Welcome to the 2013 Southern California Mega Pow-Wow. Prepare yourself for a great weekend of fun, fellowship and best of all - an encounter with the Lord! Join us for a fun-filled weekend of adventure and spiritual growth. Our theme is “Solid Heritage”. You will have an opportunity to be in the Outpost Competitions. The Competitions will challenge all of your sports skills, camping skills and then some. Make sure you read the complete packet; there are many changes that you need to be aware of. Planning your camp should be a lot of fun for your outpost!

Saturday will feature the following events:

Heritage (Victor Cholico)
Desert Section sponsored “Memorial Glider Race” Randy Jones as the host in honor of
our Heritage (Russ Jones)
Orange Section sponsored “Memorial Regatta Boat Race” Tammy Price as the host in
Honor of our Heritage (Arty Price)
Harbor Section sponsored “Memorial Tricycle Race” as the host in honor of our
Heritage (David Douglas)
The Royal Ranger Outposts will be asked to help with several of these events. Our Goal is to provide both fun and accomplishment for every boy. Saturday afternoon will have Inflatable games, Water activities, Competitions, Canoes, etc. Friday and Saturday evening council services featuring great worship, fun songs, exciting Skits and of course - the Word of God! FCF Village will have some awesome frontier displays and frontier activities such as Hawk & Knife,
Crafts, and silk screening. Bring your own light colored T-shirt for silk screening the camp logo on. First shirt is part of the camp fee; each additional one is $2.50 per shirt. Saturday night FCF sleep over, Adventure Rangers and up will be able to go on an overnight hike and sleep over sponsored by FCF. Each boy will need to bring a ground cloth and sleeping bag to sleep under the stars.

There will also be judging on Outpost “Solid Heritage” Theme, Outpost Banner, Entry way, Skit, and Song, and of course Clean Camp. Participation is optional but highly recommended as it builds outpost spirit. Rules are as follows:
1. Pow Wow Outpost Competition will be judged 1st thru 10th Place, ribbons for each of the
following events will be totaled as follows: 1
st place – 10pts, 2
nd place – 9pts, 3
rd place-8pts, 4

Camp Champ will be determined by the following:
A. Outpost Solid Heritage banner B. Outpost Entry Solid Heritage theme C. Outpost Skit and Song/yell D. Outpost Clean Camp E. Scripture Bee
2. Outpost Banners - are to uniquely reflect the Camp Theme / Scripture and your outposts individuality; (i.e., who are you? Where are you from? What is your claim to fame? Etc.) Color, overall appearance, identification and creativity are six essential ingredients.
3. Clean Camp – Outposts will be judged on lay-out of camp site, organization of tents, cleanliness of kitchen and cooking area.
Outposts will be asked to assist in their Sections and man several events, such as canoeing, ranger derby, regatta, tricycle, cart race, gliders, inflatable games, etc. The FCF Village will be open during both time slots with games, displays and activities.
SCRIPTURE BEE
1. Rangers must memorize 1 Kings 19:21 in the New International Version in order to
participate.
So Elisha left him and went back. He took his yoke of oxen and
slaughtered them. He burned the plowing equipment to cook the meat
and give it to the people, and they ate. Then he set out to follow Elijah
and become his servant.

2. A maximum of five (5) boys (per division per outpost) may participate. There will be four divisions: Ranger Kids, Discovery, Adventure, Expedition and Commanders.
3. This is a miss-a-word elimination competition. Boys will be lined up single file. The first boy in line will say the first word. The second boy will say the second word, and so on until a boy misses a word or the verse is completed. The last ten boys still in will receive a ribbon for themselves, and a ribbon for the outpost banner, the top three boys from each division will receive a medal. This is a lot of fun and a great way for outposts to learn scripture.
HERITAGE HONOR COMPETITIONS
There are rules to these Games. In addition, listed below is need to know info. There are many games for individual competition and will be awarded 1
st thru 3
rd Place Awards.
Push Cart Race (5 Person). Outpost must bring one Cart. Safety Equipment is required (head gear (Bicycle helmet) and knee pads) 2 pushers and 1 driver and the pushers will run 1 lap and trade off with 2 other pushers to complete the timed race Teams must consist of 1 rider as driver and two - four boys pushing the cart from each age group. Ranger Kids, Discovery, Adventure, Expedition, Cmdr’s. Any number of younger boys may participate on an older team.
Push Cart Race Rules:
1. Carts may be any shape or color as long as it has a seat.
2. Seat must be attached to the wood frame.
3. Wheels shall be lawn mower or wagon wheel type; the wheels may be made of rubber,
plastic, or metal. They may be inflatable or hard material but cannot exceed 8" diameter.
They can be installed by either axel or bolt. Track will be on uneven grassy area.
4. Car shall have its outpost number on it readable from both sides.
5. Steering is accomplished by the driver moving his feet on the axel with wheels attached.
No other steering devices allowed.
6. All drivers must wear helmets; it is recommended that pushers wear knee pads.
7. Decorations are only limited by the participant’s imagination.
8. Carts shall be pushed from the rear by pushing on a rail attached to the rear axle.
9. The race will consist of a relay where participants will have to switch places.
10. The track shall be laid out per organizers discretion.
Ranger Pinewood Derby
Ranger Derby cars are to be preassembled and ready to be judged prior to registration. (1st-3
rd place
ribbons per age division). The cars will be judged for fastest and best of show. This will be a single elimination race off for fastest; best of show will be based on originality, design and workmanship. Kits to be used are to be from National office or S&W crafts only.
1. Rules:
a. Length of car shall not to exceed 7”.
b. Over width including accessories shall not exceed 2 ¾”.
c. The overall height of the car shall not exceed 3”.
d. The bottom clearance of the car shall be no less than 3/8”.
2. The inside wheel width (distance between left and right front and rear wheels) shall be no less than 1 ¾”.
3. Weight shall not exceed 6 ounces. Weight shall be attached to the car by epoxy, screws or any other manner; it shall not be taped to the car.
4. Once cars are registered there shall be no modifications, tuning or repairs allowed.
5. Cars will start by gravity only

Regatta Boat Race
1. Boats will be provided upon registration. 2. The boat must be assembled and decorated by each competitor. 3. Colors, pens, markers, and decorations need to be provided by the outpost. 4. Boats will be launched from one end of the lake and judged for fastest across the lake to the other
side. Boats will be raced by age group.
Hot Wheels/Match Box Race
1. Each person will be given a hot wheel car or you can bring your own to race. 2. Cars will be raced down a track and judged for the fastest.
Memorial Glider Race
1. Styrofoam gilder will be provided. 2. Each player will throw the glider for distance. 3. Judging will be on furthest distance.
Memorial Tricycle Race
1. This will be a relay race with (5) boys per team. 2. A tricycle will provided. 3. Each team shall push/ride the tricycle like a scooter around the track and passed off like a baton
to the next team mate until all five have completed the race. 4. Each team will be timed for fastest.

CAMP RULES AND INFORMATION
NOTE: A background check must be on file with the local church for every adult
attending Pow Wow. Pastor’s Certification forms are required.
1. Attendance at all assemblies and council fires is required of all campers. Outposts are to be on time. Outposts are required to remain at the council fire until dismissal.
2. If you plan on bringing a child UNDER 5 years of age (even if they are speakers or camp staff children). They cannot be here without, their Father or Legal Guardian. The First Aid officer must have all Medical Form at the beginning of camp.
3. Registration will begin at 4:00 p.m. on Friday. DO NOT ARRIVE EARLY. Note: Advance setup groups arriving before the rest of the outpost must have emergency medical forms to enter camp.
4. Outposts who are not allowed by their church board/pastor to stay until Sunday must notify the
Camp Commander and Registrar at registration. There will be no reduction in camp fees but permission will be given to leave.
5. Vehicles are only allowed in camp for the purposes of off-loading or loading camping gear. All
vehicles must be parked in the parking lot after off-loading. Permission to move a vehicle from the parking lot must be obtained from the safety officer.
6. Commanders shall work together in a spirit of cooperation, networking within the established
system of authority. 7. Sunday School lessons will be taught by the local outposts. The sectional commanders are to
ensure that each outpost within their section is conducting Sunday school. ABSOLUTELY NO packing is allowed during the Sunday school period.
8. All trash must be placed in trash containers or hauled out with the outpost when leaving. 9. All outposts are required to have a Site inspection by their sectional staff before being allowed to
leave on Sunday. 10. Ranger Kids are allowed under the following guidelines:
Accompanied by their father or legal male guardian. Accompanied by a Christian man approved by the church (ratio: 1 to 1)
11. Female personnel will not be allowed in camp after lights out Period! Clothing should be modest.
Thank you for your cooperation. 12. Boys must be accompanied to the lake and supervised while there by an adult. No exceptions! 13. Outposts are encouraged to remain at the Council Fire Service in a quiet, prayerful attitude until
your boys have returned from the altar call.
14. All boys who are injured or ill must be checked out by the Pow Wow First Aid Officer. Decisions to transport a boy home or to hospital must be made in consultation with the Pow Wow First Aid Officer.
15. Security and safety officers are there for a purpose. PLEASE COOPERATE. An argumentative attitude or an unwillingness to cooperate will result in: 1) A visit by the Camp Coordinator 2) Possible expulsion from camp
16. Fishing licenses required per the State Fish & Game rules. 17. Life jackets are required by state law for everyone riding in the canoes. 18. Fires must be contained in a fire drum minimum 6” off the ground with firefighting equipment.
Water and sand buckets to extinguish the fire. 19. Fire extinguishers need to be within the camp kitchen area.
20. There will be NO BB GUN OR ARCHERY at this camp.
PAST REPEATED VIOLATIONS
1. Leaving boys unsupervised in campsite.
2. Adults and boys not attending council fire services.
3. Leaving council fire services before the altar call
4. Loud talking and horseplay after lights out.
5. Women in camp after lights out.
ANY SUCH VIOLATIONS ARE UNACCEPTABLE.
HOW TO REGISTER
1. Use the Pow Wow Survey and Pre-Purchasing form to:
a. Provide needed vital attendance figures to the district.
b. Register your outpost game or Adventure.
2. Forms to be filled out and brought with you to camp:
a. Camp-out Roster - The registrar will ask for this when you arrive. You need each person's name and telephone number. The telephone number is especially important in case of accident.
b. Insurance Verification Form - The registrar will want this form also with all of the
information filled out - Insurance company name, policy date, amount of medical expense and policy number.
c. Emergency Medical Information Form - You should have an original form and one copy
filled out for each person. The original forms should be kept by you in case of an accident. Provide one copy of each for the registrar.
d. Pastor’s certification of background check - Beginning 2006, all adults in attendance at any
district or sectional events must have a background check completed prior to attending the camp. The background check must be on file with the local church. A Pastor’s certification must be signed by the local pastor on each adult attending. There are no exceptions to this rule.
Royal Rangers Guidelines and Procedures
for Child Abuse Prevention
Never in the history of the Assemblies of God has such a great concern arisen concerning the protection of children, lay workers, ministers, churches, and ministries from the blight of child abuse and its ramifications. For this reason, basic guidelines on child abuse prevention have been established by the national Royal Rangers Office.
Below are 10 principles to help ensure a wholesome and safe atmosphere for our Royal Rangers boys and men.
Policy 10: Child Abuse Prevention
1. Screen your leaders. 2. Establish procedures and policies on proper conduct of Royal Rangers leaders. 3. Establish job descriptions for Royal Rangers leaders. 4. Two adult leaders are required for all Royal Rangers activities--such as camping, field trips, etc.
Additional leadership may be required with large group activities. 5. One-on-one activity between a child and an adult in not recommended. 6. Privacy of young people is to be respected within designated safety and health areas. 7. All auxiliary programs--such as the Frontiersmen Camping Fellowship, Chi Omega Rho, or Royal
Rangers camps--must uphold the same leadership standards as their outposts. 8. All unauthorized royal Rangers clubs are prohibited. 9. Keep written records of unusual behavior and occurrences. 10. Report incidences of child abuse to your pastor or church board.

PERMISSION FOR EMERGENCY MEDICAL TREATMENT
In the event my son becomes ill or sustains injury while in the care of or under the supervision of the Royal Rangers Outpost, any of its officers or leaders, they are given permission to administer first aid for his relief. If it is not practical to return him to us or to receive our instructions for his care, consent is hereby given to admit him to any hospital; consent is also given to any licensed physician and/or surgeon called, or to whom our son is taken for treatment by them to administer such treatment, drugs and medicines, and to perform such surgical procedures as he shall think the existing emergency requires for the relief of pain and to preserve his life and health. Authorization is also given for such other measures or procedures as may be required. I hereby agree to reimburse the Royal Rangers Outpost or leader for any expenses incurred in the care of my son should any type of medical treatment is necessary. This would include hospitals, doctors, ambulances, etc.
