II. LOCATION OF THE MASJID
The Masjid is situated in front of the Madarsa Ahle-Sunnat Aaliah Quadriah in Mohalla Shamshernagar, Wasseypur PO- B. Polytechnic, Distt. Dhanbad (Jharkhand), PIN-828130. Its latitude is 23.800425 (i.e. 23° 48' 1.53'') and longitude is 86.410055 (i.e. 86° 24' 36.198''). Shamshernagar is located towards north of the grand chord line. It is about 2 km west of the Dhanbad Railway station of the East Central Railway (ECR).

III. HISTORY AND PRESENT STATUS OF THE MASJID
The foundation stone of this Masjid was led down on
Wednesday, the 13th of January 1982 (17th Rabi-ul-
Awwal 1402 Hijri) by the Ahle-Sunnat intellectuals
especially those residing in Mohalla Shamshernagar.
Since then, the Masjid is being used by the Muslims of
this locality smoothly under the able administration of its
present Patron (Sarparast).
The Masjid building has two floors, each having builtup
area of 3230 sq.ft. The ground floor is divided in two
equal parts, inner and outer, while the first floor is a
single hall. The outer part of the building is known as
Sehan. Staircase is built on northern part of the Sehan
to go to first floor. Generator Room is built below the
staircase. Shaded Wazoo-khana is built on the eastern
part of the Sehan. 84 feet high beautiful Minaar is built
at the entrance of the Masjid. Stair steps has been built
inside the Minaar to climb to Minaar top. There is a
pump set and a submersible pump borewell below the
Minaar where from water is supplied to 1000 litres &
2000 litres of water tanks. Both these tanks are located
besides the Minaar at a certain height. Madarsa also
takes water from the same bore well.
With the consent of Madarsa Committee, a toilet (Istinja
Khana) on the south of the Masjid is built over an area
12’x40’ approximately on Madarsa’s land at the expense
of Masjid fund. This toilet is being used by both Masjid
and Madrasa people.

As on 01-01-2017 (1st January 2017), the approximate
acquired area of land of the entire Masjid in
Shamshernagar is about 5925 sq.ft
The details of the Masjid land property as on date
(01.01.2017) are as under:
1. 4 Kattha (2880 sq.ft.) land donated by Jb. Khwaja
Noor alias Matroo, Late Md. Yaqub of Wasseypur
and Jb. Toofani of Naya Bazar. The document is in a
non judicial stamp paper signed by all the three
donors. 2. 3 Kattha (2160 sq.ft.) land donated by Jb.
Shamsuddin Khan (present patron of the Madarsa).
The details of the Madarsa land property as on date
(01.01.2017) are as under:
1. 2 Kattha 13 Chhatak (2025 sq. ft) land and the
structure over it was purchased from Jb.
Mehman Khan.
2. 14 Kattha (10080 sq.ft.) land was purchased
from Jb. Mehman Khan afterwards at a cost of
Rs. 14000 (Fourteen thousand) only.
3. 5 Kattha (3600 sq.ft.) land donated by Jb.
Shamsuddin Khan (the present patron of the
Madarsa) in the name of his father Marhoom
Alijan Khan. Documents related to this land is
not available, present patron (Sarparast) shall
manage for the documents.
All these lands of the Madarsa and the Masjid are at one place. To allow proper shape of the Masjid, part of the land of the Madarsa and Msjid were interchanged as under:

1. 3 Kattha 3 Chhatak (2295 sq.ft.) land out of the 14 Kattha property of the Madarsa was given to the Masjid.
2. 3 Kattha (2160 sq.ft.) land, donated by Jb.
Shamsuddin Khan for the Masjid, is given to the
Madarsa in exchange of Sl.no.1
3. The account for the balance 3 Chhatak (135 sq.ft.) excess land occupied by the Masjid was made null and void by the then Madarsa Committe.
4. To make a Wazoo-Khana for the Masjid some
additional land of Madarsa of approximate 10ft. x
75ft. area has been acquired by the Masjid out of
the property mentioned at SI. No.2 of the Madarsa
land details. It has been agreed upon by the then
committee that the Masjid will either pay for this
acquisition or give part of land in exchange at a
suitable place. The matter is still pending.
All these land are under different ownerships.
However, it has unanimously been agreed upon to transfer all these assets in the name of RAZA JAMA MASJID, Shamshernagar, Dhanbad. Responsibility for transfer of related lands is being given to Sadar and Secretary of the Masjid.
IV. AIMS AND OBJECTIVES OF THE MASJID The aims and objectives of the Masjid shall be as under:
1. To provide a place of worship for the Muslims. 2. To provide a common platform for Juma prayer. 3. To provide a common platform for Id-ul-Fitra
prayer.

4. To provide a common platform for Id-uz-Zoha
prayer.
5. To provide place for recital of Holy Quran and
Hadith.
6. To provide space for special prayers or functions
as and when required by the Muslim community.
7. Shall not allow any politics inside the Masjid.
V. GOVERNING BODY AND ITS JURISDICTION The governing body of the Masjid shall have the following structure:

1. DUTIES, RESPONSIBILITIES AND POWERS OF
THE SARPARAST He shall be the sole responsible person of the Masjid with enormous powers. Sarparast shall be responsible for any loss or damage to the Masjid or the staffs in all respects. Sarparast can dissolve the governing committee and make an ad-hoc committee till a new committee is elected. The ad-hoc committee shall not work for more than three months. The Sarparast shall make arrangement for electing new office bearers within the stipulated period of three months in such case.

2. DUTIES, RESPONSIBILITIES AND POWERS OF THE SADAR
I. Sadar shall see the proper functioning of the
Masjid. If he observes anything wrong in proper functioning or mismanagement he can take up the matter with the Secretary or other members of the committee for necessary action.
II. Sadar may ask the Secretary to call meeting of the
committee or of the general body to discuss any
matter of importance.
III. He shall make long term planning for raising
Masjid Fund especially during the months of
specific importance.
IV. He shall regularly inspect the functioning of the
Masjid in all respects and advise the Secretary
accordingly, if necessary.
V. He shall assure timely payment of Salary of staffs. VI. He shall do all round effort for the development of
the Masjid in all respects.
VII. He shall guide the committee to conduct monthly audit of income and expenditure of the Masjid.
VIII. He shall arrange for timely election of the Governing Committee. The term of the committee shall be of three years. This term can be extended to a maximum of one year. The order of extension shall be passed by the Sadar and shall only be valid if approved by the Sarparast. However, in no case the term of the committee shall be more than four years.
IX. His orders cannot be superseded by any office
bearer of the committee except the Sarparast.
X. He shall assure for the display of the Annual
Balance Sheet of the Masjid to the public regularly

in the last week of the month Zil-hijjah.
3. DUTIES, RESPONSIBILITIES AND POWERS OF THE NAYEB SADAR
Nayeb Sadar shall perform all the duties, responsibilities' and powers of the Sadar in his absence. However, Nayeb Sadar shall work in close confidence of the Sadar during the presence of the Sadar.
4. DUTIES, RESPONSIBILITIES AND POWERS OF THE SECRETARY
Secretary shall look after! execute the following:
i. Fooding arrangement for the Imam of the Masjid. ii. Lodging arrangement for the staff(s) of the Masjid.
iii. Assure that the Masjid is open for Muslims for prayers.
iv. Assure the presence of Imam and Moazzin during working hours.
v. See that the monthly and other collections are made regularly.
vi. Arrange and make plans for enhancement of fund collection.
vii. Increase income resources by all possible fair means.
viii. Keep account of all the printed receipts of the Masjid.
ix. Assure monthly auditing of collections of cash and
kind by all means.
x. Shall produce annual balance sheet of the Masjid to the public every year in the last week of the month of Zil-hijjah.
xi. Shall be the caretaker of the Masjid property, both movable and immovable.

xii. Shall not allow any loss and/ or damage to the
Masjid and its property in any way whatsoever.
xiii. Shall assure the salary payments of the Masjid
staffs in time (possibly by the 10th of English
month subject to availability of adequate fund). xiv. Shall arrange fund in case of emergency during
inadequate fund position. xv. Can call meeting of the committee members or
general body meeting for specific purpose. xvi. Shall hold quarterly meeting of the committee for
updating the position of the Masjid. xvii. Shall not allow any outsiders to stay in the Masjid
without consent.
xviii. Shall keep clear account of all transactions made
alongwith the relevant documents. xix. Shall be capable to draw amount with own
signature from bank account as per rules.
xx. Shall make efforts to make payments through
cheques wherever possible.
xxi. Shall help the staffs in all possible manners during
accident or illness.
xxii. Shall grant leaves to staffs directly under him as
per rules.
xxiii. Shall do any other matter of importance from time
to time as and when required.
xxiv. Can issue charge sheet to any staff in consent with
office bearers. xxv. Can not dismiss any staff of the Masjid. xxvi. Shall take account of all the receipts from various
sources every month from the concerned staff(s).
5. DUTIES, RESPONSIBILITIES AND POWERS OF
THE JOINT SECRETARY
Joint Secretary shall assist the Secretary in performing his duties during the presence of the Secretary.

However, Joint Secretary shall have to do all the duties of the Secretary in full capacity during the absence of the Secretary. He shall exercise all powers of the Secretary except withdrawal from Bank Account during the absence of the Secretary.
6. DUTIES, RESPONSIBILITIES AND POWERS OF
THE KHAAZIN (CASHIER)
Cashier shall look after the following:
i. Collect the amount from the staffs or the secretary,
as the case may be, every fortnightly. ii. Shall keep an account of every cash inflow and
outflow.
iii. Shall make cash payment to a person only on written consent by the secretary. However, the cash payment on such cases is limited to Rs. 1000/= only at a time.
iv. Shall keep an imprest of Rs. 5000/= in cash. Any amount exceeding Rs.5000/= shall be deposited in the bank account of the Masjid.
v. Shall make cash payment of upto Rs. 1000/= to the Secretary or Sadar on request by him to meet with any emergent expenditure.
vi. Shall keep records of all cheques being issued by the concerned authorities.
vii. Shall update the fund position to the Secretary or his representative every fortnightly.
viii. Shall handover charge alongwith the imprest money of RS.5000/= to the Joint Secretary during absence from station.
ix. Shall co-operate in every development work of Masjid including raising of Masjid fund.

7. DUTIES, RESPONSIBILITIES AND POWERS OF
THE NAYEB KHAAZIN (JOINT CASHIER)
Joint cashier shall assist the cashier in his job of collecting the cash amount every fortnight and other routine jobs. Joint cashier shall do all the jobs of the cashier except withdrawal from bank account. He shall take charge of the imprest amount of Rs. 5000/= from the cashier during the absence of the cashier. Joint cashier shall co-operate in every development work of Masjid including raising of Masjid fund. VI. MANPOWER OF THE MASJID The Masjid shall have the following staffs:

Imam – Eligibility, duties & responsibilities
Provide Islamic religious guidance, practices and leadership to the Muslim community of Raza Jama Masjid, Shamshernagar, Dhanbad (Jharkhand) according to the teachings of the Holy Quran and the Sunnah of Prophet Mohammad (peace and blessings be upon him); establish and promote educational and extracurricular programs for adults and youth. The Imam reports to the Masjid Committee through its Secretary/ Sadar.
Appointment Conditions:
� Imam shall be from Sunni Barelavi Hanafi maslak.

� A degree in Islamic Studies or related field from an accredited educational institution.
� Aalim with Hafiz-e-Quran shall be given preference over simple Aalim.
� Fluency in Urdu and Arabic (Spoken and written). � Should be muttaquee & parehezgar � Having knowledge of English language will be
preferred. � Comprehensive knowledge of Islamic Shariah. � Experience as an Imam in a big mosque. � Should have ability to teach. � Experience of prevention and resolution of conflicts.
A. Imam- Duties & Responsibilities
i. Lead five time prayers at their scheduled times ii. Give the Khutbah and lead prayer for Jumu’ah
and Eid Prayers. iii. Provide funeral services and guidance. iv. Conduct matrimonial services in Shamshernagar
mohallah. v. Provide Holy Quran’s meaning & Tashreeh,
Hadith studies, Seerath and Fiqh lessons, and other Islamic topics to increase knowledge and provide for spiritual growth of community members.
vi. Work with Committee Members on fundraising programs for the community as and when needed.
vii. Give proper instruction to the deputed person in absence of Moazzin.
B. General Responsibilities
i. Being a respected member of the community, should maintain its gravity.
ii. Avoid disputed discussions at all stages.

iii. Jama-at time should be taken care of when invited for Mouludun Nabi (Sallallaho Alaihe wa sallam)
iv. Maintain regular and convenient office hours at the Mosque for community members to seek religious counsel and guidance.
v. Leave application shall be granted through Secretary.
DESCRIPTION OF MOAZZIN’s POSITION
The professional moazzin is chosen for his good character, voice and skills to serve at the mosque. However, the moazzin is not considered as an Imam, but in absence of Imam can perform his essentials as much as possible. a) Required Qualifications � Imam shall be from Sunni Barelavi Hanafi maslak. � A Moulavi pass in Islamic Studies or related field
from an accredited educational institution. � Should have sweet and attractive voice � Fluency in Urdu (Spoken and written). � Fluency in Arabic (Recitation)
� Hafiz-e-Quran shall be given preference provided he
accepts to perform all other duties.
� Knowledge of English language optional
� Basic knowledge of Islamic Shariah
� Should have experience as a Moazzin/ Imam
� Should know reading Arabic and Urdu.

b) Essential Responsibilities
i. Call Azaan for five time prayers including Jumu’ah at their scheduled times.
ii. Call Takbeer before the Jama-at prayer and Jumu’ah Khutbah.
iii. Maintenance and upkeep of the entire Masjid complex.
iv. Reporting and pursuing secretary/ sadar for maintenance and upkeep of the wall clocks, audio system, electrical and emergency light including generator system.
v. Reporting and pursuing secretary/ sadar for maintenance of the Wazoo-khana accessories and water supply system.
vi. Collect monthly subscriptions from the members as well as local muslims of the mohalla.
vii. Deposit the collected amounts to the Cahier every fortnight.
viii. Co-operate committee to conduct office bearer/ general body meetings as and when required.
ix. Shall look after the safety of Masjid. x. Perform Imam’s duties in his absence. xi. Cleaning of masjid especially Jaye-namaz. xii. Leave application shall be granted through
Secretary.
DESCRIPTION OF MOBALLIGH/ MOHASSIL’s POSITION
The professional Moballigh/ Mohassil is chosen for his good character and skills to serve at the mosque. However, the Moballigh/ Mohassil is not considered an Moazzin, but in absence of Moazzin can perform his essentials as much as possible.

1) Required Qualifications
(i) Moballigh/ Mohassil shall be from Sunni Barelavi Hanafi maslak
(ii) Fluency in Urdu (Spoken and written). (iii) Fluency in Arabic (Recitation). (iv) Knowledge of English language optional. (v) Basic knowledge of Islamic Shariah. (vi) Experience as a Moballigh/ Mohassil in any
Mosque or Madrasa. 2) Essential Responsibilities
(i) Collection of Atiah and other type of donations, except Zakat & Fitra, for Masjid from outside muslims persons only.
(ii) Deposit collected amount to Cashier on every fornight.
(iii)Shall perform all the duties and responsibilities in absence of Moazzin.
VII. STATUTORY CODES OF CONDUCT AND
DISCIPLINE OF THE MASJID
The following rules and regulations shall be strictly applied to the Masjid:
RJM-1. Any meeting of the committee shall require a
quorum of at least three office bearers.
RJM-2. Normally, the secretary of the Masjid shall
organize the proceedings of the meeting.
However, the Sadar may also call meetings.
RJM-3. The secretary will prepare and keep records of
minutes of all meetings.
RJM-4. Appointment of Imam must be through interview
by a board consisting of an Aalim-e-deen and at
least four selected members. Appointment of

Moazzin, Moballigh or Mohassil must be through
interview by a board consisting of at least four
selected members alongwith the Imam. RJM-5. Appointment of a new staff shall be valid only
after it is approved by the patron.
RJM-6. Selection committee for appointment shall be headed by the Sadar.
RJM-7. No staff shall be dismissed without charge sheet,
show cause notice and an opportunity to defend
himself.
RJM-8. Dismissal procedure of a staff shall be followed as under:
I. Issue charge sheet and show cause notice
duly received by him. If denies to receive/ accept the charge sheet, it must be witnessed by two persons.
II. Written submission of reply to the charge sheet.
III. Asking the staff for personal appearance or through his advocate before the committee for argument.
IV. Findings of the committee over the issue of
dismissal must be recorded.
V. Shall have to be approved by the patron for dismissal
RJM-9. Strict discipline shall be maintained in the Masjid.
RJM-10. Outsiders shall not be allowed to stay in the Masjid without consent of the committee member(s).
RJM-11. No person can give speech inside the Masjid
without permission of the
Secretary, Sadar or Sarparast. RJM-12. Masjid shall not accept any amount under the
heads of Zakat and Fitra.

RJM-13. Masjid shall have its own Bank Account in a Nationalized Bank in the name "RAZA JAMA MASJID", Shamshernagar, Dhanbad.
RJM-14. All transactions above Rs. 2000/= (Two thousand) shall be made through cheque under normal conditions.
RJM-15. Name(s) of the authorized signatories for operating bank account shall be decided by the patron. Any two persons of the nominated signatories shall jointly operate the Bank Account.
RJM-16. The following authorities may have cash imprest
amount as shown against each:
I. Cashier : Rs. 5000/= II. Secretary : Rs. 1000/=
RJM-17. A complaint suggestion box shall be made available in the Masjid for the public. Any complaint suggestion by anyone shall be discussed in the committee and necessary amendment action may be made if felt necessary by the committee.
RJM-18. Duties, responsibilities and powers of various office bearers defined in this REGULATORY CODES OF CONDUCT AND DISCIPLINE shall be strictly adhered to.
RJM-19. Election procedure of patron: The patron shall be
elected by the general public of the area to
whom it serves, on voting basis. The election of
the patron shall be conducted by the secretary.
Normally, patron's term of his office shall be
of his life time. However, patron can be removed
from his office on gross violation or misuse of
powers only by the general public in a general

body meeting comprising of representatives of all
sections of the Muslims with a minimum of one
hundred (100) members from within the coalfield.
RJM-20. Amendment or addition in this REGULATORY CODES OF CONDUCT & DISCIPLINE can be made only through a general body meeting duly approved by the patron.
RJM-21. Any Sunni Muslim can become a member of this Masjid on a nominal membership fee of RS.501= along with a monthly subscription of RS.20/= only.
RJM-22. All members of the Masjid from the vicinity or nearby area viz. Shamshernagar are eligible for contesting for any post of office bearers of the committee. This is in view to provide better administration, upkeep and development of the Masjid.
RJM-23. Office bearers shall be elected through voting by members of the Masjid paying regular monthly subscription of at least RS.20/= per month.
RJM-24. Election for the office bearers shall be conducted
either by the outgoing committee or the patron
as the case may be.
RJM-25. The term of an elected committee shall be of three years. This can be extended in a maximum duration of six (6) months limited to a maximum extension of one year. In no case a committee shall work beyond four years from the date of its assuming office after the last election.
RJM-26. In case the term exceeds four years, all the
powers of the office bearers excluding that of
patron shall be ceased. None of the committee
members shall operate the bank account of the
Masjid.
RJM-27. Auditing of all the purchase and transactions and
any sort of financial matter shall be made

annually by:
(i) An internal agency
(ii) An external agency, if desired by
executive members.
RJM-28. Bank account shall be operated by Sadar,
Secretary and a person nominated by the
Sarparast (Patron).
RJM-29. The bank account shall be operated as under:
Upto Rs. 5000/= - either Secretary or Sadar (alone)
More than Rs. 5000/= - Any two of above.
RJM-30. Masjid employees shall open their own account
in any bank they desire.
RJM-31. Masjid employees shall be paid remuneration
through cheque especially where the amount is
more than Rs. 5000/= (Five thousand).
RJM-32. The financial year shall be from April to March.
RJM-33. The committee shall form a five member team
before the end of every 5th year starting from 1st
January 2017 who will make the following
proposals:
(a) Revised pay scale of the staffs.
(b) Fitment in new scale.
(c) Other service conditions.
RJM-34. Under the condition where the Imam of the
Masjid is also Hifiz-e-Quran and perform
Taraveeh Salat in the Masjid then the amount
received through contribution from the public
shall be distributed as under after deducting the
Taraveeh expenses:

Imam - 75 percent of balance amount.
Moazzin - 25 percent of balance amount.
However, under the condition where the Imam of
the Masjid is not Hifiz-e-Quran and a Hifiz-e-
Quran is managed from outside to perform
Taraveeh Salat in the Masjid then the amount
received through contribution from the public
shall be distributed as under after deducting the
Taraveeh expenses:
Hafiz - 60 percent of balance amount
Imam - 15 percent of balance amount
Moazzin - 25 percent of balance amount
RJM-35. Nikah in the Mohallah Shamshernagar shall be
carried out by the Masjid Imam. The amount
received for Nikah shall be distributed as under:
Raza Jama Masjid - 40 per cent
Madarsa - 8 per cent
Qabaristan - 10 per cent
Imam Masjid - 24 per cent
Moazzin - 18 per cent
Presently, nikah amount is Rs. 2500/ (two
thousand five hundred), which is revised to Rs.
3000/- (three thousand). Masjid, Madrasa and
Qabaristan Committees will revise the amount, if
necessary, after every three years.

VIII. LIST OF MASJID ASSETS (INVENTORY) List of Masjid all assets shall be prepared by the
Secretary with the help of at least two persons. One of them will be Masjid Committee member and other from employees (moazzin/ Moballigh/ Mohassil).
Estimated cost of assets shall be recorded and
signed by those who prepared along with Masjid Committee members.
List may be allowed to see by any other desiring parson.
