area to Carleton Village.

o Boundary change between Brock PS and Carleton Village Jr. & Sr. SWA to direct portion of Brock’s intermediate attendance area to Carleton Village.

o Boundary change between Winona Drive Sr. PS and Rawlinson CS to direct portion of Winona Drive’s intermediate attendance area to Rawlinson CS.

Joyce outlined the grandparenting provisions for the proposed Intermediate Attendance area changes.

o Grandparenting of all students who reside in the current Winona Drive Sr. PS, Brock PS, and Carleton Village Jr. & Sr. SWA intermediate attendance areas and attend those schools as of the end of the 2018/2019 school year, so that they may be allowed to attend their respective schools until they graduate, and

o Grandparenting of the following junior to intermediate school pathways up to (and including) the 2026/2027 school year for students who attend the respective junior school as of the end of the 2018/2019 school year: Regal Road Jr. PS to Winona Drive Sr. PS; Regal Road Jr. PS to Carleton Village Jr. & Sr. SWA; Perth Avenue Jr. PS to Brock PS.

program from Carleton Village Jr. & Sr. SWA in 2022 (or at a time when enrolment growth requires that additional classroom space be made available at the school). A separate review will be undertaken with Section 23 staff, planning staff, and the local Superintendent to find a suitable site for the Section 23/FASD program.

o Selecting the site for the relocation of Section 23/FASD program is not part of this review, but want to make staff and community aware.

Status Quo Projections for Schools in the Program Area Review Team Joyce Kwong

Joyce provided an overview of the status quo projections for schools in the PART (blue line historic, red line capacity, grey projected [slide 11]). Review of Utilization and Growth

Regal Road: enrolment has been growing at Regal Road and a number of steps have already been taken to try to manage the growth:

o Reclaimed 1 classroom from St. Claire Bears child care in 2010 o Reclaimed 1 classroom from Parent and Family Literacy Centre in 2013, and o Reclaimed 2 classrooms from Ascot Child Care in 2015-2016 (relocated to

Oakwood CI) o Growth attributed to build out of Davenport Village Area – 2300 units –

expecting a lot of students to come from the area.

Perth Avenue: o Will eventually exceed capacity (some development in the area) but mainly

due to roll out of French Immersion (currently at grade 3). o Reclaimed 10 additional classrooms for current school year from the Toronto

Catholic District School Board (TCDSB) and Ontario Early Years. Increased capacity and remains closed to optional attendance because enrolment continues to grow.

Carleton Village: o Growing out due to French Immersion program. o Utilization projected to increase to 90% (status quo) French Immersion and

new developments in the area (Junction & St. Clair).

Rawlinson:

o Enrolment stays steady with surplus classrooms available.

Brock: o Anticipated that the school will be over capacity due to build out of the Bloor

CI/Kent Sr. PS site (2,200 units proposed).

Who We Are: Regal Road Jr. PS, Rawlinson CS and Carleton Village Jr. & Sr. SWA Parent Representatives and Principals

Joyce introduced parent representatives from Regal Road Jr. PS, Rawlinson CS, and Carleton Village Jr. & Sr. SWA to share information regarding their respective schools. Regal Road Jr. PS - Stephanie Ayers, Natalie Stickle, Principal Michael Morris (slides 13 and 14):

School has a dedicated group of teachers and staff;

Vibrant arts program visiting artist, bands;

Sports – soccer, volleyball, slow pitch, track & field;

A wide variety of clubs;

Accommodation pressures at the school – want to maintain quality but hard when the school is bursting at the seams;

Past steps taken to address accommodation pressures – reclaiming classrooms & classroom retrofits;

Portables can’t be located on the site;

Grandparenting recommendations are very important to the Regal Road community;

While space will remain tight (even with approval of the recommended option), the school will manage space issues going forward.

Rawlinson CS - Alanna Burtch, Principal Kim Stark (slides 15 to 17):

English, French Immersion and Extended French;

Academic focus – this year focussing on student voice, mathematics and, reading in Full Day Kindergarten (FDK) and Grade 1;

Committees (parents and students) – student achievement, equity, mental health and well-being;

Diverse and vibrant community;

Multitude of extra curriculars – sports, eco-club, senior leaders (Rat Pack), robotics, Me to We, continuing education classes, wellness club, strings and steel pan, house leagues;

Positive school climate, engaged community and active parent council – parents on various committees, improving school grounds, communication through social meeting, fund raising.

Carleton Village Jr. & Sr. SWA – Amanda Kearney, Melanie Medeiros-Sims, Principal Lorelei Eccleston (slides 18 to 20):

Impact of Local Feasibility Team’s Recommended Scenario on Schools Joyce Kwong

Joyce reviewed the impact of the proposed boundary changes to the schools involved in the PART (slides 21 and 22). Review of status quo enrolment, utilization and classroom surplus/deficit and the LFT recommended scenario enrolment, utilization, classroom surplus/deficit. (slides 23 to 27)

Questions regarding how classroom surplus and deficit is determined. o All classrooms over 700 square feet counted as core classroom space. Each

school allocated 1 classroom for specialty classroom and 1 classroom for Home School Program (HSP). Classroom requirements determined by comparing annual staffing allocation to the number of core rooms available at the school.

Library and lunchrooms not rated, speciality classroom rated at ‘0’. Implications on French Immersion Programming:

While boundary changes involve English-track, there will be some impacts on French Immersion programming. French-track boundaries aligned to English home schools. Children with siblings in the French program at Regal Road Jr. PS or Perth Avenue Jr. PS and who have applied for French Immersion at those schools will be given priority placement. Still not a guarantee (as per TDSB Operational Procedure 597).

Transportation - Walking Distance Maps (slides 30 and 31):

Transportation not required. The proposed boundary change areas are all within the 1.6km walking distance threshold to the new school.

Questions and Answers Q. Will parents be involved in discussions regarding the possible relocation of the Section 23/ FASD Program? A. If the Recommendation is approved, staff will continue to monitor capacity at Carleton Village Jr. & Sr. SWA. A separate review would be undertaken to explore sites. Staff from Section 23, Special Education, Planning, and Design

and Construction would be involved. Q. What would the time frame be? What is the catchment area for the program? A. Looking at the 2022-2023 school year but capacity is monitored annually. Not necessarily a catchment area. Students can be bused to the site from across the city. Program involves special education and external agencies. Will take back the question regarding the time frame.

Q. What is the relationship between the TDSB and the Toronto Catholic District School Board (TCDSB) regarding Perth Avenue? Enrolment at St. Luigi’s is declining. Are there further plans to take back space from the TCDSB? A. While enrolment at St. Luigi’s is declining, there are no further plans to take back space at this time. TCDSB owns half of the building. Do see opportunities and some staff have had conversations with the TCDSB but they do not want to engage in further discussions at this time. Q. Grandparenting question regarding Regal Road French Immersion students. If grandparented, would students go with their cohorts to Winona Drive? A. Yes. French Immersion students follow a pathway as per TDSB Procedure PR 597.

C (Comment). Available rooms at Rawlinson. Currently there are 3 music rooms. A. Ministry mandates that there is only 1 music room. Q. How does planning forecast the enrolment numbers? Do you use C3 and 4 census data? A. Projected methodology. Refreshed on annual basis. Demographic birth of cohorts to inform JK number that ended up at the school. Moving through grades. Grade to grade retention. Historical averages. Barring no changes. Transition points i.e. leave for Extended French in Grade 4 – analyse transition points. Also consider development. Number of students that come out of developments. Cohort Survival Method.

Q. Have been a parent at Rawlinson CS for 7 years and have seen when the projections are off. Can you comment on the accuracy and methodology? A. That’s why the data is refreshed on annual basis. 1 year trend may not be indicative of a longer trend. Rawlinson’s optional attendance status is ‘Limited’. Enrolment can be controlled through optional attendance. If trend is in the catchment area, change optional attendance status by not increasing the number of out of district students. A one year trend can’t be ignored but must look at other trends as well – there are many factors. Need to understand the trend. Best information we have. Accuracy is challenging in a city like Toronto. This is why the data is refreshed on an annual and sub annual basis. Informed guess based on informed assumptions. Q. What percentage of enrolment could be controlled through optional attendance? A. Look at historical data and look to adjust. Once a student is accepted through optional attendance, the school becomes the student’s home school.

Q. Any thought of adding grade 6 to Winona Drive? A. This was considered during the LFT - would affect McMurrich Jr. PS, Hillcrest CS, and Regal Road Jr. PS. Winona does not have the capacity to take grade 6 students. Q. Can portables be placed at Winona Drive? A. Winona has 1 portable. C. Developments in the Junction Triangle that have been captured. This area could still grow. A. We know anecdotally that the area is growing. Look at yields and trend of seeing family in smaller units. Difficult to make a drastic change based on anecdotal data. Need to see actual developments. This is why the information is refreshed on an annual basis.

Q. 2016 census and other trends. There was a mini baby boom 5 years ago and aging empty nesters moving. How do you balance this?

A. Data from third party provider– from census information.

Q. Perth Avenue and developments. Buyers can’t be guaranteed a spot in their local school – hope they will be grandparented if there are boundary changes. Why can’t buyers be informed that their children would be going to Carleton Village? A. TDSB is trying to create cohesive schools and community catchment areas. That is what the TDSB represents. Q. Was the former Earlscourt Public School site considered as part of the review? Not an active annual site for TDSB. A. Earlscourt is not an active TDSB site. At this time numbers do not merit reopening but that is why the TDSB holds on to sites (i.e. Vaughan Road Academy). C. Resident in neighborhood for 20 years and has seen people coming and going. Look at schools being closed or with lower enrolment. This should be included in the dialogue.

A. This is a dynamic and ever changing city. Other schools were looked at in the LFT. Schools to the north such as F.H. Miller Jr. PS. These schools will be part of a study in the next few years to balance enrolment in the area. As part of the LTPAS, staff looks at timing of the review over next 10 years. Q. Who is the third party provider of data and what are their data sources? A. Baragar Systems is the third party provider. This is the only provider that will give us an annual cohort down to the level of boundaries. Public meeting attendees were informed that their questions, comments, suggestions (including those provided on stickie notes) would be reviewed by staff and the PART.

Next Steps

Next PART working meeting (April 26) will take back recommendations and the comments from this evening’s meeting.

Review and best recommendations to go to CAT on May 17.

PART and staff report will go to the Planning and Priorities Committee (P & P) on June 13. Attendees reminded of the delegation/deputation process (information at the sign-in table).

PART and staff report will go to the Regular Meeting of the Board of Trustees on June 20.

P & P & Board – trustees can make changes to the recommendations.

Superintendent and affected Principals will notify staff, students and proceed with addressing details regarding the transition if staff recommendations are approved by the Board of Trustees on June 20.
