Public Realm Improvement Project : Armenian Park by Think City Penang
The Prestige Hotel

The hotel site was historically a century-old godown used during the

tropical Victorian Eden through the hotel’s lush garden-conservatory feel.
An abandoned side lane near Bank of China in Beach Street, Penang, has been transformed into a pocket park to benefit the community. The RM650,000 makeover project included the upgrading of the drainage and utility system, and also the landscaping. The abandoned side lane was the only lane that connects pedestrians between Beach Street and Weld Quay. The design also demarcated a clear separation of bike lane and pedestrian walkway, so that users can occupy the spaces. At night, the park will be lighted up with artwork and some columns designed with special motifs to provide a safer and more encouraging passageway for users.

The Armenian Park Improvement Project was one of several catalytic
projects in the neighbourhood. Upgrades to the area included soft
landscaping, lighting, and building spaces to sit and relax under the
comfort of the trees. Other plans for improvement include refurbishing the
Youth Centre in the near future.
The Lebuh Armenian Park is one of the few green spaces in the George
Town World Heritage Site which has seen recent improvements to the park
and surrounding spaces.

The Penang Digital Library – an initiative by the Penang State Government
in collaboration with Keysight Technologies and Eastern & Oriental Berhad
(E&O) and supported by TIME – aims to reengineer how information is
curated and consumed in today’s digitally-driven world and to bring back
the “human” aspect of social collaboration.
Ar. Tan Be Eu is the Associate at Veritas Architects, she spearheaded
conceptualizing, masterplanning and design direction of various local and
international projects. As an Academician, she is passionate about
Rejuvenation of Lost Urban Spaces, Second Life to Buildings, Spatial
Experience in Public Spaces, Passive Green Strategies, Self-sustainable
parks and Universal Design in Penang.
Paramit Factory session The Paramit Factory by Design Unit Sdn. Bhd., Malaysia, challenges the
industrial typology that is too often mired in questions of functionality and
cost. John Bulcock, the principal architect, is best known for tropical
houses, noteworthy for unfinished concrete walls and playful inventiveness
with climate. Daylight, greenery and vistas were key considerations from
the start.
The louvered canopy roof connects indoor with outdoor, delineating semi-
covered landscaped spaces that are lush and green, hence the moniker
“Factory in the Forest.”
Introducing the new epicentre for commerce, Penang International

Smart / Digital City Realm sharing by ARUP
Arup has been leading the development of appropriate land value capture
mechanisms for transport infrastructure projects that work within the local
context. For example, Arup developed a digitally based strategic decision
support tool for metro expansion in Greater Sydney. “We believe this
approach can be adapted for Malaysia and more widely across ASEAN,”
Tong said.
Digital technologies are also available for complementing asset
management (management of equipment and infrastructure) that improve
and lower the cost of maintenance as well as extend the useful lifespan of
infrastructure.
Traditionally, Arup in Malaysia is known mainly as building engineers (civil, structural, geotechnical, mechanical and electrical)
however Arup Malaysia is increasingly integrating its services with the wide services available within Arup globally across every
aspect of the built environment.
Arup Projects in Penang includes Subterranean Penang International Convention & Exhibition Centre (SPICE) (The Malaysia
Books of Records for the largest column-free subterranean ballroom and the largest rooftop recreational park in Malaysia,
Second Penang Bridge, Penang International Commercial City (PICC) (One of the first master plan in Penang to consider digital
as part of its strategic design), St Joseph’s Novitiate heritage building (Designing double basements under the 88-year-old
heritage building) and KOMTAR.
The session will be sharing by Mr. Brice Richard. Brice leading Arup’s Digital team in Singapore. He is a digital strategist and
economist with 14+ years of work experience in technology strategy and public policy. He is currently playing a pivotal role in
leading and delivering on Smart City and Digital Consulting opportunities for Arup Singapore.
Brice worked as a city competitiveness consultant for the World Bank and the IFC, where he advised 60+ municipalities on
policy reforms and digital transformation in India, Nigeria, Pakistan and Southern Sudan.
As a Director of Smart City and Analytics for Samsung, he shaped the company’s technology strategy, delivered innovation
and analytics advisory to chartered customers, and designed the Digital Masterplan for Singapore’s Housing Development Board.
