WesternMacedonia,isaworthyendeavourtoknowledge-basedsoci-
ety.Themaineortsotheprogrammeocusupontheollowingprinciples:
• Re-conversion o the traditional cost-based clusters into knowledge-
basedclusters
• Developmentonewclustersbasedonthecreationandaccumulationo
knowledge
• ImprovementothecompetitivenessoregionalS.M.E.’sclusters,through

Thesedirectionshavethecapacitytostrengthenthecreativityandproductiv-

providetheCoordinatorsotheActionsoourProgramwithurtherideasand

ThegoalsotheGreekRegionalProgrammesanditsInnovativeActionsareas
variedandinterestingasthecountry:Acountrythatincludesextremesrom
themostremoteislandstosomeoEurope’sastestdevelopingcities.Oneo
thegreatstrengthsotheRegionalProgrammesoInnovativeActionsisthat
theyallowustoseebeyondsuchobviousdierencestotheunderlyingchal-
lengesandopportunitiesthatuniteGreece.Theyallowpartnerstocooperate
asequalsinthedevelopmentotheregionsandrecognisethatmanyothe
problemstheyacecanonlybeaddressedeectivelythroughjointaction.The
RegionalProgrammesoInnovativeActionsprovidesaneectiveramework
and theiractions are a clear demonstration othe eectiveness othis ap-
proach.
This publication, however, only has space or a brie summary o the pro-
grammes.Thosewhowanttoknowmoreshouldvisittheindividualprogramme
websiteswheretheywillindmuchmoreinormationandcontactdetailsor
everyprogrammeandaction.
Personally,Iamproudoallprogrammesandtheinnovativesolutionstheyare
indingtoproblemsthatconcernusall.Iamconvincedthatyouwillenjoyread-

The EU strategy for Innovation
AsEuropecontinuesitsquesttoremainacompetitiveplayerontheworld
stage, the investment in the renewal o capacity and capabilities becomes
evermore important. The heralded knowledge society has not reached all
Europeansin anequalmanner,neitherhavethe beneitsbeenreapedby all.
RegionaldisparitieshavecontinuedtogrowinmostEuropeancountriesand
thedierencescanbeparticularlyacutebetweenthegreatEuropeancitiesand
thoseareasthatareremote,sueringromthedeclineotraditionalindustries
orpredominantlyrural.
Itisunlikelythateconomicprosperitycanbepursuedinisolationromother
policies.The Europeanapproach to sustainabledevelopment, setout inthe
Lisbon-Gothenburgstrategy,aimstoworktowardsachievinga“…develop-
mentmodelbyocusingoncompetitiveness,jobsandsolidaritybetweenre-
gionsandbetweengenerations.” 1Measuresthathelpre-addressimbalances
betweenregionsarethusseentobeneitEuropeasawhole.
Itisagainstthisbackdropthatthispublicationseekstoassessthelonger-termimpactothethen-groundbreakingconceptodevelopingregionalstrategies
topromoteinnovationinregionsthatwereatriskobeingletbehind.
1.1TheLisbonStrategy2
InMarch2000theLisbonCouncillaunchedtheEU’sdecadelongstrategyor
economic,socialandenvironmentalrenewal.Theobjectiveistomakeby2010
theEU“themostdynamicandcompetitiveknowledgebasedeconomyinthe
world,capableosustainableeconomicgrowthwithmoreandbetterjobsand
greatersocialcohesion.”
TheLisbon strategy involves a comprehensive, coherentand mutually rein-
orcingsetoactionsdesignedtotransormtheperormanceotheEUand

deliversustainabledevelopment.Itaimsatimprovingconditionsorhighnon-
inlationarygrowthbytargetingactionssuchasreormsolabour,service,and
productmarkets;promotinginvestmentinknowledgeandinnovation;actions
tocurbenvironmentalpressuresandpreservenaturalresources;andreinorc-
ingtheinteractionbetweentheLisbonstrategyandmacroeconomicpolicies.
Progresson theLisbontargetsarereviewedeveryyearat theSpringCouncilwithaseto42structuralindicatorscoveringareassuchasgeneraleconomic
background, employment, innovation andresearch, economic reorm,social
cohesionandenvironment.
TheStructuralFunds aregeared to bring improvements in competitiveness
andqualityoliebysupportinginvestmentsintheassistedregions.Thestruc-
turalundsinmanyregionssupporttheimplementationotheLisbonstrategy
throughtheinvestmentsinanced.
1.2TheSustainableDevelopmentStrategy3
Theconceptosustainabledevelopmentreerstoaormoeconomicgrowthwhichsatisiessociety’sneedsintermsowell-beingintheshort,mediumand
-aboveall-longterm.Itisoundedontheassumptionthatdevelopmentmust
meettoday’sneedswithoutjeopardizingtheprospectsorgrowthouture
generations.
Theprincipleointegratingenvironmentalconcernsintotheormulationand
implementationootherpolicies,whichisessentialiwearetoachievesustain-
abledevelopment,wasconirmedintheMaastrichtTreaty.
TheEuropeanUnionstrategyorsustainabledevelopmentwasadoptedinthe
GothenburgEuropeanCouncilinJune2001.
1.3Theregionaldimension
Atthedawnothethirdmillennium,theEuropeanUnion’sregionsareacing
majornewchallenges.Competitionamongirmshasgrowngreatlyinthewake
oworldtradeliberalization.Firmsestablishthemselveswherevertheyindthe
bestconditionstoincreasetheircompetitiveness(high-qualityinrastructure
andservices,skilledworkers).Theleastpreparedregionsmustbehelpedto
secureinrastructureandmodernandeicientserviceswhichcanmakethem
moreattractive.
Thetechnologicalrevolutionand theinormationsocietyrequire businesses
andcitizensintheUniontoveryrapidlyadapttoa constantlychangingsitu-ation.Itheyaretodoso,theinhabitantsoalltheregionsmustbeableto
accessthemostadvancedknow-howthroughtelecommunicationsnetworks,
innovationandhigh-qualitytraining.
Theintensiicationo competition,theglobalizationo theeconomyandthe
growingdynamismintheareaoinnovationarecoretopicsintoday’spolitical
discussions.Itisthecasethattheglobalizationotheeconomygoeshandin
handwiththeincreasingsigniicanceoregionalandlocalactivities.
Thereiseveryreasontobelievethatthesuccessoaninnovationresultstems
romthe interplaybetween global andlocalprocesses.Thecompetitiveness
oa regionitseldependstoan increasingdegreeonitscapacityorinnova-
tion.Successulregionsunderstandhowtolinkintelligentlylocalandregional
protagonists such as enterprises, universities, research institutions, associa-

amongstindividualsandtopropagateandtranseritintonewproducts,proc-
essesandservices.
WhydoesEUpromoteregionalprogrammes?Simplybecauseintheincreas-
ingly knowledge-basedeconomy,innovationholds thekeyto regionalcom-
petitiveness

TheEuropeanUnion’sregionalpolicyisbasedoninancialsolidarityinasmuch
aspartoMemberStates’contributionstotheCommunitybudgetgoestothe
lessprosperous regions and social groups. For the 2000-2006 period, these
transerswillaccountoronethirdotheCommunitybudget,or€213billion.
TheStructuralFundsconcentrateonclearlydeinedpriorities:
• 70%otheundinggoestoregionswhosedevelopmentislagging
behind.Theyarehometo22%othepopulationotheUnion(Ob-
jective1);
• 11.5%otheundingassistseconomicandsocialconversioninareasex-
periencingstructuraldiculties.18%othepopulationotheUnionlives
insuchareas(Objective2);
• 12.3%o theundingpromotes themodernisationo trainingsystems
andthecreationoemployment(Objective3)outsidetheObjective1re-
gionswheresuchmeasuresormpartothestrategiesorcatchingup.
TherearealsoourCommunityInitiativesseekingcommonsolutionstospeciic
problems.Theyspend5.35%otheundingortheStructuralFundson:
• cross-border,transnationalandinterregionalcooperation(InterregIII);
• sustainabledevelopmentocitiesanddecliningurbanareas(UrbanII);
• ruraldevelopmentthroughlocalinitiatives(Leader+);
• combatinginequalitiesanddiscriminationinaccesstothelabourmarket
(Equal).
Thereisaspecialallocationoundsortheadjustmentoisheriesstructures
outsidetheObjective1regions(0.5%).
There arealso provisions orinnovativeactions to promoteand experiment
withnewideasondevelopment(0.51%).
TheroleotheEuropeanUnionisnotmerelylimitedtoinancialcontributions. Throughitsregionalpolicy,theCommunitytakesitsownviewondevelopment
workplannedatlocallevel.Wherenecessary,itcomplementstheinternalmar-
ketandeconomicandmonetaryunion.
ItwasessentialorMemberStatesandregionstorecognisethatitwasintheir
interesttotaketheirutureintotheirownhandsandmanagethemselvesthe
undsprovidedbytheUnion.Nowthemainresponsibilityorthemanagement
andsupervisiono expenditurewillbe theirs;the Commission will intervene
onlytocheckthateectiveauditsystemsareinplace.
TheEuropeanUnionaimsatcapitalizingonitsdiversitywhilstpromotingthe
coordinationanddisseminationogoodpractice.

1.5 RegionalProgrammesoInnovativeActions
ThenewEuropeanRegionalDevelopmentFund(ERDF)InnovativeActionsaimto
enhanceinnovationactivitiesinallEU-15regionsaswellastheiruseonewinor-
mationandcommunicationtechnologies.TheInnovativeActionsocusonthree
strategicthemes:
• developmentotheregionaleconomybasedonknowledgeandtechnologi-
calinnovationinordertohelptheregionsdeveloptheircompetitiveassets
• inormationsocietyservingregionaldevelopmentinordertocontributeto
theopening-upotheregionsbyreducingtheirhandicapsanddeveloping
theirassets
• regionalidentityandsustainabledevelopmentinordertoraisethestandard
olivingandworkingenvironmentoinhabitantsaswellastopromotethe
integrationotheSMEsinthemarket
AllEU-15NUTSlevel2regionswereeligibletosubmitprogrammeproposals,o-
cusingonasinglestrategicthemeoronacombinationothem.EUcontribution
perregionalprogrammerangesrom€300,000to€3million.TheERDFco-und-
ingratevariesrom80%inObjective1regionsto50%inallotherareas.
Keyissuesaretheinnovativenessotheproposalortheregionandthetranser-
abilityotheresultstothemainstreamprogrammes.
Inadditiontotheregionalprogrammes,threenetworks,oneoneachtheme,have
beenlaunchedtoosterco-operationbetweenregionsandshareexperiencesand
goodpractices.
1.6 Innovative Actions contribution to Lisbon and Gothen-
burgAsshownbytheEuropeanInnovationScoreboardoNovember2003,thein-
novationgapiscurrentlydeepeningwithinandoutsidethe EU.Fortheregions,
theprogrammesoinnovativeactionshavebeencatalystsandlaboratoriesorex-
perimentationtoexaminehowtheirutureregionalplanningcanbere-oriented
touliltheLisbonandGothenburgobjectives.Fortheleast-developedregionsit
hasbeenparticularlyimportantthattheyshouldhaveanopportunitytoexperi-
mentinthethreestrategicthemesonoerwhicharetraditionallyunder-unded
incomparisontoothertypesoneedssuchasthoseconcernedwithinrastructure.
Itisvitalthatregionsdonotsucceedinclosingthecohesiongaponlytoseethe
technologygapwidening.
Insomeregions,particularlythelessavouredones,thisdiscussionbetweenre-
gionalstakeholdersonastrategicapproachtoinnovationissuestookplaceorthe
irsttimeasewregionshadclearinnovationpoliciesatthatstage.Thishashelped
theregionsdevelopacoherentapproachtoinnovationandsustainabledevelop-
mentashorizontalprioritiesunderpinningallareasoactivitythatwillsecurethe
long-termcompetitivenessotheregion.
1.7InnovativeActionscontributiontogoodgovernance
OneothemostinterestingeaturesotheRegionalProgrammesoInnovative
Actionsistheactthattheyhavebeendesignedandmanageddirectlybythere-
gionswithoutanynationalimplicationinthedecision-makingprocess.Regional
governments have takenull responsibility orimproving conditionscrucialor

their uture competitiveness. This responsibility has been taken by regional
governmentsincooperationwiththeirlocalstakeholders.
Topreparetheirproposal,mostregionslaunchedapreliminaryconsultation
withkeyregionalstakeholderspublicandprivate-onwhatshouldbethe
priorityactionstobesupportedtoosterinnovation,inormationsocietyor
sustainabledevelopmentin theregion.Oncetheirprogrammehadbeense-lected,mostregionssetinplacenotonlyasteeringcommitteewithallthese
key stakeholders but also working groups on speciic issues. Indeed, good
governanceappearsasastrongsuccessactoroRegionalInnovativeActions
Programmes.
Ithasbeenencouragingseeingthecommitmentstoandtheinancialpartici-
pationotheprivatesectorinsuchprogrammeswhichare,bynature,strategic
andpolicy-makinginstruments.
1.8DenitionsoInnovation
Theterm“innovation”relatesbothtoaprocessanditsresult.Innovationisthetransormationoanideainamarketableproductorservice,unctionalmeth-
odoproductionordistribution-neworimproved-orevenanewmethodor
supplyingservices.
Wheninnovationrelatestoprocess,theemphasisisgiveninthewaythein-
novationis inventedand produced, in thevariousstages which leadto the
innovation (creativity,marketing, research and development, planning, pro-
ductionanddistribution)andtotheirinterdependence.Itisnotalinearproc-
esswithclearlydelimitedphases,butasystemointeractionsand“reversible
movements”betweenvariousoperationsandvariousactors,throughwhich,
theexperience,theknowledgeandthe know-howarestrengthenedanden-
richedmutually.Thisexplainsthecontinuouslygreaterimportanceattributedto the mechanisms o interactions in the enterprise (collaboration between
variousunits,workersparticipationintheorganisationalinnovation),andin
thenetworksthatconnecttheenterprisewithitsenvironment(otherenter-
prises,serviceso support, centreso know-how, inquiringlaboratoriesetc.).
Theconnectionwiththeusers,theevaluationoexpresseddemand,thereli-
ablemarket’sorecastandsocietyneedshavealsoequallygreat-inotgreater
-importancewiththeexcellentknowledgeotechnologies.
Wheninnovation relatesto result, the importancealls in the new product,
methodorservice.Inthiswaywedistinguishtheradicalinnovationandthe
incremental innovation, which alters, with progressive improvements, the
products,themethodsortheservices.

InnovationwasdeinedbytheEuropeanCommission1995GreenPaperonin-
novationasbeingthe“renewalandenlargementotherangeoproductsand

Innovation is not thereore a sel-contained linear process, but involves a
numbero actorssuch asbusinesses,researchcentresandpoliticaldecision-
makers.Italsorequiresthecreationosynergiesbetweendierentpolicies,suchasenterprisepolicy,trainingpolicyandRTDpolicy.Inaddition,incorporating
innovationintotheEU’sdierentpolicieswouldhelpstrengthencompanies,
whichareatthe coreo theinnovationprocess.Successulcooperationwith
othercompaniesandthepublicauthoritiescallsorthecreationo“clusters”,
whicharegeographicconcentrationsocomplementary,interdependent,but
yetcompetingenterprises.
Muchscientiicandtechnologicalknowledgei.e.systematicandapplicable
codiiedknowledgeisproducedthroughR&Dandcanleadtoinnovation.
However,innovationcanalsolowromothertacittypesoknowledgeand
cognitiveabilitiesstoredorresidinginindividuals,groupsororganisations,and
romtheactivitiestheyundertake.These,togetherwith codiied knowledge,aredescribed by the termintellectualcapital.Intellectual capital can be in-
creasedthroughresearch,training,networkingandotherlearning,creativeand
knowledgeexchangeprocesses.Inventionthenovel,non-obviouscreationo
knowledgecanequallywellresultromexperimentationasromdeliberate
R&D.Thestillbroadernotionointangiblecapital,includesallurtherormso
capitalnotembodiedinmattersuchasthevalueonetworks,accesstomarkets,
marketingstrategies,managementtechniques,organisationalstructures,and
varioustypesosocialcapital.Allothesecanconstituteimportantpotential

RegionalInnovationStrategies(RIS)andinter-RegionalTechnologyTranser
projects (RTTs) aimed at improving the innovation perormance in regions
coveredbytheourObjectives(1,2,5band6)otheERDF1994-99throughan
integratedandinteractivelearningprocess.
Asaollow-upothe6RegionalTechnologyPlans(RTP)andtogetherwiththe
RegionalInnovationandTechnologyTranserinitiatives(RITTS),theInnovating
RegionsinEuropenetwork(IRE)andtheRINNOdatabase,supportedjointlyby
DGRegionalPolicyandDGEnterprise,theRISandtheRTTSconstitutedtwo
basicelementsotheCommunitypolicyresponsetotheurgentneedoim-
provedinnovationcapacityoenterprises-notablySMEs-intheregionsothe
EU-15,inordertostrengthencompetitivenessatregionalscaleandtherebyo
theentireUnion.
RISweredemand-ledandbottom-upintheirelaboration,basedonpublic-pri-
vatepartnershipandconsensus,action-orientedandencouragingregionsto
exploittheEuropeandimensionthroughengagingininter-regionalco-opera-
tionandbenchmarkingopoliciesandmethods.
RIS was ollowed by RIS+, which was open to all regions that had already
launchedan RTP, RISor RITTS (regardless o theirERDF support status) and
which gave regions an opportunity to implement the innovation strategy
elaboratedpreviouslyandtolaunchconcretepilotactions.
InparallelwiththeRISandRIS+theEuropeanCommissionlaunched6RTTs
involving regional stakeholders rom over 30 regions, ollowing a selection
throughacallortendersopentoallregionsinEurope.Themainobjectiveo
these projectswas toidentiy bestpracticein technologicalcooperationbe-
tweenregionsinordertopromoteeconomicdevelopment.
MostRISandRIS+projectshavemanagedtoguaranteeagoodmainstream-
ingotheirpriorityactionsintotheOperationalProgrammesorObjective 1
or2areasbyprovidingnewprojectideasandidentiyingpartnershipstoim-
plementthem.Severalregionshavebeenabletoprovidepreciseigureson
budgetsallocatedtoinnovationinthestructuralundsorineitherregionalor
nationalprogrammesatertheirRIS.Theyallshowasigniicantincreaseinthe
quantityandthequalityoinnovationsupport.

TheaimotheInormationSocietyStrandoERDFInnovativeActions1994-
1999wastopursueanactivelearningstrategybasedonthelaunchingand
testingoanumberopilotprojectsnotablyRegionalInormationSocietyIni-
tiatives(RISI).Itsdevelopmentstartedwithaninitiativeoacoreo6regionsto

Theirstgenerationoprojects(theRITTSamily)targetedonlyEU-15regions
whilethesecondgeneration(theRIS-NACamily)wasdesignedtoinclude
someregionsromallEU-25MemberStates.
2.4.1TheRITTSamily(RITTS,TRIP)
BothRITTSandRISaimedatsupportingregionsindevelopingregionalin-
novation strategies that should optimise regional innovationpolicy and in-
rastructure.Thestrategyelaborationwasbasedonanalysesotheregional
innovationsystem,includingmanagement,inancial,commercial,trainingand
organisationalissues as well as technicalones.The strategies aimed alsoto
promoteco-operationbetweenthekeyactorswithintheregionalinnovation
system.
TheRITTSprojectswereinancedbyDGEnterpriseundertheInnovationPro-
gramme.Over100regionshavebeensupportedtoormulateregionalinnova-
tionstrategieswithRITTSandRISprojects.
TheTrans-Regional Innovation Projects (TRIP) supported trans-regional col-
laborationinthedevelopmentandimplementationomeasuresbasedonthe
outcomesoRITTSandRISprojects.Theultimategoalwastosupportinnova-
tioninirmsbyjoiningorcesandcomparingexercisesinseveralregions.The
projectsinvolvedkeyregionalactorsandtheirresultshadabeneitorlocalor
regionalSMEs. 11projectsgatheringaltogetherabout40 regionshavebeen
carriedout.
2.4.2TheRIS-NACamily
In 2001-02 the irst 16 RIS-NAC projects to carry out Regional Innovation
StrategiesintheollowingNewlyAssociatedCountries(NACs,Bulgaria,Cyprus,
theCzechRepublic,Estonia,Hungary,Latvia,Poland,Romania,Slovakiaand
Slovenia)werelaunched.
ThemainobjectiveistodevelopregionalinnovationstrategiesinNACregions
byollowingtheRITTS/RISprojectschemeandmethodology.
EachNACregionisaccompaniedbyatleastoneEUregionthathasalready
undertakenaRITTS/RISproject.ThisapproachaimsatensuringthatNACre-
gionswilltakeulladvantageotheexperiencesgainedthroughtheprevious
ormulationoinnovationstrategiesinpartnerregions.

The“RegionsoKnowledge”initiativeisapilotactioncalledorbytheEurope-
anParliament.Theinitiativesupportsinnovativeprojectsinvolvingregionsin
severalMemberStatesthatdemonstratethecentralroleoknowledge(know
how,humanresources,R&Dandother“intangible”productionactors)inthe
developmentoregionaleconomies.Itacknowledgestheactthatregionsare

3.1The2000-2006programmingperiod
AnewprogrammeapproachorERDFinnovativeactionswasintroducedin
January2001orthe undingperiod2000-2006with asimpliiedapplication
process.
Aeatureo the new system has been anelemento competition between
regions:inordertosecureERDFco-unding,aregion’sproposalmustdemon-stratequalityandagenuineregionalstrategyorinnovationbackedbyastrong
regionalpartnershipincludingtheprivatesectorandsmallandmedium-sized
businessesinparticular.
TheamountavailableorERDFinnovativeactionsis0.4%otheannualERDF
budget or approximately€400 million over the entire period 2000-06. Indi-
vidualprogrammescanbeawardedERDFco-undingobetweenaminimum
o€0.3millionandamaximumo€3million.ThetotalvalueoERDFco-unding
approvedorthe139programmesbyOctober2004was€346million.When
thecontributionromthepublicandprivatesectorsintheregionsisadded,
thisrisestoatotalvolumeoroughly€660million.Onaverage,theERDFhas
contributed52%othetotalbudgetotheprogrammes,thepublicsector(re-gionalandnational)34%andtheprivatesector14%.

LuxembourgandDenmark.ThesummarydataotheGreekregionswithan
approvedprogrammeisprovidedinannex.
Thecomplementaritybetweenthethreestrategicthemeshasbeenwellex-
ploitedbymostregionswhohaveoptedtoincludeanumberoactionscover-
ingatleasttwoothethreeeligiblethemes,whileothersoptedorallthree
themesandonlyewchooseasinglethemeapproach.

Acompetitiontohighlightthemostinnovativeprojectsintheprogrammes
waslaunchedinlate2003andtheninewinners(threeperstrategictheme)
werepresentedwiththeirawardsataceremonyduringthe54thplenaryses-
sionotheCommitteeotheRegionsheldinBrusselsinApril2004.

Theregionalprogrammesoinnovativeactionshavesucceededinactingas
catalystsgivingtheregionsachancetoexperimentwithnew,otenadventur-
ousactionstopromoteinnovation.Thesehaveotenbeenactionsthatother-
wisemighthavebeenpostponedorignoredbythemainstreamprogrammes
o the Structural Funds although they have a potentially strong impact bypromotinginnovationandsustainabilitywhicharecrucialactorsorthelong-
termcompetitivenessoEUregions.
Fortheleast-developedregionsitisparticularlyimportantthattheyshould
have a chance to experiment in diicult and challenging ields outside the
normotheirStructuralFundprogrammes.Oten,thesesolutionshavebeen
developedincloseco-operationandnetworkingwithothermoredeveloped
regions.
A urther value o theInnovative Actions lies in theway these programmes
havebeendesignedandimplementeddirectlybyregionalstakeholderswork-
ingtogetherinpartnership.Eachregionhasbeenencouragedtoinditsown
solutions,basedonregionalneedsandtoincorporateinnovationbetterinits

grammesoInnovativeActionshaverespondedtotheneedsotheregions
andhaveprovidedthemwithimportanttoolsorpromotinginnovationonthe
regionalagenda.One indicationothe successo thenewapproachoered
undertheseprogrammesistheactthatmanyotheireatureshavebeenin-
corporatedintotheutureobjectiveoRegionalCompetitivenessandEmploy-
mentortheperiod2007-2013.
Thechallengeortheregionsnowistocapitaliseontheemergingexperiences
inordertostimulateinnovationintheregion.Itis alsoexpectedthatlessons
learned will be incorporated into the uture Structural Funds programmes,
especiallyin thenewMemberStates,andto theextentpossible,the current
Objective1andObjective2programmes.
Intheuture,therewillstillbeaneedorstrengtheninginnovationpolicies
intheregionsandimprovingregionaldevelopmenttoolsandpracticesorin-
novation.Thisisthecase,orexample,ininancingorinnovation,acilitating
thecreationosuccessulnewirms,strengtheningtheco-operationbetween
SMEsandresearchinstitutions,orwaystoattracttalentsandknowledgetolessdevelopedregionswhichdonotyethavethosecapacities.
SpeciicattentionwillbegiventoregionsromnewMemberStatestoacilitate
theirparticipationinnetworkingactivitiesasameansodiusinggoodprac-
ticeandtohelpthemwiththepreparationothenextgenerationoStructural

ThegreatsuccessoRegionalInnovationProgrammesinGreeceandtheenthu-
siasticresponsethattheyreceivedromthelocalcommunitiesandenterprises
canbeauseulcasestudyregardingtheactorsthatledtothisresult.Whereas
theapplicationotheCSFandootherEUinitiatives,suchasInterreg,wasaced
with several obstacles in Greece, the Regional Innovation Programmes pro-

TANEO is entitled to auditthe investment organisation and its investments
asandwhenitseesit,usingtheauditorsoitschoice.Agreementsbetween
TANEOandeachinvestmentorganisationwillensuresuicientdiversiication
oinvestments,thatinvestmentsaremadeonlyatarms’length,incompanies
independentromtheshareholders/participantsintheinvestmentorganisa-
tion,theobligationtopayincapitalcontributionsincashandtheprotectiono
minorityrightsandthemannerinwhichsuchrightsareexercised.
Further, TANEO is launchingan initiative or supporting and promoting the

envisagethesettingothreepriorityobjectives,ascomparedwithsixpreviously.
Objective 1:promotesthecatching-upotheeconomiesoregionswhosedevelopment
islaggingbehind.Itis“regionalised”inthatitappliestostatisticallydemarcatedregions.
OnlythosewhosepercapitaGDPislessthan75%otheCommunityaverageareeligible.
Theseven“outermost”regions,theareasinSwedenandFinlandwithverylowpopulationdensityandNorthernIrelandalsoreceiveassistance.Inall,Objective1coverssixtyorso
regionsinthirteenMemberStates.Transitionalsupportisalsoavailableoveraseven-year
periodorthe regionspreviouslyeligiblebetween1994and1999 andaperormance

Following the overall analysis o the situation concerning Innovation in
Greece,itisveryinterestingtoseeindetailtheactionsothePrograms,in

EspeciallyortheRegionoWesternMacedonia,atraditionallyisolatedRegion

torstoknowthevisionsandambitions,as wellas theeortsundertakenor
theimplementationoinnovativeactionsandactivitiesromtheotherGreek

attheirstgenerationotheGreekregionalprogrammesoinnovativeactions.
