Response: As a conservative approach to the subject Bulletin, all blockwalls within the Seismic Category I boundaries of the ANO-1and 2 Auxiliary Buildings were considered to be in proximityto safety-related systems and therefore, could be consideredto have a potential impact upon the operability of safety-related systems within the constraints of the Bulletin. Agreat majority of the walls within the ANO-1 and 2 AuxiliaryBuildings were reviewed last year and earlier this year forour response to IE Bulletin 79-02 and 79-02, Rev. 2. Duringthese reviews, walls with seismic and non-seismic piping sup-ports and other support functions were examined. Due to theseprevious reviews there is a high degree of confidence thatthese walls will satisfactorily meet the structural require-ments of IE Bulletin 80-11.

Attachment A tables 1 through 6 list the concrete-block wallsin the Seismic Category I portion of the ANO-1 and 2 AuxiliaryBuildings.

For ANO-1 there are a total of 141 walls being reviewed. Thesewalls are divided into the following groups and are describedin tables 1 through 3 of Attachment A.

Groep 1 - Walls supporting Seismic Category I pipes

Group 2 - Walls supporting Seismic Category I attachments| other than pipe|' Group 3 - Walls in the proximity of safety-related system

For AN0-2 there are a total of 174 wa11s being reviewed. These| walls are divided into the same groupings as Unit 1 above and

are described in tables 4 through 6 of Attachment A.

The location and arrangement of the walls identified for reviewper Bulletin 80-11 are shown in Attachment B figures 1 through

,

| 12. Figures 1 through 6 and figures 7 through 12 identify walls' in Unit 1 and Unit 2 Auxiliary Building respectively. WallsI

tagged by numbers denote designated wall faces which have been| surveyed. Walls shown without tag numbers were not accessible| when field surveys were conducted. These walls will be surveyed

as required when access is available.!

None of the walls being reviewed per IE Bulletin 80-11 are loadbearing walls that support the building structure in the verticaldirection or act as shear walls in the horizontal direction. Ingeneral the walls function as shielding or fire protection.

If during this review any block wall affecting safety-relatedsystems as listed in Tables 1 through 6 are found to be struc-turally inadequate to resist the intended loads during the re-evaluation process, they will be modified immediately. Themethod, procedure, and schedule of the modification will bedetermined by the specific conditions of the wall.

Item 2(a) Establish a prioritized program for the reevaluation of themasonry walls. Provide a description of the program and a de-tailed schedule for completion of the reevaluation for thecategories in 'he program. The completion date of all reeval-uations should not be more than 180 dais from the date of thisBulletin. A higher priority should be placed on the wall re-evaluations considering safety-related piping 2h inches orgreater in diameter, piping with support loads due to thermalexpansion greater than 100 pounds, safety-related equipmentweighing 100 pounds or greater, the safety significance of thepotentially affected systems, the overall loads on the wall,and the opportunity for performing plant surveys and, if nec-essary, modifications in areas otherwise inaccessible. Thefactors c%cribed above are meant to provide guidance in de-terminin<, what loads may significantly affect the masonrywall analyses.

Response. A prioritized program has been established for the reevalua-tion of the concrete block walls. The following briefly de-scribes this program.

I. Field Survey

An additional field survey will be made to gather requireddesign data for the details of non-safety-related itemsattached to block walls. This survey is scheduled forcompletion by August 15, 1980.

II. Reevaluation Analysis

A detailed structural analysis of the concrete block wallsas listed in the tables in Appendix A will be performed inaccordance with a reevaluation criteria based on the cri-teria found in section 5.A of the Unit 1 FSAR for Unit 1and section 3.8.4 of the Unit 2 FSAR for Unit 2. The fol-lowing schedules will apply.

a) For block walls supporting Seismic Category I piping,( the analysis will be complete by August 29, 1980.

b) For block walls supporting Seismic Category I attach-ments other than piping, the analysis will be com-plete by Septenber 30, 1980.

c) For block walls in proximity to Seismic Category Ipiping or equipment such that wall failure couldaffect a safety related system, the analysis willbe complete by October 20, 1980.

The results of the structural analysis will be described in our180 day response.

Item 3) Existing test data or conservative assumptions may be used tojustify the reevaluation acceptance criteria if the criteriaare shown to be conservative and applicable for the actualplant conditions. In the absence of appropriate acceptancecriteria a confirmatory masonry wall test program is requiredby the NRC in order to quantify the safety margins inherent inthe reevaluation criteria. Describe in detail the actionsplanned and their schedule to justify the reevaluation criteriaused in Item 2. If a test program is necessary, provide yourcommitment for such a program and a schedule for submittal of adescription of the test program and a schedule for completion ofthe program. This test program should address all appropriateloads (seismic, tornado, missile, etc.). It is expected thatthe test program will extend beyond the 180 day period allowedfor the other Bulletin actions. Submit the results of the testprogram upon its completion.

Response: A test program for shear strength of mortar in the collar jointwill be performed. The purpose of this test program is to dem-onstrate that sufficient mortar exists in the collar joint andto justify the design allowable strength of the mortar betweenwythes.

A test procedure will be prepared to establish the scope andmethod for the test program. This procedure is scheduled forSeptember 15, 1980. The actual testing is scheduled for com-pletion by February 16, 1981.
