Membership of WHO bodies and committees
World Health Assembly resolution 63.28 recommended the establishment of the Consultative Expert Working Group (CEWG) on Research and Development: Financing and Coordination (WHA 63.28 is attached as Annex 1). By note verbale of 30 June 2010, the Director-General invited Member States to submit nominations to the CEWG to the respective Regional Director. The deadline for receipt of nominations was subsequently extended to 30 August 2010, as advised in the Regional Director’s letter of 23 August 2010. This document contains the curricula vitae of candidates nominated by the Governments of Armenia, Denmark, Finland, France, Germany, Israel, Montenegro, Norway, Portugal, Republic of Moldova, Spain and Switzerland. Additional material, where supplied by candidates, is available from the Secretariat. The Regional Committee is therefore requested to consider the nominations received and make a recommendation of those candidates to be forwarded to the Director General. As a first step, all the nominations recommended by the Regional Committee will be included in a global roster. Drawing on this roster, the Director-General will then propose the composition of the CEWG to the 128th session of the Executive Board in January 2011. Following approval by the Executive Board of the members of the CEWG, the Director-General will propose the holding of the first meeting of the CEWG, which is expected to be held in the first quarter of 2011.

Terms of reference of the CEWG
The CEWG will:
(a) take forward the work of the Expert Working Group which submitted its final report to the WHA in 2009;
(b) undertake further analysis of the proposals in the Expert Working Group’s report, and in particular: (i) examine the practical details of the four innovative sources of financing proposed in the report of the Expert Working Group; (ii) review the five promising proposals identified n the report of the Expert Working Group; and (iii) further explore the six proposals that did not meet the criteria applied by the Expert Working Group;
(c) consider additional submissions and proposals from Member States, including those arising out of any regional and subregional consultations, and from other stakeholders;
(d) in carrying out the actions in subparagraphs (b) and (c), examine the appropriateness of various research and development financing approaches and the feasibility of implementing these approaches in each of the six WHO regions, with subregional analysis, as appropriate;
(e) observe scientific integrity and avoid conflicts of interest in its work;.
Composition
The recommendation to the Executive Board on the composition of the CEWG will be based on regional representation according to the composition of the Executive Board, gender balance and diversity of experience.
