Proposals were called for P2018-14 Transit Uniforms and were advertised in the Record, on the Ontario Public Buyers Association website and on the Region’s website. The proposal was opened in the presence of J. Stumpf, B. Palmer and J. McCarty.

The proposal was evaluated using pre-determined technical criteria which included compliance to Clothing Specifications and Sample Submission Quality (workmanship seams, material quality, and colour consistency), Company Profile/Vendor Attributes (reputation, references, reliability, experience, capability, resources, order procedure, on-line ordering capability, tailor requirements, reporting capability, quality assurance, and a no sweat shop policy) and Delivery (demonstrates on time delivery and ability to deliver uniforms to new employees within six (6) weeks of order placement). Following the qualitative evaluation the Price Envelope for Martin and Levesque Inc. was opened.

The following proposal was received:

*One bid was disqualified.

Eleven (11) plan takers registered for this proposal. Reasons provided for why a bid was not submitted were the inability to quote competitively, meet the delivery and completion requirements, or the inability to bid on all items. In addition, several of the companies who downloaded the bid document are retailers, or do not supply transit uniforms. Martin and Levesque design, manufacture and distribute uniforms directly.

The work of this contract is to provide all material, labour, equipment, and resources necessary to measure, supply, deliver and accurately invoice a complete uniform program consisting of various transit uniform clothing items on an “as and when required” basis for the conventional and MobilityPLUS bus operators, customer service agents, and supervisors of Grand River Transit. Currently there are 460 Transit and MobilityPLUS drivers, 30 supervisors and 13 customer service agents. Uniforms are issued annually, every two or four years depending on the garment type. This contract consists of the following clothing types: hats, socks, long or short sleeve shirts (oxford, turtle neck, mock neck, and golf shirts), trousers (pants or shorts), cargo (pants or shorts), sweaters or fleece (v-neck, crew neck, cardigan or sleeveless), winter jackets (parka or bomber), spring/fall jackets (bomber), and a rain suit. The 57 garment types represent a combination of unisex, male, and female styles to achieve a professional fit representative of a good and durable quality product.

The unit prices submitted include all logos and embroidery as required and have one price for all sizes, including oversize. This helps to simplify invoicing and outfit all staff size requirements. There is no commitment for the Region to buy up any remaining inventory at the end of the contract term. Martin and Levesque provide a dedicated representative for onsite fittings. They have extensive experience in outfitting transit fleets with highly professional uniforms in a full service program, and a have nine (9) years of experience servicing the Region of Waterloo current Transit Uniform contract.

The final date of acceptance for this proposal is January 25, 2019.

The work under this contract includes the refurbishment of ten (10) existing shower rooms and six (6) unfinished storage rooms, under infection control procedures, in ten (10) separate residential care home areas. This refurbishment is needed in order to provide residents with an improved safe and secure environment and to fulfil the requirements of the Long-Term Care Homes Act, 2007.

Construction is scheduled to start in November 2018 and be substantially complete by February 2019.

The final date of acceptance for this tender is December 27, 2018.

The Region’s approved 2018-2027 Seniors’ Services Capital Program includes a budget of $1,877,554 in 2018 for Sunnyside Renewal (project # 71042) to be funded from debentures (55.7%; $1,046,000) and from the Sunnyside Renewal reserve (44.3%; $831,554). To-date, $607,717 has been spent or committed, leaving a balance of $1,269,837. An amount of $500,000 has been allocated for this work.

Debt servicing costs to be reflected in future Seniors’ Services operating budgets are estimated to be $58,600 annually over a period of 10 years based on an estimated cost of borrowing of 3.5%.

The Region operates large horsepower variable frequency drives (VFDs) up to 450 horsepower at several critical sites. The Middleton pumping station has eight drives, there are three at the Zone 4 Mannheim Pumping Station, and two are to be installed at the Hidden Valley Low Lift station. A complete 5 year preventative maintenance program for these large VFDs has been developed in conjunction with the manufacturer ASEA Brown Boveri (ABB). The ABB Drive Care Program from VFD Solutions consists of annual inspections and cleaning as well as the manufacturer’s maintenance kits and their installation. The VFDs under the scope of this program are covered under extended warranty for the life of the contract including parts and labour. A VFD will be replaced under warranty if not repairable. The program offers reliable performance, long life expectancy along with fixed costs for critical VFD maintenance. VFD Solutions is an ABB certified representative located in Waterloo and have had a good business relationship with the Region of Waterloo for 13 plus years.

Trojan Technologies ULC Group London, ON

The work under this contract includes the supply of an ultraviolet disinfection system for disinfection of final effluent at the Galt WWTP. The system will provide disinfection for the full range of effluent flows including redundancy. Eight (8) treatment units (banks) will be provided in four (4) existing concrete channels, including power supply units, process control panel, instrumentation, flow control / isolation gates and spare components. Works include full support during installation and system commissioning. This equipment supply contract will be incorporated by means of a Novation Agreement into a future general construction contract at the Galt WWTP to be tendered in Fall 2019.

The price received from Trojan Technologies ULC Group, is fair and reasonable as the cost is close to staff and consultant estimates.

The final date of acceptance for this proposal is December 26, 2018.

The price received from US Water Services Inc., is fair and reasonable as the cost is close to staff and consultant estimates. The price quoted is in Canadian dollars.

That the Regional Municipality of Waterloo ratify the appointment of Carol Schmidt to the Sunnyside Foundation Board for a term to expire June 30, 2021 as outlined in Report PDL-CAS-18-16, dated November 14, 2018.

Summary:

According to the by-laws of the Foundation, elections and/or appointments are required to be ratified by Council. These appointments are typically approved at the annual general meetings for the Foundation. The Regional Clerk’s Office prepares a report each time directors are elected and approved by the Foundation.

Report:

1.0 Background

Founded in 1998, the Sunnyside Foundation is a registered charity that has successfully raised over $2.5 million to enhance the quality of life for those participating in Seniors’ Services residential and community programs – Sunnyside Home Long Term Care, Community Alzheimer Programs Kitchener and Cambridge, Supportive Housing, and the Sunnyside Wellness Centre.

The Sunnyside Foundation has funded the construction of the Wellness Centre, courtyards and accessible walkways. It has enabled the furnishing of the Community Alzheimer Programs and the convalescent and respite rooms. The safety, comfort and quality of life of seniors have been enhanced through the purchase of specialized

equipment such as ceiling lifts and blanket warmers and supplies and instruments for music and recreation therapy. The Foundation has also supported art, chaplaincy, palliative and social work programs.

The Foundation operates independently of the Region although appointments to the Board are approved by Regional Council and any substantial amendments to the incorporating documents or by-laws of the Foundation are considered by Regional Council.

2.0 Appointments

In 2011, the number of members on the Board of Directors was increased from nine to twelve. With this appointment, there will be seven directors on the Board.

Carol Schmidt

Carol Schmidt is a retired teacher. Following her retirement from the Waterloo Region District School Board, Mrs. Schmidt has served as a primary caregiver for several ageing family members and has been an active member of the community. Mrs. Schmidt has been involved in a number of boards and non-profit organizations over the years including Anselma House, the Stephen Lewis Foundation, the Ontario Elementary Teachers Federation, and Amnesty International. Mrs. Schmidt would like to become involved with the Sunnyside Foundation to give back to the Sunnyside Community where her spouse resides.


The recommendation for the appointment of directors to the Foundation falls under Strategic Focus Area #6 to ensure operational effectiveness and efficiency with the operation of the Foundations.

Seniors’ Services staff has been involved in the preparation of this report and the Sunnyside Foundation Board approved the appointment on September 18, 2018.

Report:

As a condition of approval of Site Plan SP-17-23, which site plan is for the GRT’s proposed Northfield Bus Facility located at 300 Northfield Drive East, in the City of Waterloo, the Region is required to transfer a permanent easement interest in favour of Waterloo North Hydro Inc.

The subject easement has a total area of 39 meters and is located at the south east corner of 300 Northfield Drive, Waterloo. Waterloo North Hydro Inc. requires the easement at no cost to Waterloo North Hydro Inc. for supporting, repair, restoration and maintenance of Waterloo North Hydro Inc. owned facilities; a 6m x 6m easement for each owned pad mount transformer, and a 3m wide easement for the length of the proposed duct bank structure are required at the subject location.

The permanent easement interest will not affect the Region’s proposed use of the property.

The Region’s property disposition by-law requires advertising of any proposed conveyance of an interest in Regional land in a local newspaper. When the requirements of the Region’s property disposition by-law have been met, The Region shall convey the permanent easement in favour of Waterloo North Hydro Inc.

The general location of the proposed permanent easement interests are shown attached as Appendix “A”. Draft Reference Plan, reference number 17-40-260-00 is attached as Appendix “B”


The proposed transfer of easement, by facilitating the approval and construction of the GRT bus facility, will help achieve the following area of the Strategic Plan specifically, to create a public transportation network that is integrated, accessible, affordable and sustainable.
