Pursuant to Article 18, paragraph 2 of the Law on Official Statistics (“Official Journal of the RS”, number 104/09) and Article 42, paragraph 1 of the Law on the Government (“Official Journal of the RS”, numbers 55/05, 71/05 - corrigendum, 101/07, 65/08, 16/11, 68/12 - CS, 72/12, 7/14 - CS and 44/14),

the Government has adopted

REGULATION

ON ESTABLISHING THE PLAN OF THE OFFICIAL STATISTICS FOR 2017

(Official Journal of the RS, number 110/16)

Main text valid since 07/01/2017, applicable starting from 07/01/2017

Article 1

This Regulation shall establish the Plan of the Official Statistics for 2017.

Article 2

The Plan of the Official Statistics for 2017 shall be printed and accompany this Regulation being the integral part of the latter.

Article 3

This Regulation shall come into force the eighth day following the day of its publication in the “Official Journal of the Republic of Serbia ".

The Law is harmonised with the main principles and provisions of international regulations concerning official statistics.

The National Bank of Serbia is the responsible institution for the collection, processing and analysis of data of monetary and balance of payment statistics in the Republic of Serbia which are processed in line with the Law on the National Bank of Serbia and the Law on Official Statistics. The Law on the National Bank of Serbia lays down that it can prescribes obligations to banks, financial organisations and other legal entities to record, collect, process and submit certain data. The Law on Official Statistics regulates that the National Bank of Serbia sets up the standards for official statistics within relevant functions.

In the forthcoming period, it is necessary to amend the Law for more efficient organisation of official statistics system, as well as to become harmonised with the provisions of other laws concerning the protection of individual data.

3. Classifications

1) Classification of activities


Classification of activities The Classification of Activities (CA) has been established by the law as the general standard used to classifiy classification units into activities. Regulated are the scope of CA application; method of defining the names, codes and description of activities; units of classification; principal activity; procedure for the registration of classification units, etc. Also, bylaws regulate the detailed classification and methodology for the classification of activities. The The Classification of Activities has been fully harmonized with the international classification (NACE Rev. 2). The Classification of Activities is completely harmonised with the international classification NACE rev.2. The classification has been implemented in statistical surveys, i.e. in the collection, analysis, publication and dissemination of official statistical data.


Nomenclature of the main industrial groupings by economic end‐use

Nomenclature of the main industrial groupings is fully harmonized with the international Nomenclature of the main industrial groupings (MIG). It is used to calculate business statistics indicators.

Classification of occupations The Classification of Occupations has been fully harmonized with the International Standard Classification of Occupations‐ISCO‐08. The implementation of the Classification of Occupations is applied in statistical surveys, i.e. in the collection, coding, analysis and publication of the official statistics.

Classification of education Planned is the definition of codes and names of completed schools by educational level, as well as the harmonization of the International Classification of Education ISCED‐2011 for the purpose of carrying out statistical surveys, respecting at the same time the new trends in drawing up the National Framework of Classifications. (NFC).

The classification of institutional sectors is part of the system of national accounts. Units are classified according to function principle and grouped in five institutional sectors of the national economy. Full implementation is expected in the forthcoming period.

System for data exchange Plans to set up standards for data exchange, both internally and via other organisations, in line with recommended standards of the International initiative for the development and use of efficient modalities for statistical data and metadata exchange (SDMX initiative). Therefore, it is necessary to define technical specifications and solutions and secure a uniform communication modality, both between applications within SORS and communication with information systems of other government bodies. Coordination of the frame and samples of economic units

Plans : generation of frozen SBR state used to prepare the frame for drawing random samples; continuation of the work on the improvement of the content of frozen states; work on procuring accessibility and promoting the use of frozen states and oin other statistical surveys based on random samples.

Basis of methodologies “Coordination of the samples of the surveys of economic subjects “ were uploaded in 2013 (see on the SORS website).

The purpose of the coordination of samples is to control sample overlapping in order to secure precise estimations of economic trends, improve data comparability of various surveys and the efficiency of activities of data production, the burden on reporting units being diminished.

Since 2013, the statistical enterprise from SBR has been allocated one permanent random number (PRN) of the uniform distribution on interval (0,1) and ordinal number of 5 rotation groups (randomly).

Since 2017, one has planned the update of the database of permanent numbers: changing (moving) PRN numbers of one rotation group forward, defined step of 0,1; allocating PRN and ordinal number of rotation group, for new statistical enterprises; for new statistical surveys based on random samples, allocating one of the four initial poits for the selection of samples (0; 0,25; 0,5 and 0,75). Initial point of the selection defines to which survey block it belongs, taking account of the burden on units.

Indicator of monthly GDP‐MK30 trends

The indicator of monthly GDP (MK30) shows the monthly trends of the total economic activity of the national economy. It is obtained as the weighted average of corresponding monthly indicators: index of production physical volume, value of constructional works done and index of hours worked, value of the turnover in wholesale trade, value of the turnover of catering services, number of tourist nights, index of transport services physical volume, index of the physical volume of telecommunication services, situation of deposits and loans, index of the number of employees and index of the physical volume of agricultural production. The indicator is harmonized with the quarterly GDP trends using benchmarking, keeping this way the monthly dynamics of the economic activity under the limites provided by the data on quarterly GDP.

Data security and statistical confidentiality

The official statistics realizes complete protection of the rights of data providers and statistical units.The principle of confidentiality implies the protection of data referring to individual statistical units, knowing that individual data can be used only for statistical purposes. The Law on Official Statistics stipulates that responsible statistics producers are required to remove the identifiers of reporting and statistical units after completion of the processing of collected data. The questionnaires and other documents containing individual data from statistical surveys should be destroyed after having finished data entry, coding and processing in line with valide regulations.The data collected, processed and stored for the purpose of official statistics become confidential when a physical and legal

Confidential data cannot be used to establish the rights and impose an obligation to a reporting unit. Responsible producers of statistics can make accessible individual data without the identifiers to R&D institutions upon their written request, but the former must keep track of such users as well as of the purpose for which they provide the data. The protection of confidential data is secured by restricting the access to confidential data because it is limited to persons that, during their work, produce official statistics as much as those data are necessary for producing official statistics. Responsible producers of official statistics are due to take all stipulated administrative, technical and organizational actions to protect the confidential data against illegal access, disclosure or use of those data.
