25th, at UNI in the Expository Address category with her selection titled “Effects of Cell Phone
Usage on Teens”. Goldsmith commented on how great her speech was. c. Enrollment - Report in packet. Schowalter provided examples on retention efforts. Kindergarten enrollment number is at 62. Welsh asked if the 6th grade step up program with parents would be changed. Schowalter indicated that the evening presentation with the parents will be revamped. d. Business Office - Report in packet. Opheim provided information regarding Gala Profits. Gross $140,000 Net $112,000 e. Religious Education- Report in packet. Brandt indicated that the Noah’s Ark Presentation was a success and appreciated the support of those who attended.
f. Foundation - Report in packet. g. Boosters, PISA, Home and School- No reports. III. Old Business Update none IV. New Business Discussion a. Approval of NACSB Contract Opheim presented the Busing Contract. Villhauer provided an overview
of the decision making process of the new Busing Contract.
School Bus Motion March 26, 2019
Villhauer moved to accept North American Central School Bus as the contractual agent of our
outsourced school bus routing, activity, and field trip needs for Fiscal Years 2020, 2021 and 2022, with
an optional 3-year renewable clause. In addition, after review by legal counsel and Molyneaux
Insurance, the Regina School Board President, Provost, and Treasurer shall be authorized to sign the
official contract. Appendix E attached contains the key financial arrangements of the contract. Upon
acceptance of this motion by majority vote, the decision shall be adopted by Unanimous Consent of the
Board of Education. Seconded by Father Witt, Motion
approved.
V. Calendar and Discussion Items a. Board Chair- Notified Parishes of Board Future Vacancies to ensure fulfillment of members.
b. Finance Chair-Villhauer will present The Regina Catholic Education Center budget for the upcoming
school year at the April BOE meeting.
VI. Committee Reports- Reports In packet. a. Catholic Identity - Nibaur indicated that the committee did not meet last month. The Senior Painting
will continue to be on display.
b. Health & Safety- Kloos indicated that Opheim is following up with the insurance company regarding
facility rental. Kloos commented on immunizations requirements being fulfilled. Plummer provided review of
documentation sent to Kloos via email.
c. Activities- Smeins indicated that the project to address repairing the baseball fences will be
conducted this week with Dumont and Baseball Coaches. Smeins provided a tour of the Regina Athletic &
Hitting Facility to Dallas Center.

FIRST HOLY COMMUNION – Congratulations to Regina students who have received or will receive their
First Holy Communion at their respective parishes.

International Service Project will be held in May. This is sponsored by the Religion Committee and
project coordinator, Mrs. Larson.

HIRING –
We have placed an ad for an ELL teacher for the upcoming 2019-2010 school year.
NCEA -
National Catholic Education Association conference will be held in Chicago this year.
Celeste Vincent will attend with Julie Rhomberg, Gail Hensch, Mary Duffey, and Rachel Scholze.
STANDARD #2 - CULTURE AND INSTRUCTIONAL PROGRAM
K-12 ART SHOW –
We will hold our annual art show on Thursday, April 25th from 5:00-8:00 in the MPR. Thank you to our
art department for organizing a great event to showcase our students’ talents.
ANCIENT CIVILIZATIONS –
Sixth graders will be presenting their projects on ancient civilizations during the afternoon of May 24th.
ORCHESTRA –
The spring orchestra concert was held on April 10th at 7 p.m. at St. Patrick Church. Thank you to Diane
Platte for helping students to showcase their exceptional orchestra skills.
TRACK AND FIELD DAY –
Our annual Track and Field Day will be held May 10th.
STANDARD #3 - MANAGEMENT
REGISTRATION –
Elementary registration is ongoing. At this time, we have confirmed that 12 students will not be
returning for the 2019-2020 school year.
ADMISSIONS –
Pam Schowalter and administration are working closely on new families touring and acceptance. We
already have several new families accepted and interested for next year.
EVALUATIONS –
The administration and teachers are in the process of the end of the year sharing of professional
development plans.
STANDARD #4 - COLLABORATION
HOME AND SCHOOL –
Home and School will have their next meeting on May 2nd at 6:30p.m. in the elementary library. We
thank Home and School for all of their hard work this school year. We would like to share a special
thank you to Sarah Valiga for her work as President for a second year.
PTO –
We thank all of the PTO members for their support throughout the year. We want to express our
extreme gratitude to Lina Kimani for her work as President.
GRANDPARENT/GRANDFRIEND DAY –
Regina Elementary and the Regina Foundation are hosting Grandparent/Grandfriend Day on May 3rd.
Grandparents and grandfriends will visit Regina Elementary for a special day of classroom activities and
Mass. Thank you to the Regina Foundation for helping to sponsor the day’s activities.

VOLUNTEER APPRECIATION –
In the month of April we want to recognize all of our volunteers who help make Regina great! Regina is a
special school because of their hours of dedication to our mission and our students.
WEEK OF THE YOUNG CHILD-
During the week of April 8th-12th, we celebrated Week of the Young Child. We give special thanks to
Mary Pechous and all of our dedicated Early Childhood Center teachers who help to guide our youngest.

Principal as Instructional Leader
1. Students in grades 7 & 8 took the Iowa Algebra Readiness Assessment (IARA) earlier this month. The
IARA will be used as one of our measures for placing students in math.
2. Students in grades 8 and 10 took the ACT Aspire. The results from this assessment will be used to
help administrators and teachers evaluate their programs. Students also gain experience in ACT-like
testing by taking the exam.
4. AP testing will take place the weeks of May 6 and 13.
5. Semester exams will be given on May 31 – June 3. The schedule is attached.
6. I attended the 5th Annual Standards Based Grading conference on April 15. There was some valuable
information and insights shared that we will look at as a staff. No, this does not mean we are moving to
standards-based grading.

1. Spring teacher observations and evaluations are complete.
2. Lynne and Tim have started building the master schedule for next school year. We hope for it to be
completed by July.

8:20-11:00 on Thursday. All students are to be in school for their study hall, with the exception of juniors
and seniors. Juniors and seniors may leave campus during their study hall.

Recruitment
Student Ambassadors-Students Ambassadors met on April 9th. Ambassadors are assisting at the
Foundation Memorial Mass on April 24th and the Foundation Scholarship Luncheon May 22nd.
Ambassadors also made welcome poster/cards for new students entering grades 7-12 for the 2019-2010
school year.
We have seven Regina Ambassadors graduating this year. Two have been with this program since we
started five years ago.
Student Ambassadors for the 2019-2020 submitted their applications and turned in teacher
recommendations. We have 58 student ambassadors next year.
New students—Regina currently has 24 new students committed for the 2019-2029 school year. Two
are international students. Four additional students have applied and their application status is pending.

Tours/Shadows—tours and shadows continue. Shadows give potential new students the opportunity to
be at school with a current Regal and see firsthand if Regina is a good fit for them.
Kindergarten --Regina continues to accept students for the 2019-2020 kindergarten class. Tours are
ongoing. If anyone knows potential new kindergarten students (or other school-age students), please
pass along their information to Regina Admissions.
Incoming Kindergarten students were sent in April a postcard welcoming them to Regina from our
student ambassadors.
Acceptance/Pipeline/Pending report is sent weekly to administrators
Pipeline families were sent a copy of the parish insert.
Retention
6th grade students were invited to the Jr. High Dance on April 5th.
6th grade students received in April a letter from their VIA teachers introducing themselves and sharing
information about what they teach and some of their favorite pastimes.
Parish inserts were given to all the parishes and were in their April 6 & 7 bulletins. This two-sided insert
shared pictures and statistics with parishioners.
Finance / Operations Board Report

Business Office –
The legal side of the bus arrangement with NACSB that was approved last month is nearing
completion. The final step is the approval of the Agreement with ICCSD which is the step that
allows us to receive partial funding for the nonpublic busing transportation of our qualifying
students. That contract is on the new business agenda for Tuesday’s Board Meeting. Financial aid applications are enroute to the STO for evaluation and awards. Results will not be
known until late May or early June. We submitted over 120 applications which is comparable to
last year.
Finance Committee completed discussion of the 2019-20 Budget. Those recommendations will
be presented at the Board meeting, and are included in the Finance PowerPoint in this packet.
Thanks to Committee members for their work and input.
Building & Grounds
Daily needs and issues involving transition from winter to spring have highlighted our custodial
activities.
Summer projects are “on hold” until we know for certain what will be a part of the capital
campaign inside improvement plan. Budget will also curtail any aggressive plans for this
summer, however a few project will be completed, but most will be on a “need basis” rather than a proactive basis.
Emergency Operations Plan (EOP)
Each accredited school district in Iowa is charged with creating an EOP by June 30, 2019. (See
my November 2018 report for more detailed information good through June 2019).
Monthly Update
o The seventh webinar was on April 17. This session was on the building awareness and
relationship to EOP planning.
o The large EOP committee April meeting was April 17, 2019. This was the first look at the
full report with much discussion on specific areas of content and areas needing full
committee input. This was a very productive session, as we move towards the complete
package. There are many “to do’s” left in the project over the next 2 months.

5th grade made Kiddush cups for their Seder meal, which is coming up for them.

7th and 8th grade went to ‘We Were There’ at St. Patrick Church.
April 17, 2019
Kindergarten finished up their caterpillar project. They looked great!! They added a
beautiful butterfly on their branch!!
2nd grade went to the Chapel to do The Last Supper, washing of the feet, and The Stations of
the Cross.
The students were excited to have their parents there. It was great to see them
participating in the washing of the feet.
The students acted out all of the stations, live.
It was a great night!

Matt Pacha, Jason Dumont, Kecia Boysen, Eric Aitchison and Greg McLauglin met with the full BOE
during a work session on 4/4/19 with the Capital Campaign Continuation Committee’s recommendations for next steps. Kecia provided a brief overview of the Steier Capital Campaign
Assessment, Eric discussed capital campaign dollars needed moving forward including (“most probable”) income and expense projections, and Jason presented the construction updates and timeline. The
discussion was opened to BOE members for questions. The Joint Execs. Committee will meet on 4/23
prior to the BOE meeting and a final vote on Campaign next steps will be made at the 4/23 BOE meeting.
BOE representatives will meet with the Diocese in late April to discuss their requirements for proceeding
with construction.

For the first time the Scholarship Luncheon will have a sponsor. UICCU has agreed to sponsor
the event for $2,000. These dollars will help offset expenses for the luncheon.
Kecia attended the two-day Women Lead Change Corridor Conference at the Doubletree Hotel
in Cedar Rapids. More than 1,500 area women leaders attended the event.

Facility Update
The baseball and softball fence replacement is in the process of being completed. Both fences will have
new fence topper added for safety and aesthetic reasons.
Spring Sport Updates
The Boys Soccer team is off to a good start this spring. The preseason #1 rated Regals have played a
challenging schedule and have a 3-2 record. The Regals have wins over Monticello, Mid Prairie, and
Assumption while losing to Ankeny Centennial and Davenport Central. The Regal boys have 28 members
on the squad.
The Girls Soccer team currently has a record of 1-1, defeating Anamosa 6-0 and losing to ND Burlington
2-0. The Regal girls have 23 members on the squad, with 8 also running track.
Boys and Girls Golf have been able to squeeze in a couple of meets, and despite blustery conditions,
have posted some solid scores. The boy’s squad has 8 players on their squad, while the girl’s team has 12.
The boys and girls track team are off to solids starts this season. Luke Stein has the 3rd best throw in the
shot and 5th best throw in the discus statewide in Class 2A. The boys track team has 27 members and
the girl’s team has 28 on their squad.

One time sale? Maybe do it at Catholic School's Week in a couple of years.
H. Wish List
i. Pushing for a new elementary playground
ii. Asking Home & School to donate between $15-$17k to help with loose fill
ground cover (inclusive of the $5k we currently cover for wood chips).
iii. They are trying to get it done this summer.
iv. H&S committed voted yes to $15k for rubber fill

- ACT tests held at Regina—February 9th and April 13th—hosted approximately 350 students. - Hosting ZAPS ACT Prep Seminar—January 21st at Regina—27 students (17 from Regina) spend their
President’s Day learning how to get their best scores on their next ACTs - Catholic School’s Week Self Care and Reflection Day- Jan. 25th –Coordinated Teachers and Staff who
set up 30 minute “seminars,” allowing students to experience ways to reduce stress and take care of oneself.
- Sophomore Tour of Kirkwood Regional Center—Feb. 8th—All Sophomores got a tour of the facility
and explored career options; discussion about options for college credit while in high school. - Transition Night for 6th and 8th grade students and their parents—Feb. 11th - 2019-2020 Registration Process—visited every section of every grade to discuss class options;
reminded students to get their forms in on time; facilitated the PowerSchool registration process with the assistance of all teachers during an intercession.
- Collins Aerospace Girls’ STEM event –Feb. 2st; was able to take 5 8th graders; they built robotic
hands, programmed a drone, flew an airplane (in a virtual experience) and much more. Students at Colins, with their robotic hand: Brooke Gonzales, Lily Santillian, Mya Whitaker, Amy Anil and Genevieve Burger - Supporting students for specialty classes and programs: o 15 registered to take a Kirkwood Career Academy next fall o 3 students registered to do an internship next fall o Assisted in identifying and enrolling AP online classes so they are secured a spot

1) Vaping; Was hoping to ask Glenn about multiple families concerned about vaping happening
in the rest rooms and locker rooms at Regina. I was wondering if Regina has it in their policies
to restrict vaping on campus. I wanted to be sure that Regina was educating students about the
harmful effects of vaping.
Celeste and Alan were aware of vaping discussion and knew that Glenn was as well. Its' difficult
to catch students in the act because of very little residue. The SIAC committee had covered the
topic previously. Is there anything else we could be doing from an education stand point?
2) Elementary Playground Update; Currently on hold. One more bid was requested, then it
would go back to the Building and Grounds Committee. Thinking about loose rubber fill as the
ground cover to meet safety standards.
3) Emergency Operating Plan; Actively working on the plan with 105 pages so far with a
deadline of 6/26/2019. It will be submitted to the Johnson County Emergency Management for
approval when complete and to Iowa Department of Education.
4) Immunizations; Discussed recent measles outbreak with two reported cases in Iowa.
Continue to monitor for up to date immunizations for students
5) Alan provided an update on Regina Insurance Q & A and Facility Usage Agreements. Current
users have provided Certificate of Insurance but have not signed rental agreements. Insurance
agent reminds us that no amount of paperwork will guarantee no lawsuits. In the event of a
lawsuit, negligence needs to be proven. Discussed Regina affiliated groups v unorganized
groups. Unorganized groups should purchase “Special Events Liability” insurance from the Diocese. Moving forward would need to ask the Policy Committee to rewrite or revise Policy
901.OR once a final procedure is established. Also per 901.0R, ask the Finance Committee to
establish rental rates. Administrators to determine draft procedures for allowing others to use

CONTRACT FOR NONPUBLIC STUDENT

This agreement made and entered into by and between Regina Inter-parish Catholic
Education Center (Contractor) and Iowa City Community School District (District), Johnson County, Iowa, by duly appointed and qualified President of the Board of Education, under authorization granted by the board at a meeting held for that purpose, shall be in effect from July 1, 2019, to June 30, 2022.
District's Obligations:
1. The District hereby agrees to reimburse the Contractor for providing transportation services to resident students attending an accredited nonpublic school(s) located inside the resident district or within a contiguous school district. The contractor shall be reimbursed for such transportation in accordance with the following:
a. Transportation reimbursement for each entitled, resident nonpublic student shall not exceed the lessor of the following:
i. the resident district's average transportation cost per pupil transported as per Iowa Code, Chapter 285.12 for the current school year; or
ii. the contractor's average cost per pupil transported which shall be based on all students transported. b. The contractor agrees to accept the above reimbursement provisions as
payment in full for providing nonpublic transportation services to resident nonpublic students on the same basis as that provided to students attending public school. The reimbursement amount to be paid to Contractor shall in all instances be limited to the amount actually received by the District in connection with the reimbursement claim filed pursuant to Section 2 below. 2. The district shall file a reimbursement claim with the Iowa Department of
Education on behalf of the Contractor at the conclusion of each school semester or as otherwise required by the Iowa Department of Education.
a. The contractor shall be entitled to payment of reimbursement for only those entitled resident nonpublic students attending a Department of Education accredited "Nonpublic School" as defined in Iowa Code Section 285.16.
b. The contractor agrees to furnish the district with the names, addresses and school(s) of attendance of all entitled nonpublic students being provided transportation by the contractor at the conclusion of each school semester but not later than January 15 and June 15 each year, or as otherwise instructed by the Iowa Department of Education. Within ten (10) days of the receipt of this list, the district shall notify the contractor in
writing whether it disputes the eligibility of any listed students.
c. In addition to and not later than specified in "b." above, the contractor shall certify to the district the contractor's cost per student transported, which shall be based on all students transported, prior to submission of any claim for reimbursement by the District.
Contractor's Obligations:
A. The contractor shall provide school transportation services under this contract for
entitled students only. The service shall include transportation from the student's authorized residence to and from the designated nonpublic school. The Contractor shall comply with all legal restrictions regarding the use of the bus.
B. The contractor shall furnish, operate and maintain a vehicle(s) approved for the transportation of students in Iowa and more specifically described under "Additional Provisions" herein, at the Contractor’s expense. All vehicles shall be inspected, approved, and certified before being put into operation.
C. The contractor agrees to have all school buses used in providing transportation services under this contract inspected twice each school year by the Department of Education in cooperation with the Iowa State Patrol, at no additional expense to the District.
D. The contractor agrees to comply with all legal and established uniform standards of vehicle operation as required by statute or by legally constituted authorities.
E. The contractor agrees to see that all school buses undergo daily, pretrip vehicle inspections and record the results of these inspections in written form. Further, the contractor agrees to maintain at all times the interior environment of the bus such that it is reasonably free of conditions which would pose a danger to the health and safety of student passengers.
F. The contractor agrees to provide instruction in safe riding practices for all school bus passengers and require them to participate in emergency evacuation drills at least twice each school year.
G. The contractor agrees to comply with all rules and regulations adopted by the District for the protection of the children transported and those governing the conduct of school bus drivers. The Contractor shall comply with all uniform standards, established for the protection of the health and safety for pupils transported.
H. The contractor agrees to use only drivers and substitute drivers who are qualified and properly licensed to operate vehicles used to provide transportation services. The Contractor also agrees to furnish evidence that each driver has undergone a biennial physical examination in accordance with Federal Motor Carrier Safety Regulations (49 CFR 391.41-391.49), as outlined
in IAC 281-43.12(285) - 281-43.24(321), and has been issued a "School Bus Driver Authorization" by the Iowa Department of Education.
I. The contractor agrees to furnish the district evidence that all drivers providing school transportation services under this contract and who operate a commercial motor vehicle are part of an approved drug and alcohol testing program in compliance with federal regulations.
J. The contractor agrees to assure that all drivers attend inservice instruction for school bus drivers as required by Iowa Code, Sec. 321.376 and rules established by the Iowa Department of Education.
K. The contractor agrees to carry insurance on all vehicles and student passengers in the coverages and limits as determined by the district board of education. A copy of policy shall be filed with the district Board of Education and the Superintendent.
L. The contractor agrees to make such reports as may be required by the Department of Education, Area Education Agency Board of Education and Superintendent of Schools.
M. The contractor agrees to see that all vehicles are used and operated in compliance with all motor vehicle laws and rules governing the transportation of pupils in this state.
N. The contractor agrees to obtain, when possible, the registration numbers of all vehicles violating the school bus stop law, Sec. 321.372(a), and file information for prosecution with appropriate law enforcement agencies.
O. The contractor shall require school bus drivers to meet all requirements and qualifications provided in Sec. 321.375. Violation of this provision shall result in the termination of the driver under this contract as provided in Sec. 321.375 and the driver shall be prohibited from further transportation of school children.
Miscellaneous:
1. This contract may not be terminated prior to the conclusion of a school semester unless otherwise agreed upon by both parties. A 90-day written termination notice shall be given by either party desiring to terminate this contract. Any such notice will be deemed to be delivered, and thus effective, when personally received, or three days after being placed in the United States Mail, postage prepaid, and addressed to the party at the following addresses: (i) the District’s notice address shall be 1725 North Dodge Street, Iowa City, IA 52245; (ii) the Contractor’s notice address shall be 2140 Rochester Avenue, Iowa City, IA 52245.
2. Should the contractor terminate this agreement, and should the district's board desire to purchase the equipment, the contractor shall sell to the district the equipment used hereunder at a price to be determined by an appraisal board composed of one person appointed by the district's board, one appointed by the contractor, and third selected by the first two.
3. Notwithstanding anything in this contract to the contrary, both parties shall at all times act in accordance with all applicable laws, rules, policies, or regulations of any governmental body or agency having jurisdiction over this contract, and the parties further agree to cooperate with each other as needed in this regard.
4. Contractor shall indemnify, defend, and hold District, and its officers, directors, employees, and agents, harmless from and against any and all claims, actions, proceedings, costs, damages, losses, liabilities, and expenses (including attorneys' fees and costs) arising out of or in connection with (a) any negligence on the part of Contractor or its officers, directors, employees or agents; (b) breach of this contract by Contractor or its officers, directors, employees, or agents; and/or (c) violation of any applicable law or right of a third party by Contractor or its officers, directors, employees, or agents.
5. Neither party may assign any right or obligation under this contract, in whole or in part, without the other party’s prior express written consent. Notwithstanding the foregoing, nothing in this contract shall prevent Contractor from subcontracting with a third party to perform the busing services contemplated by this contract. Subject to the foregoing, this contract will be binding upon and will inure to the benefit of the parties and their respective successors and assignees.
6. The relationship between the District and Contractor is that of independent contract. No joint venture, partnership, employment, or agency relationship exists between District and Contractor as a result of this contract. Neither party has the authority to create any obligations for the other, or to bind the other to any representation, statement or document.
7. This contract may be executed in one or more counterparts, each of which shall be deemed to be an original, but all of which together shall constitute the same instrument.

4) Reports
a) High School Report- Station of the cross presented by the Seniors Friday at 12:15. Wednesday
April 24th is the Memorial Mass. Regina has many teachers going to NCEA in Chicago next week.
b) Elementary Report- 5th grade class performed the Last Supper Mass on Thursday. Friday is the
Good Friday Mass at 2:15pm. Many elementary students completed artwork for Stations of the
Cross. They are hung in the MPR.
c) Religious Education- No report.
5) New Business
a) Catholic Identity will start working on quotes for placing banners on the light poles. Will confirm
with Building and Ground that this is OK.
b) Mr. Demory has agreed to hang the Senior Mural up at Regina. Glenn will work to find a place
to hang it.
c) Sofia Livorsi- has some ideas for guest speakers. Glenn is going to work with her on this and
maybe consider a Regina bible study group for parents.

Removal of 2 mods + old weight-room side of the metal building – this means relocating the Trainer, Regal Rewards, and Scouts. No specific locations have been identified for those offices at this time. Trainer requires water.
Relocate ICN line – Line runs under the location of the Academic Wing
Inside refurbishment of certain rest rooms (a case can be made that this was in the original campaign materials)
