PET POLICY Please be aware that pets are NOT allowed on Saddleback Valley Unified School
District fields - AT ANY TIME. That especially holds true for all AYSO practices and
games. The presence of pets at any school field, may lead to SVUSD revoking our
permit.
While the City of Lake Forest does allow leashed pets at city parks, they are NOT
allowed at AYSO practices or games.
For the safety of ALL our players and volunteers - please leave your pets at home.
PLAYER SAFETY The safety of our players is of paramount importance. We follow the
AYSO National Rules & Regulations and the IFAB/FIFA Laws of the Game
when it comes to player equipment. Please prepare ahead of time and
do not allow this to become an issue prior to a game or practice.
AYSO National Rules & Regulations
Players' Equipment
• Team members must wear shin guards that provide a reasonable degree of protection, and that
are completely covered by their socks, to participate in any practice or match. The lone
exception is sanctioned beach futsal soccer tournament play where players may opt out of
wearing shin guards.
• Team members shall not be allowed to practice or participate in any match with any type of cast
or splint. Removal of any type of cast or splint at the field or surrounding area in order to
participate shall disqualify the team member from practice or match participation.
• Players shall not wear anything that is dangerous to either themselves or other players subject
to the referee’s approval under Law 4.
IFAB/FIFA Laws of the Game State:
Law 4 - The Players' Equipment
• A player must not use equipment or wear anything that is dangerous.
• All items of jewelry (necklaces, rings, bracelets, earrings, leather bands, rubber bands, etc.) are
forbidden and must be removed.
• Using tape to cover jewelry is not permitted.
SILENT SATURDAY Spectators
We request that you make no verbal comments about the game or direct any comments to the players,
referees or coaches. Clapping IS allowed! Be creative in how you choose to cheer your child's team -
make signs to hold up or bring a rally towel in the team's color and wave it wildly. There are lots of ways
to cheer other than verbally - applaud/clap, but please no horns, whistle or noise-makers.
Coaches
It is recommended that you do not provide any direction - verbal or non-verbal - to players who are on
the field. Speak to the team before the match, at substitution breaks and at halftime as you normally do.
During the match, speak quietly to players on the bench about the game. If required, quietly call a player
on the field over to the touchline to provide tactical instruction. Then let them convey the message to
the team.
Players
While on the field, you are encouraged to speak to each other as normal. Continue to support and
provide direction to each other, as you have in the past. Substitute players on the bench, should remain
quiet and not cheer or provide tactical instruction to their teammates. Lest they simply replace the
coach or act on their behest.
Referees
For this special day, referees are asked to monitor the spectators and coaches' adherence to these
guidelines and to offer gentle reminders if the recommendations are not being followed. Continue to
verbalize often during the game as you normally do. You are there to help the players have a safe, fair
and fun time.
GOAL SAFETY The following guidelines should be followed to ensure the safety of all our players:
• ALL GOALS should be anchored and inspected prior to each use.
• Goals may be anchored/secured with stakes or sandbags.
• Referees should check each goal as part of their safety
inspection of the field prior to each match.
• If used for practice, the coach should ensure the goal is
properly anchored.
• Ensure Bownet goals are fully extended and in
the locked position prior to use.
• Never climb or hang from any goal.

GOALKEEPER PUNTING INFORMATION • In 9U and 10U, the goalkeeper may not deliberately punt or drop kick the ball from their
possession.
• The goalkeeper may throw the ball, roll the ball, or place the ball on the ground so it can be
kicked by themselves or a teammate (no punting or drop kicks).
• If the goalkeeper deliberately punts or drop kicks the ball, the referee awards an indirect free
kick (IFK) to the opposing team where the infraction occurred.
• An IFK awarded to the attacking team inside the opposing team's goal area, must be taken on
the goal area line at the point nearest to where the infraction occurred.
BUILDOUT LINE INFORMATION (9U & 10U) The Buildout Line only impacts the game in THREE situations:
1. When the Goalkeeper has possession of the ball.
2. For goal kicks.
3. For determining a player's offside position.
The Build-out Line does NOT impact play for free kicks.
Goalkeeper Possession
• Opponents MUST retreat behind the BOL.
• The goalkeeper may play the ball to either side of the BOL.
• GK has option to put ball into play without waiting for opponents to retreat.
• Opponents may cross the BOL once the goalkeeper has released the ball.
• If an opponent deliberately crosses back over the BOL before the ball is released by the
goalkeeper and then gets involved with play, moves to gain possession of the ball or interferes
with play, the referee may stop play and award the goalkeeper's team an indirect free kick (IFK)
on the BOL where the player crossed over.
Goal Kick
• Opponents MUST retreat behind the BOL.
• Opponents may cross the BOL once the ball has cleared the penalty area.
• The GK may be taken before all the opponents have retreated behind the BOL, but if the ball
goes directly to an opponent - play continues.
• If an opponent crosses back over the BOL before the ball is in play (leaves the penalty area), the
GK is re-taken.
• The player taking the GK may kick the ball to either side of the BOL.
Offside
• A player can only be in an offside position if he or she is closer to the opponent's goal line than
the Buildout line.
• A player between the Buildout line and halfway line cannot be in an offside position.
HEADING INFORMATION Consistent with the U.S. Soccer mandates on heading the ball:
Heading is banned for all division players 12U and below in
both practices and games.
Heading for players in 14U is limited to a maximum of thirty
(30) minutes per week with no more than 15-20 headers, per
player. There is no restriction on heading in matches.
• An indirect free kick (IFK) will be awarded to the opposing team if a player deliberately touches
the ball with his/her head during a game.
• The IFK is to be taken from the place where the player touched the ball with his/her
head
• An indirect free kick awarded to the attacking team inside the opposing team's goal
area, must be taken on the goal area line at the point nearest to where the player
touched the ball with his/her head.
• Neither Cautions nor Send Offs shall be issued for persistent infringement or denying an obvious
goal scoring opportunity related to the heading infraction.
PICTURE DAY INFORMATION
Picture Day is...
Sunday, September 16th at the Lake Forest Sports Park.
To keep the day running smoothly and on schedule, each
team should arrive 20-30 minutes before their scheduled
time. Players should be lined up shortest to tallest with
each player holding their own envelope.
All teams should send one (1) representative to
the Picture Day Information Meeting on TBD. (Lake Forest Sports Park - in front of the concession
stand) Teams will receive their picture packets and scheduled Picture Day time. (5U Parents do NOT
need to attend. Information will be handed out at your Saturday session.)

EXTREME TEMPERATURES
Region 85 prohibits teams from starting or continuing any activity when the actual temperature is 101°F
or the temperature and relative humidity create a heat index temperature above 101°F. Region 85 also
prohibits our teams from starting or continuing any activity when the actual temperature is below 35°F
or the temperature and wind speed create a wind chill temperature below 35°F.
As a formal heat policy, we ask that coaches adhere to the following:
• 95-99 degrees (either actual temperature or heat index): water breaks at least every 20 minutes
• 100 degrees (either actual temperature or heat index): Region 85 recommends practice be
cancelled, but if coach of team elects to practice, coach shall provide water breaks every 10-15
minutes and reduce amount of running during practice. Games that are scheduled will be played
with water breaks to be taken every 10-15 minutes.
• 101+ degrees (either actual temperature or heat index): No activities will start or continue.
COLD WEATHER
Although games don't generally get canceled due to cold temperatures, players should dress accordingly
for current and changing weather conditions. Players are permitted to wear appropriate and safe
clothing (extra garments under the jersey and shorts, knit hats and gloves, etc.) to protect against cold
and windy weather conditions. Items such as jackets with hoods, hooded sweatshirts, ear muffs, and
scarves may not be worn.
Suggestions:
• Players on sidelines should remain dressed (if in warm-ups) until they enter the game.
• Players coming off should towel off (if sweaty) and get dressed quickly.
• Blankets and chairs are recommended.
• Keep hydrated.
• Keep an eye on field conditions (wet, icy, etc.). Cold wet conditions can quickly change field from
safe footing to slippery.
Safety and health of the players come first.

FIELD CLOSURE
On inclement weather days, Region 85 will communicate (based
on mudline information provided by the City of Lake Forest and
the Saddleback Valley Unified School District) whether fields are
open or closed. Updates are typically received by 8am on
weekends and 3pm on weekdays. Player safety and protecting the
fields from damage are our main concerns.
If a field is originally listed as open and weather or field conditions deteriorate, the referee will decide if
the match will continue or be played. Additionally, once a field is closed, it is closed for the remainder of
the day – regardless if weather conditions or field conditions improve. Region 85 Board Members,
Coaches, Referees or Parents do not have the authority to open or re-open a closed field.
Reminder: games and practices are always canceled whenever
lightning is in the area. Always use your best judgment when
playing or practicing.
All Region 85 Area play teams should check the Area 11-L
Matchtrak website - as field conditions may differ between
locations/fields.
*** No person shall use an athletic field which is posted as being closed. (whether the closure is for
excess rainfall, field maintenance or other reason)
WIND
During high wind events, please make sure field conditions are safe both before and during games.
• Check to make sure goals are secure to avoid potential injuries.
• Referees and coaches should always inspect goals prior to the start of any game and during
game breaks (half time and quarter breaks).
• Make sure spectators and teams safely secure any loose items to avoid anything being blown
onto the fields during games.
COACHES AREA Coaches are required to stay within the Coaches' Area during the game, REGARDLESS of whether the
area is marked on the field. In Region 85, this area is defined as a space 1-1½ yards back from the touch
line and 10 yards either side of the midway line. (Coaches should use the center circle as a guide when
the area is not marked.) Spectators are required to stay 3 yards back from the touch line.
ID CARDS All approved Coaches (Head Coach and Assistant Coach) will be issued a Region 85 Fall Coach ID Card.
Coach ID cards along with a completed team lineup, must be presented to the Referee, prior to the start
of each match. Coaches must wear their ID cards, making them easily visible on their upper body, during
all games.
EVERYONE PLAYS – ¾ OF EACH GAME • All players present must play at least ¾ of each game unless prohibited by roster size.
• No player may play 4 quarters unless all teammates play at least 3 quarters.
• No player may be limited to 2 quarters more than once unless all teammates have already been
so limited.
• 9U and 10U Goalkeepers MUST play at least one quarter in the field.
• Substitution rules may not otherwise be changed because of roster size.
LINEUP CARDS
Lineup cards are required for all games. Coaches MUST bring pre-printed lineup cards to every game.
How to Print your Game Lineup Cards (and entering jersey numbers)
• Browse over to our Regions website (www.ayso85.org)
• Log into your Volunteer Account
• Hover over "TEAM CENTRAL" on the menu bar above scrolling window.
• When the menu drops down, click on the words "TEAM DIRECTORY".
• Set "Program" (center column) to the appropriate value (e.g. "Fall Season"), then select the
desired "Division"
• Click on "Team Home" for your team.
Team Coach can go to:
Team Page > Roster > Print Team Line Up
Notes:
• Before printing the lineup card, please update your roster with jersey #s.
• Go to "Edit Roster" and enter the jersey number in "No." box and "Order" box.
• Scroll down and click "Update"
• The lineup can be now printed with jersey numbers, in order.
FIELD SETUP/TAKE DOWN FIELD SETUP
• First game of the day is required to ‘Setup the Field’.
• BOTH TEAMS setup field (regardless as to which team is Home
or Visitors)
• Setup duties: repaint all field lines, place corner flags, setup
goals if needed
• ALL GOALS are required to be secured
FIELD TAKE DOWN
• Last game of the day is required to ‘Take Down the Field’.
• BOTH TEAMS participate in field take down
• Take Down duties: place all corner flags and field line stripers in field storage bin; 10U, 8U and
6U goals are to be broken down and placed in field storage bin; pick up all trash
• LOCK field storage bins

SIDELINE BEHAVIOR
AYSO coaches, referees and all other AYSO volunteers, have a responsibility
to provide a fun, pleasant environment for the players.
Referees need to be aware of and, when necessary, enforce the AYSO
National Rules and Regulations on sideline behavior as it relates to game
atmosphere.
According to the AYSO National Rules and Regulations, a coach must "… conduct him/herself in a
manner becoming a member of AYSO … at all times encourage clean competition and good
sportsmanship…uphold the Rules and Regulations…"
Specifically, coaches' sideline participation is limited to "… positive instruction and encouragement …"
(not play by play directions) from no more than two coaches per team from within the coaches' area.
Spectators may not give game instructions.
Coaches are responsible for the behavior of their touchline and spectators at all times.
AYSO Rules prohibit coaches and referees from using tobacco or alcohol at practices, games or in the
immediate vicinity of the fields.
CHAMPIONS INVITATIONAL TOURNAMENT
Region 85 Teams in ‘good standing’ from the 10U, 12U, and 14U divisions will be invited to participate in
a post season tournament – The LF Champions Invitational Tournament. Teams participating in the LF
Champions Invitational Tournament, could represent Region 85 at other post season tournaments.
Teams may be reviewed on categories/factors such as:
• Team/Players:
o Overall Sportsmanship
o No Cautions/No Send Offs received
• Coaches:
o Proper certification (volunteer application, safe haven, concussion awareness, coach
certification)
o Player evaluations completed/returned by October 15
o Following Region 85 guidelines
o No Coach ejections received
• Parents:
o Volunteering to help at the snack bar
o Volunteering at help at picture day
o Number of Referee Points earned
o No Spectator ejections received
SCORE REPORTING
• Coaches must report match scores within 24 hrs.
• Score reporting password is: REGION85
• Some age groups do not require scores to be reported (5U, 6U, 8U)
• Matches scheduled as ‘Friendly’ typically do not require scores to be reported
AVOIDING BLOW OUTS
Blow out games are contrary to the philosophies of AYSO (Player Development and Good
Sportsmanship), and coaches should work to avoid blow outs (any game with a 6-goal differential is
considered a blow out). Blow outs are a failure of the coach to plan ahead and manage the game. Don't
let a blow out destroy the players experience.
The game is most fun when it is challenging. With the right management strategies, an otherwise
lopsided, boring game can be managed to be close, and without asking players to hold back. Coaches
should recognize possible blow out situations early and make the necessary adjustments to keep the
game fun for EVERYONE.
Below are suggestions that a coach might implement to help avoid a blow out:
• Rotate player positions, assign goal-scorers to positions on defense. (Substitute out goal scores)
• Pick a player that have never scored, team must work to allow this player to score.
• Team must complete five consecutive passes prior to trying to score.
• Everyone must touch the ball before trying to score
• Having the team play back to their own goal keeper at least once prior to going forward.
• Shots must be taken from outside the penalty area.
• All shots must come from the weak foot.
It is recommended that coaches make blow out strategy adjustments – EARLY. Coaches should not wait
for a four, five, or even six goal differential before adjusting to a preventative blow out strategy.

member out to your team meeting.

o Coaches CAN fill-in to referee (ONLY if no referee is present)
▪ Do NOT coach while you are refereeing
o Do NOT allow an un-approved parent to referee (CVPA rules)
• Referee Guidelines – 10U to 19U
o 10U: Two referees per field.
o 12U – 19U: Three referees per field.
o Neutral referees rule:
▪ 10U – 19U games must be covered by a NEUTRAL referee…. parents/siblings CANNOT sign-up
for their child's game.
▪ Refs CAN officiate their own child’s game IF they are needed at game time.

▪ Can only referee if they have taken REGIONAL referee training

referees

AYSO Participation Release This form is to be completed, signed and dated by the parent or guardian of a player who has suffered an illness or injury that required the care of a physician or a visit to a medical care facility. This form must also be completed for players who were removed from participation as described in the next paragraph. When a player is away at an event or competition, and a parent/guardian is not present, a facsimile copy containing the parent/guardian signature is acceptable. The coach should immediately forward any completed form to the Regional Safety Director.
When it is believed that a player has exhibited signs or symptoms of a concussion such that a coach, parent, guardian or other AYSO volunteer has removed the player from participation in the remainder of a practice or game because the person is concerned that the player may potentially have a concussion, AYSO strongly recommends that the player not return to play and participation in practices or games without evaluation and clearance by a medical professional. When required by State law1, the player must be evaluated and cleared for return to play and full participation by an appropriately licensed medical professional who has received training in the evaluation and management of concussions. Some of those states also require documentation of that clearance be signed by that medical professional and that documentation must be provided to AYSO and attached to this form. (Such a Concussion Release form is the second page of this document.) Submission of this Participation Release form will constitute an acknowledgement by the player’s parent or guardian: (1) that the player has been evaluated and cleared as required; and (2) that acceptance of this form does not constitute a waiver of these requirements.

A concussion is a type of traumatic brain injury that changes the way the brain normally works. A concussion is caused by bump, blow or jolt to the head or body that causes the head and brain to move rapidly back and forth. Even a “ding,” “getting your bell rung,”or what seems to be a mild bump or blow to the head can be serious.
WHAT ARE THE SIGNS AND SYMPTOMS OF CONCUSSION?Signs and symptoms of concussion can show up right after the injury or may not appear or be noticed until days or weeks after the injury.
If an athlete reports one or more symptoms of concussion listed
below after a bump, blow, or jolt to the head or body, s/he shouldshould be kept out of play the day of the injury and until a healthcare professional, experienced in evaluating for concussion, sayss/he is symptom-free and it’s OK to return to play.

CONCUSSION DANGER SIGNSIn rare cases, a dangerous blood clot may form on the brain in a person with a concussion and crowd the brain against the skull. An athlete should receive immediate medical attention if after a bump, blow or jolt to the head or body s/he exhibits any of the following danger signs:
• One pupil larger than the other • Is drowsy or cannot be awakened • A headache that not only does not diminish, but gets worse
• Weakness, numbness, or decreased coordination • Repeated vomiting or nausea • Slurred speech • Convulsions or seizures • Cannot recognize people or places • Becomes increasingly confused, restless, or agitated • Has unusual behavior • Loses consciousness (even a brief loss of consciousness should
be taken seriously)
WHY SHOULD AN ATHLETE REPORT THEIR SYMPTOMS?If an athlete has a concussion, his/her brain needs time to heal. While an athlete’s brain is still healing, s/he is much more likely to have another concussion. Repeat concussions can increase the time it takes to recover. In rare cases, repeat concussions in young athletes can result in brain swelling or permanent damage to their brain. They can even be fatal.
WHAT SHOULD YOU DO IF YOU THINK YOUR ATHLETE HAS A CONCUSSION? If you suspect that an athlete has a concussion, remove the athlete from play and seek medical attention. Do not try to judge the severity of the injury yourself. Keep the athlete out of play the day of the injury and until a health care professional, experienced in evaluating for concussion, says s/he is symptom-free and it’s OK to return to play.
Rest is key to helping an athlete recover from a concussion. Exercising or activities that involve a lot of concentration, such as studying, working on the computer, or playing video games, may cause concussion symptoms to reappear or get worse. After a concussion, returning to sports and school is
a gradual process that should be carefully managed and monitored by a health care professional.
RememberConcussions affect people differently. While most athletes with a concussion recover quickly and fully, some willhave symptoms that last for days, or even weeks. A moreserious concussion can last for months or longer.
