There are 14 sanctioned posts of Dy. Director of Administration(subordinate service) forAIR&. Ooordarshan out of which 13 posts are lying vacant as there are no eligible officers in thefeeder gl(Jde vlz Inspector of Accounts/Sr. Administrative Officers. The only filled post of DDAwill fall vacant In the Month of Nav'lS consequent on retirement of incumbent holding the post.
2. As pel' the Recruitment Rules(copy enclosed) the method of recruitment of Dy. Directorof Administration is 100% by promotion failing which by deputation. The minimum qualifyingservice for promotion to the post of Oy. Director of Administration is as under:
"'Seven years as Inspector of Accounts failing which with 08 years combinedregular service in the grade pf Inspector of Accounts and Sr.A.O. failing both08 years as Sr. Admn. Officer".
3. The seniority list of Inspector of Accounts and Sr.A.O. as on 01.04.15 areenclosed. It may be seen there from that as per RRs quoted above only two !As willbecome eligible from promotion to the post of DDA only early next year & others arequite far away to complete required service in the grade of IAsfSr.A.O. It is clear from the above table that only 02 !As will become eligible for promotion to thepost of DDA in Jan'16 and rest are short of requisite service by more than 3 years of service tobecome eligible to be promoted as DOA. Needless to mention here that incumbents as S.No. 1&. :2 above were promoted to the post of Sr.A.O. on ad-hoc basis w.e-J. 10.03.04 & wereapPoirfted on regular basis w.eJ. 17.01.08 without any break.

6. it I' turthor stated that this Dte. have been receiving requests from AIR/DO stations forpo.tlngor ODAs, but we have not been able to process the case for promotion to the post ofOOAtor want of eligible officers in the feeder'grade. Since there is an urgent need of DOAs inthe major Statlons/Kendras, we need to fill them up. This can be possible jf we relax the lengthof servlce for the purpose. M/o Information & Broadcasting is I therefore, also requested toeceord approval for relaxation upto 50% of the length required 07 years i.e. by 03 & V2 yearss2.that some more officers can be covered for promotion to DDA besides SLSh. Masood Javed~mdGita Ram.

It is also brought to the M/o Information & Broadcasting that as per ga~ette notificationof M/O Culture dated 17.10.14(copy enclosed), it has been clearly stated that where thecentral Govt. is of the opinion that it is necessary or expedient so to do, it may, by order forreasons to be recorded in writing relax any of the provisions of rules quoted in the gazette with ~respect to any class or category of persons.
